Mumbai: The benchmark indices suffered sharp losses for the third day in a row
defying firm global cues. The Nifty50 index ended at 17,618, down 93 points. The
BSE Sensex, meanwhile, ended with a loss of 286 points at 59,126. The volatility
remained high on account of monthly F&O expiry. The BSE MidCap and SmallCap
indices, however, closed higher, up 0.3 per cent and 0.6 per cent, respectively.
Mumbai: The BMC administration has ordered RT-PCR tests for medical
students of the civic-run GS Medical College in the KEM hospital and their
relatives after 30 students were tested positive for Covid-19. “We have asked
KEM hospital to do Covid test for 1,100 persons — the fellow students and also
relatives of affected students,” said additional municipal commissioner Kakani.

DECKS CLEARED FOR GANDHI MUSEUM
CM Gehlot has taken a big step towards assimilating
Bapu’s teachings as a Mahatma Gandhi Institute and
Mahatma Gandhi Darshan Museum will be set up in Jaipur.
On the lines of prestigious institutes like Tata Institute of
Mumbai and Institute of Pune, Mahatma Gandhi Institute
of Governance and Social Sciences will be set up. On
Thursday, orders were issued to set up the institutes and
museums to be built in Laxmi Vilas Hotel near Central Park.
Through the move, youth will be motivated to imbibe the
teachings of Gandhi as government aims to prepare them
to play a role in social work. CM Gehlot had announced
the establishment of this institute in state budget and Dr
BM Sharma, former chairman of RPSC, will be the director
of Gandhi Institute and the advisory committee has been
constituted for making rules, provisions etc. This advisory
committee will also conduct the activities of the institute.

The political landscape of Punjab could perhaps head to
another possibility as highly placed sources reveal that
Captain could create hurdles in Channi government’s vote
of confidence. Amarinder still enjoys the complete trust
and support of a dozen MLAs and therefore Channi could
fail in taking the trust vote and in such a situation, some
‘politically powerful individuals’ appear to be all prepared
for President Rule. Therefore, the biggest challenge before
Rahul and Channi, now, is to have their trust vote.
Delhi Chief Minister Arvind Kejriwal on Thursday an-
nounced that if the Aam Aadmi Party (AAP) forms the next
government in Punjab, it will provide free electricity upto
300 units and assured uninterrupted supply. Kejriwal,
who is on a two-day visit to poll-bound Punjab, made six
promises to the people of the state, saying free health
benefits will be provided to the public in hospitals.

Man tries to rape
8-yr-old sleeping
with her mother

Jaipur: A case of ab-
ducting an 8-year-old girl
sleeping with her mother
and committing a shame-
ful act has come to light.
The accused youth used
to come to give food pack-
ets to the labour families.
The accused took her in
her lap while she was
sleeping on Wednesday
night. After taking to
some distance, he started
trying to rape by doing
obscene acts.
Hearing the cries and
screams of the girl, the
family members rushed
to the spot and the ac-
cused fled away
. The girl’s
mother has filed a case
under the POCSO Act at
Chitrakoot police station.
The family lives tempo-
rarily in Nemi Nagar.
The victim said that
Amit Bhaiya had just
come and took her away
while she was asleep. He
started doing dirty
things with her. When
the girl started crying
and screaming, he threat-
ened her and asked her to
keep quiet. When the girl
started crying more out
of fear, he left her near
the gate and ran away
.

Jaipur: A man attempted
to rape a woman sleeping
with her child in an area
under Kalwar police sta-
tion. The accused jumped
the wall and entered the
house on the night of Sep-
tember 21. He started rap-
ing by pressing the mouth
of the woman. Her hus-
band woke up after hear-
ing her screaming. When
the husband defended the
wife, the accused attacked
him with a knife. Other
family members slept in
the rooms while she was
sleeping outside. They
sent a complaint by post
to the commissioner of
police after which a case
of rape and assault with a
knife has been filed at the
Kalwar police station.

