This document discusses a case study on rural women's political participation and empowerment in Gwalior district of Madhya Pradesh, India. It finds that while women make up over 46% of the district's population, their representation in local politics and decision-making remains low due to lack of education, awareness of rights, social norms, and involvement in household decision-making. The study analyzes data from the 2014-2015 Panchayat elections and finds around 52% of local positions were held by women. However, many acted as proxies for male relatives rather than empowered representatives. Increased education, awareness of rights, addressing social norms, and skills training could help overcome barriers and allow rural women to better contribute their capabilities
