The European Spallation Source (ESS) procurement process is guided by European Union directives and Swedish law. ESS follows principles of open competition, transparency, and equal treatment. Procurement over €207k is published on the EU website and follows EU competitive procedures. Procurement below this threshold follows Swedish law allowing direct awards under €50k. Systems like a procurement plan and e-tendering platform support the process. ESS aims to maximize in-kind contributions from partner countries which provides expertise while freeing up cash. As a European Research Infrastructure Consortium, ESS procurement rules must respect transparency and non-discrimination but are not directly subject to EU directives.

This document discusses challenge driven innovation and its implications for policy approaches. It proposes a 3-step conceptual approach to challenge driven innovation: 1) feasibility assessment, 2) experimentation, and 3) roll-out. While innovation policies still focus on science and market-driven approaches, demand-driven and challenge-driven innovation is emerging. Real systemic challenge-driven innovation policies are still lacking. The document examines experiences with challenge-driven innovation in healthcare, education, and entrepreneurship ecosystems. It concludes that challenge-driven innovation has potential for growth and societal issues but remains untapped due to institutional barriers.

The document discusses open innovation and its applicability in the Nordic marine sector. It summarizes that open innovation is an important tool for the fragmented seafood industry as it allows for risk reduction, reduced costs, increased speed and success of innovation. However, most innovation in the sector focuses on product development, while greater value is found in innovations to processes, finance and distribution. The presentation argues that moving towards more open innovation practices that combine ideas from inside and outside companies could help create successful innovations and increased value across the seafood industry.

This document provides an overview of resources for researching international patent law. It begins by explaining the relationship between international patent law, national patent laws, and patent harmonization. It then discusses various types of secondary sources for international patent law research, including treaties and conventions, judicial decisions from organizations like the European Patent Office and WTO, and government and non-governmental organization resources. The document provides examples of specific sources within each of these categories.
This document provides an executive summary of an international survey conducted by the International Bar Association's Intellectual Property and Entertainment Law Committee on specialized intellectual property courts and tribunals. The survey found that a small number of jurisdictions have established specialized IP courts, while others have specialized divisions or judges to handle IP cases. The survey aims to analyze arguments for and against specialized IP courts and contribute to discussions on improving IP enforcement. It identifies lack of judicial expertise in IP as a major issue and notes trends toward specialization. Benefits identified include expertise, effectiveness, and efficiency, while potential downsides also exist. The survey informs debates on IP court models in different jurisdictions.

An expert witness testified in a court case involving a teacher accused of sexual relations with a student. The expert, a computer forensics officer, explained that activity seen on the teacher's computer was likely caused by automatic programs and weather programs, not tampering as the defense suggested. If the computer had been turned back on after seizure, there would have been evidence of that, but there was none. The document then discusses the role of expert witnesses and preparing for testimony in court cases.
This document discusses the establishment of a procurement review system in Georgia based on recommendations from an EU Twinning Project. It provides background on the project's objectives of aligning Georgia's procurement practices with EU standards. It then summarizes Slovenia's existing non-judicial procurement review system as a model for Georgia, including the roles and qualifications of the National Review Commission members. Finally, it outlines some of the key challenges in establishing an independent and effective procurement review body for Georgia according to EU directives, including reconciling legal requirements, building institutional capacity, and improving visibility.

The document discusses arbitration as an alternative dispute resolution method for intellectual property and technology disputes. It notes the benefits of arbitration include avoiding multiple jurisdictions, party control over the process, and the ability to select expert decision-makers. The document also outlines some complexities around arbitrating IP issues and proposes the establishment of a Brainport Technology Arbitration Institute in the Netherlands to handle technology arbitration.
This document discusses the importance of an independent review system for public procurement. It notes that EU legislation and good practice require a review body to be independent, with members appointed under the same conditions as the judiciary. An effective review system provides legal recourse for dissatisfied parties, helps create trust in the process, and stimulates competition. The benefits of independent review bodies include lower prices, decreased corruption, and establishment of case law to guide future procurement. The document outlines principles such as a two-stage appeals process and recommends steps like ensuring a review body's financial independence, transparency in member selection, and education of stakeholders.
This document provides an overview of international patent filing options including the Paris Convention and Patent Cooperation Treaty (PCT). It discusses key differences and procedures for both options. The Paris Convention allows direct foreign filing within 1 year but is typically less expensive than PCT. PCT provides up to 30 months to decide where to file but is usually more expensive. It also summarizes PCT procedures including international search, publication, preliminary examination (optional) and national phase entry.

The document summarizes the future Unified Patent Court and Unitary Patent System in Europe. It outlines the goals of lowering costs and improving efficiency of patent litigation across Europe. It describes the key features of the new system, including the structure of the Unified Patent Court with local, regional, and central divisions. It also discusses controversial issues like bifurcation, language rules, transitional arrangements and potential delays from legal challenges from Spain and Italy. The document aims to help patent stakeholders understand the new system and consider impacts on their patent strategy.
The document outlines the appeal process used by the State Commission for Supervision of PPP in Croatia. It describes the 5 phases of the appeal procedure: 1) Registration, 2) Preparatory, 3) Decision making, 4) Drafting and publishing decisions, and 5) Statistics. The registration phase involves opening files, categorizing complexity, and designating file numbers. The preparatory phase includes collecting documentation, filling out forms, and proposing decisions. The decision making phase consists of panel sessions, voting, and signing minutes. Decisions are then drafted, published online, and delivered via mobile app. Statistics such as case numbers and timelines are also monitored.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.
