A STUDY ON DALIT PARTICIPATION IN LOCAL GOVERNANCE: SPECIAL REFERENCE TO TUMK...Prof Ramesh B
Dalits are the legitimately called scheduled castes, form the leading discriminated group in
India. Their discrimination is based on their birth into specific „untouchable‟ group or caste,
and also traditional „polluting‟ work. There are about 250 million Dalits in India. There is
meager improvement in the economic condition of Dalits in the past 50 years. Which is not
enough when compared to non-Dalit.. Every fourth Indian is a Dalit. The effort to review and
appraise the stage and size of political participation of Dalit become extremely much
applicable as to the nature and implementation of the political system a whole. It is
particularly more beneficial to political parties and political leaders to the natural qualities as
honesty, affection and a sense of duty. The mobilization of SCs in large numbers weakened
the bondage of tradition and encouraged them to develop a perspective on the wider sociopolitical
problems. Reservation in the local governance helped the Dalits to take active part
in the local governance, but attempts have not made by any individuals/organizations to
understand the level of participation and contributions made by the Dalit members in local
governance, hence the present study. Objectives of the study are to study the participation of
Dalits in local governance, to understand the level of participation, and contribution made by
the Dalit members as members of local governance and to suggest suitable measure to
strengthen the political participation among Dalit members in local governance. The present
study has been carried out in Tumkur district of Karnataka State, the data has been collected
from 107Dalit local governance members, and descriptive research design has been adopted
to conduct this study. Majority of the Dalit members were elected in reserve constituencies,
majority of them were not fully aware about the different developmental programmes of
Dalits in local governance and Dalit women members were actively involving in all activities
of local governance.

Education and women’s participation in Indian economy: A regional analysisMain Uddin
The paper examines the work participation rate (WPR) of women in Indian states based on the census
conducted in 2001. As per 2001 census, the WPR of women was 25.6% in India though they constituted
48.27% of the total population. It was well documented that the educational condition of women has
improved in the past few decades but their WPR is still low. Here, the paper tried to see reasons behind
this anomaly. There are many determinants of WPR but the author limit this paper to education. The
paper is based on the hypothesis of increasing women WPR with educational development. The
correlation matrix between occupational composition and educational development shows significant
relation. This implies that education is one of the reasons for increasing WPR. In addition, it was found
that women with primary education are actively engaged in agricultural sector. Finally, the paper
concludes with some general observations and suggestions.

IMPACT ANALYSIS OF WELFARE SCHEMES OF WOMEN’S EMPOWERMENT: WITH REFERENCE TO ...IAEME Publication
Empowerment of women essentially mean improving the social, political and
economic status of women, especially the traditional underprivileged one. It means
creating an environment where women are free from any kind of physical, mental
abuse, exploitation, and prejudice that they are the most vulnerable section in the
society. Recognising the importance of women in the economic growth of the nation,
the Government of India along with State Governments has been taking several efforts
since post-independence period to uplift women from their conditions in general.
Attempts were made by the Government to address the issues through employment,
empowerment, labour force participation, education, gender equality and
entrepreneurship. The focus of Government is progressively shifting towards
promoting women entrepreneurship to motivate women to participate in the economic
activities. The study examines the perspective of women who are getting benefitted
through various government schemes implemented in assistance with nongovernmental organizations. The impact observed is in terms of such as - financial
assistance, training facilities, infrastructure and its awareness, motivation,
confidence, increase in the rate of women opting for entrepreneurship. Studies have
shown that such initiatives are boosting self-confidence, increasing the purchasing
power and decision making power, leading to their empowerment. It, therefore,
addresses the economic, socio-cultural, inter-personal, psychological, political and
legal domains of empowerment. The study has been conducted in three selected
village of Maharashtra. Data was collected from various NGO, Women entrepreneurs
and women beneficiaries associated with various Self-Help Group’s (SHG’s) in the
Kanave, Shahapur (Dist. Thane) and Vengaon, Karjat (Dist. Raigad) regions. The
Mixed method approach has been adopted for analysis of this research. Primary data
was collected from personal interviews with well-structured questionnaires and focus
group discussions in both the areas.

3 Unpaid Women Worker as Disguised Exclusion: The Indian Perspective, Wendy O...The Impact Initiative
This document summarizes research on unpaid women workers in rural India. It discusses how women's labor force participation has declined in India despite economic growth and increasing education among women. This is partly because much of women's work, such as agricultural and domestic tasks, goes unrecorded and unpaid. The research presented aimed to collect primary data on rural households' time use and assign an economic value to unpaid work, especially that performed by women. It analyzed trends in female labor supply definitions and participation rates over time, while also considering the socio-cultural contexts that influence gender roles and women's work in India.

