Presentation given at the Open Repositories 2018 conference in Bozeman, Montana, 6th June 2018. Starting with an assessment of the UK open access repository environment, this presentation asks broader questions about the state of the open repository landscape globally. In response to a report to the UK government on open access, Universities UK have set up a repositories working group to identify issues where common benefit can be delivered and actions that can be taken. In this talk I will combine my own assessment of the repository landscape with a summary of the work of the working group and its recommendations. The presentation will also introduce work underway at the British Library to address some of the issues the working group has identified, including an assessment of a national OA preservation solution and a shared-services repository infrastructure. I will make the case that to realise the benefits of open repositories we need to move away from the model of locally hosted repositories.

This survey examined international interlibrary loan (ILL) practices among NILDE libraries in Italy and Spain as well as other European libraries. 401 libraries responded to the survey, with the majority (69%) being university libraries. The survey found that international lending requests were higher than borrowing, with most requests (over 70%) occurring between libraries in Europe and North and South America. Payment by IFLA vouchers was most common. Respondents expressed a willingness for more free resource sharing cooperation but noted barriers like shipping costs and copyright restrictions. The results were similar to other international ILL surveys, but with a lower overall volume of international requests.

In 2006 a group of library and information studies academics and experts from three European universities – Oslo University College in Norway, Tallinn University in Estonia and the University of Parma in Italy - began talks and consultations to develop a Master programme to impart knowledge and skills in digital libraries. The outcome was the formation of the two-year International Master in Digital Library Learning (DILL) programme. After taking in the first batch of 18 students from 16 different countries across the world in 2007, DILL has continued to train different cohorts of varying numbers in the last decade. In this paper, I identify the various stages in DILL’s developmental process following a community of practice framework by (Wenger and Snyder, 2000). Data was drawn primarily from literature including the various DILL websites from the different consortia institutions, combined with a reflection of my own experience of the DILL programme and activities. My analysis of the DILL programme is mainly based on the activities of its first two years, as I was a member of the first batch of DILL students. However, my continuous association with key contacts in the programme also offered useful observations that provided data for this study. While DILL was planned to primarily provide education for the Digital Librarian new professional, specific details of the programme also offer extensive knowledge in other areas including understanding of innovative digital services, interactive digital exhibitions, gamification techniques (such as topic maps), etc. There was also understanding of skills in knowledge management and human resource management, which are still relevant for emerging trends in modern global education and digital information environment. The programme is rich with expert local professors and numerous visiting lecturers who made DILL a unique learning experience.
DILL programme is developing into a virtual community of experts who collaborate from various locations of the world to discuss and share ideas not only on digital library related issues, but also other issues that can enhance the development of members within the community and beyond. DILL provides a useful model for other disciplines where experts seek to collaborate to develop consortia programmes to advance knowledge in their area. The fast developing digital technologies and changing library and information studies environment have resulted in new competencies and skills required of modern digital librarians. As DILL steps into its second decade, the programme may be more effective if its curriculum content is targeted to evenly assess the professional knowledge, generic skills and specific personal competencies of today’s digital librarians.AHRC Wikipedian in Residence Report

Contributing to the global commons: Repositories and Wikimedia
There is huge potential for universities and their libraries to leverage Wikimedia in order to expose research outputs and collections. Wikimedia comprises sixteen projects in total, including Wikipedia, Wikimedia Commons and Wikidata. At the University of Leeds, the Research Data Management Service have successfully run a project that focuses on linking research data with the Wikimedia suite of tools via a series of ‘editathons’, in order to increase the visibility of research data and enable reuse on Wikipedia and elsewhere. The project - "Manage it locally to share it globally: RDM and Wikimedia Commons" - was the winning submission to a competition launched in May 2018 and sponsored by SPARC Europe, Jisc and the University of Cambridge, called the "Data Management Engagement Award", which aimed to address cultural challenges involved in promoting effective research data practices.
The project has served as a springboard to further explore Wikimedia strategically, both at the University of Leeds and across the White Rose Consortium. For example we are collaborating on a new project looking at Wikipedia citations of research from York, Sheffield and Leeds, and the proportion of these that are open access. The long term goal might be to establish a "Wikimedian in Residence" across the consortium. In this talk, we will present the project's outputs - including a toolkit that will enable other institutions to apply the same methodology. In addition we will explore the potential of Wikidata to link up repositories and other data silos in a manner that enables reuse and increases impact.

