An OER-based degree, sometimes referred to as a Zero-Textbook-Cost degree, is a pathway to a degree or credential with no textbook costs because all the courses have been redesigned to use open educational resources (OER) for instructional materials. These pathways are gaining traction particularly at community colleges where students savings are estimated at up to 25 % of the cost of attendance. Early research shows students enrolled in these pathway courses are performing as well or better than students in traditional courses. In June, the national community college reform network Achieving the Dream (ATD) announced the largest initiative of its kind to develop degree programs using high quality open educational resources (OER). Involving 38 community colleges in 13 states, it is designed to help remove financial roadblocks that can derail students’ progress and to spur other changes in teaching and learning and course design that will increase the likelihood of degree and certificate completion. Recent studies have explored the impact of open educational resources (OER) at various institutions:
- Houston Community College found most students agreed OER helped affordability and ease of use. Results comparing two instructors showed lower failure rates when using OER.
- Virginia State University saw increased access and usage of resources when adopting OER, with a 13% reduction in DFW rates across core business courses.
- The Kaleidoscope Open Course Initiative impacted over 4,000 students, with most teachers and students rating OER as comparable or better than traditional texts. It was estimated to save over $1 million in textbook costs.
- At Mercy College, pass rates in a math course increased over 5%

The Ninde Scholars Program provides academic support and college preparation for first-generation and low-income students at Oberlin High School through individual tutoring and mentoring. The program serves over 60 students each year from 7th to 12th grade. Ninde scholars have higher than average ACT scores and high rates of college enrollment and persistence. The program leverages near-peer relationships by pairing high school students with tutors from Oberlin College.MSUCAC Deans Council Presentation

This thesis examines how reading short stories can help develop English vocabulary for Palestinian students enrolled in an access program. It gives 36 students a pre-test on vocabulary from 5 stories. The students then read the stories and used vocabulary strategies. A post-test assessed vocabulary gains. Results showed the students had little prior knowledge but scored higher on the post-test, confirming reading short stories and using strategies improved their vocabulary. The thesis concludes short stories are an effective educational tool that provide authentic language exposure and cultural enrichment for vocabulary learning. It recommends educators utilize short stories in EFL classes.

Individualized Education: Technology + OER = Improved Student Success
This document summarizes a presentation about using open educational resources (OER) and online courseware from Lumen Learning called Waymaker to improve student success. It discusses how Waymaker provides students with immediate access to course materials at a low cost, individualized feedback, and mastery-based learning. Data shown found Waymaker courses increased passing rates and reduced performance gaps for disadvantaged students. Preliminary data from SUNY and CUNY schools found higher completion rates and grades in classes using Waymaker compared to traditional textbooks. Achieving the Dream's OER Degree College Panel
Last June, Achieving the Dream (ATD) announced the largest initiative of its kind to develop degree programs using high quality open educational resources (OER) at 38 community colleges in 13 states. The program is designed to help remove financial roadblocks that can derail students’ progress and to spur other changes in teaching and learning and course design that will increase the likelihood of degree and certificate completion.
Grantee colleges have been busy this summer and fall developing OER courses and planning the delivery of their OER Degree programs with cross-functional teams of stakeholders including faculty, librarians, administrators, and other staff.
Grant partners Lumen Learning, the Community College Consortium for Open Educational Resources (CCCOER), and SRI International are providing technical assistance, community of practice, and research support to grantees
Come and hear from a panel of four college leaders on their early successes, lesson learned, and challenges ahead in rolling out OER Degree programs to students over the next few years. This thesis examines how reading short stories can help develop English vocabulary for Palestinian students enrolled in an access program. It gives 36 students a pre-test on vocabulary from 5 stories. The students then read the stories and used vocabulary strategies. A post-test assessed vocabulary gains. Results showed the students had little prior knowledge but scored higher on the post-test, confirming reading short stories and using strategies improved their vocabulary. The thesis concludes short stories are an effective educational tool that provide authentic language exposure and cultural enrichment for vocabulary learning. It recommends educators utilize short stories in EFL classes.

