Vulnerability refers to characteristics of a community, system, or resource that make it susceptible to damage from hazards according to Republic Act 10121. Disaster risk is derived from the interaction of hazards with vulnerable elements that are exposed. Exposure refers to elements at risk from natural or man-made hazards, including people, property, dwellings, infrastructure, public facilities, transportation systems, agriculture, and environmental assets. There are four main types of vulnerability: physical, economic, social, and environmental.
