                                  DEFINITIONS

                         Building Construction Technology I

INTRODUCTION
οƒ’   In order to talk about the construction process, we should
    understand who participates in this process and what are
    theirs function.
οƒ’   By understanding the function and the definitions of each
    important word , we will be able to make a chart in which
    people and process will be sort from top ( investiture ) to the
    bottom ( the building ).
οƒ’   If any process should be done effectively, the working and
    staff charts ( scheme ) must be as perfect as it possible, and
    must be with good timing and with well organization.
οƒ’   By the end of the lecture, you should be able to make a
    chart by yourself.
DEFINITIONS
οƒ’   Construction        :    object     created   by    constructing
    works, connected to ground, performed from building
    products with common installations and equipment, or
    integrated complex with facility or equipment as well as
    technical - technological units or solo installations connected
    to the ground. Or units connected to the ground but was not
    made by construction works, if they change the purpose of
    the land.
οƒ’   Construction works : Performing constructional and other
    works              (preparation,            land,           and
    structural, installation, finishing and mounting of construction
    products, plant or equipment) with which new buildings are
    built, existing buildings are reconstructed, removed or
    maintained.
DEFINITIONS
οƒ’   Constructing / Building means the process of designing,
    constructing, usage and removal of the construction
    (building),
    everything that is related to the constructing of the new
    buildings can be applied in an appropiate way             to
    reconstructing, maintance and removal of the old buildings.
οƒ’   Construction site : is a place,land or buildings (including
    other areas that are temporarily occupied ) needed to
    execute the construction works or the application of
    appropriate building technology and security, on which to
    build, reconstruct, remove or perform maintenance work
    building
DEFINITIONS
οƒ’   Integration / Implantation : performing constructional and
    other       works       which      connect       construction
    products, installations, equipment or facilities so that they
    become an integral part of the building and can not be
    separated/ removed from Buildings without affacting the
    essential requirements for the construction.
οƒ’   Preparation works : construction of the temporary buildings
    and other construction works for the organization and
    decoration of Construction site and to enable proper
    application of construction technology.
DEFINITIONS
οƒ’   Reconstruction of buildings: Performing constructional
    and other works which affect the fulfillment of essential
    requirements for the existing building and / or changing
    compliance with location of existing buildings in accordance
    with    the    conditions       which    has    been      built
    (upgrade, upgrade, remove the outer part of the
    building, work to change the purpose of buildings and
    processes, etc.)
οƒ’   Maintenance of buildings: Performing constructional and
    other works to preserve the essential requirements of a
    building during its lifetime, with which does not change the
    compliance with the conditions at the location of the building
    in accordance with which it is built
DEFINITIONS
οƒ’   Removal of a building or its parts : Performance
    degradation of building works or its parts from the place
    where it is located, including the disposal of waste in the
    current building and the parcel and building materials and
    waste generated by decomposition of the building as well as
    bringing the building plot or land on which buildings are
    located in good condition.
PARTICIPANTS IN THE CONSTRUCTION
οƒ’   participants in the construction are :
       Investitor
       Designer
       Supervising Engineer
       contractor and
       Reviser
PARTICIPANTS IN THE CONSTRUCTION
οƒ’   The designer : Physical person who by the Law of
    Architectural and Engineering Activities in urban
    development and Construction has the right to use the
    professional title licensed architect or licensed engineer.
οƒ’   Project Manager : responsible for (among other things) that
    the buildings comply with relevant regulations.
οƒ’   Supervising engineer : supervision is carried out on behalf
    of investors; obliged to inform : investors, building inspection
    and other of any deficiencies or irregularities before and
    during construction as well as measures taken, should
    determine the manner in which deficiencies or irregularities
    in the construction is removed or corrected if the contractor
    does not fulfill the conditions prescribed by special law.
PARTICIPANTS IN THE CONSTRUCTION
οƒ’   The contractor shall appoint the "Site engineer" or Head
    of works as a responsible person who leads the
    construction, or some of the works.

