said, addressing a press
conference in Haldwani.
A separate ministry
will also be created to ad-
dresstheissuesof unem-
ployment and migration,
the Delhi CM and Aam
Aadmi Party (AAP) na-
tional convenor added.
Kejriwal also accused
successive governments
of doingnothingbutloot-
ing Uttarakhand’s re-
sourcesforyears.If voted
to power, the AAP will
take big steps for large-
scalecreationof jobsand
prevention of migration
from the hills, he said.

ity to farmers round the

traffickers with 358 kg Marijuana from Dwarka area.

party for six years, and

“Not just councilors
but officers of the mu-
nicipal corporations
(MCDs) will also not be
spared if they are found
involved in corrup-
tion,” Gupta told PTI.
He said people should
make videos if anyone
“extorts” money from
them in the name of
MCDs and provide it to
Delhi BJP so that FIR
can be registered
against them.
The councillors who
have been removed
from the party over
graft charges are Sadu-
lajab councillor Sanjay
Thakur in South Delhi
Municipal Corporation
(SDMC), New Ashok

EDMC tops in
resolving plaints
New Delhi: The Delhi
government has
ranked 14 departments
based on their perfor-
mance in resolving
pollution-related com-
plaints, with the East
Delhi Municipal Cor-
poration topping the
charts, followed by the
PWD and SDMC.
The agencies were
divided into two cate-
gories -- those which
received more than 100
complaints through
the “Green Delhi” ap-
plication and those
with over 1,000 com-
plaints. A review of
their performance till
August was conducted.
The performance has
been adjudged on
three parameters --
quantity of complaint
resolution, quality and
timeliness, according

not to be covered with
any temporary or per-
manent structures, the
policy states.
No objection certifi-
cates from the Fire
department will be
mandatory for using
the terrace as a dining
area.
This will be permis-
sible in restaurants,
metropolitan city cen-
tres, community cen-
tres, local shopping cen-
tres, and convenience
shopping centres.
A fee will be charged
for the open-air service
area at the rate of `200
per square foot.
For restaurants at
star hotels, the fee will
be `400 per square foot,
the policy states.

deadline of the Gandhi
Ashram redevelopment
project has been set for
three years. A high-lev-
el meeting to discuss
the project was chaired
by Gujarat Chief Min-
ister Bhupendra Patel,
and attended by Chief
Principal Secretary K
Kailashnathan, Officer
on Special Duty (OSD)
IK Patel and Ahmed-
abad district Collector
Sandip Sagale.
One of the main issues
discussed was Ashram
dwellers vacating space
for the project. So far, 60
people have given their
consent to accepting
new accommodations
elsewhere. Shailesh Ra-
thod, one of the Ash-
ram residents, said,
“The majority of peo-
ple who have accepted
the deal belong to the
Rabari Vas, which is lo-
cated near Abhay Ghat,
on the other side of the
Ashram colony
.”
According to sourc-
es, former Chief Minis-
ter Vijay Rupani had
wanted the project to be
completed before 2024.
The execution of the
project has been en-
trusted to the Ahmed-
abad Municipal Corpo-
ration (AMC).
Meanwhile, CM Bhu-
pendra Patel will be vis-

Aadmi Party (AAP) is
expected to make sig-
nificant gains in Goa
and replace the Con-
gress as the principal
opposition party,
though the BJP is like-
ly to retain power com-
fortably.
In the 2017 Assembly
elections in Goa, Con-
gress had won the high-
est number of 17 seats
in the 40-member
House, restricting the
BJP to 13. But the saf-
fron party allied with
regional parties and
came to power under
the leadership of sen-
ior leader Manohar
Parrikar.
This time a major
setback is not ruled out
for the Congress, which
could lose its main op-
position party status to
the AAP.
The BJP has ex-
pressed confidence of
registering a comfort-
able victory in the
polls, which are due in
February-March next
year, with Chief Minis-
ter Pramod Sawant say-
ing that people will re-
pose their faith in the
saffron party.
A poll survey has
predicted BJP's victory
in 22-26 out of the 40
seats, followed by 4-8
seats for the AAP and
just 3-7 seats for the
Congress.
Despite talks of a
probable alliance with
M a h a r a s h t r aw a d i
Gomantak Party
(MGP), which has an
influence on the Hindu
voter base, BJP state
chief Sadanand Tana-
vade claimed that the
party is ready to go
solo.
He, however, added
that the final decision
on alliance will be of

Ahmedabad: An Irani-
an boat with seven crew
members and a huge
consignment of heroin
was apprehended in In-
dian waters off the Gu-
jarat coast, in an opera-
tion carried out jointly
by the state Anti-Terror-
ist Squad (ATS) and the
Indian Coast Guard
(ICG), officials said on
Sunday
.
The boat, seized dur-
ing the operation con-
ducted on Saturday
night, carried an esti-
mated 30 to 50 kg of the
contraband, worth
about Rs 150 to Rs 250
crore in the internation-
al markets. But the ex-
act amount of the drug
present in the vessel
will be known after its
rummaging, they said.
The seven crew mem-
bers, all Iranian nation-
als, were apprehended
by officials.

