GI Bill and Tuition Assistance
 Must have served at least 2 full years on active duty to use MGIB to
supplement, or “TOP UP”
 TOP UP covers the difference between the tuition assistance
amount paid by the military and the total costs of tuition and related
charges up to specified limits
 Post 9/11 is charged based on rate of pursuit, not on dollars spent
 MGIB is charged based on dollars spent ($1,564.00 = 1 month of
entitlement)
 Copy of the approved Tuition Assistance Authorization form is
required along with VA Form 22-1990 to establish eligibility
 Submit application to one of VA’s four education processing offices.
Specify that Tuition Assistance Top Up is being claimed

Transferability and the Law
 Transferability is a retention tool, not a benefit and is based on
time in the Armed Forces, NOT active duty time
 The election to transfer to family members must be entered into
while the member is in the Armed Forces
 Agree to serve at least another four additional years (active
duty or reserve)
The Secretary of Defense may grant the Secretary of each of the
uniformed services the ability to authorize transfer of entitlement for
benefits.
VA does not determine eligibility to transferred benefits

Navy Transferability Policy
Enlisted Members
 If not sufficient time on EAOS to meet the required
service obligation, member must wait until reenlistment
eligible (one year prior to current EAOS)
 Page 13s and short term extensions are no longer
allowed for active duty enlisted members for the purpose
of transferability
 If cannot commit due to high year tenure (HYT), then
EAOS must match HYT.
 Members whose HYT date is too far out to extend, must
wait until they are approved for the Fleet Reserve, extend
and then apply for transferability
 SELRES enlisted members must sign a page 13 in
addition to reenlisting

Navy Transferability Policy
Enlisted Members
 Senior enlisted who have not applied for transferability,
may have to serve beyond 20 years in order to transfer
benefits.
 Senior enlisted members who are identified by
Continuation Board to retire before fulfilling
transferability service obligation end date, will not lose
transferability. Separation program designator JCC or
LCC, Reduction in Force, will be used for these
members.
 Members approved for Enlisted Early Career Transition
and have transferred benefits can fulfill obligated service
if they remain in SELRES drill pay status until the
service obligation end date
 Members who voluntarily retire before serving the
obligation, will forfeit transferability and any funds
expended are subject to recoupment by the VA

Officers
 Active Duty Officers who have a four year service obligation must sign a
page 13
 SELRES Officers who have a 1-4 year service obligation must sign a
page 13
 The service obligation begins when the officer applies, and is approved
for transferability, NOT THE DATE OF THE PAGE 13.
 If the officer is required to retire due to statute and cannot commit to
the additional service obligation, requests for transferability will be
approved. The obligation date will match the retirement date.
 Eligible officers who submit a voluntary retirement request in order to be
exempted from consideration by the Selective Early Retirement (SER)
board, will retain transferability if the voluntary retirement request is
approved. SPD code RCC, Service member initiated retirement-
reduction in force, will be used

 Determine basic eligibility
 Determine service obligation – based on time in service on
August 1, 2011(0- 4 years)
 Complete page 13 and enter into Electronic Service Record
 Use Common Access Card (CAC), DoD Self-Service Logon
(DS Logon), or DFAS Account (my Pay) to sign in to the
milConnect portal application: http://milconnect.dmdc.mil
or www.dmdc.osd.mil/TEB/, to complete application for
transferability
 Check back to determine status
 If disapproved, contact Service representative

• Log onto http://milconnect.dmdc.mil
• Bring proof of web application to Career Planner
• Sign SOU prepared by Career Planner
• Refer to MARADMIN 421/09 para 3.D regarding obligated
service. Another reference is MARADMIN 428/11
• Check the status of the request for TEB via the same
website http://milconnect.dmdc.mil. No notification is
sent to the Marine upon approval or disapproval of the
TEB request
• NOTE: Failure to incur the obligated service within 45 days will
result in the disapproval of the TEB request and require to reapply
which will start service obligation back over.

Receives veteran rate, including housing allowance &
book stipend, even if transferor is on active duty
May use until 26 years old

The Marine Gunnery Sergeant
John David Fry Scholarship
 For the children of service members who die in the line of
duty after Sept. 10, 2001.
 Eligible children:
 are entitled to 36 months of benefits at the 100% level
 have 15 years to use the benefit beginning on his/her
18th birthday
 may use the benefit until his or her 33rd birthday
 cannot use benefit before age 18, even if he or she
has completed high school
 are not eligible for the Yellow Ribbon Program

to VA that you attending school. They are the conduit to get
you paid, so get to know them.

Separation program designator JCC or LCC, Reduction in Force, will be used for these members.  Members approved for Enlisted Early Career Transition and have transferred benefits can fulfill obligated service if they remain in SELRES drill pay status until the service obligation end date  Members who voluntarily retire before serving the obligation, will forfeit transferability and any funds expended are subject to recoupment by the VA
  • 31. 05/17/13 36 Navy Transferability Policy Officers  Active Duty Officers who have a four year service obligation must sign a page 13  SELRES Officers who have a 1-4 year service obligation must sign a page 13  The service obligation begins when the officer applies, and is approved for transferability, NOT THE DATE OF THE PAGE 13.  If the officer is required to retire due to statute and cannot commit to the additional service obligation, requests for transferability will be approved. The obligation date will match the retirement date.  Eligible officers who submit a voluntary retirement request in order to be exempted from consideration by the Selective Early Retirement (SER) board, will retain transferability if the voluntary retirement request is approved. SPD code RCC, Service member initiated retirement- reduction in force, will be used

  • 38. 05/17/13 46 The Marine Gunnery Sergeant John David Fry Scholarship  For the children of service members who die in the line of duty after Sept. 10, 2001.  Eligible children:  are entitled to 36 months of benefits at the 100% level  have 15 years to use the benefit beginning on his/her 18th birthday  may use the benefit until his or her 33rd birthday  cannot use benefit before age 18, even if he or she has completed high school  are not eligible for the Yellow Ribbon Program
