It explained South Africa's SA Connect strategy to improve broadband accessibility and affordability. At the end of 2015, 62% of the population in Asia
Pacific (2.5 billion individuals) subscribed to mobile
services. The regionâs four dominant markets
â China, India, Indonesia and Japan â together
accounted for more than three-quarters of the
regionâs total subscriber base. Growth rates in the
region are set to remain above the global average,
with Asia Pacific adding more than 600 million new
subscribers by 2020. The focus of growth will shift
to South and South-East Asia; India alone is set to
add just under 250 million new subscribers by the
end of the decade.
Digital technology is evolving rapidly, leading to the
emergence of new services and applications that
are transforming the way people live, work, play and
communicate. Beyond basic web browsing, which
revolutionised the way people accessed and shared
information in the 1990s, the emerging digital
era is based on the interconnection of multiple
devices over intelligent networks, enabling users to
seamlessly interact with a variety of interoperable
services. The large-scale societal adoption and
utilisation of digital technologies is a key driver
of measurable economic, social and cultural
value, including increased productivity, a rise in
employment rates, improved security, and greater
capacity to tackle social and environmental issues.

This paper offers a critical review of the state of water in Accra, Ghana. The paper explores the climatic, cultural, political and historical situation of Accra offering understanding and explanation for the current state of practice. The paper discusses the means in which water cycles through Accra including storm water, flowing water, waste water, and the constant interplay these subdivisions have, highlighting their interdependencies. Contemporary water projects both large- and small-scale are detailed and criticized. The paper concludes with a suite of theoretical recommendations for improved water management in Accra through the implementation of small-scale, low-tech and decentralized proven water management techniques that the authors prescribe to be suitable for the climatic, cultural, economic and political context in Accra.

This analysis identified Old Fadama, an informal settlement of 80,000 inhabitants in Accra, Ghana, that currently lacks adequate access to sanitation facilities, clean water, electricity, and is burdened by severe environmental degradation as a possible site to implement a system of small-scale anaerobic digesters throughout the community as a means to treat 122,139 L of wastewater per day producing 20,727 to 29,406 m3 biogas per day, which is sufficient to run a cooking stove for 3.24 to 4.59 hours per house per day (assuming 5 inhabitants per house). Additionally, this system can provide sufficient fertilizer and soil amendment for utilization in urban and peri-urban agriculture, which provides livelihood for 18 percent of Accraâs total population and produces 90 percent of all perishable produce consumed in the city.

The life cycle assessment of single buildings and urban districts becomes more valuable over time; particularly with recent challenges in regards to climate change and government agendas to reduce climate pollutants. The following paper determines certain potentials for more sustainable quarters over a lifespan of 50 years along the case study of Berlin Tegel Airport Complex which is planned for refurbishment. It distinguishes between solely material matters and district scale adjustments and discusses their respecting influences on the performance. The DGNB-LCA-tool for urban districts served as an example tool.

must (amongst others):
â strive to promote the goal of universal access and universal service;
â foster the adoption and use of new methods of attaining universal access and
universal service;

universal access, universal service and under-serviced areas;
â conduct research into and keep abreast of developments in the Republic and
elsewhere on information communication technology, electronic communications
services and electronic communications facilities;

universal service; manage the Universal Service and Access Fund (USAF) in

The ICT sector by 2030 will underpin the development of a dynamic and
connected information society and a vibrant knowledge economy that is more
inclusive and prosperous. A seamless information infrastructure willâŚ
⢠New Growth Path:
One of the job creation drivers identified as part of the New Growth Path, the
national 5-year economic plan for the country, is the element of the knowledge
economy â an economy that is underpinned by access to affordable high speed
broadbandâŚ
⢠Nine Point Intervention Plan:
Among the Nine-Point Plan priorities of Government aimed at igniting growth, is
that the State reform and boosting the role of state-owned companies; ICT
infrastructure or broadband roll-out; water, sanitation and transport
infrastructure.
Another is Operation Phakisa (a programme aimed at accelerate implementation
of the NDP). Operation Phakisa in Education is envisaged to, amongst other things,
address the need to train and prepare teachers to integrate ICT in their classrooms
and change their teaching practices aligned to the ICT resources.
⢠SIP-15: Expanding Access to Communication Technology :
AIM: 100% access to digital ICTs to all South Africans by 2020 as a driver of new
economic opportunities and digital equity. Interim implementing agencies include:
Sentech, Broadband Infraco, Telkom, SANRAL, Eskom, Transnet, USAASA, and the 3

Offshore services are a potential vehicle for low- and
middle-income countries to participate in the global
