Regulations like the constitution mandate 30% representation of women in decision making and equal rights. Institutions like the Ministry of Gender and Family Promotion coordinate gender mainstreaming. Some achievements include 64% women in parliament, gender desks in security forces, and initiatives empowering women through education and skills training. Climate adaptation projects require 30% women participation and representation of women on steering committees to ensure a gender sensitive approach.

2003: Rwanda Environmental Policy:
Mainstream gender in the protection of environment (to ensure the involvement of men
and women in the protection of environment;
2009: Law N° 13/2009 of 27/05/2009 Regulating Labor in Rwanda:
Provides for equal opportunities and equal pay for women and men, and prohibits
sexual harassment in the workplace;
2010: National Gender Policy:
provides Gender sensitive issues that should be mainstreamed in environment
and Climate Change subsector;
2013: Law N° 43/2013 of 16/06/2013 Governing Land in Rwanda:

3. Institutional mechanisms for the advancement of women
The political will for ensuring gender equality and the advancement of women in Rwanda is
demonstrated by a strong institutional framework that has been established which include:
Ministry of Gender and Family Promotion (MIGEPROF)
Coordinates and advocates for the formulation of Gender equality laws Policies and programs
Providing leadership in the dissemination of the National Gender Policy;
Gender Monitoring Office (GMO)
Monitors the respect of Gender Equality, Gender Based Volance prevention and response, and
promotes Gender Accountability;
Develop tools and mechanisms for mainstreaming gender in various development sectors;
National Women Council (NWC)
Organises, mobilizes and advocates for women participation in National Development;
Forum for Women Parliamentarians (FFRP)
Advocate for gender equality in legislation;

Monitor implementation progress of the national gender policy within their respective institutions and
sectors;
4. Some achievements
Gender Equality is embedded in the National Strategic Frameworks:
Vision 2020: Gender will be integrated as a cross-cutting issue in all
development policies and strategies;
Economic Development and Poverty Reduction Strategy (EDPRS):
promotion of Gender equality are prerequisites to achieving equitable and
sustainable development for girls and boys, women and men;
Sector strategic plans and programmes: gender is highlighted as cross
cutting issue.
Presence of highest global percentage (64%) of women in parliament;
Since 2009 to 2016, Twenty-eight (28) Isange One Stop Centres have been
established and provide holistic 24-hour response to victims and survivors
of GBV including safe shelter, medical, psychosocial counselling and
medical-legal aid.

Gender Desk in Rwanda National Police, Rwanda Defense Force and in
National Public Prosecution Authority
A Men’s association (RWAMREC) that strives to sensitize the population
and eradicate gender based violence specifically violence against women;
Since 2005, under the leadership of the First Lady, Madame Jeannette
Kagame, Imbuto foundation has awarded 3,400 scholarships to girls in
primary and secondary schools and continues to empower them through
“excellence clubs”, workshops and trainings;
2012: The parents’ evening “umugoroba w’Ababyeyi” was introduced to
strengthen the family at village level and as an opportunity to pass on
messages about national policies such as the elimination of negative and
discriminatory attitudes against the, woman and girl child;
Ni Nyampinga initiative seeks to build confidence and leadership
capabilities among adolescent girls.
6. Gender and climate change adaptation in Rwanda

should be respected;

Women Community based Cooperatives have
been created, trained and supported in
Bugesera, Burera, Musanze and Rusizi Districts;

environmental committees;
30% of participants in all trainings organized by
REMA should be the women and girls;
Handcraft women cooperative to produce
biodegradable bags that replace the plastic bags;