Mother, two
sons drown in a

Bhilwara: In a heart-
wrenching incident on
Thursday in Ratanpura
village area, a three-and-a-
half-year-old boy fell into
an 80-foot-deep well while
playing. To save him, the

her ten-month-old son. All
three died due to drown-

pect could be food

the state government
under question.
“Chief minister
should sack the edu-
cation minister and
the matter should be
investigated by the
CBI,” Poonia said.
He also alleged
that mastermind of
the paper leak Batti
Lal Meena is a Con-
gress worker and his
photograph with
Congress state presi-
dent Govind Singh
Dotasra is circulat-
ing on social media.
Accusing the Con-
gress government of
the state of playing
with the future of
lakhs of youth of the
state, Poonia said
that why officers and
employees were sus-
pended if paper was
not leaked.

exemption for regula-
tion of colonies even if
the existing approach
road is 30 feet wide.
Such colonies will
also be regularized in
Prashashan Sharon ke
Sang for which an order
was issued after approv-
al of UDH minister
Shanti Dhariwal.
A 40 feet wide ap-
proach road is neces-
sary for regularization
in normal cases.
A plan of providing
basic facilities will also
be made for such colo-
nies where leases for 60
percent plots have been
given. Under this, if the
sector / zonal plan have
also been technically
approved and more
leases have been issued
for more than 60 per-
cent of the plots, the
plan for providing fa-
cilities will be made.
The government has
also decided to regular-
ize the colony even if
the provision of reser-
vation plots for EWS
and LIG category has
not been followed by de-
velopers. For this, the
plot holders will have to
pay Rs.25 per sq.m.
In another decision,
the government has au-
thorized the Empow-
ered committees of the
local bodies to change
location of facility are-
as and roads.
Relaxation of 60 per-
cent in lease amount
and 100 percent in inter-
est will be given if the
amount is outstanding
in the matters related to
old settlement, densely
populated areas and un-
cultivated wasteland
having population.
Freehold leases will
be given in old settle-
ments. For this, the ap-
plicant will have to de-
posit a lump sum lease
amount of ten years.

Denying the allega-
tions, Dotasra said that
he doesn’t even know
Meena and Meena has
no relation with the
Congress.
“I don’t know who
Batti Lal Meena is. He is
not any office bearer of
the Congress. As far as
I know, he is a person
who is fond of getting
photographs clicked
with political leaders,”
Dotasra said.
He also termed Batti
Lal Meena ‘Awara’. He
said that the BJP lead-
ers are having stomach
pain due to successful
conduct of the exam.
On the other hand,
BJP leaders attacked
Gehlot government on
this issue. BJP national
spokesperson and
Jaipur Rural MP Col
Rajyavardhan Rathore
said that there should
be a fair investigation
in the relations of the
accused with Congress.
He said that in the
last one year, papers
had to be cancelled be-
cause either papers
were leaked or there
were shortcomings in
exam conduction.

The decision was

to Rajaram Gurjar,
who is an accused in
the Rs 20 cr BVG case.
In his order, Justice
Pushpendra Singh
Bhati asked him to be
released from the jail.
Gurjar was arrested
on June 29, along with
BVG company’s pro-
ject head Omkar
Sapre, for demanding
a bribe or Rs 20 crore