Abstract
The internet has evolved beyond recognition since its advent in 1980s; fundamentally changing the way we live, work and communicate. However its pervasiveness is mirrored by the transient nature of much of the content and the consequent loss of collective memory has been described as the digital black hole. Historically nations have relied on national libraries and other legal deposit libraries, to collect preserve and provide ongoing access to the intellectual, cultural and social outputs of their country, and in an increasingly digital world restricting legal deposit to publications in print has put the national record at risk. Over the last decade countries across the world have extended legal deposit provisions in their legislation to cover non-print formats. This presentation focuses on the experience of the UK, as a case study, from new legislation in 2003 through the experience of implementation in 2013 to where we are today. Challenges, viewed through the lens of an academic library, include defining what is national in a digital world; balancing the interests of multiple stakeholders; technical challenges to implement robust collection, preservation and access systems within legal constraints; dealing with multiple and rapidly evolving formats; the sheer scale and cost of collecting and preserving content and providing ongoing access to it. Two years on from UK implementation of the legislation how successful have the legal deposit libraries been in this endeavour, what does the future look like and what lessons might be applicable to the Irish digital environment?
Biography
"Margaret Flood heads the Collection Management Division of Trinity College Library. She has been actively engaged with the British Library and UK legal deposit libraries since 2003 in the planning to bring non-print legal deposit from legislation to implementation and ultimately business as usual. She represents TCD on a number of key committees including the Legal Deposit Implementation Group and Joint Committee for Legal Deposit which draws its representation from the publishing and library communities. She chairs the TCD internal Steering Group responsible for coordination of the implementation of UK Non-Print Legal Deposit within TCD. Margaret also chairs the CONUL Regulatory Affairs Sub-Committee which includes legal deposit in its remit. On behalf of CONUL the Sub-Committee responded to public the two public consultations initiated by the Copyright Review Committee including detailed submissions on the urgency of legislating for digital legal deposit for Ireland

Charleston Conference 2015 - presentation on Library/Press collaboration
The University of Ottawa Press collaborates with the university libraries to publish open access scholarly works. Through a partnership agreement, the library provides $40,000 per year to subsidize the publication of 4 new open access monographs. Eligible titles address legal, technology and media issues or current socio-political topics. The press has also released 58 backlist titles as open access through the university's institutional repository. The collaboration aims to assess the impact of open access publications and align the press's activities with the university's open scholarship goals and business models.

Biography
Marshall Breeding is an independent consultant, speaker, and author. He is the creator and editor of Library Technology Guides and the libraries.org online directory of libraries on the Web. His monthly column Systems Librarian appears in Computers in Libraries; he is the Editor for Smart Libraries Newsletter published by the American Library Association, and has authored the annual Library Systems Report published by Library Journal from 2002-2013 and by American Libraries since 2014. He has authored nine issues of ALA’s Library Technology Reports, and has written many other articles and book chapters. Marshall has edited or authored seven books, including Cloud Computing for Libraries published by in 2012 by Neal-Schuman, now part of ALA TechSource. He regularly teaches workshops and gives presentations at library conferences on a wide range of topics.
He has been an invited speaker for many library conferences and workshops throughout the United States and internationally. He has spoken in throughout the United States and in Korea, Taiwan, Thailand, China, Singapore, India, Japan, Australia, New Zealand, Iceland, the Czech Republic, Slovenia, Israel, Austria, Germany, The Netherlands, Norway, Denmark, Sweden, Spain, Ireland, the United Kingdom, Israel, Lebanon, Jordan, Colombia, Chile, Mexico, and Argentina.
Marshall Breeding held a variety of positions for the Vanderbilt University Libraries in Nashville, TN from 1985 through May 2012, including as Director for Innovative Technologies and Research as the Executive Director the Vanderbilt Television News Archive.
Breeding was the 2010 recipient of the LITA LITA/Library Hi Tech Award for Outstanding Communication for Continuing Education in Library and Information Science.

The survey found that international lending requests were higher than borrowing, with most requests (over 70%) occurring between libraries in Europe and North and South America. Payment by IFLA vouchers was most common. Respondents expressed a willingness for more free resource sharing cooperation but noted barriers like shipping costs and copyright restrictions. The results were similar to other international ILL surveys, but with a lower overall volume of international requests.

