Cost, Staffing and Risk During Phases
• Low at start, peak as work is carried out, and
drop as project is closed out
• Risk and uncertainty is highest at beginning of
project, but should decrease over the course
of the project as decisions are reached and
deliverables are accepted
• Impact of changes on cost are lowest near the
start of the project and highest near the end.

reducing overall schedule
