Non-state actors play an important role in addressing climate change impacts at the local level in Africa. They are implementing mitigation and adaptation actions, but face governance and institutional barriers. Key challenges include territorializing climate policies through greater involvement of non-state actors in planning processes. Integrated approaches are needed that promote intersectoral dialogue and territorialization of policies to strengthen understanding of climate issues and access to climate finance for non-state actors.

2. • PA: Combat climate change and accelerate/intensify the actions and
investments needed for a sustainable low carbon future.
• Recognize the importance of the engagements of all levels of government
and various actors, in accordance with respective national legislations of
Parties, in addressing climate change.
• Communities, especially non-state actors, are often on the frontline of
climate impacts. To deal with these different impacts, non-state actors are
implementing mitigation and adaptation actions at the national and local
levels.
BACKGROUND

3. • Put development at the heart of the discussion through an integrated
approach.
The discussion of ambitious climate objectives of low carbon and resilience in a country
requires from the outset to be part of the more general perspective of development
trajectories aimed at responding to short-term economic, social and environmental
emergencies and satisfying the long-term needs (DDP Senegal, 2020)
• Consider structural and systemic transformations through :
− The development of quality infrastructure
− The promotion of inclusive and sustainable industrialization
− The strengthening the basis of high productivity
− The improvement of access to energy
Need for a comprehensive long-term strategy for "broad and reliable access to quality
energy at low cost" which considers:
− Access to clean energy for industrial development (greening of industry);
− Development of an energy efficiency culture through structuring programs;
− Securing the domestic fuel supply with alternative fuels to wood / charcoal such as LPG,
Biogas, etc.

4. • Territorialization of public policies and scaling up through the involvement
of non-state actors.
The decentralization process transfers many powers to local authorities, including the power to
draw up municipal and departmental development plans.
In addition to the strategies defined by the government, NGOs, local authorities, technical partners,
etc. have developed and initiated climate action planning processes by conducting vulnerability
studies and assessing the potential for reducing GHG emissions at the community level.
• A first generation of integrated territorial climate plan (PCTI) was developed in 2013 by the
UNDP TACC (Territorial Approach for Climate Change) program which include Dakar for its
potential for mitigation in the energy efficiency sub-sector.
• From 2015 to 2020, the cities of Dakar and Pikine, within the framework of the convention
of Mayors of Sub-Saharan Africa (EU funding), initiated an integrated planning process
(PTCEI) to enable the prioritization and the integration mitigation technologies with a view
to injecting a new dynamic into the contribution of territories to the national objectives of
sustainable and low-carbon socio-economic development as set out in the NDC, sectoral
policies, etc.

7. • Strengthen the understanding of international and national issues relating to
climate change and in particular to the reduction of greenhouse gas emissions.
• Strengthen the development of carbon footprints at the level of local authorities in
line with the CDN;
• Reinforce access to climate funding for non-state actors, especially access to the
Green Climate Fund, to the Adaptation Fund, etc. and also reinforce their
knowledge on Carbon finance
• Set up and/or reinforce the institutional and legal framework in order to make the
participation of non-state actors effective in the processes drawn from the Paris
agreements, especially in the implementation of NDC going through writing down
in decrees, laws, directives, etc.
• Establish a framework for coordinating and pooling the efforts of NPS at the
territorial level, including a system for assessing the contribution of NPS to
achieving climate objectives (observatory example)
• Integrate climate objectives into national development plans and budgets.
