Fiscal Decentralization and Special Local Autonomy: Evidence from an Emerging...Suwandi, Dr. SE.,MSi
The quest of searching the endogeny variables of financial decentralization in emerging markets have become a serious topic due to the increasing wave of decentralized regions in many countries. The paper aimsto examine the effects of fiscal decentralization and specific local autonomy on economic growth, employment, poverty, and welfare in the special province Papua (Indonesia). The study exploited the main data of the decentralization fund by using a panel data of eight regencies and municipals, particularly the regional autonomy fund, direct and indirect government expenditure, and economic growth. The paper used the path analysis to explore the relationships of the observed variables. The results revealed that the decentralization fund influenced significantly on government’s direct expenditure and economic growth. The special local autonomy's fund has influenced considerably on government’s indirect expenditure. Its effect has increased, through economic growth as the intermediating variable, meaningfully on employment, poverty, and welfare. The results are in line with the prior studies, which explore the consequences of decentralization and specific autonomy to spur the economic growth in certain regions. It implies that the economic development strategies in Indonesia’s less-developed regions should be started with a bigger autonomy transfer program to those regions and simultaneously enhanced it by special budget allocation to trigger and support the development.

(CAR) (Filipino: Rehiyong Pampangasiwaan ng Cordillera)
is a region in the Philippines that is composed of
six provinces, namely: Abra, Apayao, Benguet, Ifugao, Kalinga
and Mountain Province, as well as Baguio City, the regional
center. The Cordillera Administrative Region encompasses
most of the areas within the Cordillera Central mountains
of Luzon, the largest mountain range in the country. It is the
country's only land-locked region. The region is home to
numerous indigenous tribes collectively called the Igorot.

0 The region's climate generally falls under types I and
III
0 The provinces that fall under type I are Benguet
including Baguio City; eastern part of Abra, Ifugao and
Mt. Province.

western part of Abra, Ifugao and Mountain Province
fall under type III.
12. RESOURCES
0 The region is rich in natural resources and has
abundant mineral reserves. Gold, copper, silver, zinc,
are among the metallic ores that can be found in the
region. Non-metallic reserves include sand, gravel and
sulfur. Although mineral reserves are found all over
the province, mining is concentrated in Benguet. Great
majority of Cordillera’s population engaged in farming
and small-scale production.
13. ECONOMY
0 Extras of the Cordilleras is diverse; mining, agriculture,
export processing zone, tourism are among economic
activities in the different provinces of the region.
0 The region is abundant with mineral reserves. These
include metallic ores such as gold, copper, silver, zinc, and
non-metallic minerals like sand, gravel and sulfur. Mineral
reserves are found in all the provinces. However, mining is
concentrated in Benguet.
0 Its timber resources has dwindled since the introduction
of slash-and-burn method of farming in all parts of the
Cordillera mountain range.
14. 0 Vegetable crop production is well developed
in Benguet, rice production in Ifugao and Abra, corn
production in Mountain Province, and Kalinga.
0 Baguio City and La Trinidad are considered as the
industrial centers in the region. Baguio City
hosts Baguio Export Processing Zone where
operations of big companies like Texas Instruments,
and MOOG are located. The city also hosts offshore
and outsourcing companies operating call centers.
0 The primary growth centers of the region are Metro
Baguio and the Eastern Cordillera Growth Corridor.
15. ETHNIC GROUPS
0 Cordillera is home to many ethnic tribes living on the
Cordillera mountain range.They are commonly
referred to as Igorot.

The Tingguians are composed of sub-groups known as the
Itneg tribes which includes Adasen, Balatok, Banaw,
Belwang, Binungan, Gubang, Inlaud, Mabaka, Maeng,
Masadiit, and Muyadan or Ammutan. Their places of abode
are found in the different municipalities in Abra as follows

of Apayao but also in the Eastern part of the Province
of Ilocos Norte and Northwestern part of the Province
of Cagayan.

21. LANGUAGES
0 The Cordillera region is the most diversified ethno-
liguistic region in the Philippines with its major
languages having sub-dialect variations. The
topographic formation of the Cordillera mountain
range, which has greatly influenced the upstream
migration of peoples in the Cordillera into the
hinterland, corresponds the various dialects pattern
formation. The disparity in linguistic ethnicity
however, did not form variation in cultural
development as almost every Cordillera people shares
similar cultural identity among different tribes.
