In this introductory workshop, you will learn about the new EEC
Continuous Quality Improvement Plan (CQIP).
Planning for quality improvement is the heart of MA QRIS! The CQIP
helps you identify areas of strength and areas of potential growth in
your program. You will walk away from the workshop with ideas
about how to implement quality action steps in your program.

A thoughtful and intentional process of improving the
quality of services and practices in programs, to
achieve better outcomes for children and families.

CQIP in Massachusetts
• This is the Program Improvement Plan (PIP) referenced in the QRIS
Standards
• Programs use data collected from the required QRIS Measurement
Tools
• EEC piloted the CQIP as part of the 2014 QRIS Program Quality
Improvement Grants
• Almost 300 programs and providers created plans in Phase One of the
2014 QRIS Grant
• CQIP is now a required QRIS document

Example: Furnishings for Relaxation and Comfort
• ECERS, ITERS and FCCERS require “Cozy Areas”
• For SACERS a considerable amount of softness is also required
o Need a substantial amount of softness/combination of soft items
o Cozy areas need to be protected
o Cannot be used for active play—should not include active play materials
• EX: FCCERS: 3. Provision for relaxation and comfort

  • 3. In this introductory workshop, you will learn about the new EEC Continuous Quality Improvement Plan (CQIP). Planning for quality improvement is the heart of MA QRIS! The CQIP helps you identify areas of strength and areas of potential growth in your program. You will walk away from the workshop with ideas about how to implement quality action steps in your program. 3 Workshop Objectives

  • 5. What is Continuous Quality Improvement? A thoughtful and intentional process of improving the quality of services and practices in programs, to achieve better outcomes for children and families. ©Children’s Trust 2014

CQIP in Massachusetts • This is the Program Improvement Plan (PIP) referenced in the QRIS Standards • Programs use data collected from the required QRIS Measurement Tools • EEC piloted the CQIP as part of the 2014 QRIS Program Quality Improvement Grants • Almost 300 programs and providers created plans in Phase One of the 2014 QRIS Grant • CQIP is now a required QRIS document ©Children’s Trust 2014

  2. Who contributed to the plans developed in the pilot? How many individuals in each program? Between 1 – 48 people contributed to each of the CQI plans, about 25% of the plans were completed by just 1or 2 people, and the average number of people working on a plan for a program was 10.

  8. This afterschool programs used their data to identify needs for improvement in furnishings for relaxation and comfort, as well as their indoor gross motor space.
  9. This center-based program used their ECERS-R data to identify an issue with the sizes of the chairs and tables in the room, as well as the need for more materials that reflect the diversity of the children enrolled in the program.
  10. DEVELOP a Continuous Quality Improvement Plan by completing the following steps:   Allocate administrative planning time to develop the CQIP (allow time in staff meetings to work on the CQIP, encourage ALL staff to engage in the process). Review all QRIS required documentation (for example: your program’s policy for including parental input in progress reports). Review the Professional Qualifications Registry (PQR) for all staff (do any staff members need required trainings or college coursework added to their IPDP?) Review data from all of the required Measurement Tools, including: Program Administration Scale (PAS); Environment Rating Scales (ITERS-R and ECERS-R); Classroom Assessment Scoring System (CLASS) OR Arnett; Strengthening Families ; Health and Safety Self-Assessment; Staff Surveys (Level 3 and Level 4); Family Surveys (Level 3 and Level 4). Identify the program’s areas of strength (what are you doing well?) Identify the program’s areas for potential growth (what aspects of your program could benefit from improvement?) Create clear action steps that will support identified areas for potential growth (prioritize the areas that are most important in sustaining your current level and/or moving your program up to the next level). Identify team members who are responsible for the action steps (this will likely include administrative staff and educators). Determine target dates for completion of action steps (make sure the dates are achievable, yet also hold the program staff accountable).

IMPLEMENT the program’s Continuous Quality Improvement Plan by completing the following steps:   Allocate resources to support progress on the CQIP (staff, materials, trainings, etc.) Use classroom observation time to identify progress on the goals and action steps in your plan (encourage all staff to assist with observations) Provide concrete feedback to educators to support their continued growth (improvement in program quality benefits staff as well as children and families!) Keep family members informed of the steps you are taking to improve the quality of your program (invite them to participate in the CQI process)
  12. REFLECT on progress by completing the following steps:   Review the CQIP quarterly (what are we doing well?) Identify action steps that need continued work (what can we do better?) Update the Continuous Quality Improvement Plan annually, or more frequently if necessary (go back to DEVELOP the CQIP).
