 Iraqi medical education is based on the 6 years British curriculum and
carried out in English which is already taught for 8 years in school.
 The First College of medicine was established in Baghdad 1927

(Undergraduate) (cont.)
All Iraqi Medical Faculties follow the British traditions in
awarding their graduates M.B.Ch.B (Bachelor of
Medicine, Bachelor of Surgery).
The study lasts for six years with Basic Medical study
given in the first three years and clinical medical study
in the last four of it with much more concentration on
the main four branches, medicine, surgery, pediatrics
and gynecology & obstetrics.

7. Medical Education in IRAQ
(Residency Training Program)
 Residency training after graduation, compulsory 2 calendar year
training:
1st year: Junior Resident Doctor (Rotation) in wards and emergency
departments of the following branches: Internal Medicine, General
Surgery, Gynaecology & Obstetrics, and Paediatrics. (i.e. a trainee under
supervision with trust and responsibilities according to the superiours).
2nd year: Rural area service work as GP in Primary Health Care Centre.

10. Dental Residency training in IRAQ
 Immediately after graduation, compulsory one calendar year of
clinical training in specialized dental centre, the Ministry of Health
(orientation period as in Finland) in the following branches:
Restorative dentistry (Operative, Endodontics and Crown & Bridge).
Prosthodontics.
Oral and Maxillofacial surgery.
Periodontology.
Radiology.
Paediatric and Preventive Dentistry.
Total clinical training hours are (1872).

11. Obstacles that face
non EU doctors and dentists
 Employment and Economic Development Offices (TE-toimisto)
Problems with providing guidance and clarification of Liscensing process
(specially for dentists).
Integration programs in Finland are mainly carried out by vocational
education and training schools (ammattikoulu).
 Lack of variable friendly guiding information on the internet
Valvira website is almost the only one (it got better and more informative
with the last update) but still, compared to other countries (ex,Sweeden,
Germany) it could be better( still, thank you Valvira).
 Difficulties in getting training place (työkokeilupaikka,
työharjoittelupaikka ja amanuenssi) in the health centres & hospitals
(sometimes it takes more than a year !).

12. Obstacles that face
non EU doctors and dentists (con.)
For Doctors:
 Difficulties in getting working place because The third exam is all about
Terveyskeskus which is extremely difficult for the licensed doctor to get to.
 The temporary liscense lasts only two years, after that doctors have to
take the (Amanuenssi) again.
 The doctors have to wait for an average of 12-18 months to take the
practical stage of the clinical exam and the waiting time is increasing.
 There is no way to get use of the expertise of the specialists who may
already have a work experience of more than ten years in their fields.

For Dentists:
 Requalification course (Pätevöitymyskoulutus) held once yearly
and provides only 4 places, this is the first year though that it
provides 5 and with no clear qualifications !

 Practical Exams (5 parts): (Käytännön koe) participants must
pass in at least 4 of them at the same time.

14. Recommended Solutions -1
(TE-Toimisto)
 Instructional guidelines for qualification and licensing
that include:
Language requirements.
Stages and requirement for the whole process.
Institutes that are responsible for the licensing.
Giving tips and advices.
Benfits:
Avoid wasting of time eg. application for recognition of
qualification during studying the language .
Recognize the target from the first stage (first meet with TE-
office worker).

15. Recommended Solutions -2
 Helping with finding training places (health centres/hospitals) after
finishing the language requirements.
Guide and instruct non EU health care workers (doctors/dentists), how to
apply for training and to whom she/he must contact to get the training
advice and place.
Benfits:
 Avoid wasting of time.
 Accelarate integration in the Finnish health system.
 Continuing the seminars for the health care workers
 introducing the finnish health system, how to get use of the time (eg.
studying the language) which could accelerate the integration. ,
especially that there are already doctors and dentists in reception
centers doing a lot of voluntery work and need support.

 More details, tips and guidlines can be added with involvement of more than one
institute as to the corresponding websites for other countries (ex,Sweeden, Germany)
which have the websites of the medical association and ministry of higher education
involved with a lot of tips and advices in a very friendly way (Ex, Sweden)

 More professional integration programs dedicated for health care
workers which was organized previously. (Lääkäriksi Suomeen).
 Help getting trainnig place.
 Improve langugae skills.
 Requalification course (Pätevöitymyskoulutus).

 Apply a mentoring system for the health care workers.
 To Get the doctors familiar with the system.
 Accelarate integration in the Finnish health system.

17. Conclusion
 Hopefully, such cooperation between TE-office, THL, Valvira and Finnish
universities would help make the requalification & getting the liscence
path for foreign doctors and dentists not easier, but smoother !
 We have medical doctors and dentists with knowledge and skill wasting
time and losing both because health care is all about skill and
knowledge to be used & developed synergistically and the more time
wasted, means more skill and knowledge wasted.
 After all, it’s easier to turn a fork into a knife than to make a knife from a
silver alloy and usually alot cheaper !
