53.54% voter turnout in 1st phasePatna: Over 53 per cent
voter turnout has been
recorded till 5 PM in the
first phase of Bihar as-
sembly polls on Wednes-
day, the Election Com-
mission said in its provi-
sional data.
Voting ended at 6 PM.
A total of 71 assembly
segments of the state’s
243 constituencies voted
in the first phase in
which nearly 2.15 crore
voters were to decide the
electoral fate of over
1,000 candidates.

everywhere notwith-
standing raging corona-
virus cases in the state.
As per the voter turn-
out data updated by the
Election Commission at
6 PM, 53.54 per cent of
the total electorates
have exercised their
franchise.
The 71 constituencies
are spread across 16 dis-
tricts. The maximum
55.95 per cent turnout
has been recorded in
Kaimur, followed by
55.44 per cent in Lakh-
isarai, Buxar (53.84 per
cent), Bhagalpur (52.16
per cent) and Patna
(51.02 per cent) among
others.

attack at Congress and
other Opposition par-
ties,PrimeMinisterNar-
endra Modi on Wednes-
day said that those who
used to ask us about the
date of Ram temple con-
struction are now com-
pelled to applaud.
Addressing a poll ral-
ly here, the Prime Min-
ister said that the peo-
ple of Bihar have taken
a resolve to again defeat
those who brought ‘jun-
gle raj’ to the state, those
who looted Bihar.
“After years of wait,
the construction of
Ram temple has start-
ed. Those political peo-
ple who used to ask us
for a date (for temple
construction) are now
compelled to applaud...
It is the identity of BJP
and NDA. We do what
we promise,” he said.
“People of Bihar
have taken a resolve to
again defeat those who
brought ‘jungle raj’ in
the state, those who
looted Bihar. These are
the people under whose
government crime was
rampant in the state.
They did corruption in
money meant for loan
waiver. NDA has taken
a resolve to make Bihar
self-reliant, while on
the other side are peo-
ple who are eyeing mon-
ey which will come for
development projects in
Bihar,” he added.

tailed interaction with

Sunil Arora started
by saying that we al-
ways vouch for free,
fair, ethical and trans-
parent elections but
this time we added ‘safe’
elections to our aim,
‘safe’ because of this
ongoing pandemic. “At
times, the ECI was de-
motivated by comments
on why are we holding
the elections during
COVID19 but ECI was
of the view, which I ar-
ticulated in the opening
press conference of Bi-
har Elections at Gyan
Bhavan on September
25 and later at Patna on
October 1, that for the
Election Commission
of India the Bihar Elec-
tions are a ‘leap of faith’
not a ‘leap into the
dark”, added CEC Aro-
ra.
Senior officials in the
EC, who themselves
were taken by surprise,
said without being
quoted, this prefatory
statement of CEC was
probably prompted by
the peculiar situation
of holding elections in
a state with 7.29 crore
electorate under the
shadow of pandemic 19
when there was no
dearth of skeptics and
cynics. The Election
Commission has been
enthused by the mas-
sive participation of
the electorate of Bihar
who have reaffirmed
their faith in electoral
process of India, to
whom CEC Arora
expressed the grateful-
ness of the Commis-
sion.

times of corona pan-
demic is no mean task,
as it still isn’t over as
two phases of polling
in Bihar is left. But go-
ing by the way the
first phase is conduct-
ed not just peacefully,
but also in compliance
with Covid guidelines,
the Election Commis-
sion headed by Chief
Election Commission-
er Sunil Arora cer-
tainly needs a pat on
the back.
The voter turnout
of around 54 per cent
shows not just the peo-
ple’s confidence in the
democratic frame-
work, but also im-
mense trust on its
torchbearer - EC.
It is the result of
tremendous home-
work on the ground
doubled up with CEC

its to the poll-bound

there is some clarity on
the appointment of Di-
rector General of Po-
lice for Rajasthan, sad-
ly suspense looms large
on the service exten-
sion proposal for Chief
Secretary Rajeeva
Swarup since till
Wednesday night, the
Government of India
(GoI) did not take any
final call on the matter.
In fact, according to a
highly reliable input,
the proposal of the
state government was
not even processed and
was kept in the prover-
bial ‘cold bag’.
On the contrary, Ta-
mil Nadu Chief Secre-
tary K. Shanmugam,
who also belongs to
same batch as Rajeeva
Swarup (1985), was giv-
en extension two weeks
back. There are uncon-
firmed reports that
such ‘favors’ are not be-
ing granted to Con-
gress ruled states like
Rajasthan and Chattis-
garh where also the
current CS is likely to
retire next month but
CM Bhupesh Bhagel is
keeping a close watch
on Rajasthan ‘develop-
ment’ before making
any extension request
to the GoI.

Swarup was in New
Delhi on Wednesday to
attend a meeting in
UPSC, but sources
claim that there was no
‘action’ in the DOPT
and PMO pertaining to
his service extension.

