ROLE OF NCTE IN MAINTAINING TEACHER EDUCATION -AN APPRAISAL

2. Since 1973,NCTE was an advisory body for the Central and
State Governments on all matters pertaining to teacher
education The National Council for Teacher Education as a
statutory body with its headquarter at New Delhi, came into
existence in pursuance of the National Council for Teacher
Education Act, 1993 (No. 73 of 1993) on the 17th August,1995.
NCTE has four Regional Committees to look after its statutory
responsibilities in India as:-
NRC,NCTE Jaipur
SRC,NCTE Bangalore,
WRC,NCTE Bhopal,
ERC,NCTE Bhubaneswar
The NCTE Headquarters is headed by the Chairperson, while
each Regional Committee is headed by a Regional Director
3. To achieve planned and coordinated
development of the teacher education system
throughout the country.
To take care of teacher education programmes
including research and training of persons for
equipping them to teach at pre-primary, primary,
secondary and senior secondary stages in
schools, and non-formal education, part-time
education, adult education and distance
(correspondence) education courses.
To regulate and proper maintenance of Norms
and Standards in the teacher education system.
4. NCTE recognizes institution by laying norms of
intakes of seats, duration of courses ,eligibility
for the courses, staff recruitment, infrastructure
and other facilities.
Making recommendations to the centre and
state governments universities, the UGC and
other institution in the preparaton of plans and
programmed in the field of teacher.
Coordinating and monitoring teacher-education
and its development in the country.
Preparing a guideline with regard to minimum
qualifications for the candidates to be employed
as teacher educator at different levels.
5. Supervising the teacher-education programmes and
providing financial assistance.
Enforcing accountability of teacher-development
programmes in the country.
Preventing commercialization in teacher-education
and maintaining quality and standard of teacher
education to produce better teachers.
Entrusting responsibility to other organizations
universities and other institutes.
Preparing a programme for in service teacher-
education for orienting teachers for latest
development.
6. Directing central and state governments to
conduct Teacher Eligibility Test (TET).
Directing institutions to get accredited with
NAAC.
Monitoring demand and supply estimates of
teachers and teacher educatores.
Ensuring transparency and reducing malpractices
by institutional portals,teacher educator portal.

10. Majority of participants were satisfied with
criteria of eligibility for students laid by NCTE.
Majority of participants were not satisfied with
criteria of eligibility for teacher educators laid
by NCTE, professional development of teacher
educators, curriculum framework , quality
control & quantity control by NCTE.
Majority of participant responded against NCTE
for such news. Overall the participants were
not satisfied with functioning of NCTE.
11. National council of teacher education (NCTE) was
established with a view to maintain and develop
teacher education in the country. No doubt some
major steps are appreciable in this directions e.g.
directing governments to conduct Teacher Eligibility
Test (TET),Directing institutions to get accredited
with NAAC, Monitoring demand and supply estimates
of teachers and teacher educators. Ensuring
transparency and reducing malpractices by
institutional website portals, teacher educator
portals. But the study conducted and opinion of
respondents shows that there need lot of
improvements in this direction. Respondents were
not satisfied specially in , professional development
of teacher educators, curriculum framework ,
quality control & quantity control by NCTE.
12. Opening of new institutions shouldn’t be allowed now on
wards. Inspire of it quality and quantity of existing
institutions should be improved first.
An entrance test should made be compulsory.
Professional development of teacher educators should be
given due weight age. NCTE and affiliating universities
should take this matter seriously in the welfare of
teacher educators and direct Govt. and management
bodies running teacher education institutions strictly to
follow the norms and regulations.
So in the light of above discussion it is clear that these
problems can be overcome through a systematic regular
check over functionaries linked with teacher educations
so that objectives of education can be achieved in reality.
