Rencontre entre les présidents
Sargissian et Aliev
Les présidents arménien et azerbaïdjanais se sont mis d’accord « pour
faire avancer les négociations afin de
trouver une solution pacifique » au
conflit opposant leurs deux pays sur le
Nagorny-Karabagh.
Cette rencontre à Vienne entre
l’Arménien Serge Sargissian et
l’Azerbaïdjanais Ilham Aliev était la
première depuis des négociations tripartites (avec les Russes) à Sotchi en
janvier 2012. Les deux présidents
« sont convenus de se rencontrer à
nouveau dans les prochains mois », a
indiqué l’OSCE dans un communiqué.
« Il est difficile de parler de changement dans les pourparlers, mais après
la réunion quand on m’a demandé mes
évaluations, j’ai répondu brièvement :
normal.
Je pense vraiment que c’était normal. Normal en ce sens que cette réunion signifie en fait, selon toute
vraisemblance, un nouveau cycle de
négociations et un nouveau départ.
Nous ne nous sommes pas rencontré
depuis près de deux ans et cela signifie que les pourparlers de haut niveau
étaient arrêtés », a déclaré le président
arménien.
Serge Sargissian a déclaré avoir vu
la volonté du chef de l’Azerbaïdjan à
résoudre le problème, mais ce n’est
pas suffisant.
« Nous avons le même désir. Je
souhaite personnellement que le problème soit résolu aussi rapidement que
possible. Cependant, les conditions
dans lesquelles le Président de
l’Azerbaïdjan veut résoudre le problème et les miennes sont en question »,
a souligné le président.
Le président Sargissian a qualifié la
réunion de positive, ajoutant que les
présidents avaient déjà chargé leurs
ministres des Affaires étrangères à
entamer des pourparlers dès le début
de décembre « sur la base de nos nouvelles instructions. »
La feuille de route de la Turquie
comprend les relations avec l’Arménie
Après l’échec complet de son
« zéro problème politique avec
les voisins », la Turquie a décidé
d’essayer à nouveau.
Selon le quotidien Ak, le ministère turc des Affaires étrangères
a publié une feuille de route pour
2014, composé de cinq points,
dont la normalisation des relations avec l’Arménie.
L’année 2014 sera l’année de la
normalisation des relations avec
l’Arménie, écrit le journal. Les autorités ont examiné une option, selon laquelle
l’Arménie « se retire de deux des sept régions » de la ceinture de sécurité autour
du Haut-Karabagh et « offre à l’Azerbaïdjan une route directe vers le
Nakhitchevan. » L’ouverture de la frontière turco-arménienne est également considérée.
D’autres questions sont abordées, en plus de l’Arménie et l’Artzakh, Chypre
du Nord, les relations avec l’Irak, les tensions apaisées avec Israël et le conflit
syrien.

Compensation ou compromis ?