Jaipur: The stage is
all set for the first
phase of Municipal
Corporation Elections
in Jaipur, Kota, and
Jodhpur where the
polling will begin at
7.30 am on Thursday
amid tight security ar-
rangements.
The first phase of
polling will be held on
October 29 at Jaipur
Heritage, Jodhpur
North, and Kota North
Municipal Corpora-
tions where over 16.54
lakh voters will cast
their votes to elect 250
ward councilors.
There are 951 candi-
dates in the fray in the
three municipal cor-
porations going to
polls in the first
phase.
Polling will be held
from 7.30 am to 5.30
pm in 100 wards of
Jaipur Heritage, 80
wards of Jodhpur
north, and 250 wards
of Kota north, and
counting will take
place on 3 November.
A total of 2761 poll-
ing booths have been
set up in the first
phase where polling
will take place as per
the guideline related
to covid-19.

tion on a news report
that transport minis-

guidelines. The com-
mission has sought
an action taken re-
port from the officer
by 3 on October 30.
The commission took
cognisance of the
news report and pho-
tos in a vernacular.
Section 144 of the
CrPC is enforced in
municipal areas in
wake of the coronavi-
rus protocol and no
gatherings or crowd-
ed rallies are allowed
during this time.
The commission
has mentioned in its
letter that in Unlock-5
Guidelines, political
meetings, rallies, etc.
have also been
banned. The commis-
sion has also mandat-
ed that only five peo-
ple could go for cam-
paigning at a time.

rona positive. The MLA
got herself tested after
she experience some
COVID-19 symptoms.
Maheshwari informed
her social circle by tak-

and has isolated herself.
Chittorgarh MP, Chan-
dra Prakash Joshi has
also tested corona posi-
tive in a test report,
which he received late
on Tuesday night. All
the district party work-
ers and office bearers
who had been in touch
with Joshi, were seen
pensive after the report
surfaced. It is being
said that MP CP Joshi

Rajasthan recorded
10 more fatalities due to
the novel coronavirus
on Wednesday, taking
the COVID-19 death toll
in the state to 1,877, ac-
cording to a health de-
partment bulletin.
The state also report-
ed 1,785 new cases on
Wednesday. The total
number of people in-
fected by COVID-19 now
stands at 1,91,629 in Ra-
jasthan and out of these
15,708 are under treat-
ment.
As per the bulletin,
1,74,044 people have
been discharged after
treatment till now.
In Jaipur, the death
toll from the coronavi-
rus infection is 368 till
now, followed by 180 in
Jodhpur, 138 each in Bi-
kaner and Ajmer, 116 in
Kota, 93 in Bharatpur,
74 in Pali, 69 in Udaipur,
56 in Nagaur, 55 in Sikar
and 54 in Alwar, 35 in
Barmer and 29 each in
Dholpur and Rajsa-
mand, 28 in Jhunjhunu
and 26 each in Ban-
swara and Baran.
On Wednesday, Ra-
jasthan recorded 1785
new Corona cases, in-
cluding 331 in Jaipur,
280 in Bikaner, 177 in
Jodhpur, 154 in Alwar,
113 in Sikar, 98 in Ajmer,
85 in Sriganganagar be-
sides cases reported in
other districts of the
state, according to state
govt’s health bulletin.

Ramesh Meena shocked
thepoliceonWednesday
afternoon, when he
reached Muhana police
station, wearing blood-
stainedclothes.Hestood
before the cops and con-
fessed that he had killed
a man in a fit of anger
and was there to surren-
der, the police said.
The police personnel
were taken aback by the
act but later questioned
him and took to the
crime spot.
Meena told the police
that he lived in a room
at Anand Vihar Exten-
sion Colony and he
killed a man Krishna
Gadotia, 37, resident of
Jaisinghpur in Shiv-
daspura after an alter-
cation over money ex-
change. Gadotia was
engaged in farming
while Meena, also a
resident of Jaisingh-
pur, worked in a private
firm.

found the dead body ly-
ing in a pool of blood.
The accused had ruth-
lessly attacked the vic-
tim on the neck and face
with a sharp weapon.
The dead body was kept
at the mortuary of Ma-

the murder. Both of
them have escaped af-
ter the incident. The
police are questioning

trader father-son duo
on Tuesday night at
Devpura Road tiraha in
Shahpura town, the lo-
cal traders closed the
market and staged a sit-
in protest at Pipli tira-
ha on Wednesday. The
protesters were angry
as there was no clue of
the accused on the sec-
ond day.

ter Dr Raghu Sharma
said that the candidates
and their supporters in
the municipal corpora-
tion polls should strict-
ly follow the corona re-
lated guidelines.
“Each voter should go
to vote by wearing a
mask in the first phase
of election on October
29. He asked the voters
to sanitise their hands
prior to going to the
polling centre and stand
in the marked circles for
voting or wait for their
turn by maintaining so-
cial distance,” he said.
He requested the peo-
ple to give priority to
senior citizens and per-
sons with disabilities
during voting. Dr Shar-
ma said that wearing a
mask is more effective
than administering vac-
cines and it reduces
threat of infection up to
90%. He said that this
time a law could be
made in this regard in
the Assembly.
No vaccine has been
invented in to prevent
corona, so in such a sit-
uation mask is the best
option, he said.

er Sadar police ar-
rested on Wednesday,
three friends on
charges of killing an
elderly man with an
intention of taking
his mobile phone to
siphon off money
from his digital wal-
let account. The ac-
cused had strangu-
lated Ghanshyam
Vaishnav on Monday
and threw his body
wrapped in a sack in
the Sitapura Indus-
trial area.
DCP South Manoj
Chaudhary said that
the arrested accused
are Tej Singh Gurjar,
21, Aslam Khan, 19,
and Abhishek alias
Golu Sen, 21. All
three are residents
of Chandholi village
in Malarna Dungar,
Sawai Madhopur dis-
trict.
Gurjar is victim’s
distant relative.
During investiga-
tion, the police came
to know that on Oc-
tober 22, the son and
daughter-in-law of
the victim had gone
to the village. They
had asked Gurjar to
take care of Vaish-
nav. It was during
changing the pass-
word of Vaishnav’s
wallet account Pho-
nePe that Gurjar no-
ticed Rs 1.91 lakh in
his bank account.
Gurjar planned to
loot the phone and
involved his friends
in this. When they
failed to do so, the
accused hatched a
plan to kill Vaish-
nav.

