PRE-val is a service that independently validates peer review processes for scholarly journals. It provides a badge that journals can display to signal that a given article has undergone quality peer review. PRE-val aims to increase transparency and trust in peer review by answering whether an article has truly been peer reviewed and providing information about the journal's review process. It was created due to increasing criticism of traditional peer review and problems like predatory publishers. PRE-val supports best practices in peer review to encourage high-quality review.

It is not new to say that the scholarly communication system is sick. One way to put it is that the publishers have built a paywall around the papers written by our faculty and make us librarians pay for it.
For years, Open Access via the green and gold route have been touted as a joint solution. To this end, as academic librarians, we focused on building institutional repositories and getting open access mandates. However, recently, many prominent members of the open access community have begun to express doubts about the viability of institutional repositories as a solution given the lack of success.
Some, like Stevan Harnad self-dubbed “Open Access Archivangelist” for Green Open access, claim to have given up, while others, like Eric Van de Velde, suggest that we rethink other ways to accomplish Green Open access beyond just institutional repositories. In this webinar, we will summarise all the arguments and attempt to give a librarian’s point of view about the future of IRs.

Keynote address: "Ways and Needs to Promote Rapid Data Sharing" by Laurie Goodman of GigaScience.
Data is the base upon which all scientific discoveries are built, and data availability speeds the rate at which discoveries are made. Given that the overall goal for research is to improve human health and our environment, waiting to release data until after the first publication (sometimes taking years) is unacceptable. There are myriad issues that impede researchers from openly, and most importantly, rapidly sharing data, including lack of incentives: no credit, limited funding benefits, and little impact on career advancement; and cultural issues: the fear of being scooped. However, scientific publishers —the communicators of science and a key mechanism by which a researcher’s productivity is measured— can, and should, play a central role in promoting data sharing. Data citation and publication are just some of the ways we can support and encourage researchers who share data. Here, I will provide examples to help make clear the need for publishers to play an active role in this process and provide potential ways to facilitate our ability to promote open and rapid data sharing. This is not easy; but it is essential.

With the progress towards open science, scientific communication is facing a new wave of innovations towards more openness and speed of research publication which will deeply affect the way the peer review function is carried out and the overall role of journals in assuring quality and adding value to manuscripts.
Several initiatives are promoting the generalized adoption of open access preprints as a formal beginning stage of research publication, which has been common since the 90’s in the physics community. And, in the last decade, new ways to carry out the evaluation of manuscripts have emerged either to replace or to improve the traditional methods, which are widely criticized as being slow and expensive in addition to lacking transparency.
Quality nonprofit journals from emerging and developing countries have succeeded to follow the main innovations brought by the Internet. In addition to the technicalities of the digital publishing, there is a wide adoption of Open Access in the international flow of scientific information. The new wave of innovations that affect the peer review function and the changing role of journals pose new challenges to the emerging and developing countries in regard of scientific publishing. The adoption of these innovations is essential for progress of SciELO as a leading open access program to enhance scientific communication.
The scope of this workshop aims at an in-depth analysis and discussion of the state of art and main trends of the peer review function, the modalities of carrying it out as well as of the increasing adoption of mechanisms to speed publication such as preprints and how they affect and potentially renew the role of journals. These recommendations will guide SciELO policies on manuscript evaluation and on the adoption of preprint publications.

Abstract: NewsREEL Multimedia premiers 2018 as part of the MediaEval Benchmarking Initiative. The NewsREEL task combines recommendation algorithms with image and text analysis. Participants must predict engagement with news items based on text snippets and annotated images. Several major German news portals have supplied data. The algorithms are evaluated in terms of precision on unknown data. This paper describes the task and the provided data in detail and explains the applied evaluation approach. The algorithms are evaluated based on Precision and Average-Precision for the top news items.
