9. Objectives
1. Understand the meaning of vulnerability
2. Justify why certain sectors of society are more
vulnerable to disaster than others
3. Recognize vulnerabilities of different elements
exposed to specific hazards
4. Differentiate among hazards, exposure, and
vulnerabilities and explain the relationship of
the three to disaster risk
15. vulnerability is a degree of
susceptibility and resilience of
community and environment to
hazard. This means the inability to
withstand the effects of disaster.

19. Vulnerability
can determine the ability of a person or a
group to predict, cope with, resist and
recover from the effects of a natural or
human-induced threat.
22. To determine people’s vulnerability, two questions
need to be asked:
2
1 What makes them
vulnerable to that
threat or hazard?
To what threat or
hazard are they
vulnerable?
30. Social vulnerability
therefore when social elements are exposed to
hazard this may lead to disruption of normal
processes and activities. in a community.
34. Quantifying vulnerability
used in estimating how much mitigation and preparedness
measures will be applied.
is the ratio of casualties or
injured to the total
population.
Vulnerability of
people
Vulnerability of
Buildings
is expressed as a repair cost
or degree of damage.
35. Classify the following phrases.
1. shutdown of telecommunication tower
2. houses built near fault lines
3. Twenty-story building constructed on soil mainly made up of clay.
4. Lost of job due to COVID-19 pandemic.
5. Destruction of coral reefs that serves as barriers against storm surge.
38. A PICTURE ALWAYS
REINFORCES THE CONCEPT
Images reveal large amounts of data, so
remember: use an image instead of a long text.
Your audience will appreciate it
39. HAZARD
harmful condition, human behavior or
condition that can cause loss of life, injury,
harm to property, loss of livelihood, economic
disruption or damage to the environment
40. the presence of elements at risk or chance of being
harmed from a natural or man-made hazard event. The
more a community is exposed to hazard factors, the higher
is the disaster risk or higher chance disaster occurrence.
EXPOSURE
43. is a serious disruption to the functioning of a community
or society which causes widespread human, material,
economic or environmental losses that exceed the
capacity of the community or society concerned to cope
with the use of their own resources.

46. What I Have Learned ?
Vulnerability is ______________________________________
Hazards may be caused by_________ and can be mitigated
through ________________
It is significant to understand hazards, exposure and
vulnerabilities because ___________________.
Exposure refers to _____________ while hazard is defined
as ______________________
48. Draw the floor plan of your house and make an emergency
escape plan. How will you plan for the escape of all your
family members with limited exit points? Make sure that
your escape plan is feasible and will prevent stampede.
Activity#02
1. Observe a community/ your house.
2. Determine all the elements exposed to hazard in that
particular locality.

Editor's Notes
Hazard
a danger or risk.
EXPOSURE
the state of being exposed to contact with something.
VULNERABILITY
the quality or state of being exposed to the possibility of being attacked or harmed, either physically or emotionally.
DISRUPTION
disturbance or problems which interrupt an event, activity, or process.
Environment EENNVIROTM METRONEVINN
the surroundings or conditions in which a person, animal, or plant lives or operates
DEFENSELESS SSSEEEEDNL
without defense or protection; totally vulnerable.
WEAKNESS EEASSNWK
the quality or state of being weak
What is the Difference between a threat, a vulnerability, and a risks?
1. Who do you think is more vulnerable? Thomas or Maria? Why?
2. what were the actions taken by thomast that made him less vulnerable to flood?
3. What have you realized from their story?
1. Who do you think is more vulnerable? Thomas or Maria? Why?