from Amritsar against
Jaitley. And Capt
Amarinder won easily
with a good margin
he recent turn of events in the
sweet and sour relationship of
outgoing Punjab Chief Minister
Capt Amarinder Singh and crick-
eter-turned-politician Navjot Sid-
hu is not new. There are numer-
ous such instances in their topsy-
turvy relations. During these
years, Sidhu twice descended on
thecricket ground ontheinviteof
Capt Amarinder Singh. And it
was during these years that an
FIR was registered against Capt
in the infamous multi-crore Lu-
dhiana City Centre scam and
Sidhu was somehow to blame for
gettingthatFIRregisteredagainst
Capt, his son Raninder Singh
along with others. And, Capt’s ex-
oneration in this scam also came
when Sidhu was Punjab Cabinet
Minister of Local Bodies Depart-
ment under whose purview Lu-
dhiana City Centre Project falls.
Navjot Sidhu, who had retired
from all forms of cricket in the
late 1990s, had made a special ap-
pearance twice on cricket ground
on the invite of Capt Amarinder
Singh who organized two exhibi-
tion matches, once as Maharaja
of Patiala in 2000 and then as Pun-
jab CM in 2004. Sidhu obliged
Capt on both occasions. In March
2000, as the Maharaja of erst-
while Royal State Patiala, Capt
Amarinder Singh had organized
a series of cricket matches be-
tween Stragglers of Asia Cricket
Club and Maharaja Eleven. In the
second match of that series, on
March 9, 2000, Sidhu appeared at
Patiala’s Dhruv Pandove Cricket
Stadium. It was probably for the
first time after his retirement
that Sidhu had taken to cricket
field that too on Capt’s invitation.
Then, on February 19, 2004, again
Navjot Sidhu made a special ap-
pearance at Patiala’s cricket sta-
dium during a match between
Punjab (India) CM’s XI and an
invitation team from Pakistan.
That exhibition match had been
organized as a part of the Patiala
Heritage Week celebrations. It
was Capt Amarinder’s first ten-
ure as Punjab CM. Though Sidhu
did not play in that match, he
came on the special invite of Capt
Amarinder and was the biggest
attraction during the match.
It was the time when Sidhu was
trying to get a foothold in politics
after joining the Bharatiya Janata
Party
. It wasn’t Sidhu’s entry into
politics that surprised many but
his joining the BJP did so because
Sidhu’s father Late Bhagwant
Singh Sidhu was a Congressman
and was the Patiala District Con-
gress Committee (DCC) Presi-
dent. At that time there were talks
in the political circles that the
BJP may field Sidhu against Capt
Amarinder in the next Assembly
elections (which were to be held
in 2007) but, the saffron party
made him its candidate in 2004
General Elections from Amritsar
Lok Sabha seat which he won and
his likely clash with Capt Ama-
rinder did not take place.
Then in 2006, the multi-crore
infamous Ludhiana City Centre
scam was reported by media
which alleged the involvement of
the then CM Capt Amarinder
Singh, his son Raninder Singh
along with the then Punjab Local
Bodies Minister Chaudhary Jag-
jit Singh and others. That time,
Navjot Sidhu along with senior
ShiromaniAkaliDal(SAD)leader
Sukhbir Singh Badal (yes, you
read it correct Sidhu with Sukh-
bir Badal, because there was an
SAD-BJP alliance in Punjab and
Sidhu was in the saffron party)
gave a complaint to the Sarabha
Nagar Police Station in Ludhiana
–under whose jurisdiction Ludhi-
ana City Centre project was to
come up– demanding registration
of anFIRagainstCaptAmarinder
andothers.ThoughtheFIRwasn’t
lodged that time but when the
SAD-BJP alliance formed govern-
ment in Punjab in February 2007
with Sukhbir’s father Parkash
Singh Badal as the chief minister,
that time an FIR in this matter
was registered in March 2007.
The Ludhiana City Centre case
pertains to Capt Amarinder’s
first tenure as Punjab CM from
2002 to 2007. The Punjab Vigilance
Bureau had filed a charge sheet
in this case in December 2007.