οƒ’   If participate in the construction two or more contractors, the
    investor determines the main contractor who is
    responsible for the harmonization of works and who
    appoints the "Site engineerβ€œ.

οƒ’   The main site engineer is responsible for the
    completeness and harmonization of works for mutual
    coherence of implementation the contractors and also
    coordinates the implementation of regulations
    governing safety and health of workers during
    construction works

οƒ’   Projects : the purpose and level of development could be:

        Conceptual design at the scale of 1: 200
        The main project of at the scale of 1: 100
        Executional project at a scale of 1: 50 (exceptionally different scale)




   If the Executional project was not made by the main
    designer of the project, The Designer should compliance his
    opinions with the Main Designer on the Execuational project.

οƒ’   Projects must ensure uniqueness with regard to the building
    for which they are made ​(the name of the designer, the
    company       registered    person   for the     jobs     of
    designing,     building    name,   company    name,      or
    investors, creation date, etc.).

οƒ’   Projects must be designed so that it is disabled to change
    their contents, and in that way that prevented the
    replacement of theirs components.
PROJECT – TYPES AND CASES
οƒ’   Preliminary and Main project - before submitting the
    application for the issuance of building permit, confirmation
    of the main project or decision for the construction or
    construction permit - must be compliant with the regional
    plan, location permit and the provisions of the Law on
    Regional Planning and Building Act and regulations adopted
    under this Act as well as special regulations for which the
    designer is responsible.
οƒ’   The construction of buildings can be accessed on the basis
    of the confirmation of the main project.
οƒ’   Construction of buildings for which a location permit and
    confirmation of the main project can be accessed on the
    basis of the decision (approval) for construction

οƒ’   Changes and / or amendment of the act upon which is being
    built : if is planned during the construction to changed the
    building / to make changes which alter compliance of
    Building with established location conditions and / or which
    affect the fulfillment of any of the essential requirement for
    building.
οƒ’   If the investor is changed during construction : it is required
    to make an amendment of the act upon which to build.
οƒ’   In the case of direct threat on people and property from
    natural disasters or war and other destruction, due to the
    risk of these events, during and immediately after its
    termination,       without    an      act     allowing      the
    construction, buildings can be built which is to prevent the
    action of these events, or removal of harmful consequence.

οƒ’   In the case of damage to buildings from natural disasters or
    war and other destruction, buildings can be regardless of
    the degree of damage returned to its original condition
    without any act by which one can build, but in accordance
    with the act upon which is built or an existing condition of
    the building project.
APPLICATION FOR STARTING THE CONSTRUCTION
WORKS

οƒ’   Written applications for the start of construction, or
    proceeding the construction works should be sent to the
    Ministry or the competent administrative authority which
    issued the document on which can be build, construction
    inspection and labor inspection, no later than eight days
    before the start of construction or continuing construction
    works after the break longer than three months.

οƒ’   On the day of starting work the investor must have a legally
    valid document on which it can build or confirmation of the
    main project and the marking out survey.
LAW ON SPATIAL PLANNING IN THE CONSTRUCTION SITE:


οƒ’   Construction site shall be secured and enclosed by a fence
    for the safety of passers and to prevent uncontrolled access
    of people to the construction site.
οƒ’   On the construction site which extends over large expanses
    (railways, roads, power lines, etc.) parts of the construction
    site that can not be fenced must be protected by certain
    road signs ,marked or otherwise.
οƒ’   Fencing the construction site is not permitted in a manner
    that could endanger passers.
οƒ’   Temporary buildings and equipment of the construction site
    must be stable and meet the prescribed conditions for
    protection against fire and explosion, health and safety and
    all other measures to protect human health and the
    environment
LAW ON SPATIAL PLANNING IN THE CONSTRUCTION SITE:


οƒ’   On the construction site is necessary to provide and
    implement safety measures and other regulatory measures
    for the protection of human health.

οƒ’   Construction site shall be governed in accordance with the
    law.

