Engineering Consultancy firms in the country. We maintain our
professional aim of paying careful attention to the clients’
needs. However, it is simultaneously true that a firm runs

that we do possess now; as without their sheer devotion, the

INTRODUCTION TO THE PIONEER OF THE FIRM
Jahangir Khan, Ex Army Officer, graduated from Engineering College Peshawar (Now
UET Peshawar) in 1981. Having over 34 years of experience in all fields of civil
engineering, especially in the fields of roads, highways, bridges, water supply, urban
sewage, multistoried buildings and irrigation; he is specialized in the preparation of
feasibility studies, socio-economic studies, environment studies, projects’ proposals,
periodic reports and returns, engineering designs, preparation of bidding documents
and project specific technical specifications, construction management and
supervision at projects’ sites, training of the trainers, preparation of operation and
maintenance guidelines for engineering schemes, planning of projects, projects
presentation to high ups; and above all worked as a team leader of independent field
studies. He has served with a British firm (Halcrow) for over 12 years as a senior
engineer. He worked as a Member of ADB Team on projects in FATA. He has also
served in the Planning and Development Department (Government Secretariat
Khyber Pakhtunkhwa) in Grade 19 for four years on contract basis (from 2003 to
2007). He is an author of a few books on history and religion, in English and Urdu
version.

TECHNARK CONSULTANTS was established by
Engineer Jahangir Khan in 1995 that gradually
enriched its experience in civil engineering works and
is capable of handling all major civil engineering and
mineral exploration assignments independently. The
firm worked with different civil engineering firms (in
association and joint Venture), organizations,
institutions, public entities and public sector
departments at the provincial as well as federal level. The firm is duly registered with
the Pakistan Engineering Council and under the Companies Act 1962. It is enlisted
with several public sector departments and donor agencies.
The objective of firm’s creation was to create a pool
of talented engineers and other technical experts, to
attain self-reliance in engineering and mineral
exploration consultancy. The firm has achieved these
objectives to a large extent. The firm’s success lies in
the hard work of its highly skilled employees and
their commitment to quality in every facet of
assignments’ operations.
The firm offers a broad spectrum of expert
consultancy services ranging from conception to
completion and operation of development projects.
The scope of these services covers prefeasibility and
feasibility studies, surveying and mapping; social
environmental soil geological and geotechnical

The day-to-day functions of the firm are looked after by the Chief Executive who is
duly assisted by the senior executive, directors and managers of the respective fields.
The associated geologists, earth scientists, engineers (inclusive of designers for
bridges roads and Irrigation systems), surveyors, architects, metallurgists,
economists, geophysicists, town planners, agriculture scientists, sociologists (males
and females) and social scientists are in liaison with the Director (Operations) who
coordinates with them whenever their contract services are required; whereas some
of them are permanently employed with the firm.

Small dams can be used to supply drinking
water, generate hydroelectric power, increase
the water supply for irrigation, provide
recreational opportunities and improve certain
aspects of the environment. However, adverse
environmental and sociological impacts have
also been identified during and after many
small dams’ construction in the country.
Whether small dams’ projects are ultimately beneficial or detrimental, to both the
environment and surrounding human populations, have been debated since the

WATER SUPPLY AND SANITATION WORKS
The firm has designed and supervised construction
activities as well as post construction assignments (i.e.
operation and maintenance of the water supply
schemes) of numerous such projects executed by the
Public Sector and Private Sectors in the rural and urban
areas. It included the preparation of detailed water
supply designs of the townships and housing schemes

Many developmental schemes introduced in irrigation

schemes at their own once handed over to them by the
irrigation and agriculture departments. In this regard,
the interventions aimed by the firm on behalf of the
clients (public departments), the social, socio-economic and technical capabilities of
community based organizations (CBO’s) were analyzed by detaining teams in the

fields which were headed by the respective field
specialists. Since the participation of the local
labor in the major projects of irrigation systems
where enormous skilled labor was required to
layout simple masonry or concrete works. The
local inhabitants were trained in the indigenous
skills required for the purpose. The firm’s
engineers trained them for weeks so they are
capable to stand on their own feet. The CBO’s were made aware of the importance
of the project and the post-construction maintenance of the schemes that could be
mainly of interest for the community itself. The training of the trainers also included
community participation in accounts keeping, fund raising and arrangements of
general body meetings. These activities had been mainly incorporated in the Asian
Development Bank’s and World Bank’s projects.