After parting ways with the
BJP, Sidhu joined the Congress
just before 2017 Punjab Assembly
elections and he entered Punjab
Vidhan Sabha for the first time
after winning from Amritsar East
Assembly constituency
. When
CaptAmarinderSinghwassworn-
in for the second time as Punjab
CM in February 2017, Sidhu was
made a Cabinet minister and was
given the important Local Bodies
Department though he was nur-
turing ambitions of becoming the
Deputy Chief Minister.
In August 2017, the VB moved
a closure report in the case and
gave a sort of clean chit to Capt
Amarinder. Two of the 35 per-
sons booked in the case have
since died. Though it wasn’t in
Sidhu’s purview (as the Local
Bodies minister) to exonerate
Capt Amarinder in this case, he
proved lucky for the latter the
second time, the first time was
when Sidhu’s absence from elec-
tioneering ensured Capt Ama-
rinder’s easy win from Amritsar
Lok Sabha seat.
Sidhu’s relations with Capt
Amarinder started turning sour
when the former went for Imran
Khan’s swearing-in ceremony as
Pakistan Prime Minister. It was
on this occasion that Sidhu had
that infamous hug with Pakistan
Army Chief General Bajwa. And
when Sidhu played a vital role in
the opening of the Kartarpur Sa-
hib Corridor, Capt Amarinder
rightly sensed that Sidhu was go-
ing to overshadow him sooner or
later, and it did happen eventually
.
Sidhu is a former cricketer and
now he has learned the art of
politics also. He knows well that
both in cricket and politics it is
the timing that matters most. In
his playing days, Sidhu initially
used to play the role of a sheet-
anchor and then used to up the
momentum in the slog overs. In
politics too, Sidhu kept a low pro-
file ever since he resigned as the
Punjab Cabinet minister, and
now when Punjab Assembly elec-
tions are not very far away
, he has
accelerated his tempo and seems
to be ready for the final on-
slaught. But then, Capt is a real
Captain, a former Army man. He
too won’t give in easily
. Now, it is
to be seen that Capt Amarinder
Singh and Navjot Sidhu’s rela-
tions take what turn.

New Delhi: Prime Min-
ister Narendra Modi
has exhorted the union
secretaries to become
true leaders of their
departments by inter-
acting with the staff
and inspiring them to
perform and speed up
the execution of the
host of reforms.
In his first physical
interaction with the
secretaries on Saturday
since the outbreak of
the Covid-19 pandemic,
the PM asked them to
leverage their domain
knowledge and exper-
tise to smoothen the
process of execution of
the reforms programs.
Secretaries were ex-
pecting this special and
marathon meeting as
the PM has made it a
sort of tradition to in-
spire and lead his offi-
cials on his birthdays.
Commenting on the
meeting, an official said
“The PM wanted us to
interact with staff
across all levels... to in-
spire confidence among
them. There is a need to
use the available gov-
ernment data intelli-
gently for the best re-
sults. He said we have to
constantly work on im-
proving things.”
Reportedly, the PM
said he too often won-
ders over the slow pace
of execution of pro-
jects despite govern-
ment establishments
equipped with compre-
hensive domain knowl-
edge and skills of the
highest standard.
The PM remarked
that if projects are exe-
cuted with speed and
efficiency, the govern-
ment will be free from
hiring the services of
consultants.
The PM’s call to sec-
retaries comes at a time
when the government is
seen struggling with an
acute shortage of reve-
nue and will be facing
one election or another
to the run-up of the 2024
Lok Sabha election.
The meeting was not
one-way traffic. Indeed
the PM solicited the ad-
vice of several secre-
taries to share their
ideas and views. While
most of them focussed
on what they did in
their respective de-
partments, a few adopt-
ed a forward-looking
approach in their de-
liberations that earned
them the PM’s praise
and word of encour-
agement.

officials looks at this de-

drop of recently noti-
fied (dated 03.09.2021)

The development
provides security to
senior government of-

his/her official func-
tions or duties. It is be-
lieved that after pro-
viding immunity the
PM motivated secretar-
ies to gear up and exe-
cute reform programs
with efficiency.

New Delhi: The gov-
ernment is yet to take a
call on the recommen-
dations made by the Su-
preme Court collegi-
um on appointing a
total of 68 judicial of-
ficers and advocates as
judges of various high
courts, sources aware
of the procedure for
appointment to the
higher judici-
ary have said.
Between Au-
gust 8 and Septem-
ber 1 this year, the
apex court colle-
gium had pro-
cessed over 100
names recommended
by various high courts
and had finally sent 68
names to the govern-
ment for appointment
as judges to 12 high
courts.
The government is
yet to take a call on the
names recommended
by the SC collegium, the
sources said.
Out of the 68 names,
twofromKarnatakaand
one from Jammu and
Kashmir have been sent
for a third time, while 10
others have been recom-
mended for a second
time. The rest are fresh
recommendations.
Prior to these recom-
mendations, in a his-
toric decision on August
17, the SC collegium had
sent nine names, includ-
ing three women, for
elevation as judges of
the Supreme Court.
On Friday, the Su-
preme Court collegium
is learnt to have recom-
mended eight names of
judges, including act-
ing chief justice of Cal-
cutta High Court Jus-
tice Rajesh Bindal, for
their elevation as chief
justices of different
high courts.
Besides, the mara-
thon collegium meet-
ings on Thursday and
Friday have led to rec-
ommendations of trans-
fer of five high court
chief justices, including
Tripura High Court
Chief Justice Akil
Kureshi, and 28 other
high courts judges.
The combined sanc-
tioned strength of the
25 high courts of the
country is 1,098 judges.
As on September 1,
there were 465 vacan-
cies, according data put
in public domain by the
Law Ministry