οƒ’   Having met the requirements listed assumptions are
    realized to ensure the safety and health at construction
    sites
MARKING THE CONSTRUCTION SITE


οƒ’   Construction site shall be marked with a board that must
    contain:

       Name of investors, the designer, contractors and persons carrying
        out construction supervision
       Name and type of buildings that is being built
       The name of the authority issuing the document upon which to build
       Classification code, register number, date of issue and validity of the
        act upon which to build
       An indication that it is a cultural property that is the national
        monument
CONTRACTOR’S OBLIGATIONS

οƒ’   Contractor at the construction site must have:

       The decision on registration in court register, or crafts license.
       Approval for performing the construction and performance of and the
        contract on the association contractors under special legislation.
       Act on appointment of chief site engineer, site engineer and works manager.
       Act on appointment of supervisor or principal supervisor.
       A decision on building conditions, confirmation of the main project, or
        construction permit from the conceptual or main project.
       Performing projects with the opinion of chief designer of the project and
        certified by the reviser that Requested it in a report on the control of the main
        projects requested , for the
       previously constructed part of the building , construction and other works
        that are in progress with all amendments.
       Reviser's report on completed inspection of the execution project if required.
        Construction Diary.
CONTRACTOR’S OBLIGATIONS

     Evidence of compliance for construction products installed.
     Evidence of compliance by a special law for the installed equipment.
     Identifications of Compliance for certain parts of certain construction
      essential.
     Special requirements according to law and quality evidence that is requested
      by the law, special regulation or or project to collect during the execution of
      construction work and other commitments and implementation of control
      procedures for the previously constructed part of the building and
      construction and other works in progress.
     Survey project of the buildings.
     Other documents, licenses and permits for which special regulations
      stipulates that the contractor after the start of construction of the building
      must have at the site.
OTHER INFORMATION
οƒ’   Constructed buildings whose construction (bruto) area does
    not exceed 400 m2 and a building solely for the
    performance of agricultural activities with (bruto) area not
    exceeding 600 m2 can be used after the investor submit to
    the competent administrative body for the building the final
    report of the Supervising Engineer on the performance of
    buildings.

οƒ’   Building for which the municipality or the Canton issued a
    building permit can be used after that for the building use
    permit is issued
OTHER INFORMATION
οƒ’   The building for which is issued permit for construction can
    be used after the competent administrative authority grants
    for the building the Use permit.

οƒ’   Other buildings, except simple buildings That are specified
    by Regulations of simple construction, can be used after the
    competent administrative authority , which issued the
    confirmation of the main project, issues for the building the
    use permit.
OTHER INFORMATION
οƒ’   Maintenance of buildings - is the responsibility of the owner of the
    building.

οƒ’   The owner of the building shall ensure maintenance of the
    building so that during its life it preserves the essential
    requirements for construction, promote the fulfillment of essential
    requirements for construction and maintenance so it does not
    disrupt the properties of the building,

οƒ’   Works on an existing building that does not affect compliance with
    the conditions at the location of the building in accordance with
    which it is built neither affect the fulfillment of essential
    requirements can be run without an enabling act authorizing the
    construction and building permits
OTHER INFORMATION
οƒ’   Removal of a building or its parts, if not a removal under the
    act by which it is necessary to remove pre-built building, or
    on the basis of inspection solutions - can be done only with
    a license to remove.

οƒ’   Exceptionally, the owner of the building shall remove without
    a permit for removing building whose construction (bruto)
    area does not exceed 400 m2. Building that is performed
    only for agricultural activities and (bruto) area does not
    exceed 600 m2 and a simple structure
OTHER INFORMATION
οƒ’   Administrative supervision over the implementation of the
    Law on Spatial Planning and the regulations issued under
    that act, and the legality of the actions of authorities and
    persons with public authorities relating to the Spatial
    Planning and building conducted by the Ministry.

