CAF IMPLEMENTATION
IN UKRAINE
Presented by: the Center for Adaptation of the Civil Service to the Standards of the European Union
(National Agency of Ukraine on Civil Service)
On November 28-29, 2019, in Helsinki (Finland) during a meeting of the Ministers of the
European Union, responsible for public administration, new members of the CAF EUPAN
Working Group of National Correspondents were approved, in particular, Ukraine, in the
person of the National Agency of Ukraine on Civil Service (NAUCS) received observer
status in the Working Group.
This status gave the opportunity to officially attract resources and implement the European
CAF quality management model in Ukraine.
CAF LAUNCH IN UKRAINE
The role of the Ukrainian National CAF Resource Center is performed
by the Center for Adaptation of the Civil Service to the Standards of
the European Union.
Separate employees of the Center for Adaptation of the Civil Service
to the Standards of the European Union have the status of CAF
national correspondents.
The main task of the Ukrainian National CAF Resource Center is
methodical and informational support for the implementation of the
quality management system in executive power bodies at the
central and local level.
MAIN TASKS: • coordination and assistance to government authorities and local self-government bodies
in the using of the CAF
• organization and participation in self-assessment certification of government authorities
and local self-government bodies according to the CAF
• conducting trainings and consultations on issues of promotion and using of the CAF
• participation in CAF external feedback in order to receive the "Effective CAF User" award
by government authorities and local self-government bodies
• organization of forums, conferences and discussions on the implementation of the CAF
• research and dissemination of best practices in the implementation of the CAF
• support and participation in the European network of CAF national correspondents and
CAF users in the public sector
• cooperation with the European CAF Resource Center of the European Institute of Public
Administration (EIPA) and CAF National Resource Centers and correspondents in different
countries

of civil servants who hold the positions of state secretaries of ministries for 2021, approved by
the Regulation of the Cabinet of Ministers of Ukraine dated December 28, 2020 No. 1645
Methodological recommendations for conducting a survey of the quality management system
of the ministry, another central body of the executive power, approved
by the Order of the NAUCS dated December 8, 2020 No. 230-20
Typical tasks and key indicators of effectiveness, efficiency and quality of official activity
of civil servants holding the positions of heads of central executive bodies for 2021, approved by
the Regulation of the Cabinet of Ministers of Ukraine dated December 28, 2020 No. 1646

TRAINING PROGRAMS
for civil servants of senior positions (category A) – it was training on «Increasing the
efficiency and quality of management in the field of public administration by applying the
Common Assessment Framework (CAF)»
for civil servants of category B and C, and officials of local self-government («Increasing
the efficiency and quality of management in the field of public administration and local
self-government by applying the Common Assessment Framework (CAF)»
*more than 500 people took part in these trainings
online course "Improving the efficiency and quality of management in the field of public
administration and local self-government by using the model of the Common Assessment
Framework (CAF)"
UKRAINIAN CAF RESOURCE CENTER COOPERATED WITH:

HANNS SEIDEL FOUNDATION
• a number of working meetings were held with Polish experts.
• a workshop "Practical experience of implementing the CAF methodology in the Republic of Poland at
the central level".
• a training for trainers: "Tools and techniques for improving public authorities using the CAF".
• the manual "Tools for ensuring the efficiency, effectiveness and quality of the activities of
public authorities".
• the international online workshop "Quality management by using the CAF: the best
European practices". The purpose - present international experience regarding the
implementation of general quality management tools in public administration, in particular
the CAF, as well as to discuss the practical steps of applying the quality management
system in the activities of government authorities in Ukraine.
QM SYSTEM SURVEY: CAF-2013 MODEL
• In 2019, in accordance with the Regulation
of the CMU dated December 18, 2018 No.
1030-r and No. 1031-r and in the
framework of the Action Plan for the
Implementation of the Public
Administration Reform Strategy of
Ukraine for 2019-2021, approved by the
Regulation of the CMU dated June 24,
2016 No. 474-r a preliminary survey of
the quality management system was
conducted in ministries, other central
bodies of executive power in
accordance with the CAF-2013 model.
• In 2021, a survey of the quality
management system of ministries and
other central bodies was conducted in
accordance with the CAF-2020.
• This survey was conducted according to
5 criteria: leadership, strategic planning,
personnel, partnership and resources,
processes among 66 government
authorities (including 19 ministries and
48 other central executive authorities).
• For the purpose of introducing CAF into
the system of executive authorities,
methodological recommendations were
developed for conducting an review of the
quality management system of the
ministry, another central executive
authority in accordance with CAF-2020.
• 58 executive bodies (16 ministries; 42
other central executive bodies) took part
in the survey.
• After summarizing the information from
the government authorities, a Final Report
on the results of conducting in 2021 the
survey of quality management system of
ministries and other central executive
authorities was prepared.
QM SYSTEM SURVEY: CAF-2020
In 2022, it was planned to develop Methodological
recommendations for conducting a survey of the quality
management system at the local level
CAF at the local level
The Working Group has already developed a project of
Methodological recommendations, taking into account the norms
of the new Draft Law of Ukraine "On Service in Local Self-
Government Bodies".
On May 2, 2023, the Law of Ukraine "On Service in Local Self-
Government Bodies" was adopted, and on July 18, 2023, it was
signed by the President of Ukraine.
*this Law enters into force six months from the date of its
publication, but not earlier than six months from the date
of termination or cancellation of martial law in Ukraine