In each project, the periodic report on monthly or quarterly basis, inclusive of
inception reports and periodic correction of drawings, had been ethically submitted
to all the clients well in time. For completion of each project, an elaborated final
report was submitted to the clients for their record. All such documents and reports
were even copied on a soft disc and submitted to the concerned client.
PROJECT PRESENTATION THROUGH MULTI-MEDIA TO
HIGH-UPS
The firm has delicate multi-media sets used for the purpose

Since the major output of the firm had been the designing of civil
engineering projects, hence the firm successfully prepared the
elaborated design, bidding documents, technical specifications,

the modality of all such reports and specifications were framed
within the sphere of rules and regulations, guidelines and
instructions of the Pakistan Engineering Council (PEC). Technical

extended their such services in the compilation of composite schedule of rates (CSR)

PREPARATION OF CIVIL ENGINEERING DESIGNS
In all civil engineering projects, the firm submitted
detailed drawing of works either independently at its
own or in association with other firms. Our technical
experts who are highly experienced in the design of
roads and highways, multi-span bridges of steel
structure and RCC design with multiple introductions
of the foundations required as per bearing capacity of
a soil. These designs were tested on specific software
modalities and calculations. The designs, before submission to the client, were
discussed with them and their technical reviews accommodated. There had not been
even a single incident when design prepared by the firm was suspended or rejected.
CONSTRUCTION MANAGEMENT AND SUPERVISION
When the firm acquired potentiality, it switched over to
construction management and supervision as an
additional challenge in the field of civil engineering. Our
field staff of civil engineering and social sciences
adequately fulfilled the field responsibilities of all such
projects assigned to the firm.
Reaching a level of full competency in the field of
irrigation, public health works, roads, highways and
bridges, buildings and town planning, the firm was engaged by different public sector
departments, in the construction management and supervision of their projects. As
such a separate department of construction management and supervision was
established at the firm’s head office at Peshawar. At present, the firm is carrying out
construction management and supervision of numerous civil engineering works.
MONITORING AND EVALUATION
It is important to learn from experiences: it expands the existing knowledge base and
helps to make the programs even more effective. Monitoring and evaluation (M&E)
of projects and programs plays an essential role in this process. M&E gives an
organization insight into the effectiveness and efficiency of its activities, projects and
programs. An organization can use the results of M&E to adjust its activities. M&E is
not simple. Enquiries with projects’ development organizations make it clear that
many organizations have a hard time setting up and carrying out M&E activities. This
is contrasted by the great need to expand our knowledge. Nonetheless, the
experienced staff members of the firm are capable to handle any level of M&E. Many
projects of roads and highways as well as irrigation schemes required continuous

The firm has a list of projects which were monitored regularly and detailed reports
were submitted to the client for perusal. Usually monitoring and evaluation
assignment had been pertaining to the projects which had born expenses of more
than 40 million rupees and such projects required the period of monitoring extending
from year-one to year-five. Majority of such projects were funded by donor agencies
like ADB, World Bank, kfw, USAID and UNDP.
PREPARATION OF CONTRACT DOCUMENTS
Where design of civil engineering works was
involved that carried the preparation of
BOQ’s, contract specifications, contract
agreements, application of Pakistan
Engineering Council (PEC) rules, regulations
and instructions to be fulfilled; related binding
documents were prepared for the contract that included
bidding documents as well. Advertisement of the bids on
behalf of the clients were floated in the newspapers and all
necessary arrangements for pre-bidding and bidding processes were undertaken by
the firm towards smooth and transparent execution of the contracts by the winning
contractors.
ENVIRONMENTAL ASSESSMENT STUDIES
An environmental impact assessment is an assessment of the
possible positive or negative impact that a proposed project may
have on the environment, together consisting of the
environmental, social and economic aspects. The purpose of the
assessment is to ensure that decision makers consider the
ensuing environmental impacts when deciding whether to
proceed with a project.
Since environmental study and assessment of a
project is a pre-requisite for the execution of the
project if found feasible, hence while preparing the
pre-feasibility/feasibility studies, environmental
assessment studies were an important part of the
documents. Our environment scientists, some of
whom are Phd’s in their field were accompanied by
their junior staff (environment assessment
inspectors), carried out extensive studies in the field and
earmarked the positive and negative aspects as a post-
construction effect of a project. Mainly such environmental studies related to the
construction of roads, highways, bridges, irrigation and water supply schemes.
Environmental impact assessments (EIAs) were prepared for all projects, as required