οƒ’   Inspection supervision over the implementation of the Law
    on Spatial Planning and the regulations adopted under that
    act conducted by inspectors of the Ministry, the
    Administration for Inspection
OTHER INFORMATION
οƒ’   Urban and building inspector conducts inspections of:
       general and individual acts,
       conditions of work of the person authorized to
       preparation of spatial planning documents and
       take measures prescribed by law
οƒ’   Urban and building inspector has the right and obligation to
    ensure that:
       elimination of irregularities
       prohibition of installation of construction products
       remove the damage on existing building
       suspend further construction of the building
       removal of already built buildings or of the building under
        construction
       removing the ban on building and
       other measures determined by the Act
OTHER INFORMATION

οƒ’   If during the inspection the inspector determines that it is not
    empowered to act directly, immediately he reports to
    relevant competent administrative authority or inspector on
    observed illegalities or irregularities and seeks to institute
    proceedings and takes the prescribed measures in
    accordance with special regulations

  • 2. INTRODUCTION οƒ’ In order to talk about the construction process, we should understand who participates in this process and what are theirs function. οƒ’ By understanding the function and the definitions of each important word , we will be able to make a chart in which people and process will be sort from top ( investiture ) to the bottom ( the building ). οƒ’ If any process should be done effectively, the working and staff charts ( scheme ) must be as perfect as it possible, and must be with good timing and with well organization. οƒ’ By the end of the lecture, you should be able to make a chart by yourself.
  • 3. DEFINITIONS οƒ’ Construction : object created by constructing works, connected to ground, performed from building products with common installations and equipment, or integrated complex with facility or equipment as well as technical - technological units or solo installations connected to the ground. Or units connected to the ground but was not made by construction works, if they change the purpose of the land. οƒ’ Construction works : Performing constructional and other works (preparation, land, and structural, installation, finishing and mounting of construction products, plant or equipment) with which new buildings are built, existing buildings are reconstructed, removed or maintained.

DEFINITIONS οƒ’ Constructing / Building means the process of designing, constructing, usage and removal of the construction (building), everything that is related to the constructing of the new buildings can be applied in an appropiate way to reconstructing, maintance and removal of the old buildings. οƒ’ Construction site : is a place,land or buildings (including other areas that are temporarily occupied ) needed to execute the construction works or the application of appropriate building technology and security, on which to build, reconstruct, remove or perform maintenance work building

DEFINITIONS οƒ’ Integration / Implantation : performing constructional and other works which connect construction products, installations, equipment or facilities so that they become an integral part of the building and can not be separated/ removed from Buildings without affacting the essential requirements for the construction. οƒ’ Preparation works : construction of the temporary buildings and other construction works for the organization and decoration of Construction site and to enable proper application of construction technology.
  • 6. DEFINITIONS οƒ’ Reconstruction of buildings: Performing constructional and other works which affect the fulfillment of essential requirements for the existing building and / or changing compliance with location of existing buildings in accordance with the conditions which has been built (upgrade, upgrade, remove the outer part of the building, work to change the purpose of buildings and processes, etc.) οƒ’ Maintenance of buildings: Performing constructional and other works to preserve the essential requirements of a building during its lifetime, with which does not change the compliance with the conditions at the location of the building in accordance with which it is built