recognizing the vulnerabilities help the community to formulate strategies, programs, and prevention, mitigation and immediate response incase disasters might happen.
let us define first what is vulnerability.
we always encounter this word "vulnerable"
but do you really understand the meaning of this?
vulnerability is a degree of susceptibility and resilience of community and environment to hazard. this means the inability to withstand the effects of disaster.
there is a big chance that you will be affected from something. your prone.
this means the inability to withstand the effects of disaster.
there is a big chance that you will be affected from something. your prone.
example is the senior citizen are vulnerable to covid 19. so what it means?
does it mean that the senior citizens are more prone to diseases?
why are they prone?
it is because of their characteristics
one factor of vulnerability is the word susceptibility and resilience
when we say susceptible it means easily influenced or harmed by something.
ask students: madali ka bang naapektuhan ng mga bagay bagay sa paligid mo?
does your body can get diseases easily?
that is susceptible.
second is the word resilience
this is your capacity to recover quickly from the difficulties. how quickly we can recover? what is our capacity of recovering from certain event. and that is our resilient.
Vulnerability - As vulnerability increases, it means that the population is at greater risk of suffering from a severe natural danger.
To lessen vulnerability means to make the community prepared and ready for the possible damaging effect of the hazard.
Exposure
Liability
Susceptibility
weakness
Defenseless
Possibility of being attacked or harmed
Direction: Spot the hazard. (hazard is threat which will have a negative effect on humans)
**Give at least three (3) potential scenarios from each picture that can occur due to the presence of hazard?
Exposed cable wires
Breaker
Sink and socket
Talking to someone while walking
Plant on desk
Screw and socket
Fire extinguisher
Coffee beside her monitor
now let us identify the vulnerability of different elements that are exposed to different or specific hazard
1. physical vulnerability
when something is physical, it is really there.
you can see it, touch it, taste it, hear it, or even smell it.
for physical vulnerability
it includes population density levels, Place or settlement, site design, materials used for infrastructure and housing.
So what do we call population density?
let say for example. in a certain area of land.
We have family A that has 17 members. then in family b they have 3 family members.
we can say that family A is more dense than family B in
This is a given area where there are differences in the number of population.
And that is population density.
Example: when UP visayas was totally destroyed by yolanda. The infrastructure was totally damaged.
Next is the decrease of population like what happened in baguio during the 1990 killer earthquake. in north luzon where 1,621 dead 3,513 injured 321 missing 126,035 displaced
2nd is social vulnerability, which refer to potential negative effects of the community, it happens due to inability of people, organization and societies to prevent severe effects from hazards because of the expected behavior in social interactions institutions system of cultural values.
for example the line of communication was cut off when communication company shut down, and disruption of transportation system due to flooded area, fallen trees, broken roads and bridges.
with some difficulties in the delivery of services like relief goods and medicines. a lot of problems occurs like shortage of food and spread of infectious diseases
Therefore when social elements are exposed to hazards this may lead to disruption of normal processes and activities. in a community.
Example: Covid-19 pandemic wherein the most affected are those who belong to low income and informal workers.
Therefore, the poorer the country, the more vulnerable to disasters because they lack the funds or budget.
the most affected are those who are Low income and Informal Workers and greatly affected.
All living organisms are dependent on the environment for survival.
Therefore, Human activities like deforestation, burning of fossil fuels, and kaingin affect the natural abilities of the environment to protect itself from any natural hazard due to absence of trees which may cause landslide and flash floods
it affects the natural abilities of the environment to protect itself if an natural hazard occurs
Direction: Spot the hazard. (hazard is threat which will have a negative effect on humans)
**Give at least three (3) potential scenarios from each picture that can occur due to the presence of hazard?
Trash bin
Fire extinguisher
Exposed cable wires
Opened drawers
book shelf
Boxes
Man walking with books
Kettle
Ladders
Chairs
Floors
Blocked fire exit
Vulnerability can be expressed as: 0 = lowest degree of vulnerability and 1 as the highest degree.
Answer:
Social
Physical
Physical
Economic
Environmental
What is the hazard shown in the picture?
Which area is exposed to hazard?
What do you think is the cause of this incident?
Which part in the presented image will be least likely affected?
Exposure to hazard can make a community vulnerable. But not all communities that are exposed to hazard can be considered vulnerable. Vulnerability depends on the preparedness and readiness to a hazard of the community.
Mitigation (a process or the result of making something less severe/ dangerous) - that is how maria planned the situation
Mitigation is the action of reducing something's severity, seriousness, or painfulness.
