Despite advances in digital data analytical tools and plagiarism detection software, scientific publication is still heavily
dependent on trust. There is a quote attributed to Warren Buffett: “It takes 20 years to build a reputation and 5 minutes
to ruin it.” I believe in redemption, but once a scientist has committed fraud, it may be difficult for other scientists to
believe what they say in the future.
デジタルデータの分析ツールや剽窃チェックソフト等も進歩しているにもかかわらず、学術出版は、相互の信頼の上に成り立っている、
20年かけて培った信頼も5分で破壊されてしまう。一旦科学者が捏造を認めたら、将来に渡り、他の科学者に信じてもらうことは難
しいであろう。
=>研究者としての道は難しいかもしれませんが、先生方には、医師・薬剤師・看護師として生計が立てられますので、苦にしての自
殺等は考えないでください.-特に若い研究者の方へ。。。

STAP細胞論文の不正問題で、理化学研究所は7
日、小保方(おぼかた)晴子元研究員に返還を求めて
いた論文掲載費用約60万円について、小保方氏から
全額が返還されたと発表した。6日に指定口座に振り
込まれたのを確認した。
理研は昨年12月までに小保方氏の研究不正を認定。
小保方氏らが英科学誌ネイチャーに投稿し、その後取
り下げられた論文2本の掲載にかかった費用計60万
297円を返還するよう、今年3月に求めていた。
小保方氏の代理人の三木秀夫弁護士は「理研の調査
結果には納得していないが、負担の大きさを考え、こ
れ以上の係争を避ける判断をした」と説明した。
理研によると、STAP細胞論文の調査や検証に要

The guidelines below are intended to help evaluate the quality of research reports
and articles.
Desirable Practices
1. Attempts to fairly present all perspectives.
2. Provides context information suitable for the intended audience. This can be done
with a literature review that summarizes current knowledge, or by referencing
relevant documents or websites that offer a comprehensive and balanced overview.
3. Carefully defines research questions and their links to broader issues.
4. Provides data and analysis in a format that can be accessed and replicated by
others. Quantitative data should be presented in tables and graphs, and available in
database or spreadsheet form on request.
5. Discusses critical assumptions made in the analysis, such as why a particular data
set or analysis method is used or rejected. Indicates how results change with different
data and analysis. Identifies contrary findings.
6. Presents results in ways that highlight critical findings. Graphs and examples are
particularly helpful for this.
7. Discusses the logical links between research results, conclusions and implications.
Discusses alternative interpretations, including those with which the researcher

ORI Policy on Plagiarism
Although there is widespread agreement in the scientific community on including plagiarism as a major element of the PHS definition of
scientific misconduct, there is some uncertainty about how the definition of plagiarism itself is applied in ORI cases.
As a general working definition, ORI considers plagiarism to include both the theft or misappropriation of intellectual property and the
substantial unattributed textual copying of another's work. It does not include authorship or credit disputes.
The theft or misappropriation of intellectual property includes the unauthorized use of ideas or unique methods obtained by a privileged
communication, such as a grant or manuscript review.
Substantial unattributed textual copying of another‘s work means the unattributed verbatim or nearly verbatim copying of sentences and
paragraphs which materially mislead the ordinary reader regarding the contributions of the author. ORI generally does not pursue the
limited use of identical or nearly-identical phrases which describe a commonly-used methodology or previous research(ORIは先行研
究や実験などでよく利用されるフレーズ等については追求しない。)
because ORI does not consider such use as substantially misleading to the reader or of great significance.
Many allegations of plagiarism involve disputes among former collaborators who participated jointly in the development or conduct of a
research project, but who subsequently went their separate ways and made independent use of the jointly developed concepts, methods,
descriptive language, or other product of the joint effort. The ownership of the intellectual property in many such situations is seldom clear,
and the collaborative history among the scientists often supports a presumption of implied consent to use the products of the collaboration by
any of the former collaborators.
For this reason, ORI considers many such disputes to be authorship or credit disputes rather than plagiarism. Such disputes are referred to
PHS agencies and extramural institutions for resolution.
