Guj touches 10-cr
vaccine doses mark

Ahmedabad: The Gu-
jarat government said
the number of COV-
ID-19 vaccine doses ad-
ministered in the state
crossed the 10 crore-
mark on Tuesday
.
So far, 95.7% eligible
beneficiaries above the
age of 18 have received
both doses of the vac-
cine, while it is 52.2% in
the 15-18 age segment, a
state government re-
lease said.
It said 4.87 crore peo-
ple in the 18-plus seg-
ment have been given
the first dose while 4.59
crore have received the
second jab as well.
It added that 79% of
the 35 lakh children in
the 15-18 age group have
been given the first
dose, while 52.2% are
fully vaccinated.
The precaution dose,
which is the third jab
for a select set of people
as mandated by the Cen-
tral government, has
been given to over 16.21
lakh health workers
and those over 60 years
with comorbidities, the
release informed.
Gujarat Chief Minis-
ter Bhupendra Patel
congratulated the state
health department for
achieving the 10-crore
mark feat in little over a
year after the vaccina-
tion drive started on
January 16 last year.

Ahmedabad: A spe-
cial court here on
Tuesday convicted 49
accused in the case of
Ahmedabad serial
bomb blasts in 2008 in
which 56 people were
killed.
Judge AR Patel also
acquitted 28 other ac-
cused in the case, giv-
ing them the benefit
of doubt.
The 49 accused were
convicted under vari-
ous sections of the In-
dian Penal Code, Un-
lawful Activities (Pre-
vention) Act (UAPA),
Explosive Substances
Act and the Damage to
Public Property Act.
One accused was
also convicted under
the Arms Act.
The accused were
convicted under IPC
sections 302 (mur-
der), 307 (attempt to
murder), 121 (a) (con-
spiracy to wage war
or attempt to wage
war against the na-
tion) and 124 (a) (sedi-
tion), and section
16(1)(a)(b) of the
UAPA which con-
cerns terrorist acts.
The convicts can at-
tract a maximum pun-
ishment of death or
imprisonment for life,
and the prosecution
will seek capital pun-
ishment for some of
them, said special
public prosecutor
Amit Patel.
The prosecution ar-
gued before the spe-
cial court that the
blasts were an act of
terrorism, he said,
adding that as many
as 547 charge sheets
were filed and 1,163
witnesses examined.
The hearing on the
quantum of sentence
for those convicted
will start from
Wednesday.
Of 28 acquitted, all
but six have one or
more other cases
pending against them
or are already serving
sentences in past cas-
es including under
the Maharashtra Con-
trol of Organized
Crime Act and cases
investigated by the
NIA, Patel said.
Hence, only six out
of 28 acquitted per-
sons will be released
from jail, he added.
The court had con-
cluded the trial
against 77 accused in
September last year.
The trial began in
December 2009 against
78 people connected to
the banned terror out-
fit Indian Mujahideen.
The number of ac-
cused later came down
to 77, after one of
them turned approver.
Four more accused-
-including Yasin Bhat-
kal, a leader of the
terror organization
Indian Mujahideen
(IM)--were arrested
later, but their trial
has not yet com-
menced, Patel said.
Fifty-six people
were killed and more
than 200 injured in 21
blasts that occurred in
a span of 70 minutes
on July 26, 2008.

New Delhi: The Su-
preme Court Tuesday
took note of the settle-
ment arrived at between
Adani Power (Mundra)
Ltd and the Gujarat
Urja Vikas Nigam Ltd
(GUVNL) and closed the
curative plea of the
state PSU challenging
the apex court’s 2019
verdict upholding the
private firm’s termina-
tion of a power pur-
chase agreement (PPA).
A five-judge Constitu-
tion bench headed by
Chief Justice N V Ra-
mana was informed by
Attorney General KK
Venugopal, appearing
for GUVNL, that a set-
tlement has been ar-
rived at between the
state PSU and Adani
Power on January 3.
The top law officer
said that in view of the
settlement, the curative
plea be closed and the
verdict may be modified
accordingly
.
We dispose of the cu-
rative petition (of GU-
VNL) by saying that
both parties will be gov-
erned by the settlement
deed, ordered the bench
which also comprised
Justices UU Lalit, DY
Chandrachud, BR Ga-
vai and Surya Kant.
At the outset, Venugo-
pal referred to the settle-
ment and said that the
court was required to
modify the judgment to
theextentthatthetermi-
nation of the PPA by the
Adani group firm will
not be given effect to.
Secondly
, the court is
needed to note that the
liberty
,whichwasgrant-
ed to the Adani Power to
seek compensatory tar-
iff whichhadledtofiling
of a claim of around
Rs10,000 crore from us
(the PSU) before the
CERC, now stands with-
drawn and closed due to
the settlement, he said.
The aspects which
hurt the state PSU have
been neutralized and
therefore both the par-
ties seek to close the
case... Please record
the settlement and
modify the judgement,
Venugopal said.
The counsel for Ada-
ni Power also supported
Venugopal’s submis-
sion and said the pri-
vate firm would resume
supplying electricity to
the GUVNL as per the
settlement deed once it
is recorded by the apex
court in its order.
The bench later pro-
ceeded to record that as
per the settlement deed
enteredintobetweenthe
parties on January 3 it
disposed of the curative
plea of the Gujarat PSU.

sector. This new poli-
cy will be applicable
for five years, i.e.,
from 2022 to 2027. The
objective of this poli-
cy is to revolutionize
the IT sector of the
state and to give it a
new direction, the CM
said, while announc-
ing the new policy in
Gandhinagar in the
presence of the Minis-
ter of Education and
Science and Technol-
ogy Jitubhai Vaghani.

