This document outlines guidelines for enhancing quality in open and online flexible learning. It discusses various international frameworks and quality models, including the UNESCO Education 2030 goals. It also addresses different levels of quality (micro, meso, macro), stakeholders, and dimensions of quality for open and online forms of flexible learning and technology-enabled learning (OOFAT). Finally, it presents numerous existing quality models and frameworks that can be applied at different levels and from various stakeholder perspectives to guide quality enhancement efforts.
