  • #3 Our request before you is to amend the Comprehensive Plan from Wellborn Preserve Open to Wellborn Commercial. The property is bounded by Creek Meadows along the back of the property, and a new phase under construction along the eastern property line. To the west are existing residences, and across Victoria Avenue are existing commercial and office uses. The Wellborn Community Plan designates this property for Wellborn Preserve-Open, which means due to public service limitations or a prevailing rural character, these areas should have limited development activities. It is our assessment that neither of these conditions apply to this property. While there are public service limitations in this area, namely sewer service, we worked with Creek Meadows during their platting process and were able to be included in their sewer report that was reviewed and approved by the City staff. This property will have access to a sewer line that is currently being extended to our property and served into a system where future development from this property has been accounted for in their capacity calculations. Therefore, there is no public service limitation for this property. Secondly, the land use category indicates it is for areas where there is an existing rural character.
  • #4 Here is an aerial image of the property. The property is currently developed with several non-conforming and dilapidated residences. Creek Meadows backs up to the property and a new phase of single-family residences is currently under construction on the large open field to the east. Across the street and to the east is another phase of Creek Meadows, office buildings are directly across, as are RV and boat storage facilities. Further down Victoria Avenue is a construction equipment rental business, and the Wellborn SUD offices. Rural character does not exist for this property.
  • #7 While this property has residential uses backing up to the property, we believe the character of this property should be more contextual to the character that it faces. The Wellborn Community Plan does state that the citizens have identified the desire to maintain the existing level of commercial. However, the plan also says “though more commercial is amenable to residents, such commercial activity should not be more intense than what can be found in the community today.” We do not yet have a design of the development, but the proposed office-type uses, would certainly not be more intense than what is found today, and will be compatible with its across the street neighbors.