The policy introduc-
es a unique concept of

model which is the
first of its kind in the

for general projects.
Under the OPEX model
for mega projects, the
government will pro-
vide 15% assistance up
to Rs20 crore and Rs40
crore per annum for
general projects per
year for mega projects.
In an effort to boost IT
employment in the
state, the Gujarat gov-
ernment has envis-
aged two specific in-
centives in the policy:
Employment Genera-
tion Incentive (EGI) up
to Rs60,000 per employ-

cow was in labour pain,

Surat: The Congress
party, as part of their
nationwide drive
“Nyay Padyatra”, pre-
sented a memorandum
to the District Collec-
tor of Surat on Tues-
day, seeking Rs4 lakh
compensation for the
kin of nCoV victims.
The acting president of
Surat’s Congress body
Naishadh Desai said,
“The BJP govern-
ment is doing injustice
to the families of the
deceased. It is because
they failed, Congress is
working towards re-
trieving the compensa-
tion from the govern-
ment under the Disaster
Management Act, 2005.”

Barot, the standing
committee chairman of
the Ahmedabad Munic-
ipal Corporation on
Tuesday tabled a budg-
et of Rs8,807 crore for
fiscal 2023--Rs696 crore
more than the draft
budget proposed by Mu-
nicipal Commissioner
Lochan Sehra under
the title Clean, Healthy
and Pollution Free last
Wednesday
.
This is a considerable
rise from last year’s re-
vised budget of Rs7,475
crore. In addition to not
imposing any new taxes,
the budget also has a
100% tax exemption on
electric vehicles. Barot’s
budget also gives prop-
erty tax relief to proper-
ty owners in areas that
were recently merged
with the city limits.
The city has allocated
Rs30 crore for a railway
overbridge in Makarba,
and Rs3 crore for an un-
derbridge at Ramdevna-
gar. A bridge is also
planned from Hatijan to
Vivekanandnagar.
A plant for hotmix,
which is widely used in
road construction, will
be set up in western
Ahmedabad. Moreover,
the city has also set
aside Rs3 crore for a
crematorium for dead
animals and Rs54 lakh
for the beautification of
Ellisbridge.
Lakes will be devel-
opedinChandkhedaand
Ranip, which Rs3 crore
allocatedforthebeautifi-
cation of Chandola lake.
Sardar Baug will be
beautified at an invest-
ment of Rs5 crore and
Gaurav Path in Chand-
kheda, at Rs50 lakh.

et has been set at Rs30
lakh, while those for the

man have been in-
creased to Rs20 lakh and

The budget for the
Smart City project has
been increased from the
current Rs25 crore to
Rs53 crore, as per the
recommendation of
Commissioner Sehra.

committee of the Surat
Municipal Corporation
has approved the
Rs6,970 crore draft
budget presented by
Municipal Commis-
sioner Banchhanidhi
Pani, and revised it to
Rs7,286.58 crore.
The budget will now
be presented at the Gen-
eral Board Meeting be-
fore being implement-
ed. In addition to health
and education, the
budget also focuses on
generating revenue by
installing solar panels
on BRTS corridors and
through advertise-
ments and hoardings.
“Solar power plants
are being given more
importance looking at
the vision of Prime
Minister Narendra
Modi for green energy,”
standing committee
chairman Paresh Patel
said, adding “Electrici-
ty will be generated
through 10 MGV solar
panels along the BRTS
route. After a pilot pro-
ject, solar panels will be
gradually installed
through public partici-
pation. Financial help
will be provided under
the Amrut 2.0 scheme.
A separate policy is be-
ing formulated for it.
Apart from energy, we
also plan developmen-
tal works including fa-
cilities like community
halls, party plots and
gardens. Further, ef-
forts have been initiat-
ed to fix a dilapidated
crematorium.”
The body has allocat-
ed Rs90 crore to provide
more classrooms in ex-
isting schools. It will
also set up at least one
Primary Education
Committee School and
one Suman School will
be made in each zone.
Uniforms and books-
-hitherto a major issue-
-will also be prioritized
this year.
SMC is also working
to increase the number
of medical shops and
pharmacies in the city
from 60 to 88 under the
Deen Dayal scheme.
Health centres will also
give patients general
blood reports at no cost.

ed justice in connec-
tion with a Rs32 crore
land case. She threat-
ened mass immolation
of all her family mem-
bers if the matter is
not resolved.
In a written com-
plaint, Pambhar asked
action to be taken
against various police
officers including the
police commissioner,
taluka police staff and
the son of a former
Bharatiya Janata Par-
ty (BJP) president Late
Bhikha Vasoiya, son
Jaydeep Vasoiya and
others. According to
Kanchanben, they did
not initiate any in-
quiry in the Rs32 crore
land issue, despite sup-
porting evidence pro-
duced by the Pamb-
hars.
“My entire family
has separated due to
the land issue and
mental trauma,” she
said.
On the other hand,
Jaydeep Vasoiya
termed the allegations
false and called it a

Daily jump falls almost 10K

COVID-19 cases on
Tuesday—a whopping
fall of almost 10,000
from the 12,000 re-

Gujarat’s overall tally
rose to 12,05,652, even
as the state crossed the
10 crore milestone in
vaccines adminis-
tered, the health de-
partment said.
The number of vac-
cine doses administered
in Gujarat so far rose to
10.02croreafter3.25lakh
more people were inocu-
lated against COVID-19
during the day
, the de-
partment said.
The death toll in-
creased to 10,716 after 28
patients succumbed to
the infection in the last
24 hours. Seven new
deaths were reported in
Ahmedabad district,

in Surat and Valsad,
among other districts,
the department said.
Fresh recoveries were
nearly three-times the
new cases at 7,487, rais-

riage procession passing

kantha district, was pelt-
ed with stones by upper-
caste youths. Two per-
sons have been arrested
and26bookedforinvolve-

plaint has been lodged
against village Sar-
panch Bharatsinh Bhu-
patsinh Rajput and 27
others under the vari-
ous sections of the Pre-
vention of Atrocities
Act, criminal intimida-
tion, reciting obscene
songs, causing hurt
and endangering life.