phases of each development.
POLICYMAKING AND POLICY ANALYSIS
Policymaking and planning are core elements of public
governance which aims at deliberate and carefully studied
decision that provides guidance for addressing selected public
concerns. In this regard the firm worked on framing policies for
works like provision of clean air through plantations, provision
of clean water for rural and urban areas, provision of good
health facilities in rural areas, high
employment of skilled and unskilled labour
class in the remote areas of the province,
provision of facilities to the inhabitants in
rural areas in the attainment of the high
education, decent and affordable housing
schemes/ townships and improved literacy,
in the province of Khyber Pakhtunkhwa and
FATA. Usually Community-Based Monitoring
System (CBMS) methodology has been adopted by the firm in collecting, analyzing,
and verifying information at the local/community level ~ to the high level of
institutional developments for a particular policymaking.
DEVELOPMENT PLANNING AND DESIGN
As a general approach towards Project Planning, the
local participatory development planning has been
adopted by the firm to analyze the need of a
development, a willingness to involve the local
communities in the decision making that would affect
them; as well as supporting their future
empowerment towards sustainability of the proposed
development. The plans and designs were discussed
with the communities and their visions incorporated in
the final preparation of the development plan and
design. The stakeholders were apprised of the plan in
a joint meeting arranged with them. All concerned
NGOs were consulted while jotting down a plan on a
paper for consideration and their views as to the
success and failure of the development plans
highlighted in the reports submitted to the public
sector’s concerned departments.

Need Assessment
Needs assessment vary from project to project and place to
place, depending on the existing livelihood of the people
living in that area and the government’s interests in giving a
developmental project to the affected communities; linked
to the communities’ interest in accepting a proposed project.
However, there had been instances where need assessment
was carried out by the firm in the flood and earthquake
affected areas in Pakistan, especially in the province of KPK
and FATA, in the year 2005, 2009 and 2010. Need assessment
of such catastrophic incidents were carried out on
emergency basis for early consideration of relief to the concerned quarters or
communities. Many bereaved families needed immediate attention hence the task
of assessment was given to the firm by the LDP under the USAID umbrella program
in the case of flood affected areas (2009 and 2010), and by the different donor
agencies in the case of earthquake (2005), so as to provide semi-pucca transitional
shelters to them. The assignments were completed by the firm successfully.
Every project under any Irrigation or Agriculture Departments’ program required
need assessment for operation and maintenance of the systems on self-help basis by
the local communities. These assignments were successfully carried out by the firm
in collaboration with the local communities.
System Analysis
System analysis is the process of totally understanding
the current system by gathering and interpreting facts,
diagnosing problems, and using the facts to improve the
current system. Thus, Analysis specifies 'what' the
system should do; that is, it sets the objective and design
and also states 'how' to accomplish the objective.
Where system analysis was involved, the firm identified
as to who, what, when and where will the system be and
how will it work; thus highlighting a successful system delivery.
A training plan was developed for each system highlighting as
how to use new system and manage changes due to new system.
This activity was particularly related to the small dams, irrigation
schemes, identification of a zoo at Peshawar and water supply