test between
the United
States and the
Soviet Union, the incipient
cold war between China
and the US does not reflect
a fundamental conflict of
unalterably opposed ideol-
ogies. Instead, today’s Si-
no-American rivalry is
popularly portrayed as an
epic battle between autoc-
racy and democracy.
Moreover, the facts seem
to suggest that autocracy
has won while democracy
has fallen flat on its face.
Whereas the US under
President Donald Trump
has fumbled disastrously
during the COVID-19 pan-
demic, China has brought
the coronavirus under con-
trol. In the US, even wear-
ing face masks has been
politicized. But in Wuhan,
China – the pandemic’s
original epicenter – the au-
thorities tested the city’s 11
million residents for the
virus within ten days, in an
astounding display of ca-
pacity and order. For many,
the verdict seems clear: au-
thoritarianism is superior
to liberal democracy.
But such a conclusion is
simplistic and even danger-
ously misleading, for three
reasons. First, just as the US
under Trump is not repre-
sentativeof alldemocracies,
China under President Xi
Jinping should not be held
up as a paragon of autocra-
cy. Other democratic socie-
ties, such as South Korea
and New Zealand, have han-
dled the pandemic ably, and
political freedom did not
hobble their governments’
ability to implement virus-
containment measures.
As for examples of autoc-
racies that brought catas-
trophe upon themselves,
look no further than Chi-
na’s recent history. No mod-
ern Chinese leader held
more personal power than
Mao Zedong, yet his abso-
lute authority led to a mas-
sive famine followed by a de
facto civil war during the
Cultural Revolution. Chaos
is by no means unique to
democracy; under Mao, it
was insidiously deployed to
maintain his power.
Second, there are democ-
racies with illiberal fea-
tures and autocracies with
liberal ones. America’s cur-
rent troubles do not reflect
a universal failure of de-
mocracy, but rather the fail-
ureof ademocracywiththe
illiberal traits that Trump
hasbroughttothepresiden-
cy. As commander-in-chief,
Trump has ignored demo-
cratic norms such as bu-
reaucratic autonomy, the
separation of private inter-
ests and public office, and
respect for peaceful protest.
If democracies can take
an authoritarian turn, the
reverse can be true in au-
tocracies. Contrary to pop-
ularbelief,China’seconom-
ic ascent after its market
opening in 1978 was not the
result of dictatorship as
usual; if it had been, Mao
would have succeeded long
before. Instead, the econo-
my grew rapidly because
Mao’s successor, Deng Xi-
aoping, insisted on temper-
ing the perils of dictator-
ship by injecting the bu-
reaucracy with “democrat-
ic characteristics,” includ-
ing accountability, competi-
tion, and limits on power.
He set an example by reject-
ing personality cults. (Iron-
ically, Chinese banknotes
feature Mao, who despised
capitalism, rather than
Deng, the father of Chinese
capitalist prosperity.)
As Carl Minzner points
out, Xi, who became the
paramount leader in 2012,
has ushered in an “authori-
tarian revival.” Since then,
the official narrative is that
because China has succeed-
ed under centralized politi-
cal control, this system
should be maintained. In
fact, under Deng, it was a
hybrid political system
married to a firm commit-
menttomarketsthatmoved
China from poverty to mid-
dle-income status.

these reserves are more than ad-
equate as the purpose of self-in-
surance is fully served with so
much accumulation.
PUTTING FOREX
RESERVES TO A
BETTER USE
The significant growth in the
reserves has sparked an often-
heard debate about its utiliza-
tion for economic upliftment at
a time when the government is
facing a spending challenge
due to stiff finances.
Most of India’s forex reserves
have been accumulated on the
back of capital flows over the
years while the current account
has remained in deficit due to
large-scale imports. In the Q1 of
FY21, India reported a one-off
current account surplus due to
verylowimportsastheCovid-19
pandemichadbroughttheworld
to a standstill. This surplus is
not sustainable and therefore,
the utilization of forex reserves
(built from capital account sur-
plus)forbuildinginfrastructure
and other allied activities may
not be appropriate.
A sustainable boost to ex-
ports coupled with a persistent
decline in imports can lead to a
further rise in forex reserves
due to current account surplus
and these can be used for ac-
tivities other than maintaining
safety and liquidity.
Can these “abundant” forex
reserves be channelized for bet-
ter returns? While using the
reserves for spending activities
could be a bad idea and set the
wrong precedent, RBI can sure-
ly ponder upon better return-
generating products in these
turbulent times.
Amajorproportionof foreign
exchange reserves are invested
by RBI into high-liquid assets
such as Euro-dominated bonds
and the US treasuries, with a
smallportioninvestedintogold.
TheUSandEuropeanCountries
have their policy rates at near-
zero and the sovereign yields of
some advanced economics have
goneintothenegativetrajectory
as well. Therefore, it makes
moresensetoconsiderdiversifi-
cation of the investable assets.
Increasing gold reserves as a
percentageof forexreservescan
be one such better return-gener-
ating tool for the central bank.
India, in particular, has a good
scope of increasing gold re-
serves as the RBI has followed a
more conservative approach
while investing forex reserves.
FPIS ON A BUYING
SPREE IN OCTOBER
Owing to better-than-anticipat-
ed quarterly results, the for-
eign portfolio investors (FPIs)
have pumped in net Rs 17,749
crores in October with a net
investment of Rs 15,642 crore
in equities and Rs 2,107 crore in
the debt segment.
Net buying by FPIs has
broughtcheertothemarketpar-
ticipants as emerging markets
like Thailand, Taiwan, Brazil,
andSouthAfricaarewitnessing
net outflows month-on-month.
Apartfromthequarterlyresults,
the surplus liquidity in devel-
oped markets and full resump-
tion of business activities has
kept the interest of FPIs intact.
Moreover, the accommoda-
tive stance maintained by glob-
al central banks could ensure
foreign money flowing into the
emerging markets.
The Covid-19 pandemic has
caused a lasting effect on FPI
flows in 2020. To add to the un-
certainty, state elections in In-
dia coupled with the US Presi-
dentialelectionswillmakemar-
kets more volatile, which could
affect the FPIs participation.