DEFINITIONS οƒ’ Removal of a building or its parts : Performance degradation of building works or its parts from the place where it is located, including the disposal of waste in the current building and the parcel and building materials and waste generated by decomposition of the building as well as bringing the building plot or land on which buildings are located in good condition.
  • 8. PARTICIPANTS IN THE CONSTRUCTION οƒ’ participants in the construction are :  Investitor  Designer  Supervising Engineer  contractor and  Reviser
  • 9. PARTICIPANTS IN THE CONSTRUCTION οƒ’ The designer : Physical person who by the Law of Architectural and Engineering Activities in urban development and Construction has the right to use the professional title licensed architect or licensed engineer. οƒ’ Project Manager : responsible for (among other things) that the buildings comply with relevant regulations. οƒ’ Supervising engineer : supervision is carried out on behalf of investors; obliged to inform : investors, building inspection and other of any deficiencies or irregularities before and during construction as well as measures taken, should determine the manner in which deficiencies or irregularities in the construction is removed or corrected if the contractor does not fulfill the conditions prescribed by special law.
  • 10. PARTICIPANTS IN THE CONSTRUCTION οƒ’ The contractor shall appoint the "Site engineer" or Head of works as a responsible person who leads the construction, or some of the works. οƒ’ If participate in the construction two or more contractors, the investor determines the main contractor who is responsible for the harmonization of works and who appoints the "Site engineerβ€œ. οƒ’ The main site engineer is responsible for the completeness and harmonization of works for mutual coherence of implementation the contractors and also coordinates the implementation of regulations governing safety and health of workers during construction works
  • 11. PROJECT – TYPES AND CASES οƒ’ Projects : the purpose and level of development could be:  Conceptual design at the scale of 1: 200  The main project of at the scale of 1: 100  Executional project at a scale of 1: 50 (exceptionally different scale)  If the Executional project was not made by the main designer of the project, The Designer should compliance his opinions with the Main Designer on the Execuational project.
  • 12. PROJECT – TYPES AND CASES οƒ’ Projects must ensure uniqueness with regard to the building for which they are made ​(the name of the designer, the company registered person for the jobs of designing, building name, company name, or investors, creation date, etc.). οƒ’ Projects must be designed so that it is disabled to change their contents, and in that way that prevented the replacement of theirs components.
  • 13. PROJECT – TYPES AND CASES οƒ’ Preliminary and Main project - before submitting the application for the issuance of building permit, confirmation of the main project or decision for the construction or construction permit - must be compliant with the regional plan, location permit and the provisions of the Law on Regional Planning and Building Act and regulations adopted under this Act as well as special regulations for which the designer is responsible. οƒ’ The construction of buildings can be accessed on the basis of the confirmation of the main project. οƒ’ Construction of buildings for which a location permit and confirmation of the main project can be accessed on the basis of the decision (approval) for construction
  • 14. PROJECT – TYPES AND CASES οƒ’ Changes and / or amendment of the act upon which is being built : if is planned during the construction to changed the building / to make changes which alter compliance of Building with established location conditions and / or which affect the fulfillment of any of the essential requirement for building. οƒ’ If the investor is changed during construction : it is required to make an amendment of the act upon which to build. οƒ’ In the case of direct threat on people and property from natural disasters or war and other destruction, due to the risk of these events, during and immediately after its termination, without an act allowing the construction, buildings can be built which is to prevent the action of these events, or removal of harmful consequence.
  • 15. PROJECT – TYPES AND CASES οƒ’ In the case of damage to buildings from natural disasters or war and other destruction, buildings can be regardless of the degree of damage returned to its original condition without any act by which one can build, but in accordance with the act upon which is built or an existing condition of the building project.
  • 16. APPLICATION FOR STARTING THE CONSTRUCTION WORKS οƒ’ Written applications for the start of construction, or proceeding the construction works should be sent to the Ministry or the competent administrative authority which issued the document on which can be build, construction inspection and labor inspection, no later than eight days before the start of construction or continuing construction works after the break longer than three months. οƒ’ On the day of starting work the investor must have a legally valid document on which it can build or confirmation of the main project and the marking out survey.
  • 17. LAW ON SPATIAL PLANNING IN THE CONSTRUCTION SITE: οƒ’ Construction site shall be secured and enclosed by a fence for the safety of passers and to prevent uncontrolled access of people to the construction site. οƒ’ On the construction site which extends over large expanses (railways, roads, power lines, etc.) parts of the construction site that can not be fenced must be protected by certain road signs ,marked or otherwise. οƒ’ Fencing the construction site is not permitted in a manner that could endanger passers. οƒ’ Temporary buildings and equipment of the construction site must be stable and meet the prescribed conditions for protection against fire and explosion, health and safety and all other measures to protect human health and the environment
  • 18.