standing payment of

here is panic worldwide with
the revelation of the former
US National Security Advi-
sor, John Bolton, who had
served during the tenure of
the erstwhile American Pres-
ident, Donald Trump’s re-
gime, has cautioned that that
the Taliban might soon be
controlling the Pakistani nu-
clear weapons. It is estimated
that Pakistan has an arsenal
of about 150 nuclear bombs
having the Chinese missiles
to hit targets in a radius of
2700 kilometres.
The concerns of the Amer-
ican establishment are now
visible with the decision to
ask the US Deputy Secretary
of State Wendy Sherman to
rush to Islamabad on Octo-
ber 7-8 to assess the deterio-
rating situation. The CIA
chief, Bill Burns, has already
been to Pakistan.
The agenda of Wendy’s
forthcoming visit is expected
to tell Pakistan, especially its
army chief Qamar Javed Ba-
jwa, to stop ‘interfering’ in
the affairs of Afghanistan.
She would also be reassess-
ing the growing influence of
the 12 terror groups having
close nexus with the Paki-
stani secret service, Inter-
Services Intelligence (ISI)
operating in Pakistan.
Few have questioned Bol-
ton’s apprehensions that the
terrorists would become a for-
midableforcewiththenuclear
bombs having the Shaheen-3,
a two-stage, solid-fuelled mis-
sile having a range of nearly
three thousand kilometres.
Amidst these develop-
ments, the US lawmakers
have recently piloted a bill
proposing sanctions against
the countries helping the
Taliban in the Senate. Mean-
while, the Congress members
have already grilled the
American generals for the
‘haphazard unplanned’ evac-
uation of the forces from Af-
ghanistan with tough ques-
tions. They were even told
that they should have re-
signed instead of surrender-
ing the high-tech convention-
al weapons worth 20 billion
USD to the terror-group.
The Shaheen-3 was dis-
played during a military pa-
rade in March 2016, which
could be mounted on a Chi-
nese transporter erector
launcher. China has already
augmented Pakistan’s fire
power with short-range mis-
siles named after Babur and
Ghaznavi having the capaci-
ty to deliver conventional as
well as nuclear war-heads.
In a recent media inter-
view, Bolton was quite criti-
cal of the ‘unplanned evic-
tion’ of American forces
from Afghanistan, which is
also being expressed in the
concerns of the US lawmak-
ers at the Capitol. They have
piloted the bill, titled ‘
Afghan-
istan Counter-terrorism,
Oversight, and Accountabil-
ity Act’. It stipulates sanc-
tions and seeks to review and
suspend assistance to and
potentially impose sanctions
on any foreign government
the US believes was or is sup-
porting the Taliban. It singles
out Pakistan by name in the
section that calls for a report
on “entities providing sup-
port for the Taliban”.
Senator Jim Risch, the rep-
resentative for the state of
Idaho and a ranking member
of the US Senate Foreign Re-
lations Committee, has pi-
loted the legislation. It has
also been co-sponsored by
some prominent senators,
including Mitt Romney, who
had ran against former pres-
ident Barack Obama during
his re-election bid, and Mar-
co Rubio, who lost
out in the prima-
ries for the 2016 US
presidential election.
The bill seeks to “estab-
lish a State Department
taskforcetofocusonthe
evacuation of
American citi-
zens, legal per-
manent residents,
and Afghan Special
Immigrant Visas (SIVs) still
stuck in Afghanistan; impose
oversight mechanisms on the
processing of SIVs and refu-
gees; require strategies for
counterterrorism and for the
disposition of Taliban-cap-
turedUSequipment;sanction
the Taliban and others in Af-
ghanistanforterrorism,drug-
trafficking,andhumanrights
abuses; authorise sanctions
on those providing support to
theTaliban,includingforeign
governments supporting the
Taliban; call for a comprehen-
sive review of foreign assis-
tance to entities that support
the Taliban; and place restric-
tions on non-humanitarian
foreign assistance to Afghani-
stan.” It further states that
apartfromexaminingvarious
aspects of the current situa-
tion it would also suggest im-
posing punitive measures
against the Taliban and those
the US concludes supported
and enabled them. The Secre-
tary of State, in consultation
with the Secretary of Defence
and the Director of National
Intelligence, shall submit to
the appropriate Congression-
al committees a report on en-
tities providing support to the
Taliban.
The proposed bill has
caused heated debate in the
Pakistani media, because it
asks for a detailed report
about Pakistan’s support,
both its state and non- state
actors, for the Taliban be-
tween 2001 and 2020, includ-
ing the provision of sanctu-
ary space, financial support,
intelligence support, logis-
tics and medical support,
training, equipping, and tac-
tical, operational, or strate-
gic direction; an assessment
of support by state and non-
state actors, including the
Government of Pakistan, for
the 2021 offensive of the Tali-
ban that toppled the Govern-
ment of Afghanistan. The
direct role of the Pakistani
army in subjugating the re-
sistance forces in the Pan-
jshir Valley during Septem-
ber this year.

were taken by surprise
at the sudden GoI deci-
sion Thursday to send
Keshav Kumar Pathak,
the incumbent manag-
ing director of the Na-
tional Highways  In-
frastructure Develop-
ment Corporation
(NHIDCL), back to his
parent cadre of Bihar.
The 1990 batch IAS of-
ficer’s repatriation has
come at a time when he
along with his batch-
mates was keenly
awaiting empanelment
for holding Secretary-
level post in GoI.
Soon after GoI’s an-
nouncement of
Pathak’s repatriation,
several theories were
made and unmade in
quick succession.
Since Pathak had
earned the reputation
of a sincere and studi-
ous worker, many were
unable to figure out
any good reason for his
repatriation.
The surprise factor
at Pathak’s repatria-
tion matched the sur-
prise factor when he
was brought to the
Centre as MD, Nation-
al Highways and Infra-
structure Development
Corporation Limited
in October 2019. Many
wondered then why he
was put in charge of a
capital-intensive infra-

CASTE CENSUS?