After scheduling several rallies
in the worst-hit counties in the
US, President Donald Trump
blamed the surge in testing for
the rise in the number of daily
cases to a record high of 83,000.
New York and New Jersey have
contributed the most to the
newly reported cases of the vi-
rus. Health emergency, extend-
ed for another month, is under-
way in New Jersey as the state
reported the greatest number
of cases since early May. While
the fatality rate in the US is on
the higher side, the chances of
a pre-election stimulus have
become increasingly low.
The European countries are
expected to implement curfews
more widely. France has report-
ed record cases for three con-
secutive days; the positive rate
jumped by a percent to 16 per-
cent on Friday. Italian Govern-
ment is also deliberating tight-
ening the curfew norms, which
led to anti-curfew violent pro-
tests by the public. The United
Kingdom reported the fifth con-
secutive day with daily cases
exceeding20,000;schoolsmaybe
suspended if the cases continue
the trend. The Spanish Govern-
ment is pondering over declar-
ing a national state of emergen-
cy that would allow the authori-
ties to impose stricter regula-
tions over the public. While
nearing the first-wave levels,
Belgium’s reported cases have
promptedtheauthoritiestocon-
siderwideningthecurfewhours
and closing the public places of
utility such as theatres, fitness
gyms, and museums.

the Indian tricolor until the Jammu and
Kashmir’s flag was restored the Central
government dealt the mainstream po-

“permanent resident of the state” from Section 17
of Jammu and Kashmir Development Act. The
omission means that people from any part of the
country can now purchase urban land and enter
into contract farming on agricultural land. The
law also provides for setting up an industrial de-
velopment corporation and removes curbs on the
size of the area one wants to buy for constructing
a residence or a shop in the Union Territory. Till
now only those who were permanent residents
could own property there. The Lieutenant-Gover-
nor Manoj Sinha clarified that the new law will not
apply to agricultural land. This move was expected
after the abrogation of Article 370 which granted
a special status to the status. The state’s bifurca-
tion ended the privilege.
The decision has not gone down well with the
top political leaders of the Union Territory who
said that Kashmir has been put on sale. Former
Chief Minister Omar Abdullah tweeted, “Even the
tokenism of domicile has been done away with…
J&K is now up for sale & the poorer, small land-
holding owners will suffer.” Another ex-CM Me-
hbooba Mufti also condemned the new law.

from the era of President Richard Nixon
and Prime Minister Indira Gandhi when
the US ordered the Seventh Fleet led by
nuclear-powered Enterprise towards the
Bay of Bengal to stop Indian troops from liberating
Bangladesh.NixonandhisNationalSecurityAdvisor
were known for their antipathy towards the Indian
prime minister. Over the years ties between the two
great democracies have been on the mend, but main-
ly under governments led by the Bharatiya Janata
Partybecauseof itspredispositiontowardsAmerica.
India and the US began mutual trust-building ef-
forts with the signing of the General Security of
Military Information Agreement (GSOMIA) in 2002
when Atal Bihari Vajpayee was the prime minister.
Itwasthefirstfoundationalunderstandingbetween
the two nations. The signing of the Logistics Ex-
change Memorandum of Agreement (LEMOA) in
2016 and the Communication Compatibility and
Security Agreement (COMCASA) in 2018 followed.
Tuesday’s Basic Exchange and Co-operation
Agreement (BECA), signed by the defence and for-
eign ministers of India and the US marked the
fourth foundational understanding which America
has with India. The last three agreements demon-
strate the importance of Prime Minister Narendra
Modi attaches to strategic defence ties with the US.
The strategic significance of BECA can be un-
derstood from the fact that India will now get ac-
cess to real-time access to precision data and topo-
graphical images from US military satellites.
Keeping in mind China’s expansionist policies
and the changing global security scenario, India’s
defence establishment thought it prudent to deep-
en its strategic ties with America for its security
interests and peace.

and they were responsi-
ble for dropping an FIR
against him in 2018.
Tauseef, 21, was ar-
rested on Tuesday along
with his friend for alleg-
edly killing his former
classmate Nikita Tomar
in broad daylight.
Tomar’s family alleged
Tauseef had been pres-
suring her to marry
him and had kidnapped
her two years ago. The
police said an FIR was
registered against Tau-
seef, but was later
canceled after Nikita’s
father submitted he did
not want any further
investigation.
However, Vij allegeed
that girl’s parents were
forced to take back the

