Introduction
The fiscal problem that the Western Springs Fire Department has is the low amount of paid on call
firefighters. If the department looks at these different ways to receive money, they can provide
incentives to draw in future firefighters. Solutions would be to pay a higher hourly rate as well as
implement education tuition funds for the firefighters. As a result, the Department would be able to
offer more incentives to their new firefighters which would lead to increased amount firefighters
that will want to apply at this fire department. This will structure the department to stand out from
the other paid on call departments.

Identify the problem
The fiscal problem is that there are not enough paid on call firefighters to respond to calls.
Recruiting more firefighters to the Western Springs Fire Department would be a benefit to the
department as well as the village. The department would have enough firefighters to control the
all calls by mitigating the problem and save life/ property. This would also eliminate the need of
calling and rely on other departments to respond to the villages own 911 call. If the fire
department has extra beneficial items to offer to the new firefighters it could attract more
firefighters to join and this would stop the fiscal problem.

Beijing is the capital of China and one of the most populous cities in the world. The current
population as of 2014 was over 21 million. The area of Beijing Metropolitan Area (BMA) is
16,410 square kilometers. According to land use dataset of Beijing Institute of City Planning, the
total urban area as of 2012 was 1,675 square kilometers. The BMA currently comprises 16
administrative subdivisions, as presented in Figure 1.

One of the most controversial is the Stanford Prison Experiment. This experiment was put
together by Stanford professor Philip Zimbardo, who conducted this experiment in 1971. This
is the most well, known experiment that Zimbardo has ever done. Zimbardo did this experiment
to show the psychological effects of becoming a prisoner or prison guard. Zimbardo has
impacted the study of psychology to this day by how the prison experiment was set up, what
happened during the experimented, what other research he has done throughout his lifetime.
Even though there are many controversial experiments that have been done, one wilder than the
other, the Stanford Prison Experiment has to be the most influential one done. Considering that
it was true emotions, true actions, and crucial effects. The process in which the prisoners were
chosen and how the prison was set up were key components to this experiment. The way the
prisoners were chosen was there was an article put into the local newspaper that advertised the
experiment. This experiment was going to have students play the roles of prisoners and guards
for 14 days. The prison was set up in the basement of the Stanford Psychology Department
building. The prison was built of most of a hallway in a part of this building. Both ends of the
hallway were boarded up and this was the Yard where the prisoners were allowed to eat and
exercise. The cells of the prison were made by taking the doors off of some laboratory doors and
replacing them with special made doors Williams 2 with steel bars and cell numbers. At one end
of the yard, there was a hole that was used to videotape the entire experiment. At the other end
was a small closet that was used as the Hole for misbehaved prisoners. Each student was going to
be paid $15 for their participation. The students that were picked to be a part of this experiment
were formally arrested because Zimbardo wanted the experiment to be as real life as possible. The
