This document discusses a proposed amendment to realign a future minor collector road on the Thoroughfare Plan from Arrington Road to Harpers Ferry Road. 4. Background on Existing Thoroughfare Plan
• Proposed amendment involves
realignment of a future minor
collector along Arrington Road.
• Minor collectors are the smallest
type of thoroughfare with 2 travel
lanes.
• An example of a minor collector is
Francis Drive adjacent to City Hall.
• Minor collectors in urban areas
typically have bicycle and
pedestrian facilities while these
are generally not provided in rural
areas.

5. Background on Existing Thoroughfare Plan
• This area was part of a 2003 land
use and thoroughfare study
performed by the City.
• Staff proposed aligning the
thoroughfare with Harpers Ferry
Road. Through the public hearings,
the Planning & Zoning Commission
and City Council amended the
proposal to offset the intersection.
• The Thoroughfare Plan map is not
intended to depict exact
alignments, staff has discretion to
alter up to 1,000 feet from the
map.
• The subject alignment depicted on
the map is not realistic given
existing development pattern.

6. Proposed Thoroughfare Realignment
• Proposed amendment was
identified and initiated by Brazos
County as part of their project to
reconstruct Arrington Road.
• The proposed amendment aligns
the minor collector to Harpers
Ferry Road and is more than 1,000
feet so a thoroughfare amendment
is necessary to accomplish these.
• Offset intersections have posed
traffic operation and efficiency
issues.

• On behalf of Brazos County,
Kimley-Horn performed Travel
Demand Model assessment of
realignment. Traffic impact was
minimal.
• Applicant held meeting with
neighborhood representatives on
September 18th to discuss proposal.
• Planning & Zoning Commission
considered the item at their
October 5th meeting and
recommended approval.