Le romancier russe Anton Tchekhov
a écrit une courte histoire satirique sur
l’importance des médailles dans la
société russe du 19e siècle. L’histoire
s’attarde sur la situation d’un pauvre
enseignant qui est invité à un dîner
dans les cercles de la haute société.
Pour prouver qu’il mérite l’honneur, il
décide d’emprunter une médaille à un
ami. En arrivant à la fête, il rencontre
cependant une connaissance, qui sait
qu’il n’a pas reçu un tel honneur.
L’enseignant essaie de cacher la
médaille, élabore de nombreuses ruses
qui finalement gâche le dîner et la
soirée. Mais avant de prendre congé, il
découvre que sa connaissance est
aussi dans le même cas, essayant de
cacher sa propre médaille empruntée.
Tchekhov a ridiculisé ces caractères
vaniteux. Il est mort en 1905 et pourtant, depuis lors, rien n’a beaucoup
changé.
Les héritiers soviétiques de l’Empire
russe ont également souligné l’importance de ces médailles, avec de nombreuses anecdotes et blagues sur
Leonid Brejnev, particulièrement
friand de médailles.
Aujourd’hui, ces médailles convoitées peuvent être achetées, pour
quelques sous, au Vernissage, glorieux
marché aux puces d’Erévan.
Pourtant la tradition semble bien
ancrée en Arménie, tant et si bien
qu’aucun touriste ne revient d’Erévan
sans médaille décernée par une
autorité ou un organisme du pays.
La même chose peut également
s’appliquer à l’église. On dirait que
bientôt les bénéficiaires de médailles
seront plus nombreux que les
Arméniens privés de ces honneurs.
Dans le passé, les personnes qui ont
reçu ces médailles étaient peu nombreuses.
Mais aujourd’hui, leur abondance
laisse tout le monde perplexe et dévalorise l’honneur. Certains bénéficiaires
se demandent même quel acte
généreux ils ont accompli pour
l’Arménie pour mériter de tels honneurs.
Il semble que le temps est venu de
revoir le système de valeurs en
Arménie, sans miser sur la naïveté de
la diaspora arménienne. Il est vrai que
pour certaines personnes, ces
médailles servent d’appât efficace
pour les amener à faire des contributions. Mais, avec le temps qui passe et
la prolifération de ces honneurs, le système de valeurs est compromis et les
personnes méritantes ne se distinguent
plus de celles qui ont mordu à
l’hameçon et sont élevés à un rang
auquel ils n’appartiennent pas.
Il existe un point de saturation où la
loi des rendements décroissants
s’applique.
Certains groupes de la diaspora
pensent qu’il est essentiel de distribuer
ces honneurs douteux. Ils croient les
avoir pleinement mérités.
Mais finalement, ils sont tous dans
le même groupe de ceux qui portent
des médailles, méritées ou non.
Maintenant que j’y pense, par la distribution sans restriction de ces
médailles, les autorités ont insulté
l’intelligence des Arméniens de la diaspora, estimant que ces méthodes peuvent acheter de l’influence, de la loyauté et du sacrifice.
Toute contribution ou sacrifice pour
l’Arménie perd de sa valeur dès lors
que la motivation devient une compensation réciproque.
Et malheureusement, notre pauvre
patrie n’a pas beaucoup plus à offrir
que ces morceaux de métal afin de
récompenser les contributeurs.
Il est vraiment très difficile de dire
qui est plus le naïf : celui qui dispense
les honneurs ou celui qui obtient les
médailles ? Peut-être les deux.
Lorsque ces médailles étaient
décernées avec parcimonie, les bénéficiaires étaient d’éminents membres de
la communauté et se tenaient audessus de la multitude. Mais
aujourd’hui, alors que le robinet de ces
récompenses est ouvert, la valeur de
ces médailles est nulle à l’arrivée.
Les personnes ayant assez d’estime
de soi doivent réfléchir sérieusement à
la signification des médailles reçues
comme appréciation d’un acte juste ou
récompense pour un acte à venir.
Bien sûr, il faut distinguer la
généreuse distribution de médailles
des prix décernés aux écrivains, aux
scientifiques, aux universitaires et
artistes par le gouvernement ou par
d’autres organisations, puisque ceux-ci
s’accompagnent d’une compensation
monétaire, qui inspirera de nouvelles
textes littéraires, de nouvelles œuvres
ou de nouveaux travaux universitaires.
Maintenant que nombreux sont les
porteurs de médailles, où en est notre
système de valeurs ?
Bien sûr, le changement doit commencer par le haut. Mais avant
d’adopter un nouveau système, il doit y
avoir un changement dans la mentalité
et l’attitude de notre peuple. Brejnev
est mort et ses médailles ont été
ensevelies avec lui, on ne peut plus les
acheter au marché aux puces du
Vernissage.
Une fois notre mentalité changée, il
sera assez facile d’établir avec un nouveau système de valeurs. Des comités
de spécialistes impartiaux et qualifiés
peuvent être affectés à la tâche, des
personnes vraiment familières avec le
visage (et le cœur) de la diaspora et
l’Arménie. Ils peuvent établir une liste
restreinte de candidats correctement
contrôlés, avant d’être proposés pour
des récompenses.
De cette manière, aucune recommandation ne peut apparaitre sur la
liste si la seule œuvre a été d’inviter un
ministre à déjeuner ou donner un
cadeau somptueux.
Au cours des 21 dernières années,
une armée efficace a été créée à partir
de rien. Des organes législatifs et exécutifs ont été mis en place. Le système
de valeurs de l’Arménie devrait également correspondre à cette évolution.