visit abroad after tak-
ing over as the Chief of
Defence Staff (CDS),
General Bipin Rawat
will be visiting Russia
and the US.
Rawat took over his
new office as CDS on
December 31, 2019,
and since then has
been declining foreign
invitations.
“There is a confer-
ence of the CDS-rank
officers of the Shanghai
Cooperation Agree-
ment member coun-
tries. China and Paki-
stan are also part of
this grouping,” senior
defence officials said.
The CDS conference
would be focusing on ad-
dressing the regional
security issues and Af-
ghanistan is also likely
to come up for discus-
sion, they said. The CDS
would also witness the
activities of the respec-
tive armed forces taking
part in the SCO peace
mission drills in Russia.
The visit will take
place in the coming
week and soon after
return from Russia,
Rawat would be leav-
ing for the US for meet-
ing his counterpart
and other American
military leadership at

Facebook has acknowl-
edged internally what
researchers have been
documenting for years:
Instagramcanbeharm-
ful to teens. Parents can
help by repeatedly talk-
ing to their teens about
the difference between
appearance and reality,
by encouraging their
teens to interact with
peers face-to-face, and
to use their bodies in
active ways instead of
focusing on the selfie.
The big question will be
how Facebook handles
these damaging results.
History and the courts
have been less than for-
giving of the head-in-
the-sand approach of
Big Tobacco.
UNHEALTHY COMPARISONS
But Instagram isn’t problematic simply be-
cause it is popular. There are two key features
of Instagram that seem to make it particularly
risky
. First, it allows users to follow both celeb-
rities and peers, both of whom can present a
manipulated, filtered picture of an unrealistic
body along with a highly curated impression
of a perfect life. While all social media allows
users to be selective in what they show the
world, Instagram is notorious for its photo ed-
iting and filtering capabilities. Plus, that is the
platform popular among celebrities, models
and influencers. Facebook has been relegated
to the uncool soccer moms and grandparents.
For teens, this seamless integration of celebri-
ties and retouched versions of real-life peers
presents a ripe environment for upward social
comparison, or comparing yourself to some-
one who is “better” in some respect.
Understanding the impact
of social media on teens is
important because almost
all teens go online daily. The
Pew Research Center poll
shows that 89% of teens re-
port they are online “almost
constantly” or “several
times a day.” Teens are more
likely to log on to Instagram
than any other social media
site. It is a ubiquitous part
of adolescent life. Yet stud-
ies consistently show that
the more often teens use In-
stagram, the worse their
overall well-being, self-es-
teem, life satisfaction, mood
and body image. One study
found that the more college
students used Instagram on
any given day, the worse
their mood and life satisfac-
tion was that day.
OBJECTIFICATION AND
BODY IMAGE
Instagram is also risky for teens because its
emphasis on pictures of the body leads users
to focus on how their bodies look to others. Our
research shows that for teen girls and increas-
ingly teen boys thinking about their own bod-
ies as the object of a photo increases worrying
thoughts about how they look to others, and
that leads to feeling shame about their bodies.
Just taking a selfie to be posted later makes
them feel worse about how they look to others.
Being an object for others to view doesn’t help
the “selfie generation” feel empowered and
sure of themselves it can do exactly the op-
posite. These are not insignificant health con-
cerns, because body dissatisfaction during the
teen years is a powerful and consistent predic-
tor of later eating disorder symptoms.

But, a fragmented op-
position -- SP, BSP and
Congress besides some
little known outfits --
will definitely split the
non-BJP votes, thereby
indirectly helping the

But, politi-
cal pundits say
the BJP might not re-
peat its grand perfor-
mance of 2017 this
time, even though it
will get majority. Its
losses in terms of seats
could improve the indi-
vidual tally of

vals, they say.

Kejriwal and the All
India Majlis-e-Ittehad-

also looking to increase
their clout in the state.
There are certain
other national and re-
gional parties, which
are contesting in the
state with or without
alliances.
As of now, the ruling
National Democratic
Alliance is leaving no
stone unturned to gain
the second consecutive
term in the state, while
its two big rivals – SP
and BSP – are going
full steam to grab the
throne.
In the present situa-
tion, it appears that the
pattern will be some-
how similar to 2017,
with the BJP in the
lead and the SP finish-
ing the first runners-
up in a keenly contest-

shelters and munici-
pal corporations and
ask them to “remove”
their community
dogs who they like to
often refer to as “galli ka
kutta” citing reasons like
their personal property
(cars) being scratched, dog
bites, and barking. Ironi-
cally many of these com-
plainants themselves have
pets!
And imagine their dis-
appointment when they
hear the unexpected that
there is a rule against re-
location of dogs! Even the
Municipal Corporations
cannot and will not want
to defy the Supreme Court,
unless of course, the dog
may be rabid.
So all these rules and
guidelines do not happen
in a vacuum. The Preven-
tion of Cruelty to Animals
Act of 1960 (PCA) has a
provision for the estab-
lishment and overseeing
of a board dedicated to the
welfare of animals. The
Animal Welfare Board of
India was established un-
der section 4 of the PCA
Act and has a provision
under section 5A of the
same act to be reconsti-
tuted from time to time.
The Board was estab-
lished for the promotion of
animal welfare generally
and to protect animals
from being subjected to un-
necessary pain or suffer-
ing, in particular, there
shall be established by the
Central Government, as
soon as may be after the
commencement of this
Act, a Board to be called
the Animal Welfare Board
of India (AWBI).
The functions of the
Board are-

thorities, whenever it is

the formation or estab-
lishmentof pinjrapoles,res-
cue homes, animal shelters,
sanctuaries, and the like
where animals and birds
may find a shelter when
they have become old and
useless to their owners or

