When faculty start using OER, one of the most exciting opportunities that the open license affords is for faculty to customize their courses to fit the needs of their students. In this discussion, we will explore some of the theory and practice around designing engaging, accessible, and inclusive OER courses. We will discuss how using OER can enable faculty to embrace good design principles for student-centered instruction in fully online courses or face-to-face courses, augmented with online components. We’ll discuss the advantages of this approach in our current, COVID-19 world.

Online Teaching Conference 2020: Twenty-six California Community Colleges embarked on a journey to create thirty-four Zero Textbook Cost (ZTC) Degrees to dramatically reduce the financial burden of earning an associate degree or career technical education certificate. The public’s scrutiny of higher education may be at an all-time high. Whether it be parents questioning the value of a college degree, researchers scrutinizing learning outcomes, government officials tracking student debt, or employers evaluating job-readiness, educators face unprecedented pressure to prepare students for life outside of college. For business educators at liberal arts colleges, this external scrutiny is often matched by internal scrutiny from colleagues who question whether pre-professional programs even belong. Other concerns extend beyond the present and focus on preparing students not just for their first job, but on developing capacities for their whole life—personal, professional and civic. How might business faculty respond to this increased demand and multitude of pressures?
In the midst of this new reality, Mary Grace Neville, began a seven-year programmatic study. She led a multi-stakeholder inquiry and organized a national dialogue centered on the question: “What ought we be teaching at the undergraduate business level in order to be cultivating high integrity leaders for tomorrow’s rapidly changing, highly complex, multicultural, and interdependent world?” In this seminar, she introduced the capacity-mapping framework that has emerged from this work (and continues to evolve) and invited participants to consider various ways to integrate capacity development across an undergraduate business curriculum. The University of Lincoln has explored opportunities as diverse as the potential of open data, developed a research data infrastructure, nurtured student developers and developed a research-led approach to teaching known as the student as producer, to name a few. The understanding that personal learning environments provide a more realistic and workable perspective of learners’ interactions with and use of technology has gained widespread acceptance across many of the communities interested in learning and teaching technologies within higher education.
However in universities the service which normally purchases and deploys technology infrastructure is typically, and understandable, risk-averse, the more so, because the consequences of expensive decisions about infrastructure will stay with the organisations for many years. Furthermore across the broader academic community the awareness of and familiarity with technologies in support of learning may be varied. In this context work to innovate the learning environment will require considerable team effort and collective commitment.
This paper presents a case study account of institutional processes harnessed to establish a universal personal learning environment fit for the 21st century. The challenges encountered were consequential of our working definition of a learning environment which went beyond simple implementation – in our experience the requirements became summarised as ‘its more than a system, it’s a mindset’. As well as deploying technology ‘fit for purpose’ we were seeking to create an environment which could play an integral and catalytic part in the university’s role of enabling transformative education.
Our ambitions and aspirations derive from evidence in the literature, for example, van Harmelen on personal learning environments (2006), Downes on e-learning 2.0 (2005) and the recent report by Bradwell for Demos on the Edgeless University (2009).
We have also drawn on evidence of our recent and current performance; gauged by institutional benchmarking and an extensive student survey. The paper will present and analyse this qualitative and quantitative data. We will provide an account and analysis of our progress to achieve change, the methods we used, problems encountered and the decisions we made on the way.
Dr Su White is based in the Learning Societies Lab, in Electronics and Computer Science at the University of Southampton. Su’s research interests include the impact of emerging technologies on Higher Education. Su is a part of the curriculum innovation project Southampton Learning Environment team and a member of the university’s TEL-SIG.