New Delhi: The BJP
seems to be finding it
difficult to decide the
party’s line on the caste
census. The lines of its
central government
and state governments
are fixed. In the case of
Maharashtra, the cen-
tral government gave
an affidavit in the SC
that the caste census
cannot be done because
there are many practi-
cal difficulties in it and
the figures can be
wrong. There are also
many political reasons
behind this, due to
which the BJP and the
central government
have decided not to con-
duct counting of castes.
But on the other
hand, the saffron party
also has to do politics of
other backward castes
i.e. OBC, SC and ST and
wants to take advantage
of this by publicizing
the number of minis-
ters of these groups in-
cluded in the BJP gov-
ernments at the Centre
and in the states. The
BJP’s state leadership
in at least two states, Bi-
har and Jharkhand, has
supported the demand
for a caste census of re-
gional parties.
Recently, Jharkhand
CM Hemant Soren met
the Union HM and de-
manded a caste census.
State BJP President and
RS MP Deepak Prakash
was also included in the
delegation that went to
meet Shah with him.
Earlier, Bihar CM Nit-
ish Kumar met PM Nar-
endra Modi to give a
similar memorandum,
along with Congress
and RJD leaders. Obvi-
ously, the satraps who
do caste politics in the
states are intensifying
its demand and dilem-
ma before BJP is how to

Lokesh Bharti, wife of ADG Vigilance, Uttar Pradesh, Vijay
Singh Meena passed away in Mumbai on September 23,
after prolonged illness due to cancer. She was under treat-
ment in Tata Memorial Hospital in Mumbai for the same.
Vijay Singh Meena, a 1996 batch IPS officer is presently
posted as ADG Vigilance. Bharti’s body was flown back to
Jaipur, their native town for the last rites which were per-
formed at Taaron Ki Koot, Tonk Road in Jaipur. Prominent

to the home of ADG Meena in Hardev Colony in Jaipur to
convey their condolences. Jagdeesh Chandra also met Vijay

been a sudden
increase in the
prices of veg-
etables in the
state’s largest
fruit vegetable
market at Muhana
in Jaipur. For the
last four days, the
wholesale price of tomatoes was Rs 25 to 30 per kg,
but have now increased to Rs 35 to 40 per kg. Onion
prices have also gone up to Rs 20-25 in bulk, which will
be sold more expensive in the market.

Thursday afternoon
arrested a lady Assis-
tant sub-inspector
posted at Pilibanga
police station in Ha-
numangarh district.
She was caught red-
handed while accept-
ing a bribe of Rs 10,000
for filing the FR in a
case registered in con-
nection with the mo-
lestation.
According to the in-
formation, a com-
plaint was made to the
team of ACB Sri Gan-
ganagar that Investi-
gating Officer ASI In-
dra Potalia had sought
Rs 10,000. The ACB got
the complaint verified
on Wednesday and on
Thursday afternoon
arrested ASI Indra Po-
talia red-handed at
Pilibanga police sta-
tion. The officers and
employees involved in
the ACB team that car-
ried out the trap ac-
tion reached the Pili-
banga police station
dressed as advocates.

hit their motorbike
near Pipli village under
Pilani police station
area of Jhunjhunu dis-

According to police,
the incident took place
around11:30onWednes-
day night when Mukesh
Kumar (38) along with
his wife Suman (36) and
8-year-old son was go-
ing from Loharu to his
village. Kumar and his
wife died on the spot
while their son was ad-
mitted to Birla Public
Hospital in Pilani
where he died during
treatment.

3-YEAR-OLD GIRL KILLED AS CARGO
CONTAINER HITS MOTORCYCLE
Nathdwara: A 3-year-old girl killed when a speed-
ing cargo container coming from Kankroli hit the
motorcycle and dragged the bike with it for about
half a kilometer. When the local people chased
the container but driver fled the scene leaving the
container. In the accident, 3-year-old girl Divisha
died on the spot while two siblings, including a
9-month-old boy were injured. The police, who
reached the spot, took the cargo container and
motorcycle in their possession. After post-mor-
tem, the body was handed over to the relatives.

Rajasthan, about 3.5
lakh people have got
free treatment under
the Ayushman Bharat
scheme and work has
started on about 2,500

period, it was felt that
skilled manpower has a
direct impact on health
services. The Central
Government’s free vac-
cine for all is a result of
this. In India, more
than 88 crore doses of
vaccine have been given
as a result of the skilled
health workers,” he
said.
Meanwhile, during
the programme, CM Ge-
hlot, who was connect-
ed through VC, high-
lighted the schemes be-
ing run in Rajasthan
and said Ayushman
Bharat scheme has also
been expanded in Ra-
jasthan in which effort
has been made to give
social security to more
and more people .
“Rajasthan worked
extremely well in both
the waves of corona.
There was some prob-
lem of oxygen, but now
elaborate arrange-
ments have been made
for that too. Rajasthan
is fully prepared for the
third wave of Covid,”
CM Gehlot said.

