Bringing digital literacies to students without internet accessHelen Farley
Incarcerated students in most jurisdictions are prohibited from accessing the internet. This discussion will focus around the learnings from a number of projects from the University of Southern Queensland which have been introducing educational technologies into correctional centres for the delivery of USQ programs and courses. These projects include the OLT-funded From Access to Success project and a number of HEPPP-funded projects including the Triple ‘E’ project (eLearning, eReaders and Empowerment), Paper to Pixels and the $4.3 million Making the Connection project. Making the Connection will see the deployment of USQ’s Learning Management System and tablet computers deployed into 13 correctional centres across Australia.

Ramirez-Montoya (2020) recently presented a review of literature pertaining OER and educational innovation, noting that although definitions of openness vary across sectoral spaces, the crossover between openness and innovation is an area of increasing interest. A core part of the story of open educational resources is that they can be used to create spaces for innovation in teaching and learning (Orr et al., 2015; Pitt & Smyth, 2017; Weller et al., 2015). As Coughlan et al. (2018) argue, there has been a lack of detailed analysis of the specific function of OER as a driver of innovation, and a single model has not yet captured the multi-faceted relationship between openness and innovation.
This presentation will present an overview of several major theories of innovation as they relate to contexts of open education, making clear connections to open educational practice and showing how innovation theories can apply to OER. The presentation is likely to be of interest to practitioners wishing to have a stronger theoretical and practical understanding of how OER can support innovative practice.

This work contributes to the European Network for Catalysing Open Resources in Education (ENCORE+). ENCORE+ is a pan-European Knowledge Alliance funded under the Erasmus+ programme. The project will run from 2021 to 2023 to support the modernisation of education in the European area through OER.

There is disagreement as to what counts as OER, but textbook replacement seems most pertinent.
Institutions that conduct research on OER tend to be public universities (2-year and 4-year)
Courses that that use OER in research studies are across disciplines (natural sciences, social sciences, and humanities), but not
in the professions or art.
OER research tends to examine OER as textbook replacement although some research does look at student-created OER.
Student outcomes, such as access, learning, academic achievement, and satisfaction, course objectives, are positively influenced
by OER
Students like OER. It is even reported to relieve stress due the reduction in costs and provide agency in student-created OER
Challenges experienced include technology access, technology skills, copyright knowledge, self-regulation, and time
management.
Little instructional training and support is provided, yet the integration in course design is important to usefulness and
effectiveness.
Little student support is provided although there were several challenges reported by students.

The report, published in 2020 by OLC and DETA, stemmed from the Every Learner Everywhere Network and its initiatives. It was developed using OLC Digital Learning Innovation Award submissions plus a review of documents produced by industry leaders, national organizations advancing technology in learning, journals and peer-reviewed research, news and media sources, and prominent research centers. While research indicates that OER is one of the top trends in digital learning, the findings about open resources are not exactly what one would expect.
To maximize the potential of OER to support digital learning, it is important to examine not just existing implementation and utilization, but to empirically link these initiatives with student success. Combining our expertise and experiences, we can better identify effective actions as well as gaps in research and practice to shape a better digital learning experience and support more students in their learning endeavors. Further, reaching others through our research can propel technology development and utilization, as well as further advance OER integration with active learning platforms.
Watch our lightning talk highlighting the Trends Report, the surprise findings about OER, and get insider information and preliminary results on more empirical research on OER that the same teams are working on today. In this session you’ll hear from some of the top leaders in the space and gain knowledge about why OER trended, what the concerns are regarding current research (including equity and the close ties there are to OER), and our proposed next steps plus recommendations to propel this fantastic resource further into practical implementation at institutions and learning environments.
