The existence of such networks clearly demonstrates that the ‘urban’ governance of climate change is not bound by city limits. It is multilevel in the broadest sense – not only about interactions between multiple levels of government, but also what has been termed ‘Type II’ multilevel governance, horizontal networking across scales, which creates new political arenas not necessarily tied to any particular territory. While governing tends to focus on the municipal authority, here are a range of other players involved – national and regional governments, corporate actors, foundations and the sorts of ‘hybrid’ networks which I have just discussed. This is clearly not ‘government’ in the traditional sense, but nor is the state absent – governance is a term used to catch this complexity but I prefer to think about how governing , as a process, is conducted. Research comparing the experience of UK and German local authorities suggests we can think of four different modes which the governing of climate change takes ….
התייעלות אנרגטית פועלת במספר אפיקים : תשתית – תכנון יעיל של מבנים כך שיקטינו את צריכת האנרגיה ( למשל , בידוד משופר שמקטין את ההוצאות על חימום וקירור , פתחי תאורה שמקטינים את הצורך בתאורה מלאכותית , הצללה של החלונות כך שלא תהיה שמש ישירה ). ציוד – במבנים רבים יש ציוד ישן שאינו יעיל אנרגטית , כלומר צורך הרבה חשמל בשביל תפוקה נמוכה , דוגמת מזגני חלון או מקררים עתיקים ). החסכון באנרגיה כתוצאה משימוש בציוד חדיש וחסכוני יותר עשויה להניב חיסכון אשר יכסה תוך זמן קצר יחסית את עלות החלפת הציוד . החלפה של מערכות התאורה ולעתים הנורות בלבד כבר עשויה להניב חיסכון משמעותי טכנולוגיה – בשנים האחרונות נכנסות לשוק מערכות טכנולוגיות חדישות , שמאפשרות שליטה ובקרה טובות יותר על השימוש באנרגיה , ומערכות חשמליות המביאות לניצול יעיל יותר של החשמל הנצרך ( לדוגמה , באמצעות הקטנת ההספק של החשמל המוזרם למבנה ). התקנה של בקרים , המכבים את התאורה והמזגן כאשר אין איש בחדר , שליטה מרחוק דרך האינטרנט שמאפשרת בקרה על השימוש בחשמל בצורה מרוכזת , מערכות מניה חכמה ועוד . תרבות ארגונית – על העובדים לקחת חלק בתהליך , שכן הם אלו שצורכים בסופו של דבר את האנרגיה . שימוש במזגן בטמפרטורה מאוד נמוכה עם חלון פתוח , תאורה חזקה בחדר כשאור חזק נכנס מבחוץ , כיבוי של התאורה והמיזוג עם היציאה מהחדר – כל אלו הם שינויים שיש להנחיל לעובדים . כמובן שאין מסתמכים רק על רצון טוב של העובדים ומתקינים גם מערכות בקרה , אך שותפותם חשובה מאוד להצלחת התהליך . ניתן לעודד אותם להצטרף גם באמצעות תמרצים כלכליים , דוגמת העברת החסכון הכספי למחלקה החוסכת .