Prof. Vibhuti Patel on Women's Studies in Praxis- Dr.Neera Desai's Contributi...VIBHUTI PATEL
The dialectical relationship between `pedagogy' and `praxis', vis-à-vis the `women's question', had been a matter of great concern for pioneers of Women's Studies (WS) in India. The need to study women's issues in academic institutions and to conduct research based on experiential material and affirmative action had begun to be discussed among Indian women's studies scholars by the early eighties (Desai and Patel, 1988). The discourse on this subject has proved to be a fruitful exercise for activists, academics, researchers, policy planners and the UN system. This paper aims to critically reflect on women’s development initiative in Udwada and surrounding villages of Pardi Taluka, South Gujarat by Dr. Neera Desai, Head of Sociology Department and the founding Director of Research Centre for Women’s Studies (till she retired in 1985). She continued working with the project even after her retirement and took upon responsibility as an honorary Director of Centre for Rural Development (founded by her in 1981) of SNDT Women’s University, Mumbai.
When Neeraben established Research Unit for Women’s Studies (RUWS) in 1974 in SNDT Women’s University, she had visualised action as an integral component of all programmes. In 1975, when UGC sponsorship came, RUWS became Research Centre for Women’s Studies (RCWS). Neeraben defined Women’s Studies (WS) as an academic discipline with five arms namely- research, documentation, teaching, training and action. Women’s studies as an academic discipline start with the premise that women have subordinate status in our society and the knowledge-base created by WS should be used for empowerment of women. Thus WS has a transformative potential in terms of changing the gender based power relations.
- The document discusses a study on the impact of poverty alleviation programs on skill development of tribal women households in Telangana State, India.
- It analyzes data collected from 130 tribal women on their awareness and utilization of poverty alleviation programs, and the impact on women's empowerment and satisfaction levels.
- The results showed that age group had an impact on tribal women's empowerment. Literacy rates increased and poverty declined with the implementation of government poverty alleviation and skill development programs in the state.
The document summarizes key findings from a report on the Women, Peace and Security Index, which ranks 167 countries based on indicators of women's inclusion, justice, and security. India ranks 133rd overall. It performs poorly on women's education levels and employment rates compared to other South Asian countries. While financial inclusion of women has increased, political inclusion remains low. India also has a high son bias and rates of violence against women by intimate partners remain a problem. The majority of women in India feel authorities are not doing enough to ensure their safety.

Migrant adolescent girls in India’s fast-growing urban-slum population face multiple intersecting vulnerabilities, including gender, poverty and migrant-status.
This qualitative study of newer migrant and older settler girls and slum women’s groups found:
• Push/pull factors linked with employment/educational opportunities in urban areas motivated families of unmarried girls to migrate. Recently married girls joined city-based families or accompanied labour migrant husbands.
• Neither married nor unmarried girls played decision-making roles in migration.
• Married migrant adolescent girls faced challenges in accessing education, employment, social opportunities and services owing to less awareness, restricted freedom of movement, weak social networks.
• Childbearing migrant girls faced particular risks. Contact with their natal families being limited, the quality of relationship with husbands and marital families was crucial for married girls’ well-being.
• Many unmarried girls attending schools were positive about migration experience, perceiving the city to offer greater educational opportunities. Through school they accessed opportunities for new relationships and social activities. Some unmarried adolescent-girls were unable to access opportunities owing to family restrictions and economic circumstances. These girls’ worlds remained small despite moving to a large city.
The study brings forth potential approaches to overcome the above challenges:: Where girls’ economic and/or family and social circumstances allowed, migration entailed a positive change that enhanced their opportunities. Specific challenges of this population segment need focus in policies and programs, prioritizing three particularly vulnerable groups: girls who are neither in education nor employment, pregnant girls or new mothers, and those with difficult relationships in marital homes.
Proactive outreach to raise awareness about opportunities and services and fostering social networks through frontline workers and slum women’s groups are recommended.

Enhancing Women’s Representation In LegislaturesManushiIndia
This document proposes an alternative to India's proposed bill for reserving one-third of legislative seats for women. It summarizes problems with the proposed bill, including that it would forcibly unseat incumbent male politicians and not address underlying issues reducing women's participation in politics. The alternative proposes requiring political parties to nominate women candidates for one-third of constituencies to address these issues while allowing parties flexibility in candidate selection. It also proposes reserving one-third of Rajya Sabha and Legislative Council seats for women.