Sekhaliya’s father Vi-
rabhai in a complaint
stated that when upper-
caste people learned
about the family’s plan
to take out a marriage
procession, they pres-
sured him to cancel it.
Bharatsinh warned
Virabhai against or-
ganizing the wedding
procession, and told
him that the Dalit com-
munity had not taken
them out for centuries.
He even threatened to
call the entire village to
the site, if he went
ahead with it.
In response to the
threat, Atul’s uncle Am-
rut requested for police
protection from Banas-
kantha district police
through an application,
which was provided to
them. When the proces-
sionstarted,upper-caste
people gathered and
chanted slogans. Two or
three youths pelted
stones on the proces-
sion, which left two peo-
ple injured. A retired
army man Sureshbhai
called the police control
roomandaskedformore
police force to be de-
ployed. Police reached
on time and brought the
situation under control.
Two youths have al-
readybeenapprehended
and statements are be-
ing recorded. There is a
heavy police deploy-
ment in the village, in-

run universities, Gover-
nor Dhankar has objected
to the state government’s
functioning and decisions,
inviting criticism from
Chief Minister Mamata
Banerjee and the TMC.

Incidents took such a

Mamata Banerjee an-
nounced that she had
blocked the Bengal Gover-
nor on Twitter, as he had
been making derogatory
remarks against the state
government especially on

dit Jawaharlal Nehru had
said, “In a parliamentary

nors of states to authorize
Speakers of the legislative

the oath of office to legisla-
tors. However, surprising-
ly
, after the recent by-polls
in Bengal where Chief
Minister Mamata Baner-
jee won from the Bhabani-
pore seat, the Governor
issued a notification and
withdrew the power of the
Speaker to administer the
oath of office to newly
elected legislators.
Recently, Chief Minis-
ter Mamata Banerjee
without naming the Gov-
ernor, said: “Raj Bhavan
mein ek raja baitha hai.
Kya nahi bolta hai. BJP ke
president se bhi bada. All
India President BJP ka -
aise baat karta hai.
The Governor on his
Twitter handle wrote:
“Stunned @MamataOffi-
cial ‘Raj Bhavan mein Ek
raja baitha hai’ stance,
while on a political visit to
Goa - the unexpected act of
impropriety
. On December
16 urged CM for interac-
tion as constitutional
functionaries act in har-
mony to serve people.”
In a separate message,
the Governor wrote: “Nei-
ther ‘law unto oneself’ nor
‘state within state’ Gov-
ernance @MamataOfficial
can be constitutionally
sanctified. CM continually
in breach of ‘duty’ under
Article 167  politicized
bureaucracy under Arti-
cle 166.”
It may be recalled that
on the issue of the approv-
al of the vice-chancellors
of the state-run universi-
ties, West Bengal educa-
tion minister Bratya Basu
indirectly referred to the
governor as ‘Pagla (Crazy)
Jagai (A humorous and
crazy character of famous
Bengali poet Sukumar
Roy) wrote: “It is high time
to introspect whether we
should continue with the
colonial legacy of the Gov-
ernor being the Chancel-
lor of Universities just by
the virtue of his post or we
should nominate eminent
scholars and educationists
as Chancellors.”
The arrest of three leg-
islators of TMC, including
two ministers, by the CBI,
took a controversial turn
after the Speaker of the
State Assembly Biman Ba-
nerjee termed the probe
agency’s action based on
the Governor’s consent
“illegal and unethical”. In
1967, the then Chief Minis-
ter of West Bengal, Ajay
Mukherjee, clashed with
the then Governor Dhara-
mvir. Governor Dharam-
vir had sent a letter to
Mukherjee asking him to
prove the majority of the
United Front within three
days. Mukherjee replied
that whatever happens
will happen in the Assem-
bly as per the pre-deter-
mined time. After receiv-
ing the letter, Dharamvir
sent a recommendation to
the Centre to dismiss the
Cabinet, and the conflict is
needless to say escalated.

former state secretary of
the CPI(M), had called for-
mer Governor BD Pandey
‘Bangla Daman Pandey’.
However, the biggest re-
sistance came during the
tenure of former West
Bengal Governor AP Shar-
ma. In 1984, Sharma chose
the name of Santosh Bhat-
tacharya by not approving
the Left-nominated candi-
date Ramen Poddar for the
post of the Vice-Chancel-
lor of Calcutta University

Sidhu on Tuesday said that his crossing over
to the Congress happened after around 70
visits by election strategist Prashant Kishor,

times asking me to join the Congress,” he told

Colombo: The Sri Lan-
kan Navy has arrested
11 Indian fishermen
and seized three fishing
trawlers for allegedly
poaching in the coun-
try’s territorial waters,
an official statement
said on Tuesday
.
The arrests were
made close to Delft Is-
land in the north on
Monday. They were in-
dulging in bottom
trawling, the Navy said.
The arrests are part
of the Navy’s patrols to
cut illegal fishing in the
Sri Lankan waters to
minimise impact from
poaching on the local
fishermen and sustain-
ability of fishery re-
sources in Sri Lanka,
the statement said.
The fishermen issue
is a contentious one in
ties between the two
countries.
The issue of fisher-
men also figured in the

