2. Introduction
■ As the CEO and chairman of PT Harvest International Indonesia,
Harvey Goldstein leads an international consulting firm that assists
entrepreneurs in Indonesia, Singapore, and beyond in areas such
as investment, trade, and technology transfer. Possessing an
extensive engineering background, Harvey Goldstein helped to
guide the Cornell University Aeronautical Laboratory’s National
Cooperative Highway Research Program that focused on the use
of a digital computer to control traffic signalized intersections.
The initiative, sponsored by the Highway Research Board of the
National Academy of Sciences-National Research Council, sought
to address growing urban-traffic complexities through a
technology-based traffic-control solution. The goal was to tie real-
time digital computer decisions to a network of traffic-sensing
devices placed at intersections within a small city.

■ These could be coordinated so that traffic would flow with the
most minimal possible delay.
Goldstein’s efforts provided a substantive contribution to the
creation of this digitally controlled traffic-signal system.Among
other responsibilities, he directed the technical efforts of electrical
and communication engineers, as well as computer programmers.
His work also encompassed the oversight of statistical processes
and control equations, as well as the determination of traffic-
surveillance equipment requirements.
Goldstein’s investigation was published by the National Academy
of Sciences.