The Trend of Women’s Participation in Politics In Kakamega Central District S...QUESTJOURNAL
ABSTRACT: The main purpose of this study was to analyze the trend of women participation in politics in Kakamega Central district since independence. The sample for the study was taken from three divisions: Navakholo, Municipality and Lurambi in Kakamega County. The study was guided by Gender and Development (GAD) theory developed in the 1980s by Carolyn Moser and adopted historical research design. The sample size was 360 respondents; 349 women and 15 men. The data collection instruments were questionnaire, focus group interviews and document analysis. The data was subjected to corroboration, sourcing and contextualization in the historical domains and then analyzedusing qualitative and quantitative techniques. Qualitativedata was analyzed using words that outlined trends leading to development of patterns while quantitative data was analyzed numerically by use of descriptive method. The findings showed women in Kakamega Central district have not fully participated in elective politics due to various reasons such as;lack of awareness, historical and cultural trends engendered in the patriarchal society, lack of political commitment to implement Affirmative Action, political patronage, cultural beliefs and traditions. Recommendation from the study was that the society should mount sensitization and awareness targeting young women to pursue higher education to propel them to participate in politics and the government to implement the Affirmative Action to enable more women participate in elective politics. To increase women participation the study recommended improved women representation in the political arena.
The document discusses the declining sex ratio in India and factors contributing to it such as son preference, small family norms, and the use of prenatal diagnostic techniques for sex-selective abortions. Some key points:
- The 2011 Indian census found a sex ratio of 933 females per 1000 males, representing a deficit of around 35 million women.
- Son preference stemming from social and economic factors has resulted in the neglect, abuse and killing of girls in parts of India.
- The use of technologies like amniocentesis and ultrasound for sex determination has led to widespread sex-selective abortions, especially in states with high son preference.
- This has contributed to 60 lakh (6 million) missing girls

Gujarat has experienced significant economic growth and development but also faces issues with poverty, inequality, nutrition, and gender inequality. While official poverty data shows a sharp decline, other indicators show a less positive situation. Gender inequality exists in health and nutrition outcomes. Malnutrition levels in Gujarat have improved but it still has work to do to further address the problem, especially severe malnutrition among children. Overall, Gujarat has made progress but still faces challenges in fully addressing human development issues.

This document defines lasers and describes their applications. It begins by explaining that a laser generates light through stimulated emission of radiation. Lasers produce coherent, monochromatic beams of light. Semiconductor lasers are used in applications like compact discs, where a laser is focused onto the disc to detect binary data stored as pits. Diode lasers are another example of a semiconductor laser. Fibre optics use lasers as a light source because lasers produce coherent beams that can carry information over long distances with little signal loss. The document also discusses the three mechanisms of light emission: absorption, spontaneous emission, and stimulated emission, with stimulated emission being the key process that produces the coherent light in lasers.

An empirical analysis of women empowerment within muslim community in murshid...Alexander Decker
This document presents an empirical analysis of women's empowerment within the Muslim community in Murshidabad District, West Bengal, India. It analyzes data from a survey of 150 married Muslim women between 18-49 years old. A Cumulative Empowerment Index (CEI) was constructed using 22 indicators covering economic resources, household decision making, mobility, and political awareness. Nine explanatory variables were also selected as potential determinants of the CEI. A multiple regression analysis found that accessing media, family structure, family headship, household income, paid work, and duration of marriage had statistically significant impacts on women's empowerment as measured by the CEI in the study area. The study concludes that involvement of government and N

Rural Women Empowerment Through Political Participation and its Social Impact...IRJET Journal
This document discusses a case study on rural women's political participation and empowerment in Gwalior district of Madhya Pradesh, India. It finds that while women make up over 46% of the district's population, their representation in local politics and decision-making remains low due to lack of education, awareness of rights, social norms, and involvement in household decision-making. The study analyzes data from the 2014-2015 Panchayat elections and finds around 52% of local positions were held by women. However, many acted as proxies for male relatives rather than empowered representatives. Increased education, awareness of rights, addressing social norms, and skills training could help overcome barriers and allow rural women to better contribute their capabilities