Army personnel, who
had gone missing after
being caught in an ava-
lanche in Arunachal
Pradesh on Sunday,
have been found dead,
the Army said on Tues-
day. It added that the
bodies are being
brought back to the
nearest Army facility
.
It stated that seven In-
dian Army personnel,
who were part of a pa-
trolteam,werestruckby
an avalanche in the
high-altitude area in the
Kameng sector of
Arunachal Pradesh on
February 6, and “search
and rescue operations
were launched immedi-
ately
,includingairlifting
of specialised teams”.
The Army said that
thesearchandrescueop-
erations have “now been
concluded” and “bodies
of all seven individuals
have been recovered
fromtheavalanchesite”.
Unfortunately
, it said,
“despite the best efforts
of everyone involved, all
seven have been con-
firmed deceased.”
The area is located at
an altitude of 14,500 feet,
andhadbeenwitnessing
inclement weather with
heavy snowfall since the
last few days, said the
Army
.“Thebodiesof the
soldiers are currently
being transferred from
the avalanche site to the
nearest Army medical
facility for further for-
malities,” it added.
Troops getting caught

of benefits of OGAS (or-
ganised group A ser-
vice), removal of 9-year
clause for central depu-
tation, declaration of
NFSG in JAG Grade,
operationalisation of
30% posts at JAG level
from overall senior duty
posts, etc, and cadre re-
view by CR Division.
The delegation also
drew the attention of
Dr. Singh to what it con-
siders as the chief
cause of mismanage-
ment of issues in the
CSS cadre. It informed
the minister that much
of the problems in the
CSS cadre are due to the
fact the people who do
not belong to the CSS
Cadre occupy the im-
portant posts in the CS
Division, with very lit-
tle understanding of
the Cadre. So the dele-
gation requested the
Minister that at least
Director level posts in
CS Division must be re-
served for CSS officers.

create digital content
under the e-Vidya pro-
gram and it has also
been announced to
launch 'One Classroom,
One TV Channel', for
which good budget has
also been allocated. The
question is whether it is
a matter of celebrating
education through e-
university, e-vidya,
channel? Can it be made
an alternative to class-
room education? Due to
the compulsion in the
corona virus pandemic,
online classes were
started, but it cannot be
made a substitute for
classroom education.
It has been confirmed
by many studies that
even in urban popula-
tion, there are more
than 40 percent children
who are not able to take
online classes. In areas
of rural and forest or
mountaineous areas,
online education is dif-
ficult for most children.
There is no qualitative
change in the learning
of children who are ca-
pable i.e. those who
have TV
, laptop or smart
phone and internet con-
nection. Their learning
process is not improv-
ing and health problems
are also arisin by con-
tinuos exposure to
screens. Therefore, the
government should
keep the principle of
promoting remote edu-
cation only as a pilot
project and by increas-
ing the grant to schools,
colleges, universities, it
should be ensured that
all schools, colleges
open as soon as possible
so that children can
start their classroom
education as there can
be no alternative to it.

cated in the last budget
has been reduced to al-

ernment had allocated a
huge amount for this.
In the first budget
presented last year i.e.
2021-22 amid the Coro-
na epidemic, the cen-
tral government allo-
cated a budget of Rs 28
crore to improve the
quality of data. It was
named the National
Program for Improv-
ing Quality of Statis-
tics in India. 28 crore
was given for this item
but the Revised Budget
Estimates showed that
no amount was spent
on improving the qual-
ity of the data. Only
then the allocation in
this item has been
completely abolished
in the next year’s budg-
et. A token amount of
one lakh rupees has
been fixed for the qual-
ity of the data. Just
imagine, where there
was an allocation of 28
crores, now it has re-
duced to merely one
lakh rupees!

registered by the RBI have risen
to 1,45,309 in 2020-21. RBI has
informed that on comparing the
complaints against ATM/Debit Cards, Credit Cards
and Mobile/Electronic Banking during the period
from 2019-20 to 2020-21, there is a decline of
13.01% with regard to complaints in ATM/Debit
Cards and there is an increase of 12.01% and
52.99% with regard to complaints in Mobile/Elec-

Bhatia, who was ap-
pointed as the Man-
aging Director on
February 4, said that
he was looking for-
ward to working
closely with the man-
agement team just
not only to establish
and achieve near-
term goals but also to
get the company to
be future ready for
the massive opportu-
nity that lies ahead.
Bhatia has taken
over as the airline’s
first Managing Direc-
tor at a time when
the domestic aviation
space is expected to
see increased compe-
tition, particularly in
the wake of Tatas ac-
quiring Air India and
Akasa Air expected to
start services this
year.
IndiGo is the coun-
try’s largest airline
and has more than
50% of the domestic
market share.
“In this (MD) role, I
look forward to work-

