1-O Círculo Vicioso das Listas de Intenções no SUS-Atual – Agrava os Problemas Estruturais-SUS
O conteúdo do que se está chamando de “Agenda Estratégica para a Saúde no Brasil” consiste de LISTA DE INTENÇÕES - que remete às interações de influência mútua com agenda de reuniões subjetivas de fragmentos dessas intenções. Por isso, o poder executivo –em qualquer módulo de tempo- continuará sem subsídios objetivos, equalizados e contextualizados que possam ser operacionalizados. Intuitivamente é o que se quer. Mas, a saúde é extremamente sistêmica e na visão operacional carece das Conformidades-AIS/LCA(ações integrais de saúde/linhas de cuidados assistenciais) explicitadas com os seus parâmetros inferidos e determinantes.
Ocorre que ao se ter listas de fragmentos textuais, simultaneamente, têm-se infinitas áreas de intersecções a serem abstraídas que, por sua vez, não têm como serem processadas como estão. Daí as contagens dobradas que resultam, preponderantemente, em processos de tentativas e erros – que remetem a números desorbitados. Logo, têm-se o SUS sendo operacionalizado com recursos desbalanceados, inadequados e desarticulados (Gestões-RDID) – que são os Problemas Estruturais-SUS.
Nesse cenário, têm-se o círculo vicioso que exclui visualizações contextualizadas nos mercados de fatores e de serviços. Como corolário, as posturas decisoriais de reversão –para se conseguir o que se quer- passam ao largo. Enquanto isso, a entropia nativa do SUS se agrava – dada por seus Problemas Estruturais.
É incrível que transcender esse status pelos talentos da ABRASCO, ABEn, abrasme, APSP, CEBES, CFM, CONASEMS, redeunida, sbis, SBPC e SBMFC – ainda está por vir. Nesse tipo de projeto essas instituições são necessárias, mas –pelo o apresentado- de longe não são suficientes.
Ficou claro a inexistência de domínio das métricas inferidas e determinantes dos processos dos protocolos técnico-operacionais aplicáveis aos perfis epidemiológicos das populações pediátrica, gestante, adulta e terceira idade. Sem esse domínio inexiste Agenda Estratégica para a Saúde no Brasil –ou em qualquer país- porque não se pode explicitá-la com Diagnóstico-AIS/LCA.RDID*, Prognóstico-AIS/LCA.RO\Benchmark**, Tratamentos de RDID a RO\Benchmarkings*** e Navegador Orçamentário por Processos**** ou Conformidades-AIS/LCA – que é a ferramenta de planejamento dinâmico com manutenção atualizada.
*Situação Atual parametrizada - em unidades específicas\UnEsp equalizada com unidade equivalente\UnEqv a uma consulta médica, por exemplo.