In 2006 a group of library and information studies academics and experts from three European universities – Oslo University College in Norway, Tallinn University in Estonia and the University of Parma in Italy - began talks and consultations to develop a Master programme to impart knowledge and skills in digital libraries. The outcome was the formation of the two-year International Master in Digital Library Learning (DILL) programme. After taking in the first batch of 18 students from 16 different countries across the world in 2007, DILL has continued to train different cohorts of varying numbers in the last decade. In this paper, I identify the various stages in DILL’s developmental process following a community of practice framework by (Wenger and Snyder, 2000). Data was drawn primarily from literature including the various DILL websites from the different consortia institutions, combined with a reflection of my own experience of the DILL programme and activities. My analysis of the DILL programme is mainly based on the activities of its first two years, as I was a member of the first batch of DILL students. However, my continuous association with key contacts in the programme also offered useful observations that provided data for this study. While DILL was planned to primarily provide education for the Digital Librarian new professional, specific details of the programme also offer extensive knowledge in other areas including understanding of innovative digital services, interactive digital exhibitions, gamification techniques (such as topic maps), etc. There was also understanding of skills in knowledge management and human resource management, which are still relevant for emerging trends in modern global education and digital information environment. The programme is rich with expert local professors and numerous visiting lecturers who made DILL a unique learning experience.
DILL programme is developing into a virtual community of experts who collaborate from various locations of the world to discuss and share ideas not only on digital library related issues, but also other issues that can enhance the development of members within the community and beyond. DILL provides a useful model for other disciplines where experts seek to collaborate to develop consortia programmes to advance knowledge in their area. The fast developing digital technologies and changing library and information studies environment have resulted in new competencies and skills required of modern digital librarians. As DILL steps into its second decade, the programme may be more effective if its curriculum content is targeted to evenly assess the professional knowledge, generic skills and specific personal competencies of today’s digital librarians.AHRC Wikipedian in Residence Report

Contributing to the global commons: Repositories and Wikimedia
There is huge potential for universities and their libraries to leverage Wikimedia in order to expose research outputs and collections. Wikimedia comprises sixteen projects in total, including Wikipedia, Wikimedia Commons and Wikidata. At the University of Leeds, the Research Data Management Service have successfully run a project that focuses on linking research data with the Wikimedia suite of tools via a series of ‘editathons’, in order to increase the visibility of research data and enable reuse on Wikipedia and elsewhere. The project - "Manage it locally to share it globally: RDM and Wikimedia Commons" - was the winning submission to a competition launched in May 2018 and sponsored by SPARC Europe, Jisc and the University of Cambridge, called the "Data Management Engagement Award", which aimed to address cultural challenges involved in promoting effective research data practices.
The project has served as a springboard to further explore Wikimedia strategically, both at the University of Leeds and across the White Rose Consortium. For example we are collaborating on a new project looking at Wikipedia citations of research from York, Sheffield and Leeds, and the proportion of these that are open access. The long term goal might be to establish a "Wikimedian in Residence" across the consortium. In this talk, we will present the project's outputs - including a toolkit that will enable other institutions to apply the same methodology. In addition we will explore the potential of Wikidata to link up repositories and other data silos in a manner that enables reuse and increases impact.

Abstract
The internet has evolved beyond recognition since its advent in 1980s; fundamentally changing the way we live, work and communicate. However its pervasiveness is mirrored by the transient nature of much of the content and the consequent loss of collective memory has been described as the digital black hole. Historically nations have relied on national libraries and other legal deposit libraries, to collect preserve and provide ongoing access to the intellectual, cultural and social outputs of their country, and in an increasingly digital world restricting legal deposit to publications in print has put the national record at risk. Over the last decade countries across the world have extended legal deposit provisions in their legislation to cover non-print formats. This presentation focuses on the experience of the UK, as a case study, from new legislation in 2003 through the experience of implementation in 2013 to where we are today. Challenges, viewed through the lens of an academic library, include defining what is national in a digital world; balancing the interests of multiple stakeholders; technical challenges to implement robust collection, preservation and access systems within legal constraints; dealing with multiple and rapidly evolving formats; the sheer scale and cost of collecting and preserving content and providing ongoing access to it. Two years on from UK implementation of the legislation how successful have the legal deposit libraries been in this endeavour, what does the future look like and what lessons might be applicable to the Irish digital environment?
Biography
"Margaret Flood heads the Collection Management Division of Trinity College Library. She has been actively engaged with the British Library and UK legal deposit libraries since 2003 in the planning to bring non-print legal deposit from legislation to implementation and ultimately business as usual. She represents TCD on a number of key committees including the Legal Deposit Implementation Group and Joint Committee for Legal Deposit which draws its representation from the publishing and library communities. She chairs the TCD internal Steering Group responsible for coordination of the implementation of UK Non-Print Legal Deposit within TCD. Margaret also chairs the CONUL Regulatory Affairs Sub-Committee which includes legal deposit in its remit. On behalf of CONUL the Sub-Committee responded to public the two public consultations initiated by the Copyright Review Committee including detailed submissions on the urgency of legislating for digital legal deposit for Ireland