Individualized Education: Technology + OER = Improved Student Success
This document summarizes a presentation about using open educational resources (OER) and online courseware from Lumen Learning called Waymaker to improve student success. It discusses how Waymaker provides students with immediate access to course materials at a low cost, individualized feedback, and mastery-based learning. Data shown found Waymaker courses increased passing rates and reduced performance gaps for disadvantaged students. Preliminary data from SUNY and CUNY schools found higher completion rates and grades in classes using Waymaker compared to traditional textbooks. Student and faculty testimonials also supported the benefits of Waymaker in improving learning outcomes.

Achieving the Dream's OER Degree College Panel
Last June, Achieving the Dream (ATD) announced the largest initiative of its kind to develop degree programs using high quality open educational resources (OER) at 38 community colleges in 13 states. The program is designed to help remove financial roadblocks that can derail students’ progress and to spur other changes in teaching and learning and course design that will increase the likelihood of degree and certificate completion.
Grantee colleges have been busy this summer and fall developing OER courses and planning the delivery of their OER Degree programs with cross-functional teams of stakeholders including faculty, librarians, administrators, and other staff.
Grant partners Lumen Learning, the Community College Consortium for Open Educational Resources (CCCOER), and SRI International are providing technical assistance, community of practice, and research support to grantees

Open Oregon is a project of the Oregon’s community colleges focused on reducing textbooks costs and open education is gaining momentum as an innovative and long-term solution to the problem. Amy Hofer is the statewide coordinator of these efforts and works with all 17 community colleges in Oregon to help promote these efforts through faculty development and sharing resources centrally.
Lansing Community College held its first OER Summit in fall of 2015. With support from their Provost, Regina Gong and her team organized a statewide event for Michigan community college featuring OER thought leaders from many organizations including CCCOER and also faculty from Lansing Community College. It was an important event to inform and advocate for using open educational resources to reduce costs and expand faculty’s curriculum choices.

Parallel Trajectories: Distance Learning, OER, and Scaling Innovation
This document discusses the Virginia Community College System's (VCCS) efforts to expand distance learning and use of open educational resources (OER) through its Zx23 project. It provides statistics showing growth in distance learning enrollment within VCCS from 2008-2015. The Zx23 project awarded grants to 16 community colleges to develop 6 zero-textbook cost degree programs using OER. Goals included saving students over $4 million in textbook costs by spring 2016. Over 350 faculty members participated across 23 colleges. Initial results exceeded projections with over 18,000 expected enrollments saving $1.8 million for fall 2015.
Oer Initiatives at SUNY'S Monroe Community College
Monroe Community College (MCC) is a regional open education leader expanding access to affordable education and fostering faculty innovation through the adoption of open educational resources and practices. In June 2016, MCC and four other SUNY community colleges (Clinton, Herkimer, Mohawk Valley, and Tompkins Cortland) were awarded a grant as part of Achieving the Dream’s OER Degree Initiative. In 2017. The SUNY system was able to provide additional funding for creating OER courses through a statewide grant. Librarians are coordinating the initiatives which include instructional design and project management support for the faculty teams who are building OER courses and a Biology OER degree.
Join us for this webinar to hear from Katie Ghidiu, MCC Interim Library Services Director, who oversees the OER projects and several of the MCC faculty who are participating in the SUNY OER funded efforts. She will share how MCC develops professional development opportunities and provides faculty incentives including release time and stipends to support this important work. She will be joined by Dr. Rollo Fisher, the director of Choral and Vocal Activities, at MCC who created a completely OER Voice Class last year, and is now using SUNY OER funds to create OER for four additional classes.

The University Honors Program comprises the top 5-8% of students at the University of Cincinnati. It challenges students through honors seminars and experiential learning projects focused on community engagement, global studies, leadership, and research. Students are admitted based on their ACT/SAT scores, GPA, personal statement, and extracurricular activities. The program helps students maximize their educational opportunities through honors courses, seminars, advising, and the development of an e-portfolio to showcase their work.
Reducing Costs for ICT Majors with the California Affordability Textbook Act ...
California community colleges may apply for up to $50,000 to promote use of open educational resources (OER) to replace expensive textbooks and lower costs for students. The Textbook Affordability Act of 2015 (AB 798) makes funds available for faculty and staff professional development and technology support to create awareness and promote adoption of OER.
The California Open Online Library (COOL4ed) was established to select open textbooks for the 50 highest enrolled college courses. It also contains faculty peer reviews and syllabi and sample activities used by faculty adopters.
Come to this session to learn how colleges can apply by June 30, 2016. COOL4ed and other open, online repositories will be demonstrated to find high-quality openly licensed materials for ICT courses.