of CIPET and while cit-
ing the geographical
condition of Rajasthan,
the Chief Minister
urged the PM to fulfill
some of the state’s de-
mands.
Gehlot urged to ap-
prove the colleges in

cal college. He urged to
start Medical Device
Park in Jodhpur and
Bulk Pharma Drug
Park in Kota.
Moreover, he also de-
manded to restart the
RDPL company, a joint
venture of the Centre

Health Minister Man-
sukh Mandaviya said
that employment oppor-
tunity will be available
to the youth of Ra-
jasthan through train-
ing from the Petro-
chemicals Technical
Institute of CIPET. Re-
garding the medical col-
leges in the remaining
three districts of Ra-
jasthan, the Union Med-
ical Minister said that it
is the intention of the
PM that medical col-
leges should be opened

Govt converts
RTDC’s `57.5
cr loan into
share capital

Jaipur: In a major re-
lief to the Tourism In-
dustry of the state, the
State Government has
converted Rs 57.5 crore
loan it had given to Ra-
jasthan Tourism Devel-
opment Corporation
(RTDC) into its share
capital. The Tourism
Department issued a
notification of finan-
cial approval to this ef-
fect on Thursday
.
The State Govern-
ment has decided to
merge Rs 54.52 crore
given to RTDC on ac-
count of capital expend-
iture, Rs 1.90 crore on
account of public ex-
penses and Rs 60 lakh in
other heads into the
corporation’s share
capital. Another loan of
Rs 4 lakh will also be
merged into the share
capital of RTDC, which
has already has Rs 40
crore on that account.
That apart, a grant
of Rs 10 crore has also
been approved. This in
effect, has reduced
RTDC’s liabilities to
Rs 108 crore from Rs
175 crore. This will in-
fuse new zeal in the
sector which is reeling
under the impact of
the pandemic.

There are 42 central institutes in
India. Earlier, Central institutes
like CIPET were dependent on gov-
ernment funds for operation. After

connected the institutes with industries and
making them self-reliant and helped the stu-

THE HISTORY OF COFFEE
n Ethiopian Legend,
Coffee grown world-
wide can trace its
heritage back centu-
ries to the ancient
coffee forests on the
Ethiopian plateau.
There, legend says the goat
herder Kaldi first discovered
the potential of these beloved
beans.
The story goes that Kaldi
discovered coffee after he no-
ticed that after eating the
berries from a certain tree,
his goats became so energetic
that they did not want to
sleep at night.
Kaldi reported his findings
to the abbot of the local mon-
astery, who made a drink
with the berries and found
that it kept him alert through
the long hours of evening
prayer. The abbot shared his
discovery with the other
monks at the monastery, and
knowledge of the energizing
berries began to spread.
As word moved east and
coffee reached the Arabian
peninsula, it began a journey
that would bring these beans
across the globe.
THE ARABIAN PENINSULA
Coffee cultivation and trade
began on the Arabian Penin-
sula. By the 15th century
, cof-
fee was being grown in the
Yemeni district of Arabia
and by the 16th century, it
was known in Persia, Egypt,
Syria, and Turkey.Coffee was
not only enjoyed in homes,
but also in the many public
coffee houses — called qah-
veh khaneh — which began
to appear in cities across the
Near East. The popularity of
the coffee houses was une-
qualled and people frequent-
ed them for all kinds of social
activity.
Not only did the patrons
drink coffee and engage in
conversation, but they also
listened to music, watched
performers, played chess and
kept current on the news.
Coffee houses quickly be-
came such an important cen-
tre for the exchange of infor-
mation that they were often
referred to as “Schools of the
Wise.” With thousands of pil-
grims visiting the holy city
of Mecca each year from all
over the world, knowledge of
this “wine of Araby” began
to spread.
COFFEE COMES TO EUROPE
European travellers to the
Near East brought back sto-
ries of an unusual dark black
beverage. By the 17th centu-
ry, coffee had made its way to
Europe and was becoming
popular across the continent.
Some people reacted to this
new beverage with suspicion
or fear, calling it the “bitter
invention of Satan.” The lo-
cal clergy condemned coffee
when it came to Venice in
1615. The controversy was so
great that Pope Clement VIII
was asked to intervene. He
decided to taste the beverage
for himself before making a
decision and found the drink
so satisfying that he gave it
papal approval.
Despite such controversy,
coffee houses were quickly
becoming centres of social
activity and communication
in the major cities of Eng-
land, Austria, France, Ger-
many and Holland. In Eng-
land “penny universities”
sprang up, so-called because
for the price of a penny one
could purchase a cup of cof-
fee and engage in stimulating
conversation.
Coffee began to replace the
common breakfast drink bev-
erages of the time — beer and
wine. Those who drank cof-
fee instead of alcohol began
the day alert and energized,
and not surprisingly, the
quality of their work was
greatly improved.
(We like to think
of this as a pre-
cursor to the
modern office
coffee service.)
By the mid-17th
century
, there were
over 300 coffee
houses in London,
many of which
attracted like-
minded patrons,
including mer-
chants, ship-
pers, brokers
and artists.
Many businesses
grew out of these s p e -
cialized coffee houses. Lloyd’s
of London, for example, came
into existence at Edward
Lloyd’s Coffee House.
THE NEW WORLD
In the mid-1600s, coffee was
brought to New Amsterdam,
later called New York by the
British. Coffee houses rapid-
ly began to appear, tea con-
tinued to be the favoured
drink in the New World until
1773, when the colonists re-
volted against a heavy tax on
tea imposed by King George
III. The revolt, called the Bos-
ton Tea Party, would forever
change the American drink-
ing preference for coffee.
No one knows exactly how or when coffee was discovered,
though there are many legends about its origin!