Economic Contribution of Women in Self Help Groups: Village Level Evidence fr...iosrjce
Women in Self Help Groups (SHGs) have made their mark in the rural economy in a quite nontraditional
way. This paper examines the economic contribution of SHG women drawing on a field survey
conducted in 20 villages by canvassing a structured schedule among 150 sample respondents of two blocks of
Balasore district in Odisha, India. The findings show that women in SHG’s have made a significantly positive
contribution to employment, income, expenditure and saving at the household level. An increase in the demand
for SHG products is required for improving productivity of women and enhancing their economic contribution
in a sustainable way. A reorientation in policy is suggested for generating awareness, upgrading skills and
expanding markets in order to augment their contribution and raise their empowerment level for the benefit of
the households as well as for transforming the rural economy in a big way.
Basic Features and Strategies of Women’s Empowerment of a Developing Urban Ar...ijtsrd
Women’s Empowerment is a holistic and sustainable goal for development of a society. They are the resources of family, society, community and nation. They are the greatest asset of an economy. Urbanization processes are not properly guided their roles in this society. Transformation of gender roles in urban contexts will require wider community involvement as well as administration. They are disadvantaged in income poverty, asset poverty, time and power. This paper is properly focused on features of empowerment of women in this society, their educational status, employment opportunities, social and economic status, as well as future strategies. 11.socio economic obstacles of women empowerment in rural bangladeshAlexander Decker
This document summarizes a study on the socio-economic obstacles to women's empowerment in rural Bangladesh. The study was conducted in Puthia Upazila of Rajshahi District. It found that many women face restrictions from their families, including 24% not being allowed to go to school. Additionally, 30.40% of women are victims of early marriage. The study also examined women's access to land and income, finding that while some have surplus income, over 60% do not have surplus income in the study area. The document provides context on women's roles and empowerment in Bangladeshi society, and the rationale for this particular study.
This document discusses women's empowerment and participation in Panchayati Raj institutions in India. It notes that while women make up half the population, they have historically had little political representation. The 73rd amendment aimed to increase women's participation by reserving 1/3 of seats in local governments for women. However, women still face structural, cultural, and institutional barriers that constrain their political participation. The document argues that increasing women's representation and participation in local politics through bodies like the Panchayati Raj can help promote gender equity and women's empowerment.
This document summarizes a research study on women's empowerment, good governance, and decentralization by assuring women's participation in panchayats (local councils) in two districts in West Bengal, India. The study interviewed nearly 500 elected women representatives from different tiers of panchayats using structured and unstructured questionnaires to understand the realities of women's political participation on the ground. The study aimed to examine how major legal and policy changes like the 73rd Constitutional Amendment impacted women's political empowerment and role in grassroots decision making. Key findings from the study are discussed in later chapters.
This Presentation illustrates the status of women's participation in national & local level politics in Bangladesh. it also shows why women are lagging behind in politics. Hope this presentation will help readers to know about the condition of women in politics in Bangladesh.

From Kitchen to Local Government: Understanding the challenges of local women...Tazlina Zamila Khan
This document discusses women's participation in local government in Bangladesh. It notes that traditionally women have had less decision-making power and their roles were seen as secondary. While quotas have increased women's representation, they still face significant barriers including lack of party support, socio-cultural norms, and not being given meaningful roles. The document outlines challenges such as lack of resources, domestic responsibilities, and negative perceptions. It recommends increasing nominations for women, training programs, and decentralization to empower women in local government.
Educational Empowerment of Women and their Sustainability in 21st Century wit...Mohammad Rafee
This document discusses educational empowerment of women in urban India in the 21st century. It provides background on the history of women's education in India. The literacy rate has risen significantly but remains below the global average. Studies have found that access to education and employment empower women but societal attitudes are also important. Government programs aim to encourage women's education but factors like domestic violence, gender inequality, and restrictions in some communities still hinder literacy. Abstract: This paper has attempted to investigate the political participation of the rural women and their actual
condition in the panchayati raj institutions in the Ujjain district of Madhya Pradesh. The study is based on
primary data which has been collected from the Elected Women Representatives of various blocks of Ujjain
district(as per 2009-10 panchayat elections) and also to explore, whether the women have been empowered after
getting a 50% reservation at the grassroots level. This study has also revealed that after connecting with the
panchayat whether the level of women’s social status have increased or not and also analyse the impediments
factors faced by the women in the working of panchayat.

1. INTRODUCTION
„EMPOWERMENT‟ may be described as a process which helps people to assert their control over the factors which
affect their lives. Empowerment of women means developing them as more aware individuals, who are politically active,
economically productive and independent and are able to make intelligent discussion in matters that affect them. Women
empowerment as a concept was introduced at the International women Conference in 1985 at Nairobi, which defined it as
redistribution of social power and control of resources in favour of women. The United Nations Development Fund for
Women (UNDFW) includes the following factors in its definition of women empowerment:
• Acquiring knowledge and understanding of gender relations and the way in which these relations may be changed.
• Developing a sense of self-worth, a belief in one‟s ability to secure desired changes and the right to control one‟s life.
Women Empowerment and Political Participation in India:
The principle of gender equality is enshrined in the Indian Constitution in its Preamble, Fundamental Rights, Fundamental
Duties and Directive Principles. The Constitution not only grants equality to women, but also empowers the State to adopt
measures of positive discrimination in favour of women. Within the framework of a democratic polity, our laws,
development policies, Plans and Programmes have aimed at women‟s advancement in different spheres. From the Fifth
Five Year Plan (1974-78) onwards there has been a marked shift in the approach to women‟s issues from welfare to
development and then from Eighth Five Year Plan emphasis was shifted from development to empowerment.
The World Economic Forum has placed India in the 101st position among 136 countries in the 2013 edition of an annual
report that makes a global assessment of the progress made in bridging the gender gap. But India has fared better in terms
of the political empowerment of women. India‟s gender gap index was 0.655 on a zero to one scale, with zero denoting

