RESEARCH AND PUBLICATION ETHICS
Higher Education is India is one of the most well organised and regulated systems
with multidimensional approaches of institutions and disciplines with the establishment of
UGC in 1954, the Indian Higher Education system is considered to the largest in the world in
terms of enrolment of students, number of courses, types of Institutions and regulatory
mechanism, institutionalization of features with higher education universities, colleges,
centres were shifted form Gurukulam and development more. Initially, Indian higher
education system focused more on social justice and equity, accessibility and affordability for
all, whereas due to globalisation initiated in 1991, the Indian educational system became a
competitive and comprehensive approach with a multidimensional structure of assessment and
evaluation.
As of March 31, 2021 there are 54 central universities, 426 state universities, 125
deemed universities, 380 state private universities, 130 institutions of national importance,
and 42,343 colleges with 3,85,36,359 students. Overall students’ gross enrolment in higher
education amounted to 27.1 percent which is targeted to achieve 50 percent in 2015 with the
help of new education policy 2020. The rabid grow of higher education in India is highly
questionable due to liberalised and commercialised approaches in higher education.
In the context, UGC has taken various steps to streamlines higher education and
evaluation method of students’ performance. India is also one of the largest country in the
world which produce more Ph.D every year 2,02,550 students are enrolled in Ph.D which is
about 0.5 percent of the total student enrolment whereas quality publications, patents and
intellectual property are very low while compare to other countries, with this in view, UGC
introduced the research ethics committee to regulate the research programme with various
guidelines, such as the minimum qualification of higher education qualification teachers,
qualification for research supervisor, admission procedure for educational research
programme, establishment of academic research ethics practices, publication guidelines
through approved journal lines, and establishment of total officers for implementation of
CARE list of journals, introducing Research and Publication Ethics as a compulsory subject
for the research programme etc...
Research and Publication Ethics is therefore not only a subject for, the requirement of
research programme but also for all academicians and those who are involved in academic.
This book is prepared based on the UGC recommended syllabus and is applicable nationwide.

7. ABOUT THE AUTHOR
Dr. C. PARAMASIVAN is an Assistant Professor in the PG and Research Department
of Commerce, Periyar E.V.R. College (Autonomous), Tiruchirappalli, Tamil Nadu. He has
teaching experience for over 22 years. He has completed M.Com, M.Phil and Ph.D, M.A
Economics, M.B.A Finance, M.Sc Psychology and M.L.I.Sc. He has cleared SLET in
Commerce and NET in Management. He has honored with D.Litt for his outstanding
contribution in Higher Education, Women Empowerment and Students Development.
He has produced 60 M.Phil and 23 Ph.D degree holders under his guidance. He has
also published 25 books and 150 research articles. He has completed MHRD, ICSSR and
UGC sponsored Major Research Projects and organized many Seminars, Workshops,
Trainings and Awareness Programmes sponsored by UGC, ICSSR, NHRC, RGNIYD, EDII,
TNSCHE, ICWA and ICT ACT. He is also acting as Coordinator of Training and Placement
Cell and Nodal officer for AIIR of Periyar E.V.R College (Autonomous) Tiruchirappalli.
Dr. C. PARAMASIVAN is a Life member in Association of Economists in Tamil
Nadu, a Life member in Indian Commerce Association, a Fellow member in United Writers’
Association of India, Fellow member in Indian Academic Researchers’ Association, Life
member in Indian Accounting Association and Life member in Society for the Advancement
of Library and Information Science. He is the founder Secretary of Indian Accounting
Association Tiruchirappalli Branch.
He is the Editor in Chief of SELP Journal of Social Science, Research Explorer, Chief
Advisory Editor of Tamilaivu Sangamam, International Journal of Scientific Research in
Multidisciplinary Studies, TAVAN International Journal on Economics and Banking and
European Journal of Innovative Business Management. He also acts as consultant for NAAC,
EDP, IPR and other academic and research activities.
Dr. C. PARAMASIVAN is a motivational and inspirational trainer in Soft Skill,
Placement, Personality Development, Entrepreneurship Development, Human Rights and
Women and Dalit Empowerment. He is one of the well known public speakers and