The accused youth used to come to give food pack- ets to the labour families. The accused took her in her lap while she was sleeping on Wednesday night. After taking to some distance, he started trying to rape by doing obscene acts. Hearing the cries and screams of the girl, the family members rushed to the spot and the ac- cused fled away . The girl’s mother has filed a case under the POCSO Act at Chitrakoot police station. The family lives tempo- rarily in Nemi Nagar. The victim said that Amit Bhaiya had just come and took her away while she was asleep. He started doing dirty things with her. When the girl started crying and screaming, he threat- ened her and asked her to keep quiet. When the girl started crying more out of fear, he left her near the gate and ran away . MAN ATTEMPTS RAPE ON WOMAN SLEEPING WITH KID Jaipur: A man attempted to rape a woman sleeping with her child in an area under Kalwar police sta- tion. The accused jumped the wall and entered the house on the night of Sep- tember 21. He started rap- ing by pressing the mouth of the woman. Her hus- band woke up after hear- ing her screaming. When the husband defended the wife, the accused attacked him with a knife. Other family members slept in the rooms while she was sleeping outside. They sent a complaint by post to the commissioner of police after which a case of rape and assault with a knife has been filed at the Kalwar police station. He said that the pa- per leak has brought the functioning of the state government under question. “Chief minister should sack the edu- cation minister and the matter should be investigated by the CBI,” Poonia said. Such colonies will also be regularized in Prashashan Sharon ke Sang for which an order was issued after approv- al of UDH minister Shanti Dhariwal. A 40 feet wide ap- proach road is neces- sary for regularization in normal cases. A plan of providing basic facilities will also be made for such colo- nies where leases for 60 percent plots have been given. Under this, if the sector / zonal plan have also been technically approved and more leases have been issued for more than 60 per- cent of the plots, the plan for providing fa- cilities will be made. The government has also decided to regular- ize the colony even if the provision of reser- vation plots for EWS and LIG category has not been followed by de- velopers. For this, the plot holders will have to pay Rs.25 per sq.m. In another decision, the government has au- thorized the Empow- ered committees of the local bodies to change location of facility are- as and roads. Relaxation of 60 per- cent in lease amount and 100 percent in inter- est will be given if the amount is outstanding in the matters related to old settlement, densely populated areas and un- cultivated wasteland having population. In his order, Justice Pushpendra Singh Bhati asked him to be released from the jail. Gurjar was arrested on June 29, along with BVG company’s pro- ject head Omkar Sapre, for demanding a bribe or Rs 20 crore to clear the firm’s out- standing payment of Rs 276 crore to the mu- nicipal corporation. Sapre was, however, released on bail on September 4. Making release of the main accused Sapre as the basis of his bail application, Gurjar pleaded before the court that ACB has not filed any chargesheet. They have piloted the bill, titled ‘ Afghan- istan Counter-terrorism, Oversight, and Accountabil- ity Act’. It stipulates sanc- tions and seeks to review and suspend assistance to and potentially impose sanctions on any foreign government the US believes was or is sup- porting the Taliban. It singles out Pakistan by name in the section that calls for a report on “entities providing sup- port for the Taliban”. Senator Jim Risch, the rep- resentative for the state of Idaho and a ranking member of the US Senate Foreign Re- lations Committee, has pi- loted the legislation. It has also been co-sponsored by some prominent senators, including Mitt Romney, who had ran against former pres- ident Barack Obama during his re-election bid, and Mar- co Rubio, who lost out in the prima- ries for the 2016 US presidential election. The bill seeks to “estab- lish a State Department taskforcetofocusonthe evacuation of American citi- zens, legal per- manent residents, and Afghan Special Immigrant Visas (SIVs) still stuck in Afghanistan; impose oversight mechanisms on the processing of SIVs and refu- gees; require strategies for counterterrorism and for the disposition of Taliban-cap- turedUSequipment;sanction the Taliban and others in Af- ghanistanforterrorism,drug- trafficking,andhumanrights abuses; authorise sanctions on those providing support to theTaliban,includingforeign governments supporting the Taliban; call