M Sivasankar, former
principal secretary of
the Kerala Chief Minis-
ter's Office, was on
Wednesday taken into
custody by the Enforce-
mentDirectorate(ED)in
connectionwiththeKer-
ala gold smuggling case.
ED officials took him
into custody from the
Ayurveda hospital in
Thiruvananthapuram,
where Sivasankar was
admitted. Earlier, the
Kerala High Court had
refused to grant antici-
patory bail to
Sivasankar in cases reg-
istered by the ED and
the Customs depart-
ment in connection
with the smuggling of
gold into the state
through diplomatic
channels.
The economic offenc-
es watchdog, while op-
posing the anticipatory
bail plea in the High
Court, had submitted
that the agency had rea-
son to believe that
Sivasankar was the real
beneficiary and ac-
cused Swapna Suresh
was only a pawn for the
gold smuggling.
It had also submitted
that the investigation in
the matter has revealed
that Sivasankar was re-
ceiving commissions
for the gold smuggling
and added that custodi-
al interrogation is re-

tioned Army command-
ers to be wary of Chi-
nese actions at disputed
borders and their intent
during military talks.
The minister said
this while addressing
the 'Army Command-
ers Conference,' an
apex biannual event
that formulates impor-
tant policy decisions
through collegiate de-
liberations.
Border tensions with
China at the Line of Ac-
tual Control are the
main focus of delibera-
tions in this year's four-
day conference.
Sources privy to the
minister's address said
Singh pointed out that
talks should be held
honestly and in an at-
mosphere of trust to
reach a solution. The
defence minister also
hinted that there has
been a trust deficit
since Chinese intent
has been questionable.
In the meantime, Sin-
gh said on social media:
"Addressed the Army
Commanders' Confer-
ence in New Delhi. I'm
extremely proud of the
initiatives undertaken
by the Indian Army in
the current security en-
vironment."
He also said that Min-
istry of Defence is com-
mitted to facilitate the
Army in their forward
movement on reforms

New Delhi: The National
Informatics Centre, which
designs government web-
sites, has said that it has
no information about who
has created the Aarogya
Setu app and how it has
been created. The Chief
Information Commission
has pulled up the NIC,
which comes under the
ministry of electronics,
and issued a showcause
notice to various chief
public information officers
asking them to provide a
reply to an RTI application
which questioned about
the Covid-19 contact
tracing up. The reply can’t
be evasive, the CIC has
said.The complaint was
filed by one Saurav Das
seeking to know about the
creation of the popular
application.

Mumbai : Equity benchmark Sensex plunged 600
points on Wednesday, tracking heavy losses in
index majors Reliance Industries, HDFC Bank and
ICICI Bank amid a massive selloff in European
markets.After hitting a low of 39,774.60 during
the day, the 30-share BSE index ended 599.64
points or 1.48 per cent lower at 39,922.46.
Similarly, the broader NSE tanked 159.80 points
or 1.34 per cent to close at 11,729.60. IndusInd
Bank was the top loser in the Sensex pack, shed-
ding over 3%, followed by HDFC, ICICI Bank.
WOMAN THROWS ACID ON
ESTRANGED BOYFRIEND
Guwahati: A Tripura court has sent a woman
under judicial custody for allegedly attacking her
estranged boyfriend with acid. The man has been
shifted to a hospital in state capital Agartala un-
der critical condition. The woman, Binita Santal,
was arrested on Tuesday and sent to 14 days
judicial custody following a complaint lodged by
the brother of the victim, Soumen Santal. The
attack, however, took place on October 19, said
police. Both the attacker and the victim hail from
the same village, Belchara, in Khowai district.

a candidate after the Public Enterprises Se-
lection Board (PESB) failed to find a suitable
candidate for the second time at a selection
meeting held on March 13, 2019. The PESB
had also failed to find a suitable candidate
at its first meeting held on August 1, 2018.
Presently, BHEL CMD Dr Nalin Singhal is

The teams found
wrappers of many cig-

of 60-70000 cigarettes

Jaskaur Meena for her
alleged derogatory re-
mark on him.
During his visit to
Sawaimadhopur, where
he appeared before a lo-
cal court in a 10 year old
case, Meena said that
Jaskaur Meena has
made objectionable
statement against him
and he should tender
apology publicly.
Lashing out at the
Dausa MP, Dr Kirori
said that she has noth-
ing to do with any party
or ideology and she just
cares for the post.
He said that when
BJP denied her a ticket
in 2013 elections, she ap-
proached him for a tick-
et from his party – RJP.
Meena said that
Jaskaur Meena believes
in politics of comfort
and she never did strug-
gle. In politics.
On the other hand,
Jaskaur Meena reject-
ed Dr Meena’s allega-
tions that she has made
any such statement
against him.
She said that Meena
is respectable for her.
She said that the word
which is being quoted
is a commonly used
word which is meant
for those who keep
switching sides for po-
litical gain but it was
beyond understanding
why Dr Meena took it
for him.

‘oxygen therapy’ for Covid patients

possibilityof furtherrise
in the number of corona-
virus positive cases dur-
ingthewinterseason,the
state government has
started working on ‘oxy-
gen therapy’ for covid-19
patients in the state.
The state government
has started prepara-
tions for oxygen man-
agement at the grass
root level with the train-
ing of doctors of PHC,
CHC. A special training
programme for oxygen
therapy has been intro-
duced for doctors.
The World Health Or-
ganisation has also hint-
ed that the cases may
increase during the win-
terseasonandtherefore,
the state government
has started its prepara-
tions to deal with the
forthcoming situation.
Since covid-19 pat-
ents require oxygen,
the focus of experts in
the state now is on ar-
rangement of oxygen
therapy for the patients.
The number of coro-
navirus positive cases
has come down over the
last few days but doc-
tors are expecting spurt
in cases during winter
and in such a situation,
oxygen therapy may
prove quite helpful.
The experts of SMS
Medical College have de-
signed an special online
training programme
about the oxygen thera-
py for doctors posted in
rural areas. The anaes-
thesia department has
been given the responsi-
bilityof thetrainingpro-
gramme.
In Rajasthan, more
than 36 lakh tests have
been conducted and 1.89
lakh positive cases have
been reported.
The positive testing
report in the state is 5.19
percent while the rate is
7.57 in the country.

