Infrastructure projects in Greece suffer from systematic slippage both in preparation and execution, with an average of 23 months of slippage in preparation/design and 28 months of slippage in execution/construction (Source: PwC, Infrastructure in Greece, 2019).
In the next years starting in 2021, Greece is expected to receive huge amounts of funds under the next Multiannual Financial Framework (Recovery and Resilience Facility and European Structural and Investment Funds) to implement large infrastructure projects of national importance in a given time-frame.
To meet this challenging goal the Greek Authorities have to find a way to accelerate projects and maximize the absorption of the EU funds. Professional Infrastructure Project Preparation is required, eventually supported by experienced international institutions.
In the following document, the key principles and global best practices in infrastructure project preparation are summarized. Is the Greek Public Sector able to apply them during the next years successfully?
This presentation was delivered during the 6th Meeting of the OECD Southeast Asia Regional Programme’s Regional Policy Network on Sustainable Infrastructure, which took place on 25-26 April 2022 in Manila, the Philippines. The OECD’s Public Governance Directorate and Environment Directorate teamed up with the OECD Korea Policy Centre to organise the event. The National Economic and Development Authority (NEDA) of the Philippines co-chaired the event alongside the United States, and the Public Private Partnership Centre of the Philippines graciously provided the venue. It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.

At Up the Ratios, we believe that every student, regardless of their socio-economic background, should have access to the tools and knowledge needed to succeed in today's technology-driven world. To achieve this, we host a variety of free classes, workshops, summer camps, and live lectures tailored to students from underserved communities. Our programs are designed to be engaging and hands-on, allowing students to explore the exciting world of robotics and STEM through practical, real-world applications.
Our free classes cover fundamental concepts in robotics, coding, and engineering, providing students with a strong foundation in these critical areas. global infrastructure ‘gap’.
A critical problem is the lack of properly
developed, bankable projects that
investors have confidence in.
In addition: inefficiencies in the project
development process, such as:

and appraisal,

can result in only a fraction of public
investment translating into productive

• It is a coherent strategy for the development of a country’s
infrastructure networks over the medium to long term.
• A National Infrastructure Plan is more than just a collection of
projects.
• It should set out where you are…..
• where you wish to get to (and why), and
• how you intend to get there.
• Very few countries have such plans:
• Hard to reconcile with the short term political cycle
• Hard to reconcile with economic and political instability

A Long-Term Plan to 2020 and Beyond
The UK plan sets out a long term vision for each infrastructure sector and a shorter term plan for the
next 10 years - providing a platform for furthering other policies.

Prioritisation Criteria for the UK
The prioritisation criteria in the first 2011 plan in the UK were:
1. Potential contribution to economic growth (productivity and
innovation);
2. Nationally significant investment that delivers substantial new or
enhanced infrastructure performance;
3. Projects that attract or unlock significant private investment.
• This established a shift of emphasis towards investment in
economic infrastructure (for its ‘multiplier’ growth effect) – while the
emphasis previously had been more on social infrastructure.
• Prioritisation principles are never wholly scientific however, and
there is always an element of political choice.

• BUT : In the United Kingdom’s Infrastructure Plan, the touchstone was
always ‘value for money’ – this did not necessarily mean building new
infrastructure.
• There was a threefold approach:

2. Addressing weaknesses through targeted action to tackle network
stress points and develop networks;
3. Transformational large-scale capital projects.