for a comprehen- sive review of foreign assis- tance to entities that support the Taliban; and place restric- tions on non-humanitarian foreign assistance to Afghani- stan.” It further states that apartfromexaminingvarious aspects of the current situa- tion it would also suggest im- posing punitive measures against the Taliban and those the US concludes supported and enabled them. The Secre- tary of State, in consultation with the Secretary of Defence and the Director of National Intelligence, shall submit to the appropriate Congression- al committees a report on en- tities providing support to the Taliban. The proposed bill has caused heated debate in the Pakistani media, because it asks for a detailed report about Pakistan’s support, both its state and non- state actors, for the Taliban be- tween 2001 and 2020, includ- ing the provision of sanctu- ary space, financial support, intelligence support, logis- tics and medical support, training, equipping, and tac- tical, operational, or strate- gic direction; an assessment of support by state and non- state actors, including the Government of Pakistan, for the 2021 offensive of the Tali- ban that toppled the Govern- ment of Afghanistan. Soon after GoI’s an- nouncement of Pathak’s repatriation, several theories were made and unmade in quick succession. Since Pathak had earned the reputation of a sincere and studi- ous worker, many were unable to figure out any good reason for his repatriation. The surprise factor at Pathak’s repatria- tion matched the sur- prise factor when he was brought to the Centre as MD, Nation- al Highways and Infra- structure Development Corporation Limited in October 2019. Many wondered then why he was put in charge of a capital-intensive infra- structure venture, con- sidering he has a zero- tolerance level for wheeling deals. Known among his colleagues for his pro- fessional integrity topped by competence, it is surmised that his brusque straightfor- wardness might not have been appreciated. Or, is the NDA admin- istration planning a major operation in Bi- har where governance is said to have lost all meaning because of perpetual politicking? Since the BJP is the lead NDA-constituent in Bihar, it stands to reason that it can’t let the current Bihar dis- pensation go on damag- ing the BJP by stealth. Pathak is said to have a sounding understand- ing of Bihar’s political culture and its roots, having dealt with the alcohol and sand mafi- as earlier in his career. His cleanliness is vouched particularly by NE officials who had seen how roads and highways were constructed in the re- gion in one season and they disappeared completely in the next season. Pathak is known for his own personal style of doing things right and doing things speed- ily. In the NHIDCL, he ensured that the EDs and GMs are located at ground-zero and visit- ed their sites regularly and inspected the op- eration assigned to them so that in case of a problem, they could be held accountable. So the issue of his transfer is seen wrapped in mystery. When the local people chased the container but driver fled the scene leaving the container. In the accident, 3-year-old girl Divisha died on the spot while two siblings, including a 9-month-old boy were injured. Govt converts RTDC’s `57.5 cr loan into share capital Nirmal Tiwari Jaipur: In a major re- lief to the Tourism In- dustry of the state, the State Government has converted Rs 57.5 crore loan it had given to Ra- jasthan Tourism Devel- opment Corporation (RTDC) into its share capital. The Tourism Department issued a notification of finan- cial approval to this ef- fect on Thursday . The State Govern- ment has decided to merge Rs 54.52 crore given to RTDC on ac- count of capital expend- iture, Rs 1.90 crore on account of public ex- penses and Rs 60 lakh in other heads into the corporation’s share capital. Another loan of Rs 4 lakh will also be merged into the share capital of RTDC, which has already has Rs 40 crore on that account. That apart, a grant of Rs 10 crore has also been approved. This in effect, has reduced RTDC’s liabilities to Rs 108 crore from Rs 175 crore. This will in- fuse new zeal in the sector which is reeling under the impact of the pandemic. This fashion festival of Rajasthan was organised at ‘The Lotus Ananta Elite’, DCM Road and was attended by celeb- rities from across the city. The show’s founder and director Gaurav Gaur, director Maulik Shah and Kota City director Ayush Vijay were present dur- ing the event. The Face of Kota couture show, Shaivya Gautam also attended the event while actress and celebrity guest Charvi Tanya Dutta spread beauty on the ramp with her graceful walk. Eminent fashion and jewellery designers from