Chairman P D Vaghela
on Tuesday termed the
consultation paper on
5G spectrum auction
as “watershed in his-
tory of telecom” as the
regulator embarked on
the last phase of indus-
try-wide deliberation
through open house
discussions, ahead of
finalising its views on
crucial aspects such as
pricing of radio waves.
The government ex-
pects TRAI to give its
recommendations on
5G spectrum, by
March. The spectrum
auctions will be con-
ducted in 2022, to fa-
cilitate the roll out of
5G mobile services
within 2022-23, by pri-
vate telecom provid-
ers. As the country
gears up for the mega
auction, the industry
has made an aggres-
sive pitch for lowering
of spectrum pricing.
During TRAI Open
House Discussion,
Vaghela said: “This
consultation paper is
watershed in the his-
tory of telecom and we
are conscious of this
fact.” Vaghela urged
stakeholders partici-
pating in Tuesday’s
discussion to support
their suggestions with
evidence and best prac-

quarter revenue,

ago.
Airtel said its av-
erage revenue per
user (ARPU) - a key

Vyas was only 10 years
old when he suffered
severe burn injuries af-
ter a bomb blast rocked
a hospital ward in Asar-
va area of Ahmedabad
in July 2008.
He is grateful to God
for saving his life, but
notadaypasseswhenhe
does not remember his
father and elder brother
who died in the blast.
Vyas, now aged 24, is
pursuing his gradua-
tion in science, but his
family's struggles con-
tinue even after 13
years of the horrific
incident and the men-
tal scars caused by it
are yet to heal.
Like him, many oth-
er victims also recalled
the horror after 21 syn-
chronised blasts ripped
the city on July 26,
2008, killing 56 people
and leaving over 200
others injured.
A special court here
on Tuesday convicted
49 accused in the case
and acquitted 28 oth-
ers, giving them the
benefit of doubt. The
hearing on the quan-
tum of sentence for
those convicted will
start from Wednesday
.
Vyas recalled that he
spent four months in
the Intensive Care Unit
(ICU) of a hospital after
sufferingover50%burn
injuries in the incident,
and has not recovered
completely till date.
“I am still suffering
from partial hearing
impairment because of
the explosion. I spent
nearly four months in
theICUwhilemyfather
and elder brother Ro-
han, who was then 12
years old, died in the
blast. I miss them. My
motherandgrandmoth-
ersufferedalotallthese
years and our struggle
stillcontinues,”hesaid.
His father Dushyant
Vyas was a lab techni-
cianinacancermedical
facility located on the
civil hospital campus.

He said those in-
volved in the serial
blasts must be given
capital punishment.
Gujarat minister
Pradip Parmar, who
was also injured in the
blast outside the trau-
ma ward of the civil
hospital, recalled see-
ing people with blood
alloverthem,somepeo-
ple with burn injuries,
and dimembered body
parts lying scattered in
the medical facility af-
ter the incident.
Parmar, who is cur-
rently serving as the
state's social justice and
empowermentminister,
was at that time a BJP
worker in the Asarva
Assembly constituency
area, where the civil
hospital is situated.
He said when he and
some other BJP work-
ers reached the civil
hospital to help people
injured in the other
blasts, a powerful ex-
plosion occurred near
the trauma ward.
“Many people died
on the spot. One of my
legs was critically in-
jured. The damage was
nearly 90% and doctors
had even thought of
amputating it to save
my body from further
infection. But, luckily
they were able to save
my leg,” he said, laud-
ing the doctors for
their efforts.
But, he said the inju-
ries left several scars
on the leg. “That was a
traumatic experience,”
said Parmar, who cur-
rently represents the
Asarva constituency in
the state Assembly
.

first few blasts hit the
news cycle, hospital
authorities had cor-
doned off the premises
and were setting up a
triage unit as they pre-

the hospital, quite
close to the parking
lot, when a woman of-
fered me her spot and
moved slightly away.
Minutes later, she was
ripped to pieces as a
bomb exploded in the
hospital’s parking lot,”
he said, adding that he
has tried hard to forget
the image, but has not
been able to do so.
Bhushan Bhatt, for-
mer BJP MLA from
Jamalpur-Khadia seat
of the old city, also re-
called how he had a
narrow escape after a
blast in Raipur Chakla
area here.
“It was a Saturday
...I
and some other local
BJP workers were sit-
ting near the handcart
of a sandwich vendor.
Suddenly, an explosion
occurredclosetoamed-
icalshoplocatednearby
and people started run-
ning towards the place
where we were sitting. I
and other workers got
up and went near the
shop to see what had
happened,” he said.
The sandwich ven-
dor’s wife, Hasumati
Kadia, had come there
with some homemade
snacks for her husband
and sat near a table
where Bhatt sat a few
minutes prior.
“After some time, an-
other blast took place
near that table, killing
Hasumatiben. Another
employee of a nearby
shop, named Ankit,
and three others died
on the spot. A small
memorial has been
built here in their
names,” he said.
Aftertheblast,people
here ferried the injured
persons on their scoot-
ers, and in auto-rick-
shaws and ambulances,
saidBhatt,whohadalso
deposed as a prosecu-
tion witness in the case
before the court.
Humans focus too much on what
was ‘not done’ in the past when
they can focus on the present and
ensure ‘it is done’ in the future.