To co-operate with,
and co-ordinate the
work of, associations
or bodies established to
prevent unnecessary pain
or suffering to animals or
for the protection of ani-
mals and birds.

To give financial and
other assistance to
animal welfare or-
ganizations functioning in
any local area or to en-
courage the formation of
animal welfare organiza-
tions in any local area
which shall work under
the general supervision
and guidance of the
Board.

To advise the
Government on
matters relating
to the medical care and at-
tention which may be pro-
vided in animal, hospitals
and to give financial and
other assistance to animal
hospitals whenever the
Board thinks it necessary
to do so.

To impart educa-
tion about the hu-
mane treatment
of animals and to encour-
age the formation of pub-
lic opinion against the in-
fliction of unnecessary
pain or suffering to ani-
mals and for the promo-
tion of animal welfare us-
ing lectures, books, post-
ers, cinematographic ex-
hibitions, and the like.

Government on
any matter con-
nected with animal wel-
fare or the prevention of
infliction of unnecessary
pain or suffering on ani-
mals.
One of the most impor-
tant functions of the
Board is to provide finan-
cial assistance to the rec-
ognized Animal Welfare
Organisations (AWOs).
The applications in the
prescribed format re-
ceived from the AWOs are
scrutinized and eligible
applications are placed
before the Board for sanc-
tion of grant. Financial
Assistance is released in
two instalments after ob-
taining an audited state-
ment of accounts and uti-
lization certificate for the
earlier grants and satisfac-
tory Inspection reports.
The Board provides finan-
cial assistance to AWOs
under various schemes
viz. Regular Grant, Cattle
Rescue Grant, Provision of
Shelter House for looking
after the Animals, Animal
Birth Control (ABC) Pro-
gramme, Provision of Am-
bulance for the animals in
distress, and Natural Ca-
lamity grant. The AWBI
is supported by funds in
the form of grants from
the Government, contri-
butions, donations, sub-
scriptions, bequests, gifts
and the like made to it by
any local authority or by
any other person. Animal
Welfare Organisations
can apply for grants to
the AWBI for their pro-
jects.
Apart from AWOs,
breeders and pet shops
must be registered with
the AWBI.
The general public and
animal lovers can also ap-
ply to serve as Honorary
Animal Welfare Officers
to help animals in their
states and districts.
From ensuring that ani-
mal welfare laws in the
country are diligently fol-
lowed, to provide grants to
Animal Welfare Organisa-
tions and advising the
Government of India on
animal welfare issues, the
Board has been the face of
the animal welfare move-
ment in the country for
the last 50 years.
Getting back to the sub-

na Nagar, earlier
mocked for his dwarf-
ism, has shut a mil-
lion mouths with his
unparalleled flair at
Badminton and his roaring
victory at the Tokyo Paralym-
pics 2020. He defeated Chu Man
Kai of Hongkong in the men’s
single SH6 class final to be-
come the World No. 2 India
para-badminton player.
Diagnosed with dwarfism at
the tender age of 2, Nagar was
unfortunately ridiculed by his
peers for his deformity, so
much so, that this 4 feet 5 inch
tall shuttler was coaxed to try
an array of rigorous exercises,
only to finally accept his fate
and make a thudding state-
ment with his hard work.
Nagar stumbled upon this
sport at age 14 and picked it
up as his hobby. However,
what’s truly serendipitous to
his journey was his introduc-
tion to the world of para-bad-
minton in 2017. Yes, this was
his ‘I’ll change my life’ mo-
ment. In no time, Krishna
shifted basis to Lucknow to
learn under the effective ae-
gis of Dronacharya Awardee
Indian para-badminton team
head Gaurav Khanna. Since
then, he has been adding
feathers to his cap, bringing
fame to his dear hometown
and country alike.
His love for India knows no
bounds, as attested by his Ins-
tagram post right after his
whopping success at the Tokyo
Paralympics 2020 which read,
“Today is the result of my
years of hard work and I am
happy that my preparation for
this day has finally paid off. I
would like to dedicate this
medal to our Corona Warriors
who in the truest sense are the

