Vanuatu Ministry of Health
 Non-communicable diseases (NCDs),
also known as chronic diseases, are
not passed from person to person.
 NCDs develop through a combination
of lifestyle behaviours including poor
diet, physical inactivity, tobacco use
and the harmful consumption of
alcohol.
 There are four main types of NCDs;
◦ Cardiovascular diseases (like heart attacks
and stroke)
◦ Cancers
◦ Chronic respiratory diseases (such as asthma
and emphysema)
◦ Diabetes
Multisectoral Domain
Health-specific Domain
 70% of all deaths in Vanuatu
◦ Significant contributor to
premature death
 Major cause of illness and
disability including strokes,
heart attacks, amputations,
blindness, liver failure,
emphysema and poor mental
health
 Significant health expenditure
is spent on treating these
largely-preventable diseases
detracting from other areas of
health concern
 Social Impacts – cyclical relationship between NCDs and
poverty and the impact on families
 Workforce – smaller and educationally stunted workforce
 Government expenditure – greater allocations required for
health and disability drawing available funds from other
sectors
 Economic – World Economic Forum identified NCDs as one
of the top global threats to economic development
 At global, regional and
national level all strategies
reflect the integral need for
multisectoral collaboration

  • 2.  Non-communicable diseases (NCDs), also known as chronic diseases, are not passed from person to person.  NCDs develop through a combination of lifestyle behaviours including poor diet, physical inactivity, tobacco use and the harmful consumption of alcohol.  There are four main types of NCDs; ◦ Cardiovascular diseases (like heart attacks and stroke) ◦ Cancers ◦ Chronic respiratory diseases (such as asthma and emphysema) ◦ Diabetes
  • 4.  70% of all deaths in Vanuatu ◦ Significant contributor to premature death  Major cause of illness and disability including strokes, heart attacks, amputations, blindness, liver failure, emphysema and poor mental health  Significant health expenditure is spent on treating these largely-preventable diseases detracting from other areas of health concern
  • 5.  Social Impacts – cyclical relationship between NCDs and poverty and the impact on families  Workforce – smaller and educationally stunted workforce  Government expenditure – greater allocations required for health and disability drawing available funds from other sectors  Economic – World Economic Forum identified NCDs as one of the top global threats to economic development
  • 6.  At global, regional and national level all strategies reflect the integral need for multisectoral collaboration ◦ NCD Roadmap 2015-2018 ◦ NCD Policy 2016-2020 ◦ Nutrition Policy 2016-2020 ◦ National interim CODEX committee ◦ Health-related Acts and Regulations surrounding food, alcohol and tobacco Healthy Islands Healthy Markets Healthy Schools Healthy Clinics Healthy Communities
  • 7.  Integration of agriculture / tourism and health programming  Ensuring food safety through compliance with the Food Control Act and subsequent regulations  Promoting food & nutrition security at all levels ◦ Price control: Import duties and agricultural subsidies  Adoption and mainstreaming of health initiative ◦ Walk for Life initiative ◦ Healthy catering policies in workplaces
  • 8.  Enforcement of regulations regarding public health, tobacco and alcohol amongst providers  Fostering ongoing collaboration between high-level and community health, agriculture and tourism bodies ensuring ongoing communication of priorities, strategies, identified bottlenecks and initiatives

  2. Immediate risk factors and NCDs are primarily the responsibility of the health sector Multisectoral action can aid in shifting NCD burden with a whole-of-society focus on underlying determinants and common risk factors . In Vanuatu a rise in NCD risk factors has been noted and coincides with the nation’s economic development. More sedentary lifestyles, increase in access to calorie dense food sources and increased availability of alcohol and tobacco products has exacerbated this burden. Through a combination of health sector-focus on NCDs as well as proactive multisectoral engagement, the rise in NCDs in Vanuatu can be halted.
  3. NCDs contribute to 70% of all deaths in Vanuatu as well as 52% of premature deaths in men and 60% in women. Also causes significant suffering and disability through NCD-related complications. There is also a cyclical relationship between NCDs and mental illness where each increase the risk and experience of one another. The image on the right represents the 2025 NCD Global Goals and Vanuatu’s 2015 baseline figures against this. Of significant concern includes: - High levels of NCD-related premature death - 11.7% of ni-Vanuatu adults are physically inactive - 28.6% have high blood pressure increasing risk of stroke and heart attack - 18.8% of the population is obese - Statistics show a national diabetic prevalence of 21.04% of all people The images down the right hand side of this slide represent the nine NCD global goals as part of the 2013-2020 global action plan for the prevention and control of NCDs as well as Vanuatu’s 2015 baseline figures in relation to these. It is the intention of this action plan that nation’s work towards addressing the global rise in NCDs and hence reach each of these goals by 2025. They include, reducing NCD premature mortality; reducing alcohol consumption, smoking and salt intake; reducing the current prevalence of high blood pressure, obesity and diabetes; as well as health specific-targets related to coverage of medicines and technologies to treat these conditions. Through these global goals and its significant focus on the prevention and control of previously identified modifiable behavioural determinants; exercise, food, smoking and alcohol, the need for multisectoral linkages is already increasingly obvious.
  4. Both the impact and mitigation of NCDs extends well beyond the health sector. - The burden of NCDs imposes upon individuals, families and communities. Illness and death increases families’ vulnerability poverty and may force children to be removed from school etc. - Increased illness and disability, typically impacting people during their working years, also decreases the size and efficiency of the nation’s workforce - Increased government expenditure on health in order to meet increased demand - NCDs – one of the top global threats to economic development.
  5. Influencing behaviours linked to health is necessary in all settings. All available international, regional and national policies and plans of action, including the SDGs, point to the need for multisectoral collaboration in addressing NCDs. National documents which outline this need for collaboration as well as guiding acts and regulations related to such include: NCD Roadmap 2015-2018 NCD Policy 2016-2020 Nutrition Policy 2016-2020 National interim CODEX committee Health-related Acts and Regulations surrounding food, alcohol and tobacco
  6. Integration of programs – linking developments in each of these fields ensuring improvements in agriculture also see health improvement for example Food safety – Through cross-sectoral understanding of the Food Control Act and related regulations, safer communities free from food borne diseases are secured Food and nutrition security – Making healthy food available and accessible to all. Working together to develop efficient systems of agricultural subsidies and import duties in order to curb behaviour towards healthier food production and subsequent consumer behaviour. Mainstreaming of health initiatives – Ensuring a reciprocal relations whereby health initiatives are embraces and mainstreamed across other sectors and that tourism and agricultural initiatives are valued and openly embraced by the health sector.
  7. Enforcement of regulations – ensuring all sectors are aware of and enforce current regulations surrounding the protect community health. This requires the development of health-sensitive initiatives such as: Encouraging alternative crops to tobacco and controlling the sale of local tobacco Preventing the sale of single stick cigarettes Ensuring retailers are aware of laws surrounding the sale of alcohol. Particularly with regards to minors or intoxicated individuals Promoting safe breast-feeding environments within workplaces Fostering ongoing collaboration – each sector is on the same page and ensuring that advancement in one sector does not result in shortcomings in others.
