New forms of usage data like altmetrics are helping librarians to make smarter decisions about their collections. A recent nationwide study administered to 13,000+ librarians at R1 universities shines light on exactly how these metrics are being applied in academia. This presentation will share survey results, including as-yet-unknown rates of technology and metrics uptake among collection development librarians, the most popular citation databases and altmetrics services being used to make decisions, and surprising factors that affect attitudes toward the use of metrics. This presentation will also offer actionable insights on how altmetrics are being paired with bibliometrics and usage statistics to form a more complete picture of “trending” scholarship that’s worth purchasing. Through sharing the survey results and opening up a discussion about the potential altmetrics hold for informing collection development, the presenters aim to provide a learning opportunity for attendees which will enhance their competencies for e-resource management, specifically, core competence for e-resource librarians 3.5, use of bibliometrics for collection assessment, and 3.7, identity and analyze emerging technologies.
PRE-val is a service that independently validates peer review processes for scholarly journals. It provides a badge that journals can display to signal that a given article has undergone quality peer review. PRE-val aims to increase transparency and trust in peer review by answering whether an article has truly been peer reviewed and providing information about the journal's review process. It was created due to increasing criticism of traditional peer review and problems like predatory publishers. PRE-val supports best practices in peer review to encourage high-quality review.

Opportunities for Japanese libraries include extending identifier resolution, leveraging the national research output view in JAIRO, and deepening engagement with research administration and processes.

When we build collections of scholarly works, learning materials, or other educational "stuff", we want people to be able to find it. This raises a number of problems, including ensuring that resources are tagged with adequate metadata. In 2004 a pioneering paper on this issue noted:
"At its best, “accurate, consistent, sufficient, and thus reliable” (Greenberg & Robertson, 2002) metadata is a powerful tool that enables the user to discover and retrieve relevant materials quickly and easily and to assess whether they may be suitable for reuse. At worst, poor quality metadata can mean that a resource is essentially invisible within the repository and remains unused." (Currier et al, 2004).
Have the five years since the above-quoted paper was published borne out its prediction: that simply expecting resource authors to create their own metadata at upload would lead to metadata of insufficient quality? Have repository managers been able to persuade funders that including professional metadata augmentation is worth the money? What has been the impact of recent Web developments allowing easier exposure, searching and sharing of resources? How is metadata being treated within the emerging domain of open educational resources? And what does all this mean for repository managers wanting to increase the discoverability of their resources, and to implement workflows for creation of good quality metadata?

What you’re about to hear is taken from a paper that Diane Hillmann and I did on metadata quality, which is appearing as a chapter in the book “Metadata in Practice”, which will appear later this summer. The book was edited by Diane and by Elaine Westbrooks, and has many contributors in this room -- I have known Diane for almost 17 years, and when she asked me to work on this chapter I had some rather profound misgivings. First of all, I didn’t know anything about the subject matter. Second, I was worried that Diane’s somewhat shy and retiring personality might be overwhelmed by my more aggressive approach. But then I realized that Diane had the same worry. Today I want to deconstruct the paper a little bit and skip over a bunch of introductory material about the somewhat dismal history of quality pursuits in the library community, and touch only briefly on the reasons why an ongoing conversation about metadata quality is both important and difficult – I think most people in this room know that. Briefly, t’s important because We are putting new stress on metadata, in both senses of the word. Stress in the sense of emphasis because there’s a dawning realization that quality metadata is not a luxury but is in fact essential to information discovery. Stress in the sense of strain or tension because the dissemination environment is joyfully uncontrolled, which places a real burden on specialist communities that may or may not be experienced in making their information available to others outside the community. There are some ways in which inexperience ordinarily shows itself when these communities start putting information out for general consumption. The most basic form of neglect is failing to consider information discovery issues, or for that matter audience, at all, though mercifully that’s receding everywhere except in the legal-information community. Another is the failure to learn from others – that is, to assume that specialist data is so unlike anything else that there’s nothing to be learned in the way of general approaches or best practices. Finally, there’s the altruism problem – the idea that things done with outsiders in mind are expensive and hence are the first to be thrown overboard when the boat needs lightening. But that’s not all. First, quality brings costs, and can be prohibitively expensive. Second, and I know this will come as a surprise to everyone here, discussions of quality have occasionally been known to devolve into a lot of holier-than-thou politicking that ends up insisting on standards that can’t reasonably be implemented. When I die and go to hell, they’ll make me work on a standards committee for pitchforks.