Malik-ana ‘haqq’ for

Arushi Malik, has re-
sulted in much tur-
moil in the bureau-
cratic circles. Even
Local Self govern-
ment minister Shanti
Dhariwal objected to
the same and ob-
served that Division-
al commissioner has
no right to take ac-
tion against any of-
ficer of his depart-
ment. Dhariwal said,
“the divisional com-
missioner has
crossed all limits and
the chief secretary
should ensure that
she does not do any
similar act in the fu-
ture.”
But there is other
side of the coin as well.
When Arushi was on a
tour of Nagaur, she re-
ceived several com-
plaints against Jodhar-
am and considering
the need for immediate
action, she handed a
charge-sheet to Jodhar-
am without delay. This
occurred after state
government, through a
special notification on
February 18, 2020, gave
powers to all divisional
commissioners to take
action under 17CC
against civil servants
in the division and
therefore, Malik’s
charge-sheet was in
line with the special
powers extended to the
DCs.
Interestingly, Jodh-
pur divisional com-
missioner Samit
Sharma has made a
record of sorts in
this matter as in the
past three months, he
has handed not just
one or two dozen,
rather three thou-
sand charge-sheets.
Jodhpur is CM’s
home division and no
one is batting an eye-
lid on Sharma’s ‘mar-
athon actions’. There-
fore, the uproar against
Arushi’s single
chargesheet has creat-
ed divisions within the
bureaucracy which is
shell shocked.
Meanwhile, it is
claimed that February
18 order is unclear and
ambiguous. All said
and done, as of now,
Arushi hasn’t received
any ‘message’ from the
CS and the chargesheet
against Jodharam
stand as it is.

shock to BSP supre-
mo Mayawati’s Rajya
Sabha ‘dreams’, on
Wednesday five legis-
lators of her party
withdrew their sup-
port from BSP candi-
date, Ramji Gautam,
for the upper house
of the Indian Parlia-
ment. The MLAs
claimed that their
signatures, as propos-
ers for Ramji’s name
as party candidate,
had been forged. Fol-
lowing the jolt, the
rebel MLAs once
again met Samajwadi
Party (SP) chief Akh-
ilesh Yadav, fueling
speculations of them
joining the party
soon. The MLAs had
earlier met the SP
chief on Tuesday, a
meeting arranged by
MLC Udayveer Singh.
It is also being said
that two more BSP leg-
islators may follow
suit with the rebel
MLAs and join the
Akhilesh Yadav-led
party. However, no of-
ficial statement on the
matter has been issued
from either of the par-

Jatav held a closed-
door meeting with the

ty had nominated
Prakash Bajaj as an
independent candi-
date, following which
voting for one seat was
considered fixed, and
after the BSP MLAs’
withdrawal of their
names as proposers,
Bajaj’s victory was
considered almost cer-
tain. However, late in
the evening, a major
surprise sprung up
when Bajaj’s nomina-
tion was rejected
while that of BSP’s
Ramji Gautam’s nomi-
nation was termed le-
gal which has majorly
dented SP’s game plan.
The returning officer
found several discrep-
ancies in Bajaj’s nom-
ination including
wrongly spelt name
and therefore his nom-
ination was rejected.
Interestingly, al-
though the proposer’s
for BSP candidate
Ramji Gautam with-
drew their support,
BSP surprised the ‘re-
bels’ by claiming that
while the two sets have
withdrawn, its third
set is complete! Mean-
while, it is believed
that Bajaj will move
High Court in the mat-
ter, and if the court
does not entertain his
plea, then all the can-
didates, including
BSP’s Gautam, would
be elected without op-
position!

ness have hummed – “dun-
iya banana wale… kaahe
ko duniya banayi?” Teesri
Kasam flows like a river,
softly, gently bubbling over
the stones towards its final desti-
nation of the ocean.
Even as we sway with Raj Ka-
poor and Waheeda Rehman, get
caught up in their love and tender-
ness, we know the inevitable loss
in which this story will end.
As far as I am concerned this
was one of the finest performanc-
es by Raj Kapoor and Waheeda,
understated, dignified and heart
rendingly realistic. Both of them
did full justice to their characters,
of a rustic bullock cart owner and
a nautanki performer.
The film is based on Phanish-
war Nath’s short story Mare Gaye
Gulfam and surprisingly fared
poorly when released. The film
beautifully captures the rural
ethos, many shots and the play of
light remind me of Bimal Roy. The
love story of Hiraman and Hirabai
unfolds like a flower in the early
morning as the rays of the sun fall
on it. Raj Kapoor as Hiraman won
me over with his simple rustic
charm and Waheeda as Hirabai,
his wistful lover gives a remarka-
ble performance bringing a sensi-
tivity to her role and shining it
with her amazing dance perfor-
mances.
The movies and the songs flow
effortlessly together. Sajanre
Jhoot Mat Bolo, Sajanwa Bairi Ho
Gaye Hamar, Duniya Bananewale
and Pan Khaye Saiyan Humaro,
each song is a classic.
One of my favourite scenes is
when Waheeda cooks for him but
he won’t relent enough to eat. She
bares her heart to him and he
melts, sitting down to pour his
heart out when suddenly the nau-
tanki music is heard loudly out-
side! Oh! The bite of reality on the
face of Raj Kapoor! The climax
where a beautiful tragic Waheeda
says “Main bik chuki hun Hira”,
still breaks my heart. And when
a heart broken Raj Kapoor comes
back to his bullocks and raises a
whip to make them move, he
hears Waheeda’s voice “maaro
mat” and turns to look inside his
cart, which shows a receding
train carrying her away from him
through the open tarpaulin. What
a scene! And then he takes the
Teesri Kasam!