L’Arménie attache de l’importance à Hasan Cemal : « La Turquie doit
la coopération avec le Danemark
s’excuser auprès des Arméniens
avant la centenaire »
Le président arménien Serge Sargissian a reçu les lettres de créances de
l’ambassadrice du Danemark nouvellement nommée pour l’Ukraine, la Géorgie
et l’Arménie, Merete Juhl, et qui résidera à Kiev.
Le président Sargissian a félicité l’ambassadrice et a dit souhaiter le succès
du développement et le renforcement des relations entre l’Arménie et le
Danemark. Serge Sargissian a relevé que l’Arménie attachait une grande importance aux relations Arménie-Danemark, la coopération dans différents
domaines, et la preuve en était l’ouverture de l’ambassade d’Arménie à
Copenhague en 2011.
L’ambassadrice Juhl a, pour sa part, souligné l’importance de l’ouverture
d’une ambassade au Danemark, signe que l’Arménie voulait développer la
coopération avec son pays. Merete Juhl a assuré qu’elle ferait de son mieux pour
améliorer et développer le partenariat entre l’Arménie et le Danemark.
Les deux parties ont discuté du développement des liens entre eux dans le
cadre de la coopération Union européenne-Arménie.
L’Arménie prend des mesures pour
prévenir la propagation de
la poliomyélite
Une vaste campagne de vaccination
a été mise en place après la découverte
de 10 cas de polio au nord-est de la
Syrie. Mais la guerre ralentit le travail
des médecins qui craignent une propagation aux pays voisins.
Des mesures ont été également prises en Arménie pour prévenir la diffusion de la maladie dans le pays après le
déclenchement de la maladie en Syrie
où il existe une grande présence
arménienne et d’où des Arméniens
fuyant les hostilités sont arrivés depuis les deux dernières années.
La campagne de vaccination à grande échelle dans l’ensemble de la région a
commencé au début novembre et se poursuivra pendant les six ou huit
prochains mois en fonction de la situation épidémiologique.
Selon le ministère de la Santé d’Arménie, des polycliniques à travers le pays
examinent les dossiers médicaux de tous les enfants de moins de 6 ans et invitent ceux qui n’ont pas été vaccinés à le faire.
« Le travail est en cours avec les parents qui refusent que leurs enfants soient
vaccinés ainsi qu’auprès de ceux qui arrivent de Syrie », a déclaré le service de
presse du ministère.
Deux écoles d’Arménie signent un accord
L’Ecole secondaire Ayb High et l’Ecole Internationale Dilijan ont signé
un protocole d’accord qui souligne que « Dilijan international et la fondation Ayb sont prêts à collaborer dans le cadre de projets mutuellement
bénéfiques ayant pour objectif d’améliorer les résultats des efforts visant à
l’éducation multilatérale des étudiants. »
L’accord vise à faire participer les élèves des deux écoles dans les
travaux de développement communautaire de Tatev et Dilijan, des camps
d’été communs, la mise en œuvre de programmes d’échange d’enseignants
et des projets d’entrepreneuriat social.
Le journaliste turc Hasan Cemal a
déclaré que la Turquie devait comprendre la douleur ressentie par les
Arméniens dans la foulée de 1915.
Dans son article, Cemal a écrit que
la Turquie devait partager cette
douleur et présenter la tragédie dans
son ensemble, avant le centenaire du
génocide en 2015.
« Les Arméniens sont un peuple
d’Anatolie. Leurs racines et leur patrie
sont en Anatolie. Les Arméniens,
comme les Kurdes, ont vécu en
Anatolie avant les Turcs.
La vérité est que la Turquie n’a pas
encore accepté le fait que les
Arméniens ont été coupés de leurs
racines historiques et de leur mère
patrie en 1915 », a écrit Hasan Cemal.
« La frontière entre l’Arménie et la
Turquie devrait être ouverte. Les relations diplomatiques devraient être
établies entre les deux pays. Ces deux
mesures doivent être prises sans
aucune condition préalable. La
Turquie, en tant qu’Etat, devrait
présenter des excuses aux Arméniens
», ajoute Cemal.
Hasan Cemal est un journaliste
turc, écrivain et petit-fils de Djemal
Pacha, l’un des principaux auteurs du
génocide arménien. Il a été le rédacteur en chef de journaux turcs, y compris Cumhuriyet, 1981-1992, et Sabah,
1992-1998. En 2013, il a démissionné
du journal Milliyet après que le
Premier ministre Recep Tayyip
Erdogan ait critiqué son article portant
sur une visite parlementaire à Öcalan.
Milliyet a refusé de publier ses
chroniques et l’a suspendu.
Il est surtout connu pour sa reconnaissance du génocide arménien et sa

