half of our courses because the
materials are OER. Mark Kelland

  1. Located in downtown Lansing and was founded in 1957. LCC is the third largest community college in the state of Michigan and serves students in both credit and noncredit courses. LCC offers more than 230 Associate Degree and Certificate Programs. The College encompasses a service area of 6 counties and serves approximately 20,000 students each year. The College was the first College in the State of Michigan to offer online degrees. LCC offers more than 250 courses online and 26 associate degrees and certificates can be earned through online study.
  2. It was this year when I started learning about open education. It started when I saw David Wiley’s TedXTalk. It was fascinating to hear his take on open education. As a librarian, I’m all for sharing and free access to information but David put the idea of education is sharing. What resonated with me was that the actions that operationalize the concept of openness are the same. They are acts of generosity, sharing, and giving. The more open we are, the better education will be. Then I saw Nicole Allen in one of the library conference I attended that year where she talked about the changing role of libraries in providing textbook content to our students beyond the course reserves system that we have. I was hooked and I strived to learn a lot about this thing called open educational resources. I read everything I can, listened to every webinar I can on OER (mostly from CCCOER). I read a lot of papers mostly written by David Wiley and John Hilton on OER; faculty and student perceptions of these materials and how using OER have saved our students money and enabled them to have free and unfettered access to learning materials.
  3. It was at that year when we were doing a new strategic plan under our new Provost. One of the focus areas of the strategic plan was “Competitiveness and Innovation,” When the committee was looking for projects, I pitched in OER. The chair of the committee said that since it was my idea, I should lead it.
  4. I planted the seed of awareness to every stakeholder on campus—administration, faculty, librarians, staff, students. It was seed after seed of OER planted on every ground on campus. I was hoping at some point the seeds will germinate and grow. I think the most important thing in any OER initiative or in any new campus-wide project for that matter is awareness and training. You cannot “sell” what they don’t know so you need to invest in as number of trainings, workshops, and other professional development that would help your faculty get a clear understanding of OER and how they can use it in their courses.
  5. Although I’ve been doing faculty workshops, trainings on OER, I feel an outside voice—in particular, the voice of the experts would help amplify the message even more. And perhaps inspire more faculty to use OER. I set out a very ambitious plan of bringing all the big names in OER here at LCC. I wanted it to not only be an LCC event but a statewide event as well. So I organized the first ever OER Summit and invited every CC and higher ed institutions to attend. ALL for FREE. This was held on September 18, 2015.
  6. The success of our OER Summit inspired a lot of our faculty to try using an OER as their textbook. However, they didn’t have enough time to redesign their course using OER. But a few of our faculty are already using OER for their courses in that Fall 2015 semester. That was the first semester that we piloted courses using OER. We started with only 5 faculty teaching in 5 courses using OER.
  7. While it was a movement that I led, it became a success because of our faculty champions who came on board. Not all at once but one at ta time just like these individual snowflakes. As I mentioned earlier, we started with 5 but you’ll see that in time, the snowflakes accumulated and started to form a snowball. We were up and running.
  8. This was the result of the successful strategic plan we implemented during the partnership program. We’ve gained more OpenStax adoptions and other non-OpenStax OER adoptions across many courses. 31% increase in the number of students using OER. Just within the one year of institutional partnership with OpenStax, we’ve realized almost $700K additional textbook cost savings for our students
  9. We are definitely moving fast. We are accelerating the pace towards the President’s goal of having 50% of courses at LCC use OER. I don’t know if we can accomplish that goal or how long it will take us to get there. But what I know is that while our OER project stemmed from the ground up, we also have a very strong top to bottom support from our College administration and the Board of Trustees.
  10. Our Board of Trustees approved a resolution to support expanding and accelerating the use of open educational resources, or OER. The resolution designates $500,000 to recognize and reward successful faculty efforts to select, adapt and implement OER textbooks and supplemental materials for the benefit of students.
  11. The college is piloting an awards program to provide incentives for faculty to convert courses currently using traditional textbooks to OER. The primary goal of the pilot initiative is to reduce educational costs for students by encouraging faculty exploration and innovation in finding new, better and less costly ways to deliver learning materials to students.   Faculty applicants may submit proposals in any of these categories: Category 1: Adoption of existing OER material Category 2: Revision or remix of existing OER material and/or creating new supplement material Category 3: Creation and development of new OER materials   Applications in categories 1 and 2 for implementation in fall 2018 are due Friday, Nov. 3. Applications in any category for implementation in spring 2019 will open Dec. 1 and be due no later than Jan. 8, 2018.   Faculty will be paid between $200 and $3,000 for the work, and teams can work together to create materials.  
  12. A number of teaching faculty applied for the OER award for fall 2018 implementation with the OER Award Committee approving 12 applications involving 28 faculty in 15 courses. All applications are in Category 2: Revise/Remix Existing OER and/or Creation of Supplemental Materials.

  15. With this OER award, we are projecting an additional savings of $1.6M by fall 2019. We can easily reach $5M savings by then.
  16. What Have We Learned?
  17. In 2016, LCC was one of 11 schools chosen to be an OpenStax institutional partner. The partnership allowed us to create a strategic plan that would enable us to increase OER adoptions across many courses.
  18. The road to accomplish our vision wasn’t as smooth and straight as this. We have our share of bumps, twists, and turns. But the important thing is learning from it and working to make it better.
  19. Education is a public good Everyone should have equal access to educational materials
  20. I’d like to conclude my talk by saying that our story is still unfolding. We don’t have a “The End” because there’s still so much more to do. While we are taking from people who have generously shared their knowledge to us by openly licensing their work, we are also trying to give back to this open community through the work our faculty will be doing in their OER projects. Personally, I still have so much more to do. So much more to learn and discover. And definitely more to share. Thank you.