Expanded Learning Opportunities are reshaping when, where, and how student learning occurs. A well-designed and well-implemented ELO program can complement in-school learning and support academic growth by combining various ways for students to engage in learning. How do organizations, including schools, districts, and partners, build “expanded learning ecologies” for youth that support connected learning? The goal of this panel is to inform participants about building expanded learning ecologies to scale and across boundaries showcasing successes and challenges by presenting recent examples from Chicago, New York, and Providence, RI. To address the topic of scale, we will share examples of efforts that aim to reach many youth across many programs, beyond a single intervention or setting. To illustrate crossed boundaries, we will explain efforts to connect various nodes in a youths’ learning ecology (e.g., in-school, out-of-school, individual passion, etc.).
Chicago: The first Chicago Summer of Learning was a citywide mayoral initiative designed to expand learning opportunities for youth during the summer of 2013. More than 100 organizations took part in this effort to recognize learning in out-of-school spaces through digital badges. More than 200,000 youth participated in CSOL programs, and more than 100,000 badges were earned by youth of all ages. Chicago took a first, critical step in enacting core principles of connected learning and laying the foundation for a vibrant ecosystem of learning opportunities. As ELOs begin to signify experiences that link to content- and career-specific pathways, we expect to see even greater potential to transform youths’ lives.
New York: The NYC Department of Education’s Digital Ready program is designed to help participating NYC public high schools use technology and student-centered learning to improve their students’ readiness for college and careers. With Digital Ready’s explicit focus on student-centered learning, expanded learning opportunities play an important role in preparing students to explore, engage, and practice their interests. The Digital Ready and Hive Learning Network teams have worked to coordinate a collaborative effort between 10 innovative high schools and 13 groundbreaking Hive NYC organizations to provide students with a range of opportunities that blend in-school and out-of-school learning with experiences that are production-centered and creativity-focused.
Providence: Since its creation in 2004, the Providence After School Alliance has built two citywide expanded learning models in collaboration with the City of Providence, the Providence Public Schools and the local community: the AfterZone for middle school, and The Hub for high school. These models offer Providence youth a coordinated schedule of in-school, after-school summer learning programs for high school credit.

Planning and early implementation of California Community College Chancellor’s Office (CCCCO) Zero-Textbook-Cost Degrees (ZTCs) program shifted into full-scale implementation in January 2018, with a total of 23 colleges developing full degree and certificate pathways that have eliminate textbook costs for students. ZTCs include two-year associate degrees and career technical education (CTE) certificates that have been redesigned by faculty to use open educational resources or zero-cost materials.
Join us to hear from the leadership driving this program forward. The lead at the state Chancellor’s office will describe the vision of the program and plans for future innovation. Technical assistance providers from College of Canyons and West Hill College Lemoore will share details of the training and evaluation programs supporting the transformational work at the participating colleges. The chair of the statewide Academic Senate OER Task Force will describe the essential role of faculty adoptions in maximizing the impact of ZTC degrees throughout our state.

Many college faculty and staff have been engaged in making their institutions more accessible, inclusive, and equitable through the adoption of OER and open educational practices. One year ago, the need for this work became even more apparent as educators began to recognize that the structural racism deeply embedded in our society was in fact very evident in higher education as well. Schools, colleges, and universities have closed their campuses and pivoted to remote instruction in a matter of weeks as the COVID-19 threat became a reality. Student’s lives are being disrupted not only by the adjustment to remote instruction but also due to job loss, family responsibilities, and healthcare needs. Commercial publishers are offering faculty and students one-time “free” instruction materials during the crisis in hopes of gaining new customers. Colleges are now facing big questions about their future including maintaining student enrollment, selecting instructional materials, managing faculty and staff costs, and even how the physical campus might be reconfigured.
Join our panelists to hear how open education has made their campuses more resilient and continues to help with student equity including support for underrepresented populations and students with disabilities. Launched in fall 2019, the Regional Leadership for Open Education (RLOE) initiative was inspired by CCCOER members’ growing need to collaborate across institutional and state boundaries to find solutions for issues impacting OER adoption at diverse, multi-institution systems. Many open education leaders face similar issues of advocacy and implementation beyond their home institution and wish for the opportunity to craft common solutions and eliminate duplication of efforts. Leaders from colleges, universities, library consortia, and government agencies were invited to participate in four workgroups to discuss and build solutions. Each workgroup has developed a focus project for pursuing in 2020 and will share early efforts and invite community feedback
Policy & Strategy: focusing on a bibliography of open education policies and building a video repository of statewide OER policy clips.