  • 2. CAF IMPLEMENTATION IN UKRAINE Presented by: the Center for Adaptation of the Civil Service to the Standards of the European Union (National Agency of Ukraine on Civil Service)

On November 28-29, 2019, in Helsinki (Finland) during a meeting of the Ministers of the European Union, responsible for public administration, new members of the CAF EUPAN Working Group of National Correspondents were approved, in particular, Ukraine, in the person of the National Agency of Ukraine on Civil Service (NAUCS) received observer status in the Working Group. This status gave the opportunity to officially attract resources and implement the European CAF quality management model in Ukraine. CAF LAUNCH IN UKRAINE
  • 4. The role of the Ukrainian National CAF Resource Center is performed by the Center for Adaptation of the Civil Service to the Standards of the European Union. Separate employees of the Center for Adaptation of the Civil Service to the Standards of the European Union have the status of CAF national correspondents. The main task of the Ukrainian National CAF Resource Center is methodical and informational support for the implementation of the quality management system in executive power bodies at the central and local level.

MAIN TASKS: • coordination and assistance to government authorities and local self-government bodies in the using of the CAF • organization and participation in self-assessment certification of government authorities and local self-government bodies according to the CAF • conducting trainings and consultations on issues of promotion and using of the CAF • participation in CAF external feedback in order to receive the "Effective CAF User" award by government authorities and local self-government bodies • organization of forums, conferences and discussions on the implementation of the CAF • research and dissemination of best practices in the implementation of the CAF • support and participation in the European network of CAF national correspondents and CAF users in the public sector • cooperation with the European CAF Resource Center of the European Institute of Public Administration (EIPA) and CAF National Resource Centers and correspondents in different countries

Tasks and key indicators of effectiveness, efficiency and quality of official activity of civil servants who hold the positions of state secretaries of ministries for 2021, approved by the Regulation of the Cabinet of Ministers of Ukraine dated December 28, 2020 No. 1645 Methodological recommendations for conducting a survey of the quality management system of the ministry, another central body of the executive power, approved by the Order of the NAUCS dated December 8, 2020 No. 230-20 Typical tasks and key indicators of effectiveness, efficiency and quality of official activity of civil servants holding the positions of heads of central executive bodies for 2021, approved by the Regulation of the Cabinet of Ministers of Ukraine dated December 28, 2020 No. 1646 LEGISLATIVE PROVISION *all documents are mandatory acts of the Government of Ukraine

TRAINING PROGRAMS for civil servants of senior positions (category A) – it was training on «Increasing the efficiency and quality of management in the field of public administration by applying the Common Assessment Framework (CAF)» for civil servants of category B and C, and officials of local self-government («Increasing the efficiency and quality of management in the field of public administration and local self-government by applying the Common Assessment Framework (CAF)» *more than 500 people took part in these trainings online course "Improving the efficiency and quality of management in the field of public administration and local self-government by using the model of the Common Assessment Framework (CAF)"

UKRAINIAN CAF RESOURCE CENTER COOPERATED WITH: SOLIDARITY FUND PL HANNS SEIDEL FOUNDATION • a number of working meetings were held with Polish experts. • a workshop "Practical experience of implementing the CAF methodology in the Republic of Poland at the central level". • a training for trainers: "Tools and techniques for improving public authorities using the CAF". • the manual "Tools for ensuring the efficiency, effectiveness and quality of the activities of public authorities". • the international online workshop "Quality management by using the CAF: the best European practices". The purpose - present international experience regarding the implementation of general quality management tools in public administration, in particular the CAF, as well as to discuss the practical steps of applying the quality management system in the activities of government authorities in Ukraine.

QM SYSTEM SURVEY: CAF-2013 MODEL • In 2019, in accordance with the Regulation of the CMU dated December 18, 2018 No. 1030-r and No. 1031-r and in the framework of the Action Plan for the Implementation of the Public Administration Reform Strategy of Ukraine for 2019-2021, approved by the Regulation of the CMU dated June 24, 2016 No. 474-r a preliminary survey of the quality management system was conducted in ministries, other central bodies of executive power in accordance with the CAF-2013 model. • In 2021, a survey of the quality management system of ministries and other central bodies was conducted in accordance with the CAF-2020. • This survey was conducted according to 5 criteria: leadership, strategic planning, personnel, partnership and resources, processes among 66 government authorities (including 19 ministries and 48 other central executive authorities). • For the purpose of introducing CAF into the system of executive authorities, methodological recommendations were developed for conducting an review of the quality management system of the ministry, another central executive authority in accordance with CAF-2020. • 58 executive bodies (16 ministries; 42 other central executive bodies) took part in the survey. • After summarizing the information from the government authorities, a Final Report on the results of conducting in 2021 the survey of quality management system of ministries and other central executive authorities was prepared. In 2022, it was planned to develop Methodological recommendations for conducting a survey of the quality management system at the local level CAF at the local level The Working Group has already developed a project of Methodological recommendations, taking into account the norms of the new Draft Law of Ukraine "On Service in Local Self- Government Bodies". On May 2, 2023, the Law of Ukraine "On Service in Local Self- Government Bodies" was adopted, and on July 18, 2023, it was signed by the President of Ukraine. *this Law enters into force six months from the date of its publication, but not earlier than six months from the date of termination or cancellation of martial law in Ukraine

SINCE 2023 The Center starting to provide methodical and informational support to government authorities belonging to the defense sector. working meetings information materials on conducting surveys developing an Action Plan for improving the quality management system, taking into account the specifics of the activities of these authorities.
