Public-Private Partnerships (PPPs) are long term agreements between the government and a private partner whereby the private partner delivers and funds public services using a capital asset, sharing the associated risks. PPPs may deliver public services both with regards to infrastructure assets (such as bridges, roads) and social assets (such as hospitals, utilities, prisons).
The interest in PPPs has been growing in recent years and the need for fiscal restraint in most OECD Member countries is expected to further increase their usage. This presents policy makers with particular challenges that should be met with prudent institutional answers.
The Principles for Public Governance of Public-Private Partnerships provide concrete guidance to policy makers on how to make sure that Public-Private Partnerships (PPP) represent value for money for the public sector.

The Recommendation was developed by the OECD Territorial Development Policy Committee (TDPC). It was submitted to an extensive consultation procedure within the OECD and externally, and was supported by Ministers at the TDPC Ministerial meeting on 5-6 December 2013 in Marseille.

It recognises that today’s technology is not only a strategic driver for improving public sector efficiency, but can also support effectiveness of policies and create more open, transparent, innovative, participatory and trustworthy governments. However, the multiplication of technological options may give rise to new risks and greater societal expectations that governments are not always fully prepared to address. Many governments still do not see technology as a collaborative means to shape public governance outcomes. A “business as usual” approach to technology that reinforces existing internal government processes only leads to failed projects and public criticism.
The Recommendation can enable a fundamental shift from citizen-centric approaches (government anticipating the needs of citizens and businesses) to citizen-driven approaches (citizens and businesses formulating and determining their needs in partnership with governments). However, it should be remembered that governments need to recognize that attracting PPP investment requires an extensive marketing process that highlights their PPP readiness, including institutional capacity to manage PPP projects, the existence of an enabling environment, transparent procurement processes, and a comprehensive risk management structure.

With the theme “Collaborate, Innovate, Act – Delivering the Green Economy”, the B4E Global Summit 2012 in Berlin set out to define the role of business as innovator and implementer of solutions for a sustainable world and discussed how policies can help to accelerate sustainable development. The Summit working groups gave specific recommendations and commitments from business for the Rio+20 conference that took place in June 2012. The outcome messages from the Berlin Summit were then carried through a global media campaign under the banner ‘Big ideas for a sustainable future’ over the weeks leading up to the 2012 Earth Summit and shared with key decision makers in Rio+.
Across the world, governments are searching for new policy measures to mobilise investment for long-term sustainable development. The UNEP Inquiry is working across 15 countries to identify practical policy options and in India is partnering with FICCI, which has formed a national advisory committee, chaired by Ms Naina Lal Kidwai, Chairman HSBC India and Executive Director HSBC Asia Pacific.
