This document discusses the evolution of knowledge management (KM) from traditional techno-centric KM to social KM enabled by Web 2.0 technologies. It outlines two early forms of KM - techno-centric KM focused on databases and search, and people-centric KM using soft tools like communities of practice. The rise of social tools like blogs, wikis and social networking have led to a new form of KM called KM 2.0 or social KM that is more personal, bottom-up, and decentralized. The document argues that social tools are phenomenal knowledge sharing tools that will transform how people work both inside and outside organizations.

These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