Dehradun: Delhi Chief Minister and AAP Na- tional Convenor Arvind Kejriwal on Sunday promised to take big steps to end migration fromUttarakhand,assur- ing an unemployment al- lowance and an 80 per cent job quota for people of the state if his party comes to power in the next assembly elections. Making six promises, Kejriwalsaideveryyouth of Uttarakhand would get employment if the AAP is voted to power, and assured a monthly allowance of Rs 5,000 to an individual from every family till they got a job. He also promised to re- serve 80 per cent of both private and government jobs for the people of the state and to create one lakh employment oppor- tunitieswithinsixmonths of coming to power. A job portal, on the lines of the one in Delhi, will be launched which willprovideaninteractive platform to job seekers and employers, Kejriwal said, addressing a press conference in Haldwani. A separate ministry will also be created to ad- dresstheissuesof unem- ployment and migration, the Delhi CM and Aam Aadmi Party (AAP) na- tional convenor added. Kejriwal also accused successive governments of doingnothingbutloot- ing Uttarakhand’s re- sourcesforyears.If voted to power, the AAP will take big steps for large- scalecreationof jobsand prevention of migration from the hills, he said. Navjot Sidhu, who had retired from all forms of cricket in the late 1990s, had made a special ap- pearance twice on cricket ground on the invite of Capt Amarinder Singh who organized two exhibi- tion matches, once as Maharaja of Patiala in 2000 and then as Pun- jab CM in 2004. Sidhu obliged Capt on both occasions. In March 2000, as the Maharaja of erst- while Royal State Patiala, Capt Amarinder Singh had organized a series of cricket matches be- tween Stragglers of Asia Cricket Club and Maharaja Eleven. In the second match of that series, on March 9, 2000, Sidhu appeared at Patiala’s Dhruv Pandove Cricket Stadium. It was probably for the first time after his retirement that Sidhu had taken to cricket field that too on Capt’s invitation. Then, on February 19, 2004, again Navjot Sidhu made a special ap- pearance at Patiala’s cricket sta- dium during a match between Punjab (India) CM’s XI and an invitation team from Pakistan. That exhibition match had been organized as a part of the Patiala Heritage Week celebrations. It was Capt Amarinder’s first ten- ure as Punjab CM. Though Sidhu did not play in that match, he came on the special invite of Capt Amarinder and was the biggest attraction during the match. It was the time when Sidhu was trying to get a foothold in politics after joining the Bharatiya Janata Party . It wasn’t Sidhu’s entry into politics that surprised many but his joining the BJP did so because Sidhu’s father Late Bhagwant Singh Sidhu was a Congressman and was the Patiala District Con- gress Committee (DCC) Presi- dent. At that time there were talks in the political circles that the BJP may field Sidhu against Capt Amarinder in the next Assembly elections (which were to be held in 2007) but, the saffron party made him its candidate in 2004 General Elections from Amritsar Lok Sabha seat which he won and his likely clash with Capt Ama- rinder did not take place. Then in 2006, the multi-crore infamous Ludhiana City Centre scam was reported by media which alleged the involvement of the then CM Capt Amarinder Singh, his son Raninder Singh along with the then Punjab Local Bodies Minister Chaudhary Jag- jit Singh and others. That time, Navjot Sidhu along with senior ShiromaniAkaliDal(SAD)leader Sukhbir Singh Badal (yes, you read it correct Sidhu with Sukh- bir Badal, because there was an SAD-BJP alliance in Punjab and Sidhu was in the saffron party) gave a complaint to the Sarabha Nagar Police Station in Ludhiana –under whose jurisdiction Ludhi- ana City Centre project was to come up– demanding registration of anFIRagainstCaptAmarinder andothers.ThoughtheFIRwasn’t lodged that time but when the SAD-BJP alliance formed govern- ment in Punjab in February 2007 with Sukhbir’s father Parkash Singh Badal as the chief minister, that time an FIR in this matter was registered in March 2007. The Ludhiana City Centre case pertains to Capt Amarinder’s first tenure as Punjab CM from 2002 to 2007. The Punjab Vigilance Bureau had filed a charge sheet in this case in December 2007. In August 2017, the VB moved a closure report in the case and gave a sort of clean chit to Capt Amarinder. Two of the 35 per- sons booked in the case have since died. Though it wasn’t in Sidhu’s purview (as the Local Bodies minister) to exonerate Capt Amarinder in this case, he proved lucky for the latter the second time, the first time was when Sidhu’s absence from elec- tioneering ensured Capt Ama- rinder’s easy win from Amritsar Lok Sabha seat. Sidhu’s relations with Capt Amarinder started turning sour when the former went for Imran Khan’s swearing-in ceremony as Pakistan Prime Minister. It was on this occasion that Sidhu had that infamous hug with Pakistan Army Chief General Bajwa. And when Sidhu played a vital role in the opening of the Kartarpur Sa- hib Corridor, Capt Amarinder rightly sensed that Sidhu was go- ing to overshadow him sooner or later, and it did happen eventually . Sidhu is a former cricketer and now he has learned the art of politics also. He knows well that both in cricket and politics it is the timing that matters most. In his playing days, Sidhu initially used to play the role of a sheet- anchor and then used to up the momentum in the slog overs. In politics too, Sidhu kept a low pro- file ever since he resigned as the Punjab Cabinet minister, and now when Punjab Assembly elec- tions are not very far away , he has accelerated his tempo and seems to be ready for the final on- slaught. But then, Capt is a real Captain, a former Army man. He too won’t give