4. RECOGNITION FROM GOVERNMENT BODIES
National Council for Teacher Education (NCTE) – 1993
•Regulate and monitor – teacher education system
•Norms & standards
•Education and Physical Education
In the past few professional institutions offered UG
and PG Physical Education programme without
NCTE’s recognition in Tamil Nadu.
Even today, some institution offer wide range of
Physical Education programme after getting approval

5. UNIVERSITY GRANTS COMMISSION (UGC) -1956
Even some institution (even govt.) in Physical
Education is yet to get both 12(b) and 2(f)
statuses, which will enable them to get funding
from UGC.
All Government & Government aided institutions
should get National Assessment and
Accreditation Council (NAAC) accreditation within
a time frame, in order to get financial aid.

6. FEE STRUCTURE
Fee structure for various Physical Education
programme (including research programme)
varies from institution to institution.
Government of Tamil Nadu should fix-up
common fee structure for all institutions
including all Universities which offer Physical

7. APPOINTMENT
Gupta (2000) once rightly commented ‘hospitals
cannot be run and dams cannot be constructed by
second rate and third-rate graduates’.
The same is true for professional course teachers.
Average and mediocre teachers cannot excel in
teaching.
Teachers are the back bone for any institution.
The education system will collapse, if we do not
find a right person for right job.

8. The performance of an institution is very much
depending upon the quality of work the faculty
puts in.
Government should fill all post in Physical
Education in all Government and Government
aided institution at the earliest by strictly
adopting UGC and NCET norms following the

9. In the recent times, faculty appointment in
Physical Education at various institutions in
Tamil Nadu rise question marks.
It may be due to systemmic failures.

10. It is suggested that for any direct
recruitment as Professor or Associate
Professor, UGC should insist for NET /
SET clearance as compulsory in order
to maintain the standard.

11. GUEST FACULTY
NCTE insists qualified faculty members & prescribes
number of staff in each institution;
In many institutions faculty members will be available
only at the time of inspection.
NCTE should think of some other effective mechanism
to curtail such situations.

12. •Most of the government institution including
University which offers UG & PG Physical Education
programme do not satisfy NCTE norm in term of
regular faculty strength.
•Most of institution avail the service of guest
faculties.
•Uniform eligibility criteria for Guest faculties and
their salary structure should be followed throughout
the Tamil nadu.

13. USE OF MODERN TECHNOLOGY
All Professional Colleges and Department of
Physical Education must have Computer
laboratory with internet facilities.
Similarly, all Professional institutions should be
inter-linked, which will help to have
teleconference between students and teachers

14. LEADERSHIP
For the growth and development of any
profession, it needs visionary leaders.
The real leader will inspire the people and
become role model for others.
In the past, we had good number of visionary
leaders in Physical Education.

15. The competence and eligibility of certain
leader of Physical Education expert are
questioned today in Tamil Nadu.
The days are not far away that many
visionary leaders will emerge to strengthen
the system.

17. SPORTS AND TOURNAMENTS
In Physical Education programme, we teach
•Methods in Physical Education
•Sports Management
•Sports Training, and so on
in the professional Physical Education institution.
On application part, it is questioned that whether we
follow what we teach on certain areas, is the area of
concern.
Competition calendar and follow strictly.

18. Government should set-up a monitoring
committee to periodically monitor the
institutions.
To progress well, we have to restructure
our entire teaching programme
innovatively for the betterment of student
community.
