The Magna Carta of Women makes the Philippine government primarily responsible for implementing the law by mandating all government offices and local government units to uphold women's rights. It requires the government to refrain from discrimination, protect women from violations of their rights by private entities, and promote gender equality. Specifically, the government must adopt gender mainstreaming strategies, create gender focal points, and generate gender statistics to aid planning and policymaking. Violations will be penalized under administrative, civil service, or other laws. Implementation will be funded through existing agency gender and development budgets and annual budget allocations. The Philippine Commission on Women will coordinate with other agencies and civil society to formulate rules within 180 days of effectivity.