the concept of
‘identity’, as every
person had multi-
ple identities. One couldn’t
restrict an individual with-
in an identity typecast and
see him from that prism of
exclusiveness.
Ghosh’s prem-
ise cannot be
more appro-
p r i a t e l y
suitable on any other than
the legend Lata Man-
geshkar. The lady in her
lifetime outgrew her iden-
tity as a playback singer
and stood tall as a cult fig-
ure of personal grace that
was as influential as her
musical genius.
The Indian art universe
is replete with artists of ex-
cellence but few have been
revered the way Lata Man-
geshkar had been through-
out her life. This is because
Lata Mangeshkar was seen
as an icon beyond music
and there was an intrinsic
beauty about her character
that only enhanced the
aura around her celebrity
status drawn from her cin-
ematic oeuvre.
We love our stars for what
they are and most of their
off-screen charm emanates
from their star status. We
want to see them in their
personal life and hear their
backyard stories because
they are stars. But for Lata
Mangeshkar, her star status
was different from her so-
briety, perhaps because in
her humbleness, she never
considered herself a star.
‘75% of what I am is just
god-gifted,’ was her custom-
ary coy refrain, wherein she
downplayed the fact that
her talent was a testimony
of years of extreme hard
work, patience and disci-
pline of rigour that silently
worked day and night be-
hind the veil of glamour.
Lata Mangeshkar
rose through the
ranks not because
of her passion to be
a star singer, but
because of com-
pulsion that her
circumstances
created. She only
did what she did
best because she
didn’t know what
else to do to make
ends meet. She
slogged and struggled to
find a footing amid the il-
lustrious stalwarts like
Noor Jehan and Suraiya
among others. Nothing
came to her on a platter and
insults and ignominy were
part of her daily struggle to
survive. As it is said, adver-
sities are the test of true
mettle of a person and her
struggles made her resolute
and strong, which lent a
unique force to her charac-
ter that compelled people to
takenoteandgetinfluenced.
Playback singers hardly
command adulation for
their face value and there is
a whole India in the hinter-
lands that still believes the
stars actually sing the songs
on screen. The idea of some-
one play backing is alien to
many. It is thus a wonder
how, despite her conspicu-
ously unassuming demean-
our and simplistic persona
devoid of any extraneous
embellishments, she could
inspire and shape genera-
tions for over six decades.
Her stage antics were al-
most nil and in an era when
singers are propped by a
plethora of glitzy accompa-
niments to set up the right
mood and frenzy, she was
perhaps the lone singer who
could make a whole audi-
ence dumbstruck by just
standing in front of the mic.
Such was the import of her
character and charisma.
There can be disputes
and debates on her musical
characteristics with people
of different aural prefer-
ences choosing according
to their predilections and
musical attunement, but all
assessments fall silent
when one comes face to face
with her elegance – an ele-
gance evoking a calmness
that can only come from a
deep awareness of the cos-
mic rhythm within.
The seriousness that went
into her work, the insatiable
thirst she had for perfection,
that made her a lifelong
learner, took the whole art
of playback singing a notch
or two above and amplified
the value of the profession.
Generations of female play-
back singers of varied de-
grees of excellence have
come, survived, flourished
and vanished. Millions will
come and go. But the cult of
Lata Mangeshkar survives
and will continue to do so,
not just because of her mel-
lifluous music, but also be-
cause of the incarnation of
Maa Saraswati that she had
come to be worshipped as.