Jaipur and Kota showcased their collections at the show. The show opened with a display of Indo Western and Tradition- al Garments by Fashion De- signer Megha Jain where mod- els carried party wear and heavy gowns and the showstop- per Charvi Tanya Dutta. The show being on the bridal theme, in the second round de- signer Sunita Joshi brought fu- sion traditional, semi-tradition- al and heavy couture on stage in her 14 garments, in which the showstopper was Akansha Bhalla. In the third sequence, Man- ish Khatri from Javta also showcased his ethnic royal col- lection with Chanchal Singh being the showstopper. The stu- dents from the Code depart- ment of Vivekanand Global University also got a chance to showcase their skills where they presented Fusion Cloth- ing, in which Riya Sen walked as a showstopper. YOUR DAY Horoscope by Saurabbh Sachdeva THE HISTORY OF COFFEE n Ethiopian Legend, Coffee grown world- wide can trace its heritage back centu- ries to the ancient coffee forests on the Ethiopian plateau. There, legend says the goat herder Kaldi first discovered the potential of these beloved beans. The story goes that Kaldi discovered coffee after he no- ticed that after eating the berries from a certain tree, his goats became so energetic that they did not want to sleep at night. Kaldi reported his findings to the abbot of the local mon- astery, who made a drink with the berries and found that it kept him alert through the long hours of evening prayer. The abbot shared his discovery with the other monks at the monastery, and knowledge of the energizing berries began to spread. As word moved east and coffee reached the Arabian peninsula, it began a journey that would bring these beans across the globe. THE ARABIAN PENINSULA Coffee cultivation and trade began on the Arabian Penin- sula. By the 15th century , cof- fee was being grown in the Yemeni district of Arabia and by the 16th century, it was known in Persia, Egypt, Syria, and Turkey.Coffee was not only enjoyed in homes, but also in the many public coffee houses — called qah- veh khaneh — which began to appear in cities across the Near East. The popularity of the coffee houses was une- qualled and people frequent- ed them for all kinds of social activity. Not only did the patrons drink coffee and engage in conversation, but they also listened to music, watched performers, played chess and kept current on the news. Coffee houses quickly be- came such an important cen- tre for the exchange of infor- mation that they were often referred to as “Schools of the Wise.” With thousands of pil- grims visiting the holy city of Mecca each year from all over the world, knowledge of this “wine of Araby” began to spread. COFFEE COMES TO EUROPE European travellers to the Near East brought back sto- ries of an unusual dark black beverage. By the 17th centu- ry, coffee had made its way to Europe and was becoming popular across the continent. Some people reacted to this new beverage with suspicion or fear, calling it the “bitter invention of Satan.” The lo- cal clergy condemned coffee when it came to Venice in 1615. The controversy was so great that Pope Clement VIII was asked to intervene. He decided to taste the beverage for himself before making a decision and found the drink so satisfying that he gave it papal approval. Despite such controversy, coffee houses were quickly becoming centres of social activity and communication in the major cities of Eng- land, Austria, France, Ger- many and Holland. In Eng- land “penny universities” sprang up, so-called because for the price of a penny one could purchase a cup of cof- fee and engage in stimulating conversation. Coffee began to replace the common breakfast drink bev- erages of the time — beer and wine. Those who drank cof- fee instead of alcohol began the day alert and energized, and not surprisingly, the quality of their work was greatly improved. (We like to think of this as a pre- cursor to the modern office coffee service.) By the mid-17th century , there were over 300 coffee houses in London, many of which attracted like- minded patrons, including mer- chants, ship- pers, brokers and artists. Many businesses grew out of these s p e - cialized coffee houses. Lloyd’s of London, for example, came into existence at Edward Lloyd’s Coffee House. THE NEW WORLD In the mid-1600s, coffee was brought to New Amsterdam, later called New York by the British. Coffee houses rapid- ly began to appear, tea con- tinued to be the favoured drink in the New World until 1773, when the colonists re- volted against a heavy tax on tea imposed by King George III. The revolt, called the Bos- ton Tea Party, would forever change the American drink- ing preference for coffee.