demande d’excuses, un crime dans
lequel son grand-père a joué un rôle de
premier plan.
Il a publié en 2012, un livre écrit en
partie en réponse à l’assassinat en
2007 de son ami Hrant Dink, et intitulé
« 1915 Ermeni Soykirimi » (1915 : Le
génocide arménien).
Le livre est un best-seller en
Turquie. Cemal y a écrit : « Nier le
génocide reviendrait à être complice
de ce crime contre l’humanité. » Il a
été écrit suite d’une visite en Arménie
et met en lumière « sa transformation
personnelle » et ses expériences en
Arménie. Alors qu’il était en Arménie,
il a eu l’occasion de rencontrer et de
déjeuner avec Armen Guevorkian,
petit-fils de l’assassin son grand-père
Djemal Pacha en 1922.
Arménie : Une nouvelle Alep pour
les réfugiés syriens
Pour que les Arméniens ayant fui la guerre civile en Syrie et installés en
Arménie « se sentent comme chez eux », le gouvernement arménien a adopté un programme de construction d’un nouveau quartier baptisé « Nouvelle
Alep ».
Situé à 20 kilomètres d’Erévan, la capitale arménienne, le quartier, qui
s’étendra sur 4,8 hectares, pourra accueillir des centaines de réfugiés, dont
la grande partie vient de la ville d’Alep [nord-ouest de la Syrie]. « La moitié
du prix de l’appartement sera réglée par les intéressés, le reste sera pris en
charge par le gouvernement et les associations caritatives arméniennes »,
ajoute le site.
D’autres quartiers syriens pourraient voir le jour, car 7 000 Arméniens de
Syrie ont exprimé le souhait de s’installer définitivement sur la terre de
leurs ancêtres.
Les autorités « espèrent que leur arrivée améliorera la situation économique et démographique de l’Arménie » [confrontée à une faible natalité
et à une forte émigration économique], ajoute le site. Avant 2012, la diaspora arménienne de Syrie comptait plus de 100 000 membres.

Gallipoli Campaign:

