Danielson Framework
a research-based set of components of instruction, aligned to the INTASC standards, and grounded
in a constructivist view of learning and teaching. The complex activity of teaching is divided into 22
components (and 76 smaller elements) clustered into four domains of teaching responsibility:
1. Planning and Preparation
2. Classroom Environment
3. Instruction
4. Professional Responsibilities

Enhancing Professional Practice: a Framework for Teaching by
ASCD
based on research in Praxis III: Classroom Performance
Assessments of an observation-based evaluation of first-year
teachers used for the purpose of licensing
Updated in 2007 & enhanced to reflect findings in research
post-1996
Included frameworks for non-classroom positions such as
librarians & counselors, tailored to the different responsibilities &
expectation of those different roles

Danielson Framework
2011 Edition
includes research from 2009 Bill & Melinda
Gates Foundation “Measures of Effective
Teaching (MET)” projects

lessons
aim to determine aspects of teacher practice
most highly correlated to high student
progress

Danielson Framework
2011 Edition
Danielson Framework part of MET research
more specific rubric language
“critical attributes” for each level of each
component
possible examples for each level
Thursday, August 8, 13
2013 Edition
In addition to tighter language to assist evaluators in making
clear distinctions between performance levels, the 2013 Edition
now includes specific language around the instructional
implications of the Common Core State Standards. The
Framework for Teaching has always been grounded in student
learning and included the big concepts of the Common Core.
Now the 2013 Edition includes specific rubric language,
critical attributes, and teaching and learning examples
that help schools and districts identify instruction that leads to
student learning in the context of the Common Core.

Conflict
United Federation of Teachers wanted the Framework to be
used primarily to help teachers improve
UFT felt Department of Education was using the Framework
strictly for evaluations
Originally the UFT & DOE were in sync on the Framework,
even offering professional development sessions for both
teachers & administrators
NYS Ed. Commissioner stepped in to make final ruling on use

Originally
4 domains but only 6 “Priority Competencies”
1e - Designing Coherent Instruction
2b - Establishing a Culture for Learning
2d - Managing Student Behavior
3b - Using Questioning & Discussion Techniques
3c - Engaging Students in Learning
3d - Using Assessment in Instruction
After legal wrangling between DOE & UFT, NYS
education commissioner ruled all 22 must be used

teacher that lets you know that the students are
learning?
Put another way, what are the observable qualities of
instruction that let you know that a lesson is effective?