in easily . Now, it is to be seen that Capt Amarinder Singh and Navjot Sidhu’s rela- tions take what turn. In his first physical interaction with the secretaries on Saturday since the outbreak of the Covid-19 pandemic, the PM asked them to leverage their domain knowledge and exper- tise to smoothen the process of execution of the reforms programs. Secretaries were ex- pecting this special and marathon meeting as the PM has made it a sort of tradition to in- spire and lead his offi- cials on his birthdays. Commenting on the meeting, an official said “The PM wanted us to interact with staff across all levels... to in- spire confidence among them. There is a need to use the available gov- ernment data intelli- gently for the best re- sults. He said we have to constantly work on im- proving things.” Reportedly, the PM said he too often won- ders over the slow pace of execution of pro- jects despite govern- ment establishments equipped with compre- hensive domain knowl- edge and skills of the highest standard. The PM remarked that if projects are exe- cuted with speed and efficiency, the govern- ment will be free from hiring the services of consultants. The PM’s call to sec- retaries comes at a time when the government is seen struggling with an acute shortage of reve- nue and will be facing one election or another to the run-up of the 2024 Lok Sabha election. The meeting was not one-way traffic. Indeed the PM solicited the ad- vice of several secre- taries to share their ideas and views. While most of them focussed on what they did in their respective de- partments, a few adopt- ed a forward-looking approach in their de- liberations that earned them the PM’s praise and word of encour- agement. A section of senior officials looks at this de- velopment in the back- drop of recently noti- fied (dated 03.09.2021) SOPs for processing of cases under 17A, a new insertion, of the Pre- vention of Corruption Act, 1988. The development provides security to senior government of- ficials against the threats of uncertain- ties pertaining to in- quiry or investigation into offense relatable to any recommenda- tion made or decision taken by such public servant in discharge of his/her official func- tions or duties. After providing immunity, PM motivates union secys to gear up LEADERSHIP ROLES New Delhi: The gov- ernment is yet to take a call on the recommen- dations made by the Su- preme Court collegi- um on appointing a total of 68 judicial of- ficers and advocates as judges of various high courts, sources aware of the procedure for appointment to the higher judici- ary have said. Between Au- gust 8 and Septem- ber 1 this year, the apex court colle- gium had pro- cessed over 100 names recommended by various high courts and had finally sent 68 names to the govern- ment for appointment as judges to 12 high courts. The government is yet to take a call on the names recommended by the SC collegium, the sources said. Out of the 68 names, twofromKarnatakaand one from Jammu and Kashmir have been sent for a third time, while 10 others have been recom- mended for a second time. The rest are fresh recommendations. Prior to these recom- mendations, in a his- toric decision on August 17, the SC collegium had sent nine names, includ- ing three women, for elevation as judges of the Supreme Court. On Friday, the Su- preme Court collegium is learnt to have recom- mended eight names of judges, including act- ing chief justice of Cal- cutta High Court Jus- tice Rajesh Bindal, for their elevation as chief justices of different high courts. Besides, the mara- thon collegium meet- ings on Thursday and Friday have led to rec- ommendations of trans- fer of five high court chief justices, including Tripura High Court Chief Justice Akil Kureshi, and 28 other high courts judges. The combined sanc- tioned strength of the 25 high courts of the country is 1,098 judges. As on September 1, there were 465 vacan- cies, according data put in public domain by the Law Ministry . —PTI GOVT YET TO CLEAR 68 NAMES FOR HC SENT BY SC COLLEGIUM Jammu: Accusing the BJP of playing politics over the issues of Tali- ban, Afghanistan and Pakistan to garner votes, PDP president Mehbooba Mufti on Sunday alleged that the seven-year-rule of the saffron party has brought miseries to the people of the country and left Jammu and Kashmir “destroyed”. Rawat took over his new office as CDS on December 31, 2019, and since then has been declining foreign invitations. “There is a confer- ence of the CDS-rank officers of the Shanghai Cooperation Agree- ment member coun- tries. China and Paki- stan are also part of this grouping,” senior defence officials said. The CDS conference would be focusing on ad- dressing the regional security issues and Af- ghanistan is also likely to come up for discus- sion, they said. The CDS would also witness the activities of the respec- tive armed forces taking part in the SCO peace mission drills in Russia. Understanding the impact of social media on teens is important because almost all teens go online daily. The Pew Research Center poll shows that 89% of teens re- port they are online “almost constantly” or “several times a day.” Teens are more likely to log on to Instagram than any other social media site. It is a ubiquitous part of adolescent life. Yet stud- ies consistently show that the more often teens use In- stagram, the worse their overall well-being, self-es- teem, life satisfaction, mood and body image. One study found that the more college students used Instagram on any given day, the worse their mood and life satisfac- tion was that day. OBJECTIFICATION AND BODY IMAGE Instagram is also risky for teens because its emphasis on pictures of the body leads users to focus on how their bodies look to others. Being an object for others to view doesn’t