Ahmed Davutoglu, Turkey’s foreign
minister, has laid his campaign plans
to drown Armenian voices in 2015.
Indeed, as Armenians prepare with
their scarce resources to make the
Genocide Centennial a turning point in
history, Turkey, using its vast
resources, has already taken the
proactive stand to dampen the impact
of those Armenian initiatives. This, of
course, within Ankara’s “zero problem
with neighbors” foreign policy. The
Turkish foreign minister has already
picked his topic to counter the
Armenian onslaught: the centennial
celebration of the Gallipoli campaign,
which coincidentally began on April
25, 1915, exactly one day after the
Armenian intelligentsia and leadership
were arrested and marked for slaughter. The campaign had lasted until
January 9, 1916. The Gallipoli campaign and Anzac Day are known better
by name than by historic substance.
During World War I, Allied Forces,
headed by Britain, were fighting the
Central Powers headed by Germany.
The Australians’ and New Zealanders’
Army Corps (Anzac), as British colonial subjects, were drafted into the
British Army, and Turkey had joined
Germany against the Allies. One of the
significant battles took place at the
Dardanelles, with the Allies trying to
open a route through the Straits of
Bosphorus to connect with their
Russian allies in the East.
Today, Anzac Day is considered by
the Australians as the dawn of their
national consciousness, while for the
Turks, the battle places Mustafa
Kemal, then the head of Turkish
forces, on a historic pedestal, having
begun the campaign for the Turkish
“liberation movement” (in fact the
continuation of the Young Turks’ war
and extermination policy) which eventually led to the foundation of the
modern Turkish Republic in 1923.
For Australia, which was a former
penal colony and belittled as such for
long, perhaps it should not be surprising to enshrine a military defeat as the
beginning of “national consciousness.”
On Anzac Day, the most sacred holiday in Australia, people come to celebrate their defeat and honor the
“power of the Turks,” their murderers.
Every year thousands of Australians
and New Zealanders visit
Constantinople, modern-day Istanbul,
to celebrate the Anzac Day.
This mentality is similar to the
treatment of Turks by the Austrians.
The Ottoman Armies tried to occupy
Vienna twice, once during the 16th
century under Soleiman the
Magnificent and in 1683 under Kara
Mustafa. They were routed twice, yet
in 1983, the Austrian government
decided to celebrate the tercentennial
of its victory over the Ottomans and
invited the Turks to turn the celebration into a Turkish-Austrian friendship
celebration, never mind that in both
wars the Turks massacred their
Austrian prisoners.
The Gallipoli Campaign remains
one of the mysteries of history: the
German-Turkish forces were being
beaten on the Eastern front, they were
being defeated in the Middle East
(where volunteer Armenian
Legionnaires were fighting along with
the Allies), but they won the Battle of
Gallipoli.
At that time Winston Churchill was
the first lord of the Admiralty and he
proposed a naval attack on the
Dardanelles, based on erroneous
reports on the enemy troop strength.
Some historians even believe that
those reports were deliberately given
to the admiralty, and there are even
reports that Allied attack plans were
leaked to the enemy. Why would such
a “treacherous” act be permitted to
cause one’s own defeat? This does not
sound plausible until we get to the
heart of British foreign policy in the
19th and 20th centuries. Perennially
the British have tried to — and succeeded — to bar Russians from reaching the warm waters of the
Mediterranean. In fact, when the
Russian forces reached and occupied
Adrianapolis in Turkey and the San
Stefano Treaty was signed in 1878,
British Prime Minister Benjamin
Disraeli was alarmed and was able to
convene a second congress to sign the
Berlin Treaty that same year, which
had tragic consequences for the
Armenians living in the Ottoman
Empire. Literally, Armenian subjects
were left to the tender mercies of their
tormentors.
Therefore, the British wished to
demonstrate to their Russian allies
that they put an honest effort toward
occupying Istanbul but they failed
there by denying once more to their
Russian allies access to warm
waters.
On the Turkish side, Mustafa Kemal
was one of five Turkish commanders.
At that time, the Ottoman Fifth Army
was under the command of German
Otto Liman von Sanders. Germany had
armed the Turks with military hardware and battleships. In fact, Germany
gifted the victory to Mustafa Kemal.
And today, as Mr. Davutoglu prepares
to celebrate the Gallipoli victory, the
credit will be jealously guarded by the
Turks and no one will mention that

Sarkisian calls talks with Aliyev ‘Positive’

Friday his latest meeting with his Azerbaijani counterpart Ilham Aliyev, saying
that it might have revived the Nagorno-Karabakh peace process.
Aliyev and Sarkisian met in Vienna on Tuesday for their first face-to-face talks
in almost two years that were welcomed by the United States and the European
Union. “I could see that the president of Azerbaijan has a desire to solve the
problem but that is not enough … On what terms does the Azerbaijani president
want to solve the problem and on what terms do I want to solve the problem?
This is the key question,” Sarkisian said at a meeting with officials from the
Armenian Culture Ministry.