inequality and one equality. India‟s position has improved marginally in recent years; after hovering between positions
114 and 112 between 2007 and 2011 it has now shot to the 101st position. But its best position so far was in 2006 - when
it stood 98th. It was ranked 105th in 2012. It is in the political empowerment arena that India has scored strong, being
ranked 9th. The political sub-index measures the gap between men and women at the apex of the political decision-
making hierarchy in terms of the ratio of women to men in minister-level positions and in Parliament. Political system and
decision making process in seen clearly in the changes incorporated in the Panchayati Raj Institution. In recently
introduced Panchayati Raj Institution, the policy for reservation in favour of women has therefore, been thought as an
important approach to maximize their participation in the local level. This would also develop the understanding of
women regarding their duties and right about national welfare and its integrity and they well be able to contribute
effectively along with their male counterparts. Women empowerment has been an ongoing debate in India and elsewhere.
Indian women occupying a subordinate position to men need to be empowered to overcome social, political and economic
discrimination. There were several attempts to improve the position of women after India got independence. The 73rd
Amendment Act is a major step towards political empowerment of women through Panchayati Raj Institutions. This has
resulted in the entry of large number of women into decision making bodies in the rural areas, who were otherwise home
makers. Gender advocates argue that the extent that decentralization creates opportunities for women to exercise more
control over design and provisions of services and the management of resources it may benefit. Good number of women
competing with men in local politics, forwarding gender related agendas is looked as a way towards gender equity.
Objectives of the study:
The study is aimed to understand the following objectives, they are as follows;
1. To explore the socio-economic status of the rural women.
2. To find out the level of political awareness and participation among the rural women.
3. To trace out the problems faced by the women in participating in the gram panchayat.

As per the table 4 which shows that 56.6 per cent of EWRs know that it is important for women to availing their presence
in the meeting of Gram Sabha. 73.3 per cent of them answered that they know about the Panchayat Raj Act. The
Panchayati Raj Act aims to provide the three tiers system in Panchayat Raj, 80 per cent of them have answered right that
there are three tiers in the PRIs. As we all know that panchayat election held regularly in every 5 years, 90 per cent of
them given the right and 10 per cent of them have given the wrong answer regarding the terms of panchayat. Madhya
Pradesh have already implemented 50% quota for women in the panchayati raj institutions. 53.3 per cent of EWRs have
not the knowledge that they have 50% reserved seats in the panchayat. 63.3 per cent respondents do not know the required
number of quorum of the meeting of GS. 66.6 per cent of EWRs do not know the necessary presence of women in the
quorum of the meeting and only 33.3 per cent of them having the knowledge of it. So it is not a positive indication that
many of the respondents don‟t know the factual information of the required quorum in the meeting of panchayat.

3. CONCLUSION
The present study is conducted to know the awareness level of rural women and their participation in the PRIs. The study
has been conducted on 30 elected women representatives from the six gram panchayats of two janpad panchayats of
Ujjain district. The study shows that still women are dependent on their husbands and other family members. They have
less knowledge about the necessary presence of women in the quorum of the meeting of GS and awareness about the
Panchayati Raj Act. Even elected women representatives have very less knowledge about the reservation of seats for
women in Panchayats. Most of the respondents accepted that they facing the problem of purdah when they were in the
meeting of gram panchayat/gram sabha. Social and mobility restrictions under purdah severely limit women's
involvement in political decision making in government institutions and in the judiciary. Lack of mobility and
discouragement from participating in political life means women cannot easily exercise their right to vote, run for political
office, participate in trade unions, or participate in community level decision-making. Nearly half of the respondents still
feel that they have not been able to particiate in the decision making process of meeting of gram panchayat. Thus, both the
negative as well as the positive features of women‟s participation and performance must bee kept in mind to reduce their
problems and strengthen their capacity to perform functions and roles in the panchayati raj institutions.