help the “selfie generation” feel empowered and sure of themselves it can do exactly the op- posite. Ironi- cally many of these com- plainants themselves have pets! And imagine their dis- appointment when they hear the unexpected that there is a rule against re- location of dogs! Even the Municipal Corporations cannot and will not want to defy the Supreme Court, unless of course, the dog may be rabid. So all these rules and guidelines do not happen in a vacuum. The Preven- tion of Cruelty to Animals Act of 1960 (PCA) has a provision for the estab- lishment and overseeing of a board dedicated to the welfare of animals. The Animal Welfare Board of India was established un- der section 4 of the PCA Act and has a provision under section 5A of the same act to be reconsti- tuted from time to time. The Board was estab- lished for the promotion of animal welfare generally and to protect animals from being subjected to un- necessary pain or suffer- ing, in particular, there shall be established by the Central Government, as soon as may be after the commencement of this Act, a Board to be called the Animal Welfare Board of India (AWBI). The functions of the Board are- 1 T o keep t h e law in force in India for t h e prevention of cruelty to animals under constant study and advise the Gov- ernment on the amend- ments to be undertaken in any such law from time to time. 2 To advise the Central Government on the making of rules un- der this Act to prevent un- necessary pain or suffer- ing to animals generally, and more particularly when they are being trans- ported from one place to another or when they are used as performing ani- mals or when they are kept in captivity or confine- ment. 3 To advise the Govern- ment or any local au- thority or another person on improvements in the design of vehicles to lessen the burden on draught animals. 4 To take all such steps as the Board may think fit for i m - prove- m e n t of con- ditions for ani- mals by e n - couraging, or providing for, the construction of sheds, water-troughs and the like and by providing for veterinary assistance to animals. 5 To advise the Govern- ment or any local au- thority or another person in the design of slaughter-houses or the maintenance of slaughter- houses or connection with the slaughter of animals so that unnecessary pain or suffering, whether physical or mental, is elim- inated in the pre-slaughter stages as far as possible, and animals are killed, wherever necessary, in as humane a manner as pos- sible. 6 To take all such steps as the Board may think fit to ensure that unwanted animals are put to sleep by local au- thorities, whenever it is necessary to do so, either instantaneously or after being rendered insensible to pain or suffering. 7 Toencourage,by the grant of fi- nancial assis- tance or otherwise for the formation or estab- lishmentof pinjrapoles,res- cue homes, animal shelters, sanctuaries, and the like where animals and birds may find a shelter when they have become old and useless to their owners or when they need protection. 8 To co-operate with, and co-ordinate the work of, associations or bodies established to prevent unnecessary pain or suffering to animals or for the protection of ani- mals and birds. 9 To give financial and other assistance to animal welfare or- ganizations functioning in any local area or to en- courage the formation of animal welfare organiza- tions in any local area which shall work under the general supervision and guidance of the Board. 10 To advise the Government on matters relating to the medical care and at- tention which may be pro- vided in animal, hospitals and to give financial and other assistance to animal hospitals whenever the Board thinks it necessary to do so. 11 To impart educa- tion about the hu- mane treatment of animals and to encour- age the formation of pub- lic opinion against the in- fliction of unnecessary pain or suffering to ani- mals and for the promo- tion of animal welfare us- ing lectures, books, post- ers, cinematographic ex- hibitions, and the like. 12 To advise the Government on any matter con- nected with animal wel- fare or the prevention of infliction of unnecessary pain or suffering on ani- mals. One of the most impor- tant functions of the Board is to provide finan- cial assistance to the rec- ognized Animal Welfare Organisations (AWOs). The applications in the prescribed format re- ceived from the AWOs are scrutinized and eligible applications are placed before the Board for sanc- tion of grant. Financial Assistance is released in two instalments after ob- taining an audited state- ment of accounts and uti- lization certificate for the earlier grants and satisfac- tory Inspection reports. The Board provides finan- cial assistance to AWOs under various schemes viz. Regular Grant, Cattle Rescue Grant, Provision of Shelter House for looking after the Animals, Animal Birth Control (ABC) Pro- gramme, Provision of Am- bulance for the animals in distress, and Natural Ca- lamity grant. The AWBI is supported by funds in the form of grants from the Government, contri- butions, donations, sub- scriptions, bequests, gifts and the like made to it by any local authority or by any other person. Animal Welfare Organisations can apply for grants to the AWBI for their pro- jects. Apart from AWOs, breeders and pet shops must be registered with the AWBI. The general public and animal lovers can also ap- ply to serve as Honorary Animal Welfare Officers to help animals in their states and districts. From ensuring that ani- mal welfare laws in the country are diligently fol- lowed, to provide grants to Animal Welfare Organisa- tions and advising the Government of India on animal welfare issues, the Board has been the face of the animal welfare move- ment in the country for the last 50 years.