POLLING WILL BE HELD FROM 7.30 AM TO 5.30 PM FULL REPORT P2 BIG BALLOT BATTLE BEGINS 53.54% voter turnout in 1st phasePatna: Over 53 per cent voter turnout has been recorded till 5 PM in the first phase of Bihar as- sembly polls on Wednes- day, the Election Com- mission said in its provi- sional data. Voting ended at 6 PM. A total of 71 assembly segments of the state’s 243 constituencies voted in the first phase in which nearly 2.15 crore voters were to decide the electoral fate of over 1,000 candidates. Voterturnoutwaslow in the beginning, but it progressedwiththetime everywhere notwith- standing raging corona- virus cases in the state. As per the voter turn- out data updated by the Election Commission at 6 PM, 53.54 per cent of the total electorates have exercised their franchise. The 71 constituencies are spread across 16 dis- tricts. The maximum 55.95 per cent turnout has been recorded in Kaimur, followed by 55.44 per cent in Lakh- isarai, Buxar (53.84 per cent), Bhagalpur (52.16 per cent) and Patna (51.02 per cent) among others. Union minister and seniorBJPleaderGiriraj Singh cast his vote at a polling booth in Lakh- isarai, while former Bi- har chief minister and HAM president Jitan Ram Manjhi exercised his franchise at a booth in Gaya. State ministers and also candidates from dif- ferentconstituencies-Vi- jay Sinha and Krishnan- dan Verma- and com- monwealth games gold medal winning shooter Shreyasi Singh, BJP nominee from Jamui seat, cast their vote. The first phase of polling will be held on October 29 at Jaipur Heritage, Jodhpur North, and Kota North Municipal Corpora- tions where over 16.54 lakh voters will cast their votes to elect 250 ward councilors. There are 951 candi- dates in the fray in the three municipal cor- porations going to polls in the first phase. Polling will be held from 7.30 am to 5.30 pm in 100 wards of Jaipur Heritage, 80 wards of Jodhpur north, and 250 wards of Kota north, and counting will take place on 3 November. Moreover, the facts seem to suggest that autocracy has won while democracy has fallen flat on its face. Whereas the US under President Donald Trump has fumbled disastrously during the COVID-19 pan- demic, China has brought the coronavirus under con- trol. In the US, even wear- ing face masks has been politicized. But in Wuhan, China – the pandemic’s original epicenter – the au- thorities tested the city’s 11 million residents for the virus within ten days, in an astounding display of ca- pacity and order. For many, the verdict seems clear: au- thoritarianism is superior to liberal democracy. But such a conclusion is simplistic and even danger- ously misleading, for three reasons. First, just as the US under Trump is not repre- sentativeof alldemocracies, China under President Xi Jinping should not be held up as a paragon of autocra- cy. Other democratic socie- ties, such as South Korea and New Zealand, have han- dled the pandemic ably, and political freedom did not hobble their governments’ ability to implement virus- containment measures. As for examples of autoc- racies that brought catas- trophe upon themselves, look no further than Chi- na’s recent history. No mod- ern Chinese leader held more personal power than Mao Zedong, yet his abso- lute authority led to a mas- sive famine followed by a de facto civil war during the Cultural Revolution. Chaos is by no means unique to democracy; under Mao, it was insidiously deployed to maintain his power. Second, there are democ- racies with illiberal fea- tures and autocracies with liberal ones. America’s cur- rent troubles do not reflect a universal failure of de- mocracy, but rather the fail- ureof ademocracywiththe illiberal traits that Trump hasbroughttothepresiden- cy. As commander-in-chief, Trump has ignored demo- cratic norms such as bu- reaucratic autonomy, the separation of private inter- ests and public office, and respect for peaceful protest. If democracies can take an authoritarian turn, the reverse can be true in au- tocracies. Contrary to pop- ularbelief,China’seconom- ic ascent after its market opening in 1978 was not the result of dictatorship as usual; if it had been, Mao would have succeeded long before. Instead, the econo- my grew rapidly because Mao’s successor, Deng Xi- aoping, insisted on temper- ing the perils of dictator- ship by injecting the bu- reaucracy with “democrat- ic characteristics,” includ- ing accountability, competi- tion, and limits on power. Most of India’s forex reserves have been accumulated on the back of capital flows over the years while the current account has remained in deficit due to large-scale imports. In the Q1 of FY21, India reported a one-off current account surplus due to verylowimportsastheCovid-19 pandemichadbroughttheworld to a standstill. This surplus is not sustainable and therefore, the utilization of forex reserves (built from capital account sur- plus)forbuildinginfrastructure and other allied activities may not be appropriate. A sustainable boost to ex- ports coupled with a persistent decline in imports can lead to a further rise in forex reserves due to current account surplus and these can be used for ac- tivities other than maintaining safety and liquidity. Can these “abundant” forex reserves be channelized for bet- ter returns? While using the reserves for spending activities could be a bad idea and set the wrong precedent, RBI can sure- ly ponder upon better return- generating products in these turbulent times. Amajorproportionof foreign exchange reserves are invested by RBI into high-liquid assets such as Euro-dominated bonds and the US treasuries, with a smallportioninvestedintogold. TheUSandEuropeanCountries have their policy rates at near- zero and the sovereign