Mewat Rural Education Program
CARE India’s Udaan Program
The advantages of Udaan are well understood and appreciated by several partners and
stakeholders including the government, which is being implemented in Uttar Pradesh and
Orissa. It found that the program benefited the adolescent girls in following ways.
• Enable older girls to participate in elementary education
• About 100 girls complete primary education each academic year
• Besides completing primary education, the girls grow up as confident individuals
who are capable of taking key decisions about their future
• Udaan in UP has completed ten years and in Orissa it has completed its first year
and ensured that most of the girls pass out and join mainstream education system.
• Lessons from Udaan have informed CARE India’s work vis-à-vis other government’s
scheme.
Udaan Program in Mewat 2011-12.
Seeing the benefits of the program mentioned above, CARE India intends to replicate the
implementation of the program in Nuh Block of Mewat District of Haryana catering the
educational needs of adolescent girls in the age group of 11 – 14 years.
The Objectives
• Set up of a residential school for older girls in the ‘Udaan’ model focusing on
completion of elementary schooling.
• Provide a life time opportunity for those who have ‘missed the bus’,
complete class 5 level education through a customized bridge course and
continuity in formal school in class 6.
• Use the learning from the Udaan in Uttar Pradesh and Orissa in
disadvantaged locations of Mewat district and other parts of the National
Capital Region informing the bridge courses for dropped out and never
enrolled older girls.
• Establish a unique collaboration of multiple partners (government,
corporate and NGO) for girls’ education in a disadvantaged area.
Selection of the Adolescent Girls.
Following the criteria specified by CARE the girls being identified based on the
following creteria

2. • Girls in the age group 11-14 years
• Girls who are out of school – never enrolled or drop outs
• Select one girl from each family
• Select girl from socially and economically disadvantaged families
The Inputs
On the basis of the proposal CARE India will provide all technical expertise required
to run the program. The basic activities under this program would include adapting
CARE India’s curriculum, developing daily and weekly schedule as per the
geographical context, orienting partners on lodging/boarding norms and academic
approach and its interdependence, regular interaction with parents to ensure that
they accept changes their daughters go through, and conducting of teacher training,
organization review meetings and community seminars and enhancement of
schools libraries, among other activities and regular support to teachers in
managing the situation. This process would include exposure visits for teachers,
organizing workshops or excursions. Besides, new projects in the areas of science,
language and math teaching will be introduced. Girls will be trained and exposed to
select themes on empowerment through discussions and workshops in order to
expand the range of opportunities available. It would also support the program to
work towards developing leadership qualities among girls. CARE’s partner will
mobilize the girls and facilitate the program overall implementation. The
Government will provide the requisite basic infrastructure for the project to run
smoothly. Reporting the progress of the project on a regular basis will ensure
transparency and effective monitoring.
Project Team
The project team consisting of three people headed by Project Coordinator based at
Nuh takes responsibility of program implementation by providing handholding
support to the camp team and liaisoning with CARE, Govt and mobilizing the
community.
Partner Roles.
The partner’s roles for the implementation and sustenance of this program are as
follows:
CARE India will provide and take care the following:
 Provide technical expertise to the residential school
 Orient project team on norms of the residential school including
boarding/lodging and academic approach
 Conduct training for teachers on accelerated curriculum

3.  Support the teachers and project team on lesson planning and design
 Support in exposure visits for teachers and students
 Support in orientation of students in social learning and leadership
themes
 Help develop the school library by selection of appropriate books and
learning materials
CARE India’s implementing partner will take care of the following:
• Set up of the centre and its process of boarding and lodging
• Coordination and facilitation of the centre operationalization for minimum
three years
• Submit reports and data as required to CARE and Government
• Ensure that the Government participation is brought in.
• Ensure that girls are eligible to participate in government school assessment
for selection to grade 6/upper primary grades for mainstreaming.
Timeline
The project is aimed to launch immediately with necessary preparations at
respective camp location. Camp activities are expected to start in June-July with
necessary approvals.

• Learning opportunities for about 100 adolescent girls every year
• Collaborate with a globally acclaimed partner
• Influence larger government programs on the bridging strategy for out
of school children
