UNESCO’S 2019
Recommendation on OER (40 C)
193 UNESCO Member States unanimously adopted at the 40th General UNESCO
Conference becoming the highest international policy.
It proposes a set of recommendations to advance open education in different
countries/regions around the world:
(i) Building capacity of stakeholders to create access, use, adapt and redistribute OER;
(ii) Developing supportive policy;
(iii) Encouraging inclusive and equitable quality OER;
(iv) Nurturing the creation of sustainability models for OER; and
(v) Facilitating international cooperation.

  • 16. UNESCO’S 2019 Recommendation on OER (40 C) 193 UNESCO Member States unanimously adopted at the 40th General UNESCO Conference becoming the highest international policy. It proposes a set of recommendations to advance open education in different countries/regions around the world: (i) Building capacity of stakeholders to create access, use, adapt and redistribute OER; (ii) Developing supportive policy; (iii) Encouraging inclusive and equitable quality OER; (iv) Nurturing the creation of sustainability models for OER; and (v) Facilitating international cooperation.