yields of some advanced economics have goneintothenegativetrajectory as well. Therefore, it makes moresensetoconsiderdiversifi- cation of the investable assets. Increasing gold reserves as a percentageof forexreservescan be one such better return-gener- ating tool for the central bank. India, in particular, has a good scope of increasing gold re- serves as the RBI has followed a more conservative approach while investing forex reserves. FPIS ON A BUYING SPREE IN OCTOBER Owing to better-than-anticipat- ed quarterly results, the for- eign portfolio investors (FPIs) have pumped in net Rs 17,749 crores in October with a net investment of Rs 15,642 crore in equities and Rs 2,107 crore in the debt segment. Net buying by FPIs has broughtcheertothemarketpar- ticipants as emerging markets like Thailand, Taiwan, Brazil, andSouthAfricaarewitnessing net outflows month-on-month. Apartfromthequarterlyresults, the surplus liquidity in devel- oped markets and full resump- tion of business activities has kept the interest of FPIs intact. Moreover, the accommoda- tive stance maintained by glob- al central banks could ensure foreign money flowing into the emerging markets. The Covid-19 pandemic has caused a lasting effect on FPI flows in 2020. To add to the un- certainty, state elections in In- dia coupled with the US Presi- dentialelectionswillmakemar- kets more volatile, which could affect the FPIs participation. NEW RECORD CASES FORCING GOVERNMENTS OVER THE GLOBE TO TAKE A STRICTER STANCE After scheduling several rallies in the worst-hit counties in the US, President Donald Trump blamed the surge in testing for the rise in the number of daily cases to a record high of 83,000. New York and New Jersey have contributed the most to the newly reported cases of the vi- rus. Health emergency, extend- ed for another month, is under- way in New Jersey as the state reported the greatest number of cases since early May. Tomar’s family alleged Tauseef had been pres- suring her to marry him and had kidnapped her two years ago. The police said an FIR was registered against Tau- seef, but was later canceled after Nikita’s father submitted he did not want any further investigation. From cigarette factory to mawa, ‘war for purity’ gathers steam Bhanwar S Charan Kota: The food safety and tobacco control teams of the health de- partment in the city, on the second day of Shudh ke liye Yudh campaign, raided a cigarette factory in the Ranpur area of the city. The teams found wrappers of many cig- arette brands in the factory with a capacity of 60-70000 cigarettes per day. CMHO Dr BS Tanwar told First In- dia that there were no licences taken by the factory owner and the teams have also found many irregularities under the COTPA Act along with presence of child labour in the fac- tory under JJ Act. The factory in the name of Memorable Manufacturing (P) Ltd. did not have any sign board outside it and also was manufactur- ing cigarette packets with Nagaur address on them. The health depart- ment later registered a case against the facto- ry owner in the Anant- pur police station of the city. The health depart- ment teams also col- lected samples of milk, curd, paneer and ghee from Ranpur based Kota Fresh Dairy plant which have been sent to the laboratory for testing. Meanwhile in Bikan- er, Chief Medical Health Officer Dr BL Meena on Wednesday faced resistance at Bi- kaner Namkeen Bhandar where he had gone with his team to collect samples under drive against adultera- tion. The shop owner re- fused to give samples and called a few politi- cal leaders to pressur- ise the officer for not collecting the sample. Despite all threats, Dr Meena remained firm and refused to bow to the pressure. The CMHO said he was following the gov- ernment’s directions and legal action will be taken in case there is adulteration. Dr Mee- na said that such ob- stacles keep coming. Even as we sway with Raj Ka- poor and Waheeda Rehman, get caught up in their love and tender- ness, we know the inevitable loss in which this story will end. As far as I am concerned this was one of the finest performanc- es by Raj Kapoor and Waheeda, understated, dignified and heart rendingly realistic. Both of them did full justice to their characters, of a rustic bullock cart owner and a nautanki performer. The film is based on Phanish- war Nath’s short story Mare Gaye Gulfam and surprisingly fared poorly when released. The film beautifully captures the rural ethos, many shots and the play of light remind me of Bimal Roy. The love story of Hiraman and Hirabai unfolds like a flower in the early morning as the rays of the sun fall on it. Raj Kapoor as Hiraman won me over with his simple rustic charm and Waheeda as Hirabai, his wistful lover gives a remarka- ble performance bringing a sensi- tivity to her role and shining it with her amazing dance perfor- mances. The movies and the songs flow effortlessly together. Sajanre Jhoot Mat Bolo, Sajanwa Bairi Ho Gaye Hamar, Duniya Bananewale and Pan Khaye Saiyan Humaro, each song is a classic. One of my favourite scenes is when Waheeda cooks for him but he won’t relent enough to eat. She bares her heart to him and he melts, sitting down to pour his heart out when suddenly the nau- tanki music is heard loudly out- side! Oh! The bite of reality on the face of Raj Kapoor! The climax where a beautiful tragic Waheeda says “Main bik chuki hun Hira”, still breaks my heart. And when a heart broken Raj Kapoor comes back to his bullocks and raises a whip to make them move, he hears Waheeda’s voice “maaro mat” and turns to look inside his cart, which shows a receding train carrying her away from him through the open tarpaulin. What a scene! And then he takes the Teesri Kasam!