Armenia plans visa-free
regime for Americans
YEREVAN (Arka) — During the
22nd U.S. – Armenia Joint Economic
Task Force (USATF) meeting held on
November 22 in Washington, the sides
held discussions on mechanisms to
deepen economic ties, increase trade
and investment, and advance market
reforms, the US Department of State
said.
Participants discussed also the bilateral launch of a visa liberalization
process with the goal of achieving a
visa-free regime for American travelers
and ten-year multiple entry visas for Armenians, leading to increased bilateral
trade and investment. The United States also encouraged implementation of
Armenia’s civil aviation liberalization reforms.

Mr. Davutoglu is planning his second blunder by sending discredited
historian Justin McCarthy to “educate”
the Austrailians about ArmenianTurkish historic relations. Many historians compare Justin McCarthy to
British Holocaust denier David Irving.
McCarthy is not too embarrassed as
a scholar and as a decent human being
to campaign against the recognition of
the Armenian Genocide, countering
the line advocated by the globallyrespected International Association of
Genocide Scholars.
The Australian parliamentarian
Laurie Ferguson has managed to invite
Professor McCarthy for a lecture in
the Canberra parliament house, with a
topic titled, “What Happened During
1915-1923.”
When the Turks try to derail any
attempt by the legislatures of different
countries by suggesting that the case
be assigned to the judgment of historians, they are banking on hacks-forhire such as McCarthy and his ilk, who
are offered all-expenses-paid junkets
by the Turkish government.
Professor McCarthy’s long trip has
already been overshadowed by a public debate; President of the Turkish
Parliament Cemil Cicek has called for
a repeal of Genocide recognition by
the NSW parliament and has further
threatened that Turkey’s relation with
Australia may deteriorate to which
Prime Minister of New South Wales
Barry O’Farrell has declared that the
threats of Turkey’s parliamentary president are inconceivable and reprehensible. In a written statement, he has
also asked Turkish officials not to use
the celebrations of the centennial of
the Battle of Gallipoli for political purposes.
Politicians are astute. They are certainly aware of the weight of Turkish
threats. Ankara has threatened before
France and Switzerland, only returning to the routine of business as usual.
McCarthy will take advantage of the
tolerance of freedom of speech and
make his point, although had he tried
to reverse his argument in his beloved
Turkey, he would have found himself
in jail for violating Article 301 of
Turkish penal code. Freedom of
speech, of course, works both ways.
We hope Armenians in Australia will
also use their voices to give appropriate treatment to the guest speaker
who may earn his honorarium without
necessarily convincing too many people.

When the bubble goes pop
Do you remember that song from Lenka, “The Show”? I’m just a little

that when life doesn’t make much sense, it’s useful to have someone remind
you that it’s okay to be lost.
Of course, you never always get everything what you want out of life. But
I find that in general, things move around in cycles. Sometimes, things are
going for the best, and your worries don’t seem all that big. Then, out of
nowhere, it all comes tumbling down. Everything seems to be going wrong;
and no matter how hard you try to fix things, sometimes it’s just out of your
control. You’re praying for things to pick up again but life insists on making
you suffer for no valid reason.
If you ever wonder why that happens and you wish you could go back to
when things were good, ask yourself this: do you really want to go back?
Maybe things are rough right now but in general, things happen for a reason. Something was wrong in your happy little bubble, and eventually it
ended up bursting. If you find yourself bubble-less for a while, just realize
that it’s because you’re working towards building a stronger bubble. A
water-proof one. One that will last longer.
Being bubble-less is hard and confusing. You lose all sense of direction.
Which way to go? Which way to avoid? God knows. Lenka is just as lost as
you are. She’s trying to figure out which way to go. “The Show” is my bubble-less song. It doesn’t help nor guide me, it’s just reminds me that, yes,
sometimes life makes no sense and there is no real answer to some things.
If there’s anything you can do to change your situation, go ahead. But sometimes, all you can do is let the storm pass.
If you are bubble-less right now, it’s okay. It happens to everyone. But I
believe in your future bubble. It will have everything you want in it, and
more. I believe that things always work out for the best. Find yourself a
song or a quote to help you through. Then, before you know it, time will
work its magic and you will find yourself in a brand-new, glorious, golden
bubble. Until then, keep your chin up.

US Commends Armenian
Partnership with NATO

successful hosting of the November 18
