The social welfare system in the United States is defined through several different sectors of
government and generally comes along with a negative stigma. When people hear about social
welfare they generally tend to think about the government assistance programs, and not the other
programs such as tax credits or "social insurance" (Tussing 1974). This paper aims to explain and
describe the social welfare programs, as well as show how widespread social welfare is.
Midgley defines social welfare as "a condition or state of human well–being that exists when
people's needs are met, problems are managed, and opportunities are maximized" (2009). Although,
this definition does cover the basic definition of social welfare, Tussing argues that there are two
systems within the welfare system and gives a greater understanding of the "social insurance"

Introduction Several states have recently begun to enact legislation that requires welfare recipients
to submit to drug tests before they are eligible to receive any public assistance. The purpose of
mandatory drug testing is to prevent the potential abuse of taxpayer money, help individuals with
drug problems, and ensure that public money is not subsidizing drug habits (Wincup, 2014). While
these are noble intentions, current programs are not meeting these standards. States must now abide
by past court rulings that limit the number of applicants they can screen and for what reasons.
Despite these rulings, several states continue to pursue legislation free of legal scrutiny. Among
these states are Missouri, Kansas, and Mississippi where drug testing legislation has already been
established ("Kansas to test welfare recipients for drugs," 2014, p. 8.) I would argue that the courts
need to decide if the benefits of these programs outweigh the costs. There are both constitutional
and public policy issues associated with implementing mandatory drug testing for welfare
recipients. Considering the ineffectiveness of current and past programs, it must be decided if these

Overall, I was disgusted mostly by Nasaw's book in that it not only did it not properly discuss the
effects these prejudiced attitudes had on other cultural groups other than the "Caucasian" population

Social welfare in Colonial America was nonexistent, because of this charity was heavily relied on

Institutional Social welfare is designed to prevent problems. "They are proactive and provide
benefits or services to people before problems arise." (Segal, pg. 39). It's a system in which one's
need is accepted as normal part of social life. It is not just for the poor, but for everyone. A view that
emphasizes on preventative role of social welfare of the individual is the responsibility of the social
collective. The market is unable to meet the needs and goals of people, therefore, the optimal
distribution of welfare is only achieved by acknowledging that there is a significant role for a
publicly–funded and organized system of institutions. At my institution we focus on Service
members budgets. We are designed to help service members in a time of need and future. For
instance we do what we call FFP (financial fitness plan,) if we see a service member relies on us too
often, we have administer an FFP. An FFP is where we add up all expenses and show the service
member where their money is going and how to budget and save. I think Institutional welfare is a
positive way to prevent future problems and almost everyone benefits.
Residual social welfare is the opposite. They come into play when there is an identified problem.

institution, we use what we call quick assist loans or QAL. The QAL is a check that is up to $500
