The public sector either indirectly or directly
delivers leisure and recreation services
provided by the government (Lunn, 2020, p3).
The public sector is “the communal good of
society – enhancing the quality of life and
well-being of citizens” (Lunn, 2020, p3).
3. Newton
Recreation
Centre

Service Sector: Public – The Newton Recreation Centre provides services such as “fitness, sport, age-
related programs, events, arts, leadership, etc.” that are deemed a “public good” (Lunn, 2020, p. 3).
SPSC 2210 Connection: Recreation – The Newton Recreation Centre is an example of recreation
because, “the municipal level of government is the level in which the recreation needs of the general
public are directly addressed through the offering of recreation services” (Lunn, 2020, p. 4). Given
that Newton Recreation Centre serves the needs of the community in Surrey, its diverse recreation
and leisure programs, and the taxbased funding that allows for subsidized fee structures. Recreation
is a service that the municipal government delivers and develops through various recreation services
and facilities (Lunn, 2020).
4. Frank Hurt Secondary
School

Service sector: Public – Frank Hurt Secondary School provides
programs and extracurriculars such as “fitness, sport, age-related
programs, events, arts, leadership, etc.” that are deemed a “public
good” (Lunn, 2020, p. 3). They also provide essential physical and
social activity that is crucial to well-being and improves overall quality
of life (Lunn, 2020, p. 5).
SPSC 2210 Connection: Physical Education – Frank Hurt Secondary
School provides programs and extracurriculars that are subsidized by
the municipal government. Frank Hurt Secondary provides
“opportunities for both genders, all age groups, all ethnic groups, and
special interest groups” (Lunn, 2020, p. 5). Physical education at Frank
Hurt ”reinforces values and ideals of establishing and maintaining a
healthy lifestyle while also providing opportunity to the poor, persons
with physical or mental disabilities, etc” (Lunn, 2020, p. 3).
5. Surrey Sport & Leisure Complex

Service Sector: Public – The Surrey Sport &
Leisure Complex provides services such as
“fitness, sport, age-related programs,
events, arts, leadership, etc.” that are
deemed a “public good” (Lunn, 2020, p. 3).
The Surrey Sport & Leisure Complex provide
affordable programs and “opportunities for
recreation to disadvantaged clients: the
poor, persons with physical or mental
disabilities, etc” (Lunn, 2020, p. 3).

Surrey Sport & Leisure Complex is an
example of recreation because, “the

Service Sector: Commercial – Club 16 is an example of
Commercial because they are “recreation in which the
consumer pays and for which the supplier expects to
make a profit” (Lunn, 2020, p. 6). Club 16 provides
“fitness, sport, age-related programs, leadership, etc.”
that are deemed a “public good” (Lunn, 2020, p. 3).

– Eagle Quest is an example of an outdoor
recreational business because they are a
“contributor to the creation of capital,
resources, and wealth within our society”
(Lunn, 2020, p. 7). Eagle Quest specializes in
golf and is accessible to everyone. Eagle
Quest offers activities that range from
competitive to causal. Individuals are able to
participate in leagues or play for fun. Eagle
Quest also offers footgolf. Rates vary
depending on activity.
10. Voluntary
Sector
The Voluntary Sector also known as “non-
profit”, “third sector”, and “non-governmental
organizations (NGO)” (Lunn, 2020, p. 8). “The
voluntary sector is the area of service that has
the closest ties to local communities, as
organizations in this sector are operated
primarily by volunteers” (Lunn, 2020, p. 8).
11. Surrey Football Club

Service Sector: Volunteer – “The Voluntary sector is the
area of service that has the closest ties to local
communities. The Surrey Football Club operates
primarily by volunteers” (Lunn, 2020, p. 10). Surrey
Football Club “rely on the efforts of members and
volunteers for sustained survival” (Lunn, 2020, p. 10).
SPSC 2210 Connection: Coaching – All coaches from the
Surrey Football Club are NCCP certified and go through
soccer specific workshops. Surrey Football Club strongly
believes in developing strong athlete. The coaches act as
mentors and role models to promote sportsmanship,
leadership, and lifelong fitness. The coaches “recognize
the critical importance for addressing the needs of
society, including leisure and recreation” (Lunn, 2020, p.
10).
12. Tong Louie Family YMCA

Service Sector: Non-profit – The Tong Louie Family YMCA is funded by the federal and provincial government. The Tong Louie Family YMCA also has
corporate sponsors who fund programs that are offered. The Tong Louie Family YMCA obtains “profit-making for sustaining services to generate
enough profit to cover costs only” (Lunn, 2020, p. 8).
SPSC 2210 Connection: Recreation – The Tong Louie Family YMCA offers recreational fitness and youth programs. The programs that are offered
“recognizes the need for innovative leisure and recreation goods, supplies, and services” (Lunn, 2020, p. 6). They offer programs to the general public
such as day camps, fitness training, and events. The Tong Louie Family YMCA “relies on the efforts of members and volunteers for sustained survival”
of the programs they offer (Lunn, 2020, p. 10).
13. R.E.C for Kids Society

Service Sector: Non-profit – R.E.C for Kids “operates primarily through volunteers and generate enough profit to cover costs only” (Lunn,
2020, p. 10). R.E.C for Kids supplies sports and recreational equipment to kids in need. R.E.C for Kids relies on the municipal and provincial
government, along with businesses and members of the community to fund or donate sports equipment.
SPSC 2210 Connection: Recreation – R.E.C for Kids falls under recreation because they provide underprivileged youth with recreational
equipment. R.E.C for Kids “encourages the development of recreation and collaborates with city council and the community to be
successful” (Lunn, 2020, p. 5). R.E.C for Kids have been able to provide and donate sports and recreational equipment to kids in need. R.E.C
for Kids understands that “recreation is essential to a person’s physical and social well-being and to overall quality of life ” (Lunn, 2020, p. 5).