Improving Student Success with California Zero-Textbook-Cost Degree Grant Program
In early 2017, the California Community College Chancellor’s Office (CCCCO) awarded 23 college districts funding to plan or create zero-textbook-cost (ZTC) degrees in the continuing effort to improve student access, success, and completion. ZTC degrees consist of an entire pathway of courses culminating in a degree or certificate that have been redesigned by faculty to use open educational resources or zero-cost materials.
Join us to hear from the Chancellor’s office on the vision behind the program and how to apply for the 2nd round of funding to develop additional ZTC degrees. We will also hear from the lead colleges providing statewide technical assistance to ZTC grantees and the work of the statewide Academic Senate OER Task Force to maximize the impact throughout all 113 California community colleges.

OER at LCC: A Journey of a Thousand Steps
This presentation summarizes Lansing Community College's journey with open educational resources over several years. It began in 2015 with a few faculty adopting OER and has grown significantly, with over 150 courses now using OER that have saved students over $1.5 million in textbook costs. The library leads the initiative and various strategies were used to increase awareness and adoption among faculty and students. Assessment of the impact on students shows high satisfaction with OER quality and appreciation for the cost savings. The goal is to reach half of all courses using OER to maximize access and affordability.

Textbook affordability and flexibility is more important than ever in times of shrinking budgets, enrollment concerns, and remote learning. Students’ lives have been disrupted and helping them get back on track to complete their education is critical. Open educational resources significantly reduce student costs and have been shown to improve outcomes particularly for traditionally underserved populations. Open resources also provide flexibility for faculty as they continue to adapt their teaching for unfolding circumstances.

California ZTC Degrees Panel: Past, Present, and Future
Online Teaching Conference 2020: Twenty-six California Community Colleges embarked on a journey to create thirty-four Zero Textbook Cost (ZTC) Degrees to dramatically reduce the financial burden of earning an associate degree or career technical education certificate. More than 20,000 students over three years would benefit from this approach to eliminating the barrier of textbook costs. Data collected from participating colleges show that all students in ZTC pathways did better than those in non-ZTC courses, and that traditionally underserved populations did even better.
With proven results of reducing equity gaps, the Governor has proposed doubling the initial $5 million ZTC program to $10 million in FY21, opening this opportunity to more colleges wishing to leverage ZTCs to increase student achievement and reduce equity gaps. Join us to hear from ZTC champions who led the initiative, supporting the faculty who transformed their courses to lower barriers and improve students learning, and ensuring the sustainability of the program. Consider how to integrate a ZTC approach with your distance education, equity, pathways and other student success-centered initiatives. Learn about how students and librarians are poised to play an essential role in the proposed $10 million grant. Finally, learn the critical steps for success and how to assess your college’s readiness for developing ZTC degrees.

Schools, colleges, and universities have closed their campuses and pivoted to remote instruction in a matter of weeks as the COVID-19 threat became a reality. Launched in fall 2019, the Regional Leadership for Open Education (RLOE) initiative was inspired by CCCOER members’ growing need to collaborate across institutional and state boundaries to find solutions for issues impacting OER adoption at diverse, multi-institution systems. Many open education leaders face similar issues of advocacy and implementation beyond their home institution and wish for the opportunity to craft common solutions and eliminate duplication of efforts. Leaders from colleges, universities, library consortia, and government agencies were invited to participate in four workgroups to discuss and build solutions. Each workgroup has developed a focus project for pursuing in 2020 and will share early efforts and invite community feedback
Policy & Strategy: focusing on a bibliography of open education policies and building a video repository of statewide OER policy clips.
Stewardship: focusing on emerging frameworks for stewardship of open education resources and student privacy and data.
Professionalism: focusing on building a matrix of emerging “open education” roles and their associated competencies to better identify training needs.