Charleston Conference 2015 - presentation on Library/Press collaboration

Marshall Breeding is an independent consultant, speaker, and author. He is the creator and editor of Library Technology Guides and the libraries.org online directory of libraries on the Web. His monthly column Systems Librarian appears in Computers in Libraries; he is the Editor for Smart Libraries Newsletter published by the American Library Association, and has authored the annual Library Systems Report published by Library Journal from 2002-2013 and by American Libraries since 2014. He has authored nine issues of ALA’s Library Technology Reports, and has written many other articles and book chapters. Marshall has edited or authored seven books, including Cloud Computing for Libraries published by in 2012 by Neal-Schuman, now part of ALA TechSource. He regularly teaches workshops and gives presentations at library conferences on a wide range of topics.
He has been an invited speaker for many library conferences and workshops throughout the United States and internationally. He has spoken in throughout the United States and in Korea, Taiwan, Thailand, China, Singapore, India, Japan, Australia, New Zealand, Iceland, the Czech Republic, Slovenia, Israel, Austria, Germany, The Netherlands, Norway, Denmark, Sweden, Spain, Ireland, the United Kingdom, Israel, Lebanon, Jordan, Colombia, Chile, Mexico, and Argentina.
Marshall Breeding held a variety of positions for the Vanderbilt University Libraries in Nashville, TN from 1985 through May 2012, including as Director for Innovative Technologies and Research as the Executive Director the Vanderbilt Television News Archive.
Breeding was the 2010 recipient of the LITA LITA/Library Hi Tech Award for Outstanding Communication for Continuing Education in Library and Information Science.

"I Didn't Know I Could Use the Library!" Meeting the Needs of Students Online
Presentation for WILU 2013: What do you do with students you rarely see in the library? University of Wisconsin-Green Bay has a growing online student population. Reaching these students can be challenging. Many still view the library as just a brick-and-mortar building, and not an online 24/7 resource. Librarians conducted an assessment of online students to investigate their needs. This session will focus on the assessment results and the information literacy outreach plan put into place. It will highlight several initiatives, including the embedded librarian program, faculty-librarian collaboration, marketing efforts, and learning tools geared towards online students. Based on feedback from students and faculty, an increase in reference questions, as well as high usage statistics from librarian-created tutorials and discussion boards, the outreach plan is working. Come and learn about these best practices for online learners and share your ideas, as well.

Stewardship of the Digital Scholarly Record and Digital Published Heritage
This presentation discusses how The Keepers Registry and the network of Keepers is attempting to tackle the issue of digital preservation for electronic serials specifically. First identifying the scope of the problem being addressed, it moves on to the successes, in preservation and in measuring that preservation, before moving on to the challenges still to be surmounted. It touches upon some of the specific cases on which this preservation is focussing, including legal deposit and regional library consortia, as well as engagement with OA journals. It finishes with the broader plan of action to help allow the Keepers to accomplish their digital preservation goals, laid out in the statement they issued last August, calling upon all stakeholders in the world of scholarly communication, notably both publishers and research libraries, and setting actions they can take to help in this mission.

Europeana Cloud - Introduction to Europeana Cloud
This document provides an introduction and overview of the Europeana Cloud project. The project aims to rethink how Europeana aggregates metadata from different institutions in a way that is more sustainable and cost-effective. It will involve 20 content providers, 3 aggregators, and 12 technical/strategic partners working together on building a shared technical infrastructure for ingesting and storing metadata and content. The goals are to investigate potential efficiencies around sub-aggregation, shared storage, and enriched data while establishing consensus on principles and a legal framework. The project will also explore building end-user services and tools on top of this infrastructure to support researchers. It consists of 7 work packages focused on different aspects of the project carried out by 35 partner institutions.

Alastair Dunning, Future Directions for The European Library
The European Library is looking to expand its focus beyond national libraries to include research libraries. It aims to aggregate new forms of digital content from research libraries like research datasets, open access articles and monographs, digitized special collections, theses, and grey literature. It also wants to aggregate item-level descriptions and digitized versions of special collections to increase their visibility and discoverability. The European Library plans to create a European research platform by allowing libraries to share and retrieve content through Europeana Cloud. This will enable the research community to build tools on aggregated content. The goal is to better expose research library metadata and content to create new links and research opportunities.
Primo at Ticer 2009 - afternoon session
The Royal Library of Denmark has a complex information environment with separate catalogs and databases that make access fragmented and user unfriendly. They implemented Primo to integrate their local data and provide access to remote article databases through Deep Search and DADS in a single interface. This provides integrated and federated search while handling the challenges of different roles, needs, and access levels. Future development includes expanding article coverage through Primo Central and continuing to improve data cleanup through deduplication and FRBR processing.
Library Stewardship and the Evolving Scholarly Record: A Ten Thousand Foot V...
This document discusses the evolving landscape of library collections and stewardship. It notes that the scholarly record is growing in volume and complexity, and stewardship models are evolving in response. Responsibility for collections is becoming more distributed, and there is a trend toward greater coordination and resource sharing between institutions. This includes the development of shared print repositories and initiatives where groups of libraries commit to long-term stewardship of portions of collections. The value of local collections is shifting from depth and breadth to facilitating system-wide access and curation of print collections through collaboration at different scales.

A Strategic Approach: GenAI in Education
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