Guj touches 10-cr vaccine doses mark First India Bureau Ahmedabad: The Gu- jarat government said the number of COV- ID-19 vaccine doses ad- ministered in the state crossed the 10 crore- mark on Tuesday . So far, 95.7% eligible beneficiaries above the age of 18 have received both doses of the vac- cine, while it is 52.2% in the 15-18 age segment, a state government re- lease said. It said 4.87 crore peo- ple in the 18-plus seg- ment have been given the first dose while 4.59 crore have received the second jab as well. It added that 79% of the 35 lakh children in the 15-18 age group have been given the first dose, while 52.2% are fully vaccinated. The precaution dose, which is the third jab for a select set of people as mandated by the Cen- tral government, has been given to over 16.21 lakh health workers and those over 60 years with comorbidities, the release informed. Gujarat Chief Minis- ter Bhupendra Patel congratulated the state health department for achieving the 10-crore mark feat in little over a year after the vaccina- tion drive started on January 16 last year. First India Bureau Ahmedabad: A spe- cial court here on Tuesday convicted 49 accused in the case of Ahmedabad serial bomb blasts in 2008 in which 56 people were killed. Judge AR Patel also acquitted 28 other ac- cused in the case, giv- ing them the benefit of doubt. The 49 accused were convicted under vari- ous sections of the In- dian Penal Code, Un- lawful Activities (Pre- vention) Act (UAPA), Explosive Substances Act and the Damage to Public Property Act. One accused was also convicted under the Arms Act. The accused were convicted under IPC sections 302 (mur- der), 307 (attempt to murder), 121 (a) (con- spiracy to wage war or attempt to wage war against the na- tion) and 124 (a) (sedi- tion), and section 16(1)(a)(b) of the UAPA which con- cerns terrorist acts. The convicts can at- tract a maximum pun- ishment of death or imprisonment for life, and the prosecution will seek capital pun- ishment for some of them, said special public prosecutor Amit Patel. The prosecution ar- gued before the spe- cial court that the blasts were an act of terrorism, he said, adding that as many as 547 charge sheets were filed and 1,163 witnesses examined. The hearing on the quantum of sentence for those convicted will start from Wednesday. Of 28 acquitted, all but six have one or more other cases pending against them or are already serving sentences in past cas- es including under the Maharashtra Con- trol of Organized Crime Act and cases investigated by the NIA, Patel said. Hence, only six out of 28 acquitted per- sons will be released from jail, he added. The court had con- cluded the trial against 77 accused in September last year. The trial began in December 2009 against 78 people connected to the banned terror out- fit Indian Mujahideen. The number of ac- cused later came down to 77, after one of them turned approver. Four more accused- -including Yasin Bhat- kal, a leader of the terror organization Indian Mujahideen (IM)--were arrested later, but their trial has not yet com- menced, Patel said. A five-judge Constitu- tion bench headed by Chief Justice N V Ra- mana was informed by Attorney General KK Venugopal, appearing for GUVNL, that a set- tlement has been ar- rived at between the state PSU and Adani Power on January 3. The top law officer said that in view of the settlement, the curative plea be closed and the verdict may be modified accordingly . We dispose of the cu- rative petition (of GU- VNL) by saying that both parties will be gov- erned by the settlement deed, ordered the bench which also comprised Justices UU Lalit, DY Chandrachud, BR Ga- vai and Surya Kant. At the outset, Venugo- pal referred to the settle- ment and said that the court was required to modify the judgment to theextentthatthetermi- nation of the PPA by the Adani group firm will not be given effect to. This is a considerable rise from last year’s re- vised budget of Rs7,475 crore. In addition to not imposing any new taxes, the budget also has a 100% tax exemption on electric vehicles. Barot’s budget also gives prop- erty tax relief to proper- ty owners in areas that were recently merged with the city limits. The city has allocated Rs30 crore for a railway overbridge in Makarba, and Rs3 crore for an un- derbridge at Ramdevna- gar. A bridge is also planned from Hatijan to Vivekanandnagar. A plant for hotmix, which is widely used in road construction, will be set up in western Ahmedabad. Moreover, the city has also set aside Rs3 crore for a crematorium for dead animals and Rs54 lakh for the beautification of Ellisbridge. In addition to health and education, the budget also focuses on generating revenue by installing solar panels on BRTS corridors and through advertise- ments and hoardings. “Solar power plants are being given more importance looking at the vision of Prime Minister Narendra Modi for green energy,” standing committee chairman Paresh Patel said, adding “Electrici- ty will be generated through 10 MGV solar panels along the BRTS route. First India Bureau Rajkot: In yet another allegation levelled against Rajkot Police Commissioner Manoj Agarwal, a woman named Kanchanben Pambhar has demand- ed justice in connec- tion with a Rs32 crore land case. She threat- ened mass immolation of all her family mem- bers if the matter is not resolved. In a written com- plaint, Pambhar asked action to be taken against various police officers including the police commissioner, taluka police staff and the son of a former Bharatiya Janata Par- ty (BJP) president Late Bhikha Vasoiya, son Jaydeep Vasoiya and others. Daily jump falls almost 10K in 10 days, Guj sees 2.K cases First India Bureau Gandhinagar: With detection of 2,502 new COVID-19 cases on Tuesday—a whopping fall of almost 10,000 from the 12,000 re- ported 10 days ago— Gujarat’s overall tally rose to 12,05,652, even as the state crossed the 10 crore milestone in vaccines adminis- tered, the health de- partment said. The number of vac- cine doses administered in Gujarat so far rose to 10.02croreafter3.25lakh more people were inocu- lated against COVID-19 during the day , the de- partment said. The death toll in- creased to 10,716 after 28 patients succumbed to the infection in the last 24 hours. Seven new deaths were reported in Ahmedabad district, four in Rajkot, three each in Vadodara and Bhavnagar,andtwoeach in Surat and Valsad, among other districts, the department said. Fresh recoveries were nearly three-times the new cases at 7,487, rais- ing the number of pa- tients discharged so far to 11,61,305, the depart- ment said in a release. Gujaratnowhas33,631 active cases, of which 199 patients are on venti- lator support, said the release. New cases have seen a sharp decline since Jan- uary 20, when the daily count peaked at 24,485 during the third wave of the pandemic. He even threatened to call the entire village to the site, if he went ahead with it. In response to the threat, Atul’s uncle Am- rut requested for police protection from Banas- kantha district police through an application, which was provided to them. When the proces- sionstarted,upper-caste people gathered and chanted slogans. Two or three youths pelted stones on the proces- sion, which left two peo- ple injured. A retired army man Sureshbhai called the police control roomandaskedformore police force to be de- ployed. Police reached on time and brought the situation under control. The arrests were made close to Delft Is- land in the north on Monday. They were in- dulging in bottom trawling, the Navy said. The arrests are part of the Navy’s patrols to cut illegal fishing in the Sri Lankan waters to minimise impact from poaching on the local fishermen and sustain- ability of fishery re- sources in Sri Lanka, the statement said. The fishermen issue is a contentious one in ties between the two countries. It stated that seven In- dian Army personnel, who were part of a pa- trolteam,werestruckby an avalanche in the high-altitude area in the Kameng sector of Arunachal Pradesh on February 6, and “search and rescue operations were launched immedi- ately ,includingairlifting of specialised teams”. The Army said that thesearchandrescueop- erations have “now been concluded” and “bodies of all seven individuals have been recovered fromtheavalanchesite”. Unfortunately , it said, “despite the best efforts of everyone involved, all seven have been con- firmed deceased.” The area is located at an altitude of 14,500 feet, andhadbeenwitnessing inclement weather with heavy snowfall since the last few days, said the Army .