Project : Central Planning Office
Client : Ministry & Municipality of Urban Planning, State of Qatar
Anthony was Head of Traffic Engineering at the Central Planning Office within the Ministry of Municipality & Urban Planning
between Sep 2011 and Feb 2016. He was responsible as a Government advisor for providing expert traffic engineering
and transportation advice to enable the efficient delivery of world-class multi-modal transport services.
Anthony played a key coordinating role, as a part of Government, providing technical support to improve efficiencies,
interface issues, effectiveness of projects, minimise impact and add value on planned transport infrastructure projects to
Qatar Ministerial level, CEO and senior government stakeholders including the Ministry of Municipality & Urban Planning,
Public Work Authority, Ministry of Interior, Ministry of Transport and Qatar Rail.
As Head of Traffic Engineering Anthony was responsible for providing specialist technical advice to support the
management on a number of major government transport infrastructure projects within the State of Qatar including:
• Expressway portfolio.
• Interim road improvement projects.
• Rail and metro route planning.
• Metro station surface area layout plans.
• Strategic logistic sites and construction vehicle moment strategy.
• Local roads and drainage projects.

Anthony reviewed and helped develop improved government planning policies, national standards and provided input to
develop new technical guidelines for improving road construction and road safety to help standardise consistent designs.
Anthony helped write technical sections on the Qatar “Work Zone Traffic Management Guide” and provided input into the
“Qatar Highway Design Manual” as well as construction safety elements within the “Building Control” procedures.
Anthony provided hands on technical support to improve communications between government bodies and contractors to
reduce project delays by improving the co-ordination of projects, improving the efficiency of the approval process, minimise
impacts on 3rd
parties and business, and to improve proposed designs to reduce land acquisition.
Anthony and his team of 15 staff advised on the effectiveness of certain infrastructure projects and the value added in
terms of investment to the State of Qatar. Anthony also advised on the sequencing and priority of infrastructure projects
(roads/highways, rail and service utilities, etc.) to ensure that they aligned with the transport master plan vision for the
State of Qatar.
Anthony was a Member of the Traffic Congestion Committee, which was responsible for “Keeping Doha Moving” by
developing quick wins schemes to address specific traffic problems within the City and to reduce traffic congestion at
important strategic junctions within the City of Doha. Anthony and his team help develop a strategic road corridors plan to
focus on strategic corridors within the Qatar to minimise traffic impacts along these corridors. Anthony and his team worked
very closely with the Minister of Interior Traffic Police and the Public Work Authority Design Department to develop junction
improvement schemes and designs. A significant number of improvement schemes developed by Anthony and his team
were implemented successfully.
Anthony chaired the Temporary Traffic Management Working Group, which was responsible for developing area wide
temporary traffic management strategy for planned road works to ensure works are co-ordinated and sequenced to
• Minimise traffic congestion.
• Reduce delays to construction projects.
• Minimise impacts on businesses and residents.
• Reduce road traffic accidents.
The work undertaken by the Temporary Traffic Management Working Group has proven to be hugely successful. Time
savings when converted to cost due to reduced traffic congestion, to reduced construction programme delays on
infrastructure projects, to improved road safety and reduction in traffic accidents, and to reduced impacts on 3rd parties,
residence and businesses have been estimated at over QAR 2 billion saving over a 3 year period. Key performance
indicators (KPI) were developed, monitored and measures to evaluate construction impacts, costs and performance.

Project : Kuwait City Urban Development 2030
Client : Kuwait Municipality
Kuwait Municipality awarded Atkins the project to develop a Traffic and Transport Plan & Local Plan to support the overall
vision and objectives of Kuwait City and to provide a fully integrated first class public transport system that respects the
City’s cultural heritage, and creates attractive and convenient open spaces and pedestrian environments for Kuwait to
become a city worthy of being the nation’s capital.
Atkins key Services: Develop a comprehensive and detailed Traffic Management and Transport Plan which involved a
number of study phases:

Anthony led the transportation planning deliverables of the project, which involved developing a number of sensible and
implementable highway measures to improve traffic and transport conditions to support the 2030 vision and objectives of
Kuwait City.
Anthony was responsible for evaluating the existing traffic and transport problems in the City and for developing the
transport strategy for the City. An assessment of the committed and future planned land use developments (3.8 million
square metres of GFA) within Kuwait City was undertaken to assess the future impact and determine the level of service
that would be experienced within the City.
The Traffic and Transport Management Plan led by Anthony set out the proposals and framework to assist with the delivery
of the study vision and goals which included:
• Reducing city wide traffic congestion.
• Promoting and enhancing public transport provision.
• Improving road safety in the city for motorists and pedestrians.
• Improving the quality and amount of parking.
• Improving safe pedestrian accessibility.
• Introducing effective transport policies and design standards.
Anthony and his team evaluated the design of planned infrastructure schemes including the Kuwait Metro, First Ring Road
and an assessment was undertaken of the future highway conditions in Kuwait City. Working closely with the Public Work
Authority and coordinating with Government Stakeholders recommendations were made by Anthony to provide more
integrated, sustainable and workable transport solutions and infrastructure proposals to meet the needs of those living,
working and visiting the City.
In response to the identified traffic and transport problems a number of traffic management and transport measures were
evaluated and efficient solutions were recommended by Anthony to address a number of transport problems including
traffic congestion, highway safety, limited public transport mode choice and integration, and parking deficit, etc.
Anthony provided technical advice on highway and junction mitigation measures including:
• Implementation of SCOOT signal optimisation and signal coordination system and Intelligent Transportation
Systems (ITS).
• Travel Demand Management (TDM) measures such as pedestrian oriented designs, flexi-time work schedules,
road user charging, etc.
• Travel plans and development control measures to ensure that new developments do not have an adverse impact
upon the highway network.
• Public transport and pedestrian measures.
• Parking measures.
• Policies.
A fundamental element of the study was the Implementation Plan to ensure that the proposed traffic and transport
measures were integrated with each other and with planned development and infrastructure schemes already planned.
Some measures were identified as more urgent than others and require immediate attention. Anthony developed a chart
outlining the proposed sequence of traffic and transport management measures for implementation together with a Plan
showing the proposed implementation of the different infrastructure schemes in relation to planned new developments.

Public Private Partnership (PPP) awarded Atkins the study to assess the implementation of a Kuwait Metropolitan Rapid
Transit System (Kuwait Metro).
As part the study Anthony provided support in the evaluation of a number of different Metro options. The
recommendation was to implement 155 kilometres of Metro network alignment that worked in harmony with the existing
context of the urban framework of the Metropolitan area.

Project : United Arab Emirates (UAE) Nation Transport Plan
Client : National Transport Authority (NTA), U.A.E.
The National Transport Authority in the UAE awarded Atkins a project to develop a National Transport Plan for the UAE
and to prepare a White Paper on transport policy for the whole of the UAE.
Anthony was responsible for:-
• Reviewing and identifying existing problems, opportunities and constraints relating to strategic transport demands
within and between each of the UAE Emirates, as well as travel demands from areas outside the UAE.
• Identifying and agreeing national transport planning and policy objectives as well as confirming an overarching
vision for the role of transport in achieving future planning and economic aspirations.
• Supporting the development of a national transport model for rail passenger and freight transport.
• Examining and assessing a range of short term, medium and longer term infrastructure measures and policies to
improve the current national transport system, based on international practice, as well as meet the travel demands
expected from future growth across the region in line with the desired outcomes (objectives).
• Providing support material in the preparation of an accompanying Transport White Paper.
A National Transport Plan for the UAE and White Paper was prepared covering all the Emirates within the UAE and all
modes of transport – Air, Sea, Rail (passenger and freight), Road Freight, Bus and Car.

Project : Zayed Sport City Master Plan, Abu Dhabi, U.A.E.
Client : Mubadala
Zayed Sport City Master Plan is a 2 million sq.m GFA major mixed use development consisting of 300,000 sq.m GFA
regional shopping mall, 7,000 mixed residential units, hotels, two schools for over 2,000 students, a hospital, commercial
and additional recreational facilities including a 45,000 seat stadium to host sporting events and other cultural activities
including a sports medical facility and the provision of approximately 20,000 car parking spaces on-site.
Anthony led the transport planning services of a multidisciplinary team which included:-
• Developing a master plan layout for the whole site including the surrounding highway network, site access points,
parking and circulation design layouts.
• Evaluating detailed alignment proposals for the metro and tram routes passing thought the site.
• Preparing an Event Management Plan for future FIFA football events at the 45,000 seat stadium.
• Preparing a Transportation Masterplan (TMP) to support the design of the full Masterplan.

Project : Bus Stations Project - Study, Design and Supervision
Client : Department of Transport, Abu Dhabi, U.A.E.
The Department of Transport (DoT) commissioned Atkins to undertake the study, design and supervision of Bus Stations
across the Emirate of Abu Dhabi. This project consisted of providing new and improved Bus Stations at six locations within
the Emirate of Abu Dhabi, namely Abu Dhabi Main Bus Station, Al Ain, Al Shahama, Musaffah, Madinat Zayed and Liwa.
A multi-disciplinary design team from Atkins worked on the project. Anthony was responsible for the transportation planning
elements of the project, which involved transportation studies, traffic modelling assessments, bus route planning and
designing efficient bus station layout arrangements. This involved working closely with the Architects to develop safe,
workable and efficient designs that ensured that the building footprint design and internal layout of the building was well
coordinated and integrated with the bus station site layout.
Anthony was responsible for:-
• Preparing the Transportation Impact Study (TIS) and obtaining approvals from the relevant Authorities
• Developing accessibility improvements to each station for all modes.
• Integrating the bus station designs with Metro and Tram proposals.
• Developing site layouts that provided attractive, safe and convenient passenger facilities, bus stands and bus
layover bays, taxi facility, drop-off and pick-up facilities, pedestrian and cycle facilities, access and car parking
arrangements, bus depot facilities, and off-site infrastructure improvements.

Dubai Maritime City, first announced in 2003 as the “world’s largest maritime development” and was expected to be fully
operational by 2012, was originally designed to include one of the largest marinas in Dubai, a 121-hectare business district
for maritime and offshore-related trade as well as offices, warehouses, academic buildings, hotels, homes and shops.
However, after completing a first phase of marina berths, the project was stalled by the global financial crisis as ambitious
infrastructure works stopped and the company, owned by Dubai World, negotiated with sub-developers to reduce the
amount of land they had bought in exchange for hefty price reductions.
Development: 40,000sq.m office development with over 1,000 car parking spaces.
Anthony worked closely with Foster + Partners and design team and was responsible for developing the:

He was responsible as a Government advisor for providing expert traffic engineering and transportation advice to enable the efficient delivery of world-class multi-modal transport services. Anthony played a key coordinating role, as a part of Government, providing technical support to improve efficiencies, interface issues, effectiveness of projects, minimise impact and add value on planned transport infrastructure projects to Qatar Ministerial level, CEO and senior government stakeholders including the Ministry of Municipality & Urban Planning, Public Work Authority, Ministry of Interior, Ministry of Transport and Qatar Rail. As Head of Traffic Engineering Anthony was responsible for providing specialist technical advice to support the management on a number of major government transport infrastructure projects within the State of Qatar including: • Expressway portfolio. • Interim road improvement projects. • Rail and metro route planning. • Metro station surface area layout plans. • Strategic logistic sites and construction vehicle moment strategy. • Local roads and drainage projects. • Major land use development projects. Atkins key Services: Develop a comprehensive and detailed Traffic Management and Transport Plan which involved a number of study phases: • Data Collection and Analysis. • Stakeholder Engagement. • Traffic Planning and Transport Studies. • Traffic Management and Transport Plan. Anthony led the transportation planning deliverables of the project, which involved developing a number of sensible and implementable highway measures to improve traffic and transport conditions to support the 2030 vision and objectives of Kuwait City. Anthony was responsible for evaluating the existing traffic and transport problems in the City and for developing the transport strategy for the City. An assessment of the committed and future planned land use developments (3.8 million square metres of GFA) within Kuwait City was undertaken to assess the future impact and determine the level of service that would be experienced within the City. The Traffic and Transport Management Plan led by Anthony set out the proposals and framework to assist with the delivery of the study vision and goals which included: • Reducing city wide traffic congestion. • Promoting and enhancing public transport provision. • Improving road safety in the city for motorists and pedestrians. • Improving the quality and amount of parking. • Improving safe pedestrian accessibility. • Introducing effective transport policies and design standards. Anthony and his team evaluated the design of planned infrastructure schemes including the Kuwait Metro, First Ring Road and an assessment was undertaken of the future highway conditions in Kuwait City. Working closely with the Public Work Authority and coordinating with Government Stakeholders recommendations were made by Anthony to provide more integrated, sustainable and workable transport solutions and infrastructure proposals to meet the needs of those living, working and visiting the City. In response to the identified traffic and transport problems a number of traffic management and transport measures were evaluated and efficient solutions were recommended by Anthony to address a number of transport problems including traffic congestion, highway safety, limited public transport mode choice and integration, and parking deficit, etc. Anthony provided technical advice on highway and junction mitigation measures including: • Implementation of SCOOT signal optimisation and signal coordination system and Intelligent Transportation Systems (ITS). • Travel Demand Management (TDM) measures such as pedestrian oriented designs, flexi-time work schedules, road user charging, etc. • Travel plans and development control measures to ensure that new developments do not have an adverse impact upon the highway network. • Public transport and pedestrian measures. • Parking measures. • Policies. A fundamental element of the study was the Implementation Plan to ensure that the proposed traffic and transport measures were integrated with each other and with planned development and infrastructure schemes already planned. Some measures were identified as more urgent than others and require immediate attention. As part the study Anthony provided support in the evaluation of a number of different Metro options. The recommendation was to implement 155 kilometres of Metro network alignment that worked in harmony with the existing context of the urban framework of the Metropolitan area. Job title : Principal Transportation Planner Project : United Arab Emirates (UAE) Nation Transport Plan Client : National Transport Authority (NTA), U.A.E. The National Transport Authority in the UAE awarded Atkins a project to develop a National Transport Plan for the UAE and to prepare a White Paper on transport policy for the whole of the UAE. Anthony was responsible for:- • Reviewing and identifying existing problems, opportunities and constraints relating to strategic transport demands within and between each of the UAE Emirates, as well as travel demands from areas outside the UAE. • Identifying and agreeing national transport planning and policy objectives as well as confirming an overarching vision for the role of transport in achieving future planning and economic aspirations. • Supporting the development of a national transport model for rail passenger and freight transport. • Examining and assessing a range of short term, medium and longer term infrastructure measures and policies to improve the current national transport system, based on international practice, as well as meet the travel demands expected from future growth across the region in line with the desired outcomes (objectives). • Providing support material in the preparation of an accompanying Transport White Paper. Client : Mubadala Zayed Sport City Master Plan is a 2 million sq.m GFA major mixed use development consisting of 300,000 sq.m GFA regional shopping mall, 7,000 mixed residential units, hotels, two schools for over 2,000 students, a hospital, commercial and additional recreational facilities including a 45,000 seat stadium to host sporting events and other cultural activities including a sports medical facility and the provision of approximately 20,000 car parking spaces on-site. The Department of Transport (DoT) commissioned Atkins to undertake the study, design and supervision of Bus Stations across the Emirate of Abu Dhabi. This project consisted of providing new and improved Bus Stations at six locations within the Emirate of Abu Dhabi, namely Abu Dhabi Main Bus Station, Al Ain, Al Shahama, Musaffah, Madinat Zayed and Liwa. A multi-disciplinary design team from Atkins worked on the project. Anthony was responsible for the transportation planning elements of the project, which involved transportation studies, traffic modelling assessments, bus route planning and designing efficient bus station layout arrangements. This involved working closely with the Architects to develop safe, workable and efficient designs that ensured that the building footprint design and internal layout of the building was well coordinated and integrated with the bus station site layout. However, after completing a first phase of marina berths, the project was stalled by the global financial crisis as ambitious infrastructure works stopped and the company, owned by Dubai World, negotiated with sub-developers to reduce the amount of land they had bought in exchange for hefty price reductions.