“Thebodiesof the soldiers are currently being transferred from the avalanche site to the nearest Army medical facility for further for- malities,” it added. Troops getting caught inanavalancheisnotun- common, and the armed forces have lost person- nel to such incidents in the past as well. The last suchincidentwasinMay 2020, when two Army personnel,whowerepart of a patrol-cum-snow clearing party , had died after being caught in an avalanche in Sikkim. The question is whether it is a matter of celebrating education through e- university, e-vidya, channel? Can it be made an alternative to class- room education? Due to the compulsion in the corona virus pandemic, online classes were started, but it cannot be made a substitute for classroom education. It has been confirmed by many studies that even in urban popula- tion, there are more than 40 percent children who are not able to take online classes. In areas of rural and forest or mountaineous areas, online education is dif- ficult for most children. There is no qualitative change in the learning of children who are ca- pable i.e. those who have TV , laptop or smart phone and internet con- nection. Their learning process is not improv- ing and health problems are also arisin by con- tinuos exposure to screens. Therefore, the government should keep the principle of promoting remote edu- cation only as a pilot project and by increas- ing the grant to schools, colleges, universities, it should be ensured that all schools, colleges open as soon as possible so that children can start their classroom education as there can be no alternative to it. The government ex- pects TRAI to give its recommendations on 5G spectrum, by March. The spectrum auctions will be con- ducted in 2022, to fa- cilitate the roll out of 5G mobile services within 2022-23, by pri- vate telecom provid- ers. As the country gears up for the mega auction, the industry has made an aggres- sive pitch for lowering of spectrum pricing. He is grateful to God for saving his life, but notadaypasseswhenhe does not remember his father and elder brother who died in the blast. Vyas, now aged 24, is pursuing his gradua- tion in science, but his family's struggles con- tinue even after 13 years of the horrific incident and the men- tal scars caused by it are yet to heal. Like him, many oth- er victims also recalled the horror after 21 syn- chronised blasts ripped the city on July 26, 2008, killing 56 people and leaving over 200 others injured. A special court here on Tuesday convicted 49 accused in the case and acquitted 28 oth- ers, giving them the benefit of doubt. The hearing on the quan- tum of sentence for those convicted will start from Wednesday . Vyas recalled that he spent four months in the Intensive Care Unit (ICU) of a hospital after sufferingover50%burn injuries in the incident, and has not recovered completely till date. “I am still suffering from partial hearing impairment because of the explosion. I spent nearly four months in theICUwhilemyfather and elder brother Ro- han, who was then 12 years old, died in the blast. I miss them. My motherandgrandmoth- ersufferedalotallthese years and our struggle stillcontinues,”hesaid. His father Dushyant Vyas was a lab techni- cianinacancermedical facility located on the civil hospital campus. He said when he and some other BJP work- ers reached the civil hospital to help people injured in the other blasts, a powerful ex- plosion occurred near the trauma ward. “Many people died on the spot. One of my legs was critically in- jured. The damage was nearly 90% and doctors had even thought of amputating it to save my body from further infection. But, luckily they were able to save my leg,” he said, laud- ing the doctors for their efforts. But, he said the inju- ries left several scars on the leg. “That was a traumatic experience,” said Parmar, who cur- rently represents the Asarva constituency in the state Assembly . One couldn’t restrict an individual with- in an identity typecast and see him from that prism of exclusiveness. Ghosh’s prem- ise cannot be more appro- p r i a t e l y suitable on any other than the legend Lata Man- geshkar. The lady in her lifetime outgrew her iden- tity as a playback singer and stood tall as a cult fig- ure of personal grace that was as influential as her musical genius. The Indian art universe is replete with artists of ex- cellence but few have been revered the way Lata Man- geshkar had been through- out her life. This is because Lata Mangeshkar was seen as an icon beyond music and there was an intrinsic beauty about her character that only enhanced the aura around her celebrity status drawn from her cin- ematic oeuvre. We love our stars for what they are and most of their off-screen charm emanates from their star status. We want to see them in their personal life and hear their backyard stories because they are stars. But for Lata Mangeshkar, her star status was different from her so- briety, perhaps because in her humbleness, she never considered herself a star. ‘75% of what I am is just god-gifted,’ was her custom- ary coy refrain, wherein she downplayed the fact that her talent was a testimony of years of extreme hard work, patience and disci- pline of rigour that silently worked day and night be- hind the veil of glamour. Lata Mangeshkar rose through the ranks not because of her passion to be a star singer, but because of com- pulsion that her circumstances created. She only did what she did best because she didn’t know what else to do to make ends meet. She slogged and struggled to find a footing amid the il- lustrious stalwarts like Noor Jehan and Suraiya among others. Nothing came to her on a platter and insults and ignominy were part of her daily struggle to survive. As it is said, adver- sities are the test of true mettle of a person and her struggles made her resolute and strong, which lent a unique force to her charac- ter that compelled people to takenoteandgetinfluenced. Playback singers hardly command adulation for their face value and there is a whole India in the hinter- lands that still believes the stars actually sing the songs on screen. The idea of some- one play backing is alien to many. It is thus a wonder how, despite her conspicu- ously unassuming demean- our and simplistic persona devoid of any extraneous embellishments, she could inspire and shape genera- tions for over six decades. Her stage antics were al- most nil and in an era when singers are propped by a plethora of glitzy accompa- niments to set up the right mood and frenzy, she was perhaps the lone singer who could make a whole audi- ence dumbstruck by just standing in front of the mic. Such was the import of her character and charisma. I guess the dictionary fails to give words to justify the per- sona and contribution of a legendary singer like her but in my simple words as a fan. Every girl entering her adolescence has to go through ‘MERE KHAWABO MAI JO AAYE’. Every love story goes through a phase ‘YEH KAHA AA GAYE HUM’. Every Rajasthani girl in a long-distance courtship has to hear, ‘MORNI BAGA MA BOLE AADI RAAT MA’ Every girl falling for love at the first site has to hear ‘TUNE OHH RANG- EELE KESA JAADU KIYA..PIYA PIYA BOLE MATWALA JIYA’ Every Janmashtami will be incomplete with- out ‘MOHE PANGHAT PE NANAD LAAL CHE- DE GYO RE